Which Russians have the right to Ukrainian citizenship?
Currently, this right applies to the following categories of persons:
- born in the country. This is the easiest option for obtaining Ukrainian citizenship for citizens of the Russian Federation. This also includes applicants whose one or both parents were born in Ukraine;
- having Ukrainian origin. Such applicants may be born in Russia. But if their close relatives (grandparents, siblings and children) were born in Ukraine, they can legally claim citizenship;
- legally residing in the country for 5 years. This method is the most common, although it requires the fulfillment of additional requirements - renunciation of Russian citizenship, learning the national language, confirmation of laws, registration of a residence permit;
- those who have adopted Ukrainian minors or established guardianship over them, as well as those who are guardians of incapacitated Ukrainians;
- who decided to restore previously lost citizenship. Such persons obtain citizenship through an application addressed to the President;
- married to a Ukrainian. Russians applying for Ukrainian citizenship through a spouse have the right to it after the marriage union has completed 2 years.
Refugees and persons granted political asylum, holders of professions and specialties in demand in the country, scientific and cultural figures can also become Ukrainian subjects.
Important: the presence of any of the listed grounds will have to be proven documented. Supporting documents may include birth certificates of the applicant or his relatives, marriage certificates, court decisions establishing guardianship and trusteeship, adoption, diplomas indicating the applicant’s specialty, and the like.
How can a Russian citizen obtain Ukrainian citizenship?
This can be done both in general and in a simplified manner. Unlike Russian legislation, in Ukrainian there are few reasons for a simplified algorithm. These are, in particular, having refugee status, obtaining political asylum and marriage with a Ukrainian citizen. The remaining categories apply for citizenship in a general format.
But the application is considered quite quickly: within 3 months from the date of submission of documents according to the general scheme and within a month for those who have the right to obtain simplified citizenship.
Please note: an exception to the generally accepted rules is when citizenship is acquired through a petition addressed to the President. Since the presidential commission meets every few months, a decision will have to wait about a year.
The algorithm of actions in both cases is as follows:
- collection of documents. They need to be translated into Ukrainian, the translation certified, copies of the originals and the translation made and notarized. Some of the documents require apostille certification;
- submitting an application to the migration service at the place of registration or place of actual residence;
- waiting within a specified period;
- receiving notification of the decision made;
- if the decision is positive - preparation and submission of documents, and then - obtaining an internal passport of a citizen of Ukraine.
Who issues citizenship and how?
In Ukraine, you can obtain citizenship by going through a regular or simplified procedure. The first lasts 12 months, and in some cases longer. This is due to the fact that the case is being considered by a commission specially created under the President of Ukraine, which holds its meetings no more than 2 times a year. If she makes a positive decision, then a special decree is subsequently prepared, which is submitted to the President for signing. What grounds are needed for a simplified procedure?
The Citizenship Law describes a number of grounds with which a foreigner can quickly and without much hassle become a full-fledged Ukrainian. By place of birth Article No. 7 indicates that for a simplified procedure the basis “by birth” can be applied. The following groups of foreign citizens can use this basis: 1. Persons who were born into a family where one of the parents had Ukrainian citizenship. 2. Persons born into a family of those who do not have any citizenship, but live in Ukraine, having the grounds provided for by law. 3. Persons born into a family of foreigners living in Ukraine, provided that the born child does not automatically acquire the citizenship of one of the parents, in accordance with international treaties. 4. Infants who were found in Ukraine and whose parents could not be identified. 5. Children of persons who have received refugee status, provided that they do not automatically acquire the citizenship of one of the parents, in accordance with international treaties, so that dual citizenship does not arise. Territorial feature Article No. 8 provides that persons whose close relatives lived on the territory of the Ukrainian SSR before August 24, 1991, as well as children who were born after this date in Ukraine, but who did not receive citizenship by birth, can quickly obtain citizenship using the territorial sign. The role of such close relatives can be: granddaughter or grandson, grandmother or grandfather, son or daughter, sister or brother and parents. Restoration Article No. 10 notes that persons who previously had Ukrainian citizenship can easily restore it if there are no following obstacles: - loss of citizenship occurred due to the fact that it was obtained fraudulently; – the person applying for restoration has committed serious crimes against the entire human race; – the person poses a threat to the national security of the country or has committed particularly serious crimes in the past, regardless of where it was. Adoption Article No. 11 indicates that the following can use adoption to quickly obtain Ukrainian citizenship: – children with foreign citizenship or without any citizenship; – adults, if they do not have citizenship and reside in Ukraine on the basis established by law. Adoption can be carried out by both married couples where both parties have Ukrainian citizenship, and couples in which one of the spouses is a foreigner or a stateless person. Guardianship Articles No. 12 and 13 provide that, by analogy with adoption, children and adults over whom Ukrainian citizens have established guardianship in court also receive citizenship in an accelerated manner. - identification. In most cases, such a document will be a residence permit, but other options provided by law are also possible;
- birth and marriage certificates. If his minor children take citizenship together with the applicant, it is necessary to provide birth certificates for each of them;
- confirmation of financial solvency. This may include a salary certificate from the employer, a bank statement, a document confirming receipt of an inheritance, a certificate of an individual entrepreneur, and the like;
- certificate of renunciation of Russian citizenship. This procedure is mandatory. Ukrainian laws prohibit having two passports from different countries, so obtaining Ukrainian citizenship without renouncing Russian citizenship is legally impossible;

Russia is needed only by those who managed and wanted to remain Russian while living here.
