Which organizations have the right to issue a residence permit?

The issuance of a residence permit is the exclusive prerogative of the Ministry of Internal Affairs of the Russian Federation . No other organization can issue a residence permit.

Government authorities provide foreign citizens with a fairly wide choice of payment methods. For example, you can take a receipt to your nearest bank and deposit money through a cash register, payment terminal or ATM. By the way, employees of some banks do not even need to provide details - they check them using the internal system themselves. But this does not happen in every department.

An important point: if another person pays the fee for you, he must indicate your passport information as the sender. Otherwise, the state duty will be invalid for you.

You can also pay the required amount online through a mobile banking application. For example, to pay a fee through Sberbank Online you need:

Features of obtaining a residence permit

Foreign citizens applying for a residence permit after receiving a Temporary Residence Permit need to know that the opportunity to obtain a Residence Permit appears after six months from the date of receipt of the temporary residence permit and ends six months before the end of this document.

An application for status may be rejected citing reasons that are not true. You have the right to challenge the decision. The fine for failure to submit an annual notice is determined by the court. A foreign citizen is required to pay, as a rule, from 5,000 to 10,000 rubles for failure to file for one year. State duty for a residence permit: the price of obtaining status

The cost of obtaining a residence permit from November 2021 is 5,000 rubles . The amount of payment for the provision of public services is established by paragraph 18 of Article 1 333.28 of the Tax Code of the Russian Federation. This price for the state residence permit fee is established throughout Russia: 5 thousand is paid by both migrants from the capital or St. Petersburg, and migrants from any other regions of the country.

If we are not talking about the initial issuance of a residence permit, but about a replacement, then you will not have to pay the state fee if:

  • a technical defect has occurred due to which the document cannot be recognized as valid (faded seals, symbols cannot be distinguished, etc.). In this case, there is no need to re-pay the state fee for a residence permit;
  • important notes and entries were made improperly due to the fault of the specialist who prepared the documents for issue;
  • the applicant’s data in the residence permit does not correspond to his data specified in the application.

According to the regulations on the issuance of a residence permit (Order of the Ministry of Internal Affairs No. 417), a foreign citizen has the right to pay the state fee both before and after submitting documents, but no later than the end of the decision-making period, that is, before the issuance of the residence permit itself. The paid fee is valid until the bank details are changed or the amount is changed, which does not happen often.

When accepting documents, the UVM inspector does not have the right to demand a receipt of payment. It is provided by the applicant solely voluntarily. So, if payment is made, but for some reason there is no receipt, representatives of government agencies are obliged to independently request information from the Federal Treasury. This is stated in the Regulations, but in fact, inspectors usually require a receipt for payment of the state fee for a residence permit at the stage of submitting documents.
