What is a medical certificate for a residence permit?
All foreigners are required to undergo a mandatory medical examination. Its results are indicated in a special document. As a result, the applicant receives two forms. One talks about the absence of sexually transmitted diseases, and the second describes the general state of health. The last document is given even if diseases or deviations from the norm are detected. And the certificate is given when there is no AIDS.

All documents are issued to the applicant for a residence permit under a personal signature. The validity period of medical certificates and certificates is 1 month. What documents are needed to obtain a certificate?
The registration of a medical certificate for a residence permit begins with payment of the state fee. After the applicant has taken the documents to obtain a medical report from the FMS, the law sets a deadline of a calendar month.
This is the maximum after which all issued forms will become invalid. The permit is cancelled. And after that, for entry into the territory of the Russian Federation, checks are carried out more thoroughly.
In private clinics, you can get all the certificates done within a week. But the cost there is much higher than in government institutions. Therefore, we recommend that you set aside time in advance. In its appearance, a medical certificate consists of two documents - a certificate and an A4 form.
Understanding the differences, it is worth first noting the similarity of the commissions. You will have to take the same tests. This is the blood on:
- AIDS;
- sexually transmitted diseases;
- General clinical picture.
You also need to give urine for drug detection and a general analysis. It is important to do fluorography. What diseases will be looked for in a migrant at the medical examination?
Let us immediately note that medical certificates are allowed to be submitted after submitting an application for a temporary residence permit. Many foreigners do this in order to save time: first they submit documents for a temporary residence permit, and then they begin to undergo examination.

A medical examination is not a whim of migration department employees, but a requirement of the Russian government. Procedure for undergoing medical examination
There is an approved list of specialist doctors who must examine a candidate for a residence permit and the tests that they must undergo. A citizen should know that he is obliged to fully provide doctors with information about the diseases he had previously suffered and existing at the time of the examination.
The registration department staff will issue vouchers for visiting doctors from the mandatory list for the required type of examination. It is worth noting that in addition to passing a medical examination, a foreigner needs to obtain a certificate of knowledge of the Russian language for foreign citizens for a residence permit. Each of the listed doctors conducts a detailed examination of the patient and makes his own verdict regarding the field of medicine in which he is a specialist. If during a medical examination it turns out that the applicant for a residence permit is sick with leprosy, tuberculosis, AIDS or venereal diseases, then he will be denied a residence permit in the Russian Federation.
Medical examination for foreign citizens
The commission begins with the preparation of an extract from the skin veterinary clinic. You should take with you originals and copies of your international passport, migration card, registration and signed translation of all this. An agreement for the provision of services is concluded at the registry, and payment is made.
A dermatovenerologist examines the applicant's skin, hair and nails. Then he examines the genitals, accessible mucous membranes and palpates the lymph nodes. Medical examinations are taken at various organizations. But there is an important point: the institution must have a license that allows it to conduct examinations of people applying for a temporary residence permit.
The organization must have special forms of certificates and conclusions that are issued based on the results of a medical examination at the temporary residence permit. The type and content of these forms are strictly regulated in government regulations and migration documents.
Each region has its own clinics and organizations where you can take tests and conduct examinations. In some cities, everything can be done by one institution, and a person will only have to go to different offices. For example, in Moscow you can do a medical examination at the center in Sakharovo in the “Medicine” department.
In some cities you have to travel to collect medical certificates: at one end of the city they donate blood, at the other they donate fluorography.
Wherever you undergo the examination, you need to take with you:

The validity period of a medical certificate for a residence permit is 3 months; to obtain it, tests are required:
- urine - general and analysis for the presence of psychotropic/narcotic substances;
- blood for syphilis, HIV, tuberculosis (according to the indications of a phthisiatrician).
The tests that need to be taken when passing a medical examination for a residence permit allow you to get the most complete picture of the state of health of a foreign citizen. That's why they are mandatory. Tests for residence permit:
- general blood test;
- blood test for syphilis and HIV infection;
- general urine examination;
- urine test for drug and psychotropic drug use.
In addition to these laboratory diagnostic studies, a citizen must undergo fluorography to check the lungs for the absence (or presence) of tuberculosis. Important: if a citizen, on the recommendation of a doctor, takes any medications, he must notify medical staff about this and provide them with a prescription for the medicine and a document extract from the attending physician about the purpose of taking the drug.
Mandatory medical certificates for residence permit
A medical examination consists of an examination by several specialists and tests. The full list of procedures includes:
- fluorographic examination . Based on the results of this examination, the physiatrist concludes that there are no pulmonary infectious diseases and tuberculosis;
- clinical blood test;
- blood test for the presence/absence of HIV infection and syphilis ;
- general urine analysis ;
- test to determine the presence/ absence of drugs;
- examination by a dermatovenerologist . The task of this doctor is to determine the absence of skin diseases;
- appointment with a psychiatrist . As a rule, it is a conversation, the purpose of which is to identify the patient’s adequacy;
- appointment with a narcologist . Very often, the functions of a psychiatrist and narcologist are combined by one specialist;
- examination by an infectious disease specialist . This doctor examines the gastrointestinal tract and respiratory organs for the presence of infectious microorganisms;
- therapist appointment. This specialist will be the last on the list. He will register the examination you have completed, collect certificates issued by other doctors, and inform you of the approximate time frame for reviewing the test results;
- coronavirus test. This test was added in the summer of 2021.
It is important to know that at least 12 hours before taking a urine test, you cannot take psychotropic, sleeping pills, painkillers, antitussives, bronchodilators, tranquilizers and, of course, drugs. If any of the drugs is taken on an ongoing basis (as prescribed by a doctor), then the doctors taking the test must be warned about this. The oral warning must be supported by a doctor's prescription stating the purpose of the medication.
In private clinics, procedures can be completed in 1 day. You may have to return to the public clinic several times. The results will be ready in 10-14 days. Do not forget that some of the tests have a limited validity period, so it is better to start processing medical certificates after the remaining documents have already been collected. Please note that it is impossible to provide certificates after submitting an application for a residence permit, so the results of the medical examination are presented with all other documents.

Tests and doctors you will need to undergo at the medical examination
Documents are issued exclusively at the specialized institution. It must be authorized to issue certificates and opinions.
In order to undergo an inspection, you will have to take the appropriate form from the FMS. It can only be obtained if the applicant provides a copy of the passport, migration registration and card.
Next, in each establishment you need to take a direction. The presence of a translator is required if the foreigner does not properly speak Russian.
The procedure for medical examination of foreign citizens prohibits the use of psychotropic, narcotic and tranquilizing, as well as antitussive drugs before taking tests. If the applicant has a need for them, he must notify the doctors about this. It is mandatory to present a prescription from your doctor for all tablets.
A permit may not be issued if a foreigner has been diagnosed with infectious diseases such as HIV, Leprosy, tuberculosis, syphilis, chlamydia, or is a drug addict.
Necessary documents for obtaining a certificate of absence of HIV for obtaining a residence permit
The applicant must appear in person at one of the accredited medical institutions, having with him a referral issued by the migration service for a medical examination, to which must be attached:
- a document confirming the identity of the applicant (for example, a passport);
- documentary evidence of the legality of a foreign citizen’s stay on the territory of the Russian Federation, i.e. a migration card and a registration certificate (Ukrainians do not need such a certificate, since they have the right to stay in the Russian Federation for 90 days without registration);
- receipt for payment for the service.
In addition, notarized copies of all documents, including a certified translation of the passport, may be required.
If a foreigner does not speak Russian, he has the right to invite an interpreter so that there are no misunderstandings during the process of undergoing a medical examination and issuing certificates.
Before undergoing a medical examination, it is not recommended to consume foods and medications that contain caffeine, psychotropic substances, as well as medications that the applicant uses to treat chronic diseases.
If it is impossible to stop taking medications, you should consult on this issue with a therapist, who will make an opinion about the patient’s health condition.
Cost of the procedure
The amount it will cost a foreign citizen to undergo a medical examination depends on the region of the Russian Federation where he is going to obtain a residence permit, and on whether he will undergo the examination in a public or private medical clinic. The amount is quite variable and can be from 3,000 rubles and above.
In addition, the state fee for a residence permit is required to be paid; from January 1, 2019, it is 3,500 rubles. You can pay it at any bank in the Russian Federation through a cash desk or through a payment terminal. The receipt for payment must be taken to the Department of Migration.
