What does an internal passport look like?

The passport form is made according to a single template and consists of 20 pages. Its size is 88 x 125 mm. The document has a unique digital code - a series and number, which consists of 10 digits and is displayed on each page.

Page #1 contains the title of the document. The second spread of the passport includes basic information about the owner. Page No. 2 indicates where and when the passport was issued. The right side of page No. 3 is occupied by personal data: full name, gender, date and place of birth. On the left is a photo of a citizen. This page is laminated with film to protect the information.

Pages No. 5–12 are intended for notes on registration at the place of residence.

On page No. 13, military service is noted, pages No. 14 and 15 display the citizen’s marital status, and pages 16 and 17 contain information about children.

Page No. 18 is occupied by information about blood type, Rh factor and taxpayer identification number (TIN). On page No. 19 there is information about obtaining a foreign passport and previously issued internal passports.

Standards that a photo must meet

Clause 38 of the Administrative Regulations, approved by Order of the Ministry of Internal Affairs of the Russian Federation dated November 13, 2017 No. 851, sets out in detail the requirements for passport photographs in 2021. It is mandatory to follow these rules both when first issuing a passport and when replacing it.

The photo must correspond to the appearance and age of the citizen at the time the passport is issued. If there is a change in appearance that makes visual identification difficult, the ID card will become invalid.

It should be remembered that the standards and parameters of a passport photo are quite strict:

• It is required that the face be completely in focus and shown from the front.
• Dark glasses, hats and foreign objects are not allowed.
• The person in the photograph should have their eyes open and look straight ahead.
• It is important that your hair does not obscure your eyes.
• The face should have a neutral expression.
• The mouth should be kept closed.
• It is prohibited to take passport photos in uniform.

The administrative regulations do not separate the requirements for a photo at the age of 14 for a Russian passport and when replacing an internal civil identity card. During the initial execution of the document, the dimensions and placement of the image on the pasted photograph must comply with the same legally prescribed standards.

Photo for a passport of a citizen of the Russian Federation

Every Russian encounters his first official state document at a fairly young age - at 14 years old. This is exactly how it is defined by the law on the passport of a citizen of the Russian Federation. What requirements must the photographs meet:

• color photographs are preferable to black and white, but the use of the latter is not prohibited;
• the photo is taken without a headdress, except in cases where this is impossible for religious reasons. But even in this case, the headdress should not distort the oval of the face;
• Photos are printed exclusively on matte paper;
• any retouching, changing the shape and details of the face is strictly prohibited;
• The photograph should not have white margins in the form of corners or semi-ovals.

The required number of photographs and their cost

When applying for an internal identity card, you should know how many photographs you need to replace your passport. Two copies will be required: one photo will be pasted into the passport, the other will be attached to the personal file in the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs, which is responsible for processing the document.

If there is a need to obtain a temporary certificate while the passport is being produced, you will need one more additional photograph.

As a rule, photo workshops are aware of what photographs are needed for a passport of a citizen of the Russian Federation, so the client will not have to be informed about the required image parameters.

The cost depends on various factors. In large cities this service will cost more. The professional level of the studio and its location play a significant role in the cost. The speed of production will also be reflected in the price. On average, the cost of a photo for an internal passport is 100–300 rubles.

Requirements for photo quality and size

Administrative regulations establish that the size of a passport photo in 2021 should be 35 by 45. High demands are also placed on the quality of the photo.

• Vertically, the face occupies 70–80% of the photo.
• The head image should be 30–32 mm in height, and 18–22 mm in width.
• The distance from the horizontal line at the level of the pupils of the eyes to the tip of the chin should be 12 mm, and the distance between the pupils should be 7 mm.
• The free space at the top is 5 mm, a deviation of 1 mm is permissible.

A color or black and white photo with a smooth and light background is suitable for a passport. There are no shadows, spots or streaks allowed in the image.

Anyone who wants to use the State Services portal to submit documents must provide a digital photograph with certain parameters. The submitted file in .jpg format cannot be larger than 300 kilobytes. The acceptable minimum resolution is 600 dpi.

To print a photograph, matte or glossy paper with a thickness of no more than 3 mm can be used. If you have technical capabilities, you can print it yourself or contact a specialized service point.

Photos of the documents

What you need for a successful photo

In order for the documentary image to be successful, you should know what clothes are best to wear for passport photos. It is not advisable to choose blouses, jackets or sweaters that are too light. They will blend into the background. A deep neckline on a blouse will have the same effect.

Some citizens have a question about whether it is possible to take passport photos wearing glasses. The photo should closely match the appearance of the owner of the document. A prerequisite is that the pupils of the eyes are clearly visible. Lenses must be transparent. Tinted glass is not allowed. You should not be photographed wearing glasses if they are used only for certain occasions.

In accordance with the Administrative Regulations of the FMS, the Russian must be without a headdress in the photograph. The exception is for persons who have religious grounds. A passport photo wearing a headdress can be taken by a citizen who has provided documentary evidence that his religion does not allow him to remove his headdress. This attribute cannot cover part of the face. The photo should clearly show an oval from the hairline to the tip of the chin.

A controversial issue for men is whether it is possible to be photographed on an internal passport with a beard. We should not forget that the photograph helps to visually identify a person. If a beard serves to create an image for a short period of time, it is better not to take a photo with it on your passport, as problems may arise later: official institutions may refuse to provide services due to a radical change in appearance. Difficulties will also arise when crossing the border.

People often ask whether it is possible to smile in order to look good in a photo. A smile and positive emotions, of course, decorate every face. The legal requirement is neutral facial expressions and a closed mouth. However, you can raise the corners of your lips and eyes. You shouldn't show too much emotion. A calm facial expression with a slight smile will help you take a successful photo.

For women, the question is whether it is possible to take passport photos with their hair down. The regulations do not prohibit this. But it is worth remembering that the hair should not cover the eyes or part of the face.
