Is it possible to change a passport at the MFC using temporary registration?

The only difference in registration outside the home city is that the applicant will have to additionally provide a certificate of temporary registration. Changing a passport with temporary registration requires a longer verification period due to interdepartmental requests. The deadline for registration is up to 30 days from the date of submission of the application form.

Who has the right to replace a document through the MFC at the age of 45?
