Method of submitting an application for registration at the place of residence
The registration of the movement of citizens of the Russian Federation on the territory of the state is carried out using approved standard templates, on the basis of which citizens are registered and deregistered.
According to the order of the Ministry of Internal Affairs of the Russian Federation No. 984 dated December 31, 2017 (hereinafter referred to as the Regulations), the forms required for registration of citizens are located in the Administrative Department of the Ministry of Internal Affairs to provide registration services for citizens at the address of arrival or at the address of residence within the Russian Federation.
The procedure for registering citizens is determined by Government Order No. 713 of July 17, 1995 (hereinafter referred to as the Rules). Clause 16 of the Rules regulates that a person is given 7 days from the date of arrival to apply for registration at the address of residence, with the presentation of a passport.
You can submit such a request in the following ways:
- When hand-delivering the petition to the department of the Ministry of Internal Affairs authorized to resolve this issue.
- By sending a package of documents to the Criminal Code or other structure that has the right to carry out registration of a citizen.
- Submitting an application to the MFC.
- Sending a request, with filling out the required forms through the State Services website.
- Sending an application for registration by registered mail with acknowledgment of delivery to the addressee.
The request for registration at the arrival address is filled out on a unified form (form No. 6), a sample of which can be downloaded at the end of this article.
Algorithm for submitting an application for registration
To apply for registration, the first thing you need to do is arrange all the documents, find and fill out the application form.
You can submit your completed application directly to the relevant department of the migration service. Currently, its functions have been transferred to the Main Directorate for Migration Affairs under the Ministry of Internal Affairs.
The document can be submitted in person, through a representative, or sent by mail.
Besides. it can be submitted through the public services portal, MFC. In the latter cases, you will still need to obtain a registration certificate for children and a passport stamp for adults at the FMS department.
Through government services
- To submit an application through the public services portal, the first thing you need to do is register on it.
- Next, select the appropriate service and fill out all the proposed fields of the application.
- After completing the application, click the “get service” button.
- Next, wait for an invitation to receive documents from the registration authority.
Rules for filling out an application for registration at the place of residence
The application for registration is completed on a unified form (Form No. 6) and depends on how the form was received:
- If the form (form No. 6) was downloaded from the Internet, then before printing it, you can fill out all the fields on the computer and after filling them out, print the page. After printing, you need to make sure that everything is filled out correctly and sign the document yourself.
- If this form (form No. 6) was received at the place of application, then it is filled out manually and a handwritten signature is also placed. When filling out the form manually, you must use printed characters so that all entered information is clearly legible.
Therefore, it does not matter who fills out the contents of the form, it is only important that the document has his own signature and that he personally gives it to the registration agency. For a newborn child, the application must be filled out by one of his parents or guardians.
When drawing up an application for permanent registration, the following data is required:
- The name of the territorial institution where the person applies.
- Full name, date and place of birth of the applicant.
- Address of previous place of residence (where the citizen came from).
- Information about the representative of the request, if it is made for a minor teenager (parents, guardians).
- Full name the owner of the residential area for which permanent registration is being issued.
- Level of relationship with the owner of the premises.
- Information about title documents for residential space.
- Residential address.
- Passport details, registered citizen and SNILS number.
- handwritten signature and date of document preparation.
Further lines in the form are filled out by an employee of the migration agency, which is authorized to register citizens.

What to indicate on the form
Form No. 6, about registration at the place of residence, is a form consisting of 2 sections:
- In the first section, information is filled in about the arriving person and about the owner of the residential premises where the citizen is moving into.
- The Second Section displays confirmation of the citizen’s settlement in accordance with the legislation of the Russian Federation.
When filling out the form (form No. 6) about registration, the following information is displayed:
- The full name of the institution where the arriving person is applying.
- The next line contains your full name. the person from whom the petition is being submitted, displaying the date of birth.
- In the line “Arrived”, the data is filled in - where the citizen came from, indicating (name of the city, street and number of the house, apartment).
- Then, in the corresponding line, data about the representative is entered (what are the family relationships, his full name).
- In the paragraph “Housing provided” it is required to indicate who provides the housing or to note that the applicant is the owner of the housing). And if so, display the details of the state registration certificate (number and date of receipt).
- Next, fill in the address of the living space, displaying the street, house number, and apartment.
- Below are the details of the identity document, displaying its name (usually a passport), series, number, by whom and when it was issued). The SNILS number (if any) is also filled in.
- After this, the requester’s handwritten signature and the date of the document are affixed.
This completes filling out the first section of the form.
Next, you need to fill out the information in the second section of the form:
- Here the signature of the owner of the living space is affixed, displaying his passport data (series, number and by whom and when issued).
- Next, the signature of the responsible person of the migration agency is affixed, certifying the signatures of the applicant and the owner of the residential premises, displaying the full name and position of the migration agency employee.
- The date of acceptance of the petition and the seal of the institution are indicated.
- At the end of the form, write down the number of the certificate assigned to the child or adolescent under 14 years of age.
- An adult citizen is given a registration stamp in his or her passport.
When and who needs it
Citizens can be registered at their place of residence in both municipal and privatized housing. If the applicant himself is the owner of the apartment (other premises), he does not need to obtain permission to move in.
If a person does not have ownership rights to the housing, he will first have to obtain the consent of the owner. If we are talking about registration in a municipal apartment, then in addition to the permission of the landlord, it is also required that there are no objections in this regard from members of the tenant’s family.
The cost of registration at the place of residence. Deadlines. Refusal of service, features of its provision
Registration of a person, including the submission of a request for registration at the address of residence, is a free procedure, that is, the transfer of state fees is not provided here.
The deadlines for obtaining registration are regulated by clauses 32-34 of the Regulations and amount to the following duration:
- When submitting a request to the registration office with your own hand, migration service employees are required to register the person within 6 days.
- When sending an application through the State Services website, registration is carried out one day from the date of delivery to the registration office of the document, which is considered the basis for registration.
- If a document that relates to the basis for settlement is not provided, then the total registration time will be carried out within 8 working days from the date of receipt of the request.
Clause 60 of the Regulations states that the legislation does not provide for reasons for refusing to register an individual at their address of residence. The reason for the delay in registration, when sending an application through the State Services website, may be the failure of an individual to appear within 3 days after his call with original documents.
At the same time, it should be noted that refusal to register a person is possible for the following reasons:
- If a passport or other identification document is invalid (there is no photo that must be attached at the required time, there are corrections or the document is damaged).
- If the information displayed on the form is not correct.
In fact, registering at a new residential address is not difficult. Migration structures organize their activities so that any person can quickly get an appointment without any queues. Clause 38 of the Regulations stipulates that a single window visitor should not be detained for more than 15 minutes.
Sample application for permanent registration at the place of residence: form
An application with a request to register at the place of location is a standard template form (Form No. 6), thanks to which the registration of a citizen who has arrived at a new place is carried out.
The form is filled out either manually - in printed characters, or on a computer, followed by printing on a printer and signed by the document submitter. The application for permanent registration at the address of residence is a form (form No. 6), consisting of 2 sections:
- Registration Applications.
- Applications for deregistration.
To fill out the registration form, you need to fill out all the empty lines in the document, namely:
- In the line “To the registration authority” the name of the structural institution is displayed.
- "from " Personal information of the petitioner (full name in the genitive case, date of birth).
- "Floor" . To indicate gender, check the appropriate box.
- "Arrived from" . The line is intended to display the previous residential address.
- The line “Legal representative” is written when a minor is subject to registration.
- In the line “ Residential premises provided” information about the owner of the property who allowed registration in it is indicated.
- “Based on” clause The document that is the basis for settlement is displayed here.
- "By the address". The address of the residential premises where the applicant plans to move in is displayed. The source of information is the documents of the owner of the property.
- "Identity document" . Data about the document (for example, a passport) is displayed here, displaying the series, number, by whom and when it was issued).
- SNILS (if available) . If a person has SNILS, then each number is filled in in a separate box.
- "Signature of the applicant..." This line contains the handwritten signature of the applicant and the date the form was filled out.
Further lines are filled out by employees of the registration institution.

How to write an application for registration
Any person changing his place of residence or leaving it for a long time must apply for permanent or temporary registration.
It is carried out by a special registration authority on the basis of a submitted application - petition.
The application for registration is drawn up in the approved form. It is important to fill it out correctly and present it in compliance with the established rules.
If the paper is drawn up with errors, or the conditions for its submission are violated, then registration will be denied.
