How to obtain Russian citizenship: special conditions for the Republic of Belarus

An international agreement has been concluded between two states: the Republic of Belarus and the Russian Federation, according to which citizens of the union state of Belarus, unlike other CIS countries, can obtain Russian citizenship in the most preferential simplified manner.

What are the special conditions for Belarusians in 2021? Firstly, the simplified procedure for acquiring a Russian passport consists of eliminating one of the stages (temporary residence permit) and reducing the overall time frame for obtaining Russian citizenship.

Please note: according to international agreement, only Belarusians can use such a simplified scheme. If other foreigners need to go through 3 stages: a temporary residence permit (TRP), a residence permit (RP) and Russian citizenship, then according to an international agreement, a Belarusian does not need to obtain a temporary residence permit, thus, the acquisition of Russian citizenship by Belarusians occurs in the most simplified manner ok.

Please note: Belarusians do not need to obtain a temporary residence permit in the Russian Federation.

Moreover, citizens of Belarus can apply to acquire Russian citizenship immediately after obtaining a residence permit, while other foreigners must live in Russia with a residence permit for at least a year. In 2021, in the most simplified form and in the shortest possible time, a citizen of Belarus can obtain Russian citizenship, subject to certain conditions. Please note that completing and submitting documents to the migration service will still require a lot of effort and time. The Migration Service does not provide any additional benefits to citizens of Belarus in the procedure for submitting documents or when receiving them. Submission of an application at the migration center occurs on a general basis.

Please note: to submit documents, you must register for migration at your place of residence and be in the country legally. The presence of administrative offenses may serve as grounds for refusing a positive decision on issuing a passport.

The procedure for obtaining Russian citizenship for Belarusians

First, a Belarusian needs to obtain a residence permit. Before this, a temporary residence permit is not required. This relaxation, which is specified in the Agreement between the Russian Federation and Belarus in Art. 4, indicates that a Belarusian can immediately apply for a residence permit without any grounds.

The procedure for obtaining citizenship of the Russian Federation takes place at the Migration Department of the Ministry of Internal Affairs. The procedure is as follows:

a foreigner must register for migration in Russia;
you need to sign up to submit an application at the migration department operating at the place of registration;
you need to collect a package of documents;
At the specified time, you need to come and submit them with a complete list of documents and a written application.

After receiving a residence permit, you must register. Without registration at the place of residence, documents will not be accepted. Afterwards, you should choose the option of acquiring Russian citizenship.

As of July 24, 2020, changes were made to the law “On Citizenship of the Russian Federation”. The new rules determine that Ukrainians, Belarusians, Moldovans and Kazakhs will receive certain relaxations. They consist in the fact that now citizens of these states can obtain citizenship of the Russian Federation according to a simplified scheme. In other words, only having a passport of a citizen of Belarus is the basis for obtaining Russian citizenship.

This relaxation does not indicate that a Belarusian can immediately apply for citizenship upon arrival in Russia. You must first obtain a residence permit and register at your place of residence, and then collect documents and submit them along with an application for citizenship. After obtaining a residence permit, you should not wait a certain period of time.

Simplified scheme for Belarusians: conditions

Citizenship of the Russian Federation for a citizen of Belarus is issued in the shortest possible time. However, for this it is necessary to obtain a passport of the “RR” type, which is issued in Belarus for leaving for permanent residence in Russia. Next, you can take advantage of the agreement between the two countries, developed for the acquisition of Russian citizenship by citizens of Belarus in the simplest possible way, and apply for a residence permit, and then immediately obtain Russian citizenship.

Please note: to reduce the time limit, you will either need to have close relatives of citizens of the Russian Federation (children, spouse, parents, grandparents), or have the status of a native speaker of the Russian language (NRL). Otherwise, the deadline cannot be reduced.

When applying for Russian citizenship, citizens of Belarus do not have to renounce citizenship of their country.

Register at your place of residence. Despite the fact that up to 90 days are given for this, documents will not be accepted without registration.

Contact the relevant migration service (GUVM MIA), for Moscow residents this is the Sakharovo migration center. At the IMC Sakharovo, you must issue a coupon for submitting documents. The queue can reach several months, plan your trips in advance.
Submit documents in accordance with the registration made or on a first-come, first-served basis (if provided in the relevant region).

Obtaining Russian citizenship with a Belarusian passport: changes in 2020

On July 24, 2021, changes were made to the law “On Citizenship of the Russian Federation”. According to the innovations, preferences were made for citizens of four countries - Belarus, Moldova, Kazakhstan, and Ukraine. They consist in the fact that now applicants who have citizenship of one of these four states can apply for Russian citizenship in a simplified manner.

That is, the mere fact of having a Belarusian passport is enough to apply for citizenship through a simplified scheme. The Russian authorities explained the simplifications specifically for people from these states by the fact that a large proportion of the Russian-speaking population lives in them.

It is worth understanding that such a simplification does not mean that a Belarusian can immediately, once on the territory of the Russian Federation, apply for citizenship. It is mandatory to obtain a residence permit. But with a residence permit in hand and registration at the place of residence, you can already carry documents to become a Russian citizen. There is no need to wait any period after receiving a residence permit.

General algorithm for obtaining Russian citizenship for Belarusians

The general scheme of legalization on the territory of the Russian Federation for all foreigners is as follows:

crossing the border, filling out a migration card, registration;
RVP (term – up to 3 years, documents for a residence permit can be submitted after a year);
Residence permit (valid for up to 5 years, can be extended subsequently);
registration of citizenship.

Thus, the path to a Russian passport lasts at least 7 years: 1 year for a temporary residence permit, 5 years for a residence permit and additional time to consider all issues.

Nevertheless, for Belarusians, even the general algorithm for legalization in Russia is very different from that for other foreigners: they can receive Russian citizenship two years earlier than applicants for a Russian passport from other countries.

The fact is that they do not need to issue a temporary residence permit. Citizens of the Republic of Belarus arrive on the territory of Russia with their passport (required RR series) and departure certificate (no migration card required). With such documents, their stay is considered legal for 3 months (however, after 30 days you need to register for migration). After arrival, you can immediately apply for a residence permit, and 5 years after receiving it - an application for citizenship.

How to obtain Russian citizenship for a Belarusian

To change your status, you must contact the Federal Migration Service of Russia. Specialists will help you draw up your application and accept it for consideration. The further procedure is carried out through various authorities, and the deadline depends on how quickly the future citizen prepares a package of documents.

Eligibility Requirements

Before initiating the process of changing civil status, you must obtain a passport marked PP, apply for departure for permanent residence and a certificate of departure from the territory of the republic.

The sheet is not issued if:

the person has debts to organizations located on the territory of the republic;
there is an unpaid tax debt;
judicial or enforcement proceedings have not been completed;
there are other obligations that legally prevent a person from renouncing citizenship.

If there are no such nuances, then the departure sheet is issued fairly quickly.

Further order:

Legalization of documents: translation of Belarusian forms into Russian and certification of the authenticity of the translation by a notary.
Submitting a package of forms to the Federal Migration Service of Russia and receiving a stamp.
Submitting documents to the consulate to obtain an opinion.

Package of documents

A person applying for citizenship is required to collect a package of documents and certify their authenticity:

identification;
application for a new status;
PP series passport;
documents on marital status: marriage certificate, etc.;
certificates of residence on the territory of the USSR.

Deadlines and how to speed up the procedure

The basic period for reviewing documents at each stage is no more than 7 days. At each authority, the forms are carefully checked for authenticity and correctness of translation and stamped. The entire procedure from submitting documents for the first time to obtaining the status of a citizen of the Russian Federation takes about 3 months.

Careful preparation for contacting the authorities will speed up the process. Documents need to be checked and the correctness of their collection assessed. This will save time on correcting possible typos.

If at one of the stages an incorrect translation or errors in documents are identified, then citizenship will be denied and the procedure will have to be initiated again.

Some citizens apply for citizenship 2-3 times, and the period for obtaining it extends to six months or more.

Conditions for obtaining Russian citizenship under a simplified procedure

Only those Belarusians who:

have relatives legally residing in the territory of the Russian Federation or who are citizens of Russia;
receive secondary or higher specialized education at Russian institutes (the start of the training period no earlier than 2002);
entered into marriage with a citizen of the Russian Federation and are married to him;
have Russian roots or were born in the Russian Federation no later than 1991.
