How to obtain Russian citizenship in 2021

Russian legislation establishes clear requirements for the list of documents for obtaining Russian citizenship. In this case, the package of documents depends on the basis for acquiring citizenship (you can read about them in detail in the article - “Everything about obtaining Russian citizenship”). This article outlines the lists of required papers for the general and simplified methods of obtaining citizenship of the Russian Federation.

On what grounds can one obtain Russian citizenship?

In accordance with Article 11 of the Federal Law “On the Legal Status of Foreign Citizens” No. 115 of July 25, 2002 and the Federal Law “On Citizenship...” No. 62 of May 31, 2002, the grounds for acquiring citizenship are as follows:

  • by birth. The applicant is entitled to citizenship without collecting papers and obtaining statuses;
  • registration in the general order. To do this, you will need citizenship documents specified in Art. 13 Federal Law No. 62;
  • registration in a simplified manner. The required documents for submission are specified in Art. 14 Federal Law No. 62;
  • restoration of Russian citizenship. The basis is suitable for applicants who in the past were citizens of the Russian Federation. The period of residence along this route is reduced from 5 to 3 years.

Each of these grounds involves submitting your own set of papers in order to obtain Russian citizenship, which will be discussed below.

Who makes the decision on granting Russian citizenship?

Applications for acquiring Russian status from applicants applying in the general manner are considered personally by the President of the Russian Federation.

The cases of migrants who obtain citizenship in a simplified manner are considered by authorized employees of the Main Directorate for Migration of the Ministry of Internal Affairs, and they also make a decision on issuing the desired status. Applications from highly qualified specialists, native Russian speakers and resettlement program participants are also considered by the Ministry of Internal Affairs.

Diplomatic missions review the papers of applicants who live abroad.

Conditions for obtaining Russian citizenship in the general order

The general requirements for applicants wishing to acquire Russian status are as follows:

  • continuous residence with a residence permit for 5 years before applying to the competent authorities to obtain citizenship;
  • compliance with the Constitution and legislation of the Russian Federation;
  • the presence of a legal source of funds to live and provide for oneself and one’s family in the Russian Federation;
  • filing an application to renounce existing citizenship to the relevant authorities. If an international treaty with the applicant’s state provides for the possibility of not renouncing existing citizenship, an application for renunciation is not sent. They also do not renounce citizenship when circumstances and reasons arise that do not depend on the will of the migrant;
  • knowledge of the Russian language and the presence of a document that confirms this.

Categories of migrants who have the right to apply for citizenship after 1 year of residence with a residence permit:

  • applicants with high achievements in the field of science, technology or culture.
  • Persons whose specialization or qualifications are of interest to the Russian state;
  • political refugees with the same status in Russia;
  • migrants who have received refugee status.

Applicants who have performed outstanding services to the state of the Russian Federation have the right to apply for citizenship immediately, without waiting for a five-year period of residence in the Russian Federation with a residence permit.

Persons who served under a contract in the Armed Forces of the Russian Federation, other troops or military formations are also accepted for citizenship earlier than the specified period and without a residence permit.

Procedure after submitting an application for citizenship

The procedure for obtaining Russian citizenship involves a period of waiting for a decision and waiting for the production of a passport. The package of documents is considered by the competent authorities for 12, 6 or 3 months, depending on the procedure by which the foreigner applies for Russian citizenship.

When the result is known, the competent authority must inform the applicant of the decision that has been taken. The period for reporting, as already mentioned, is 1 month. Accordingly, papers are considered for, for example, 12 months, and after that there is another 1 month to submit a decision. The period is calculated from the day when:

  • a decision was made to grant the applicant Russian citizenship under a simplified procedure;
  • a decree of the President of the Russian Federation was issued stating that the applicant was granted Russian citizenship according to the general procedure.

The migrant is notified of the decision made by sending a postal letter to the applicant’s registered address. Accordingly, the period is increased due to the sending and delivery of a letter with a decision.

After receiving information about a positive decision, you must take an oath. It is from the moment of taking the oath that a foreigner becomes a citizen of the Russian Federation. When a migrant has received a notification, he has the right to contact the Main Migration Department of the Ministry of Internal Affairs or the diplomatic mission of the Russian Federation to submit an application with a request to issue him a general passport. Applicants who have reached the age of 14 also contact the competent authorities after receiving a notification to obtain a passport.

The deadline for obtaining a passport is established and regulated by the office to which the migrant applied. Before receiving a passport, a foreigner takes an oath (oath of allegiance to the Russian Federation). The permissible maximum period for preparing a document for issue to a person who has applied to the department at the place of his registration is 10 days.

What documents are needed to obtain Russian citizenship in the general order?

The list of documents for obtaining Russian citizenship in the general order is indicated in Part 1 of Article 13 of Federal Law No. 62. It includes:

  • application in two copies;
  • 3 matte photographs of a migrant measuring 3*4 cm in color or black and white;
  • receipt of payment of the state fee for consideration of the application (its cost is 3,500 rubles);
  • a certificate or other document that confirms the legality of changing the name, surname or patronymic, if they have changed;
  • original passport or residence permit (for stateless persons);
  • a notarized translation of the passport, if it contains information not in Russian;
  • residence permit with temporary registration at the place of residence;
  • documents that serve as proof of income for Russian citizenship
  • a document that confirms the submission of an application for renunciation of an existing indigenous person (paper from the diplomatic mission, a copy of the application to the diplomatic mission with the notarized signature of the migrant on the document, a receipt for the registered mailing of the letter with the application). If an international agreement on the preservation of citizenship has been concluded between the Russian Federation and the migrant’s state, it is not waived and the application is not sent;
  • a document confirming knowledge of the Russian language at a level sufficient for free oral and written communication: a diploma or certificate issued by an educational institution before 1991 in the USSR or in the Russian Federation after 1991; certificate of the same name received in the Russian Federation; any other educational document issued in a country in which Russian is adopted as one of the official languages.

The following categories of applicants do not submit proof of Russian proficiency to apply for Russian citizenship:

  • men over 65 years of age;
  • women over 60 years of age;
  • incompetent citizens;
  • applicants with group I disabilities.

All documents for Russian citizenship that contain text in a foreign language are first translated by a translation agency or a certified translator and certified by a notary. Copies of documents in Russian issued on the territory of the Russian Federation are also certified by a notary.

How to obtain citizenship in the general manner?

Admission to Russian citizenship in the general order is provided for in Art. 13 Federal Law No. 62. Obtaining citizenship in this manner is intended for those applicants who have received a quota for a temporary residence permit, issued a temporary residence permit itself, received a residence permit, and have lived with it for at least 5 years. The decision on granting citizenship is made by the President of the Russian Federation within 1 year from the date of submission of documents.

The path of a foreigner to Russian citizenship according to the general procedure consists of several stages:

  • entry into the country and registration of a migration card;
  • registration with the Ministry of Internal Affairs (formerly the FMS or the Federal Migration Service). The migrant is left with a tear-off coupon for submitting a “notification of the arrival of a foreign citizen or stateless person,” which indicates migration registration. The maximum period for submitting a notification is 7 days from the date of entry into the Russian Federation. For delay, the migrant faces a fine;
  • filing an application for a quota, which is necessary in some (but not all) cases to obtain a temporary residence permit. The waiting period for a quota is about a month;
  • registration of a temporary residence permit, with which the migrant becomes a temporary resident in the country, and therefore has the right to find employment, stay in the country without leaving for 3 years, use the services of free medicine and apply for a residence permit. There is no provision for prolongation of this status. A temporary residence permit is issued at the Ministry of Internal Affairs if there is a certificate of proficiency in the Russian language, history and law, a medical certificate of passing a medical examination and passing the necessary tests, upon confirmation of the funds required for accommodation and payment of the state fee;
  • registration of a residence permit (not earlier than one year after the issuance of a temporary residence permit). It is received by the Ministry of Internal Affairs. Permanent resident status gives a foreigner almost the same rights as citizens of the Russian Federation, except for the opportunity to participate in federal elections and vote for candidates and some others. For registration, they prepare a certificate of proficiency in the Russian language, history and legal status of a residence permit, a certificate of passing a medical examination, papers that confirm employment and availability of housing in the Russian Federation. A state fee is also paid. A permanently resident foreigner has the right to apply for Russian citizenship;
  • acquisition of Russian citizenship.

Requirements for applicants for registration of Russian citizenship in the general order

The application of a foreigner permanently residing in the Russian Federation will be granted if the following requirements are met:

  • the foreigner has reached 18 years of age;
  • the migrant has legal capacity;
  • he has continuously lived in the country for 5 years from the date of obtaining a residence permit. An annual exit from the country for a period of no more than 3 months during each year of residence is allowed (this means that if an applicant travels to his homeland for 3 months every year during a 5-year residence permit on the basis of a residence permit in Russia, then after 5 years he will still will be recognized as having lived in the Russian Federation for 5 years, without deducting the periods for which he left the country);
  • complies with Russian legislation and the Constitution of the Russian Federation;
  • has a source of funds for living in the country (employment, entrepreneurial activity, interest on deposits, pension, personal funds, etc.);
  • submitted an application for renunciation of previous citizenship to the competent foreign authorities (Consulate, Ministry of Foreign Affairs, Embassy). An application for refusal is not submitted if this is provided for by an international treaty of the Russian Federation (currently only for citizens of Tajikistan);
  • has documents that confirm a sufficient level of proficiency in the Russian language (certificate of proficiency in Russian, a certificate issued to a migrant before 1991, a diploma of graduation from an educational institution in Russia).

Grounds for non-compliance with the period of residence in the Russian Federation for 5 years

Not all foreign citizens generally need to live in Russia for 5 years to obtain Russian citizenship. An application for citizenship is submitted after 1 year in one of the following cases:

  • a foreigner is characterized by high achievements in the fields of science, technology and culture;
  • the applicant’s profession or qualifications are of interest to the Russian Federation;
  • the migrant has been granted political asylum in the country;
  • a foreigner has refugee status in the Russian Federation.

A foreigner who has special merits to the Russian Federation can obtain citizenship even if he has not lived in Russia.

For applicants with citizenship of countries that were formerly part of the USSR, after three years of service in the Armed Forces of the Russian Federation, other troops or military formations, registration of Russian citizenship takes place without obtaining a residence permit and living in the country for 5 years.

Documents for applying for citizenship in the general manner

The list of papers required to apply for Russian citizenship in 2021 is indicated in clause 10 of Regulation No. 1325.

Required documents:

  • resident card;
  • papers confirming the legal source of funds for living and providing for all family members provided by the citizenship applicant;
  • a document that confirms the foreigner’s renunciation of citizenship or the impossibility of renunciation. Citizens of Ukraine provide a receipt for registered mail, since for them the refusal must be sent to the authorized authority of Ukraine by mail;
  • 3 personal photos of the applicant measuring 3*4 cm;
  • receipt of payment of the state fee for consideration of the applicant’s application for admission to Russian citizenship (3,500 rubles). Foreigners submitting papers while abroad provide a receipt for payment of the consular fee, instead of a receipt for payment of the state fee;
  • a certificate or other document confirming the migrant’s proficiency in the Russian language at a sufficient level for use orally and in writing in everyday situations, being in a language environment.

Additional list of required papers for persons of certain categories

As we have already mentioned, for some categories of foreign citizens it is not required to live in the Russian Federation for 5 years before obtaining citizenship (for example, refugees or persons who have received political asylum). Migrants who, according to the legislation of the Russian Federation, can apply for citizenship before 5 years of residence with a residence permit provide the following documents:

  • a reasoned petition from a government body or official who is interested in a specific foreigner for admission to Russian citizenship (applies to persons who have achievements in the fields of science, culture and technology, persons whose profession or qualifications are of interest to the state);
  • certificate of political asylum (for political refugees);
  • certificate of recognition of the applicant as a refugee (for applicants who are recognized as refugees in the general procedure);

Contract military personnel will need the following documents:

  1. A petition from the central military command authority, which deals with issues of manning the Russian Air Force, other troops, military formations and bodies.
  2. Document on proficiency in Russian (certificate or diploma of the USSR states before 1991, certificate or diploma of the Russian Federation after 1991).
  3. A statement of obligation to renounce current citizenship, which is drawn up in any form and signed by the commander of the military unit.

Military personnel submit the specified documents to the Ministry of Internal Affairs of the Russian Federation if they are serving in Russia at the time of filing the application. Military personnel who serve outside the Russian Federation submit papers to the diplomatic mission or Consulate of the Russian Federation.

Document requirements

Documents that prove the identity of a foreigner must be provided in the original. In addition to their identity, they must confirm citizenship of a specific state (except for foreigners who do not have citizenship of any country).

Such documents are submitted as an internal general passport, a foreign passport of a foreigner or a residence permit of a stateless person. The last document proves the applicant’s lack of citizenship, but verifies his identity, therefore he is allowed to apply for status in the Russian Federation.

Copies are made of the original documents that prove the identity and status of the applicant when they are submitted to the Department of Internal Affairs of the Ministry of Internal Affairs, Dip. representative office or consulate. Inspectors check the copies against the originals, compare one to the other and return the originals to the applicant. The inspector leaves his signature on copies of papers that prove the identity and citizenship of the applicant. The documents are included in the general process of obtaining citizenship of the Russian Federation.

From the originals of the remaining papers (in addition to identification documents), the applicant, before transferring them to the authorized body, makes copies, which are certified by a notary. Only notarized copies are submitted to the competent authorities.

Translation and confirmation of documents

If the documents contain text in a foreign language, it is first translated to the Translation Agency and the translation is certified by a notary. Self-translation of documents by the applicant by notaries for certification, as well as by employees of the competent authorities, is not accepted.

Documents issued to applicants abroad must be legalized, i.e. confirmed. For this purpose, an apostille is affixed to them.

If an agreement has been adopted between the state that issued the document and the Russian Federation allowing it not to be legalized, an apostille is not affixed. The Main Directorate for Migration Affairs of the Ministry of Internal Affairs will learn about this in advance at the stage of collecting the required papers.

How to confirm the legal source of funds?

Documents with which a foreigner has the right to confirm his financial solvency to obtain citizenship in Russia:

  • certificate of income of an individual (certificate in form 2-NDFL);
  • tax return for personal income tax with a mark from the tax authority;
  • certificate from place of work;
  • employment history;
  • pension certificate and certificate from the Pension Fund of the Russian Federation on the assignment of a pension;
  • certificate of alimony (when a foreigner is paid alimony by court decision);
  • a certificate from the bank about opening an account with sufficient funds to provide for yourself and your family members;
  • certificate of inheritance;
  • a statement of dependency and a certificate of income of the person who is dependent on the applicant (if the foreigner is supported by a family member or sponsor);
  • any other document that would confirm the availability or source of funds that does not contradict the law.

How can I prove my Russian language proficiency?

Fluent Russian speech when submitting documents to the Ministry of Internal Affairs does not mean that the migrant speaks Russian at a sufficient level necessary for obtaining Russian citizenship.

In addition, studying Russian in a foreign school with the presentation of a school certificate issued by a foreign educational institution is also not legitimate evidence.

The documents that are accepted by inspectors of the Main Department of Migration Affairs of the Ministry of Internal Affairs to confirm proficiency in the Russian language are as follows:

  • a certificate of the same name issued by a specialized educational center or higher education institution if it has a license to evaluate foreign citizens, indicating the level of proficiency “Citizenship”;

  • a document confirming education in a country that was part of the USSR. The acceptable level of education is basic general and higher. The date of issue of the certificate or diploma is before 1991;

  • diploma or certificate of completion of studies issued in the Russian Federation after 1991;
  • a document confirming education (at least general secondary) in a country where Russian is legally recognized as the state language, and is included in the course of study as one of the subjects.

Persons who are exempt from providing documents confirming their knowledge of the Russian language:

  1. Men over 65 years old (retirement age in the Russian Federation).
  2. Women over 60 years old (retirement age in Russia).
  3. Disabled people of group I.
  4. Incapacitated persons.

Income proof

Income is confirmed using one of the following documents:

  • certificate from work in form 2-NDFL;
  • tax return for individuals with a mark from the tax office where the document was issued;
  • pensioner's ID;
  • employment history;
  • a certificate of the benefit provided from the social protection authority;
  • a certificate from the bank confirming the presence of a deposit and income from interest on the deposit;
  • certificate of inheritance
  • any other documents proving sufficient income received from legal sources.

State duty for obtaining Russian citizenship

The state duty is paid at the bank or at terminals. To pay at the bank, the applicant will need passports. The bank employee fills in the fields with information about the person who pays the fee and returns the passports to the migrant. You may need a notarized translation of the document.

If the applicant pays the state fee independently, the translation does not need to be taken.

When paying, you should carefully check the details of the organization, as well as information about the applicant. Each letter in the name and details has a meaning. The country of citizenship of the migrant is indicated, not his country of residence.

Who is exempt from paying the duty?

Categories of applicants who do not pay the state fee when receiving Russian citizenship, in accordance with amendments to Federal Law No. 41 of 04/05/2010, Federal Law No. 221 of 07/21/2014 and Chapter 25.3 of Part II of the Tax Code of the Russian Federation:

  • stateless persons who were citizens of the USSR, lived and live in one of the countries of the USSR, but did not receive its passport;
  • orphans;
  • children who were left without parental care.

When is it possible to obtain Russian citizenship in a simplified manner?

Categories of applicants who apply for a residence permit, but do not wait 5 years to apply for admission:

  • children of Russians who live in the Russian Federation;
  • stateless persons who were previously citizens of one of the USSR countries, living in the territory of the former USSR without a passport;
  • holders of USSR citizenship for more than 3 years who were born in the RSFSR;
  • disabled parents of Russian children;
  • a parent of a citizen of the Russian Federation, if the second parent of the child, a Russian, has died, disappeared, is incompetent, his legal capacity is limited, he has been deprived of parental rights or his parental rights are limited;
  • a parent of an incapacitated or limited in legal capacity adult person, a citizen of the Russian Federation, when the second Russian parent has died, disappeared, is incompetent, his legal capacity is limited, he has been deprived of parental rights or parental rights have been limited;
  • individual entrepreneurs who have been working in the Russian Federation for more than 3 years with an annual income of more than 10 million;
  • investors whose contribution to the authorized capital of the enterprise is at least 10% with a total authorized capital of at least 100 million rubles, or paid at least 6 million rubles in taxes and mandatory insurance contributions by a legal entity for each of the three years of the company’s existence;
  • highly qualified specialists with more than 3 years of work experience in the Russian Federation;
  • disabled persons who moved from the country of the former USSR and live in Russia;
  • WWII veterans. Immediately after the temporary residence permit, they register as a Russian indigenous;
  • minor applicants;
  • incapacitated persons;
  • participants of the State Program for the Resettlement of Compatriots;
  • participants of the State Russian Language Speakers Program;
  • citizens of Kazakhstan, Kyrgyzstan, and Belarus obtain an indigenous status within 3 months in accordance with the quadripartite agreement.

Formally, the opportunity to obtain citizenship in a simplified manner is provided for graduates of professional and scientific educational organizations after 2002 who have worked in the country for more than 3 years. In practice, they do not have the right to claim citizenship, since Presidential Decree No. 1325 does not contain a list of documents for citizenship for this category of applicants, and therefore inspectors of the Department of Internal Affairs of the Ministry of Internal Affairs do not accept applications on this basis.

How to obtain a quota for Russian citizenship

A foreign citizen can apply for a quota in three ways:

  • when applying in person to the Federal Migration Service at your place of stay;
  • through the State Services portal;
  • with the help of a Russian consulate on the territory of a foreign state.

After submitting all the requested information to these structures, you should expect that the application will be reviewed within 6 months. If the decision is positive, a note indicating receipt of the temporary residence permit is placed in the passport.

For citizens of Tajikistan

Representatives of this country have some privileges when obtaining citizenship.

This is due to the status of a friendly state for Russia, which is supported by a corresponding agreement.

However, the existing conditions for issuance must in any case be met.

Ukraine

Despite the worsening relations between the two countries, Ukrainians also have the opportunity to obtain a quota in a simplified manner.

Important: representatives of the former Soviet republic have the exclusive right to registration at almost any time of the year.

However, to obtain priority it is considered necessary to have relatives in Russia.

Armenia

And in relation to the Armenians, the Government of the Russian Federation granted privileges. That is, they can receive a quota in an accelerated manner - it is enough to have all the requested documents in hand and meet the requirements.

The countries listed above are not final. Thus, preferences are also relevant for residents of Kyrgyzstan or Kazakhstanis.

Citizenship documents for persons whose parents have Russian citizenship and live in Russia

Applicants prepare the following set of papers:

  • 3 photos in color or black and white, size 3*4 cm;
  • a receipt for payment of a fee in the amount of 3,500 rubles;
  • papers confirming the change of last name, first name or patronymic (certificate or marriage registration certificate), if necessary;
  • passport or residence permit for LBG;
  • notarized translation of the passport;
  • application (in two copies);
  • residence permit;
  • a document confirming sufficient income;
  • a document confirming knowledge of the Russian language (certificate, diploma, attestation);
  • applicant's birth certificate;
  • passport of a Russian parent who lives in the Russian Federation and therefore has registration at the place of residence;
  • A notarized copy of the Russian parent’s passport with registration in the Russian Federation is also suitable;
  • confirmation of sending an application to renounce previous citizenship.

Documents for other categories of foreigners receiving citizenship under a simplified procedure

To submit documents for Russian citizenship in a simplified manner, in addition to the main package, you will need additional papers, the list of which depends on the applicant’s background and his status.

For persons who were born in the RSFSR and had citizenship of the former USSR

You will need the following list of documents to obtain Russian citizenship:

  • birth certificate issued in the RSFSR by the civil registry office;
  • in the absence of a certificate, they provide a passport of a USSR citizen, model 1974, with certain information in the document.

For IGs who married a citizen of the Russian Federation and lived in marriage for 3 years

The applicant provides a marriage certificate, a passport of the Russian spouse or a notarized copy of the document.

For disabled migrants whose adult children are Russian citizens

The following package of documents will be required:

  • baby's birth certificate;
  • child's passport;
  • a document confirming the migrant’s incapacity for work: a certificate of disability (issued by a state institution of medical and social examination), a pension certificate, a certificate from the Pension Fund on the assignment of a pension (for women it is issued at 60 years old, for men at 65), a certificate of a disabled person.

For a foreign parent whose children are Russian citizens, if the other parent has lost legal capacity, is deprived of parental rights, or has died

Additionally, to apply for Russian citizenship you will need:

  • birth certificate of a Russian child;
  • his passport if the child is 14 years or older;
  • a document confirming the death of the second parent, deprivation of parental rights, loss of legal capacity;
  • A notarized copy of all the above papers is also suitable if the originals are needed by relatives or if the originals are missing.

For foreigners educated in the Russian Federation (after July 2002) and working in the Russian Federation for more than 3 years

To obtain Russian citizenship, you will need the following documents:

  • diploma of graduation from an educational institution issued before September 1, 2013;
  • or a diploma or document conferring qualifications to a migrant after September 1, 2013 with additions;
  • original work record book or notarized copy;
  • labor or civil contracts concluded with a migrant to provide services or perform work;
  • papers issued by the Pension Fund of the Russian Federation on the status of the migrant’s individual personal account (you will need a form approved by the Pension Fund).

For an individual entrepreneur working in the Russian Federation for 3 years

Papers required for entrepreneurs to acquire Russian citizenship:

  • extract from the unified state register of individual entrepreneurs;
  • certificates of taxes and fees paid to the budget system of the Russian Federation for each calendar year (personal income tax). There will be no need for information on taxes on property of individuals, land tax, transport tax, state duties and information on the amounts of taxes and contributions that have been paid in excess;
  • papers with information on insurance contributions to the Pension Fund of the Russian Federation for the last 3 years.

For highly qualified specialists who have worked in the Russian Federation for more than 3 years

List of documents for Russian citizenship for this category of applicants:

  • work book or copy certified by the employer in the prescribed manner;
  • labor or civil contracts for the provision of services or performance of work;
  • data on the status of the individual personal account of the insured person.

For WWII veterans living in Russia but not having Russian citizenship

List of additional documents that must be provided:

  • identification card in the form of one of the proposed documents: passport of a USSR citizen in the 1974 model with registration;
  • IG passport;
  • residence permit of a stateless person with a registration certificate;
  • temporary residence permit in the Russian Federation;
  • ISIS residence permit in the Russian Federation.
  • one of the acceptable certificates confirming connection with the Second World War:
      veteran;
  • disabled person;
