Contents of Appendix No. 2
The document has a prescribed form and contains the following data:
- in the upper right corner the name of the military registration and enlistment office, date and number, location;
- in the upper left corner the name of the document;
- Full name, year of birth of the citizen;
- the name of the department in which he is registered with the military;
- confirmation that the person is not subject to conscription and until when;
- information about the absence of restrictions on traveling abroad and the person’s full name;
- official seal, data of the authorized person (district, rank, signature, full name).
Attention ! The certificate indicates a specific date until which the candidate will not be drafted.
Military ID: what is it?
According to established laws, all men liable for military service must be registered with the military, for which a registration certificate is issued at the age of 17. Obtaining a military ID is possible in the following cases:
- A citizen can serve in the Armed Forces or serve in another way.
- A student can graduate from the military department at the time of training in his main specialty.
- Men can receive a military ID in case of serious health problems; a medical examination is carried out to identify them. The health worker indicates the reason why a temporary deferment should be issued.

Art. 27 part 2 of the Constitution of the Russian Federation states that a citizen legally staying on the territory of Russia has the right to freely travel outside the country

The Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia (hereinafter referred to as the GUVM of the Ministry of Internal Affairs of Russia) carefully checks documents, and if violations are detected, administrative or criminal liability arises. The Criminal Code of the Russian Federation provides for penalties in the form of:

- forced labor for up to 2 years (for military service);
- compulsory work for a period of up to 480 hours (for AGS);
- arrest for up to 6 months (in both cases);
- imprisonment for up to 2 years (for military service).
The Code of Administrative Offenses of the Russian Federation provides for a warning or an administrative fine in the range from 100 to 500 rubles.
The Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia checks data on citizens of military age and identifies facts of falsification of documents, including certificates according to Form 32. If discovered, liability arises.
Art. 327 of the Criminal Code of the Russian Federation indicates penalties for forgery of documents:
- restriction of freedom for up to 2 years;
- forced labor for up to 2 years;
- arrest for up to 6 months;
- imprisonment for up to 2 years.
The use of counterfeit is punishable by:
- a fine of up to 80 thousand rubles or in the amount of salary or other income for a period of up to 6 months;
- work for up to 2 years;
- arrest for up to 6 months.
According to Art. 19.23 of the Code of Administrative Offenses of the Russian Federation, punishment is implemented in the form of an administrative fine in the amount of 30 to 40 thousand rubles with confiscation of equipment for committing a violation.
Procedure for obtaining a certificate
So, how to get a certificate from the military registration and enlistment office for a foreign passport? The algorithm of actions is simple:
- Find out the reception hours of the authorized person at the military commissariat at the place of registration.
- Come to the military registration and enlistment office with a copy of your passport (page with photo and registration), a certificate from the place of study/work indicating your length of service (if you are unemployed, a certificate from the Employment Center).

Deadline and validity
