How to make a foreign passport without a military ID and Form 32

How to obtain a Form 32 certificate from the military registration and enlistment office

When applying for a foreign passport, citizens submit a certain list of documents. For young men aged 18-27 who have not served in military service, there is a peculiarity - in addition to the usual list, they submit a certificate from the military registration and enlistment office in Form 32. However, not everyone knows what kind of certificate this is, under what conditions it is issued and how to get it.

In the article we will look at the definitions of concepts and issues that males face when applying for a foreign passport.

What kind of document is this

A certificate in form 32 or 032 is issued by the commissariat at the place of residence when collecting documents for a foreign passport. It confirms that the citizen is not called up for military or alternative civilian service on the date of filing the application.

Since 01/01/2008, a different name has been used: “Certificate in the form of Appendix No. 2 to the Procedure for creating a file cabinet of conscripts’ personal files, which is Appendix No. 9 to the Instruction dated 02.10.2007.” (short form - Appendix No. 2).

The document is issued if the issue of sending to military or alternative civilian service (hereinafter referred to as ACS) has not been resolved regarding the candidate.

These include:

  • enlisted in the reserve;
  • enjoying a deferment at the time of registration;
  • those who applied during the non-conscription period.

Contents of Appendix No. 2

The document has a prescribed form and contains the following data:

  • in the upper right corner the name of the military registration and enlistment office, date and number, location;
  • in the upper left corner the name of the document;
  • Full name, year of birth of the citizen;
  • the name of the department in which he is registered with the military;
  • confirmation that the person is not subject to conscription and until when;
  • information about the absence of restrictions on traveling abroad and the person’s full name;
  • official seal, data of the authorized person (district, rank, signature, full name).

Attention ! The certificate indicates a specific date until which the candidate will not be drafted.

Military ID: what is it?

According to established laws, all men liable for military service must be registered with the military, for which a registration certificate is issued at the age of 17. Obtaining a military ID is possible in the following cases:

  • A citizen can serve in the Armed Forces or serve in another way.
  • A student can graduate from the military department at the time of training in his main specialty.
  • Men can receive a military ID in case of serious health problems; a medical examination is carried out to identify them. The health worker indicates the reason why a temporary deferment should be issued.
  • Failure to complete compulsory service on legal grounds.

The document itself is presented in a small book, which consists of 32 pages. It is made in red and contains the information:

  • personal data, including first and last name, year of birth;
  • data related to military service;
  • data related to the issuance of various material assets;
  • information relating to the stock;
  • health data;
  • mark regarding deferrals.

A sample of the document in question can be found on various websites. According to established rules, it can be used to establish the identity of a person liable for military service.

Military ID

Reasons for registration

Art. 27 part 2 of the Constitution of the Russian Federation states that a citizen legally staying on the territory of Russia has the right to freely travel outside the country

.
However, in Art. 15 clause
August
15, 1996 No. 114-FZ “On the procedure for exit and entry into the Russian Federation” provides for restrictions in the case of assignment to military service or ACS
. The ban is valid until the end of the service life.

To travel abroad, a foreign passport is issued based on a package of documents. For men, it is necessary to have a military ID or relevant certificate

. A military ID is issued only upon completion of military service or in case of release from it due to unfitness. If you have a ticket, certificate 032 is not required.

The document contains information:

  • about the end of conscription service;
  • about the completion of the AGS;
  • about the candidate's unsuitability;
  • about partial unfitness.

Men aged 18 to 27 years who have not completed military or other service and have not been released due to unfitness, instead of a military ID, are required to receive a Form 32 certificate for a foreign passport.

Attention ! Some sites online report that a military ID or certificate is an optional document, but passport services indicate their necessity in the list of documentation.

Legislative side

The procedure for providing a military ID or Appendix No. 2 is specified in clause 2.5 of the Instructions, approved by Order of the Ministry of Internal Affairs of Russia dated May 26, 1997 No. 310.

The period for consideration of applications for the issuance of certificates from the military registration and enlistment office is established in paragraph 12 of the law dated May 2, 2006 No. 59-FZ “On the procedure for considering applications from citizens of the Russian Federation” and is 10 days.

Art. 328 part 1 of the Criminal Code of the Russian Federation (hereinafter referred to as the Criminal Code of the Russian Federation) and Art.

.
21.5-21.7 of the Code of the Russian Federation on Administrative Offenses (hereinafter referred to as the Code of Administrative Offenses of the Russian Federation) contain types of punishments for evasion from service, and Art. 327 of the Criminal Code of the Russian Federation and Art
. 19.23 Code of Administrative Offenses of the Russian Federation - for forgery of documents.

Responsibility for violations

Some conscripts stubbornly hide from military registration and enlistment offices and ignore summonses, but if those who evade want to go abroad, problems arise when obtaining a foreign passport or the actual trip.

The Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia (hereinafter referred to as the GUVM of the Ministry of Internal Affairs of Russia) carefully checks documents, and if violations are detected, administrative or criminal liability arises. The second type applies to deferred candidates who do not respond to calls from the military commissariat.

The Criminal Code of the Russian Federation provides for penalties in the form of:

  • a fine of up to 200 thousand rubles or the amount of salary or other income for a period of up to 18 months (for evading military service), a fine of up to 80 thousand rubles or the amount of salary or other income for a period of up to 6 months (for evading the Civil Service);
  • forced labor for up to 2 years (for military service);
  • compulsory work for a period of up to 480 hours (for AGS);
  • arrest for up to 6 months (in both cases);
  • imprisonment for up to 2 years (for military service).

The Code of Administrative Offenses of the Russian Federation provides for a warning or an administrative fine in the range from 100 to 500 rubles.

The Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia checks data on citizens of military age and identifies facts of falsification of documents, including certificates according to Form 32. If discovered, liability arises.

Art. 327 of the Criminal Code of the Russian Federation indicates penalties for forgery of documents:

  • restriction of freedom for up to 2 years;
  • forced labor for up to 2 years;
  • arrest for up to 6 months;
  • imprisonment for up to 2 years.

The use of counterfeit is punishable by:

  • a fine of up to 80 thousand rubles or in the amount of salary or other income for a period of up to 6 months;
  • work for up to 2 years;
  • arrest for up to 6 months.

According to Art. 19.23 of the Code of Administrative Offenses of the Russian Federation, punishment is implemented in the form of an administrative fine in the amount of 30 to 40 thousand rubles with confiscation of equipment for committing a violation.

Procedure for obtaining a certificate

So, how to get a certificate from the military registration and enlistment office for a foreign passport? The algorithm of actions is simple:

  1. Find out the reception hours of the authorized person at the military commissariat at the place of registration.
  2. Come to the military registration and enlistment office with a copy of your passport (page with photo and registration), a certificate from the place of study/work indicating your length of service (if you are unemployed, a certificate from the Employment Center).
  3. Fill out the application form in the prescribed form for the issuance of a certificate.

Deadline and validity

After submitting the documentation, the applicant receives a certificate within 10 days. Application No. 2 is valid for a month from the date of registration

. All deadlines are provided for by the legislation of the Russian Federation, and if they are violated, you can file a complaint with authorized persons.

A certificate in Form 32 is drawn up and issued even at the time of the decision of the draft commission. However, the most convenient time for registration without the risk of problematic situations is considered to be the time between spring and autumn conscription.

Obtaining a foreign passport without a military ID and certificate

They have no right to demand certificate 32 or copies of pages of a military ID for the issuance of a foreign passport. FMS employees make an interdepartmental request and receive the necessary data themselves. Having a certificate is voluntary to speed up the issuance of a foreign passport.

If there are grounds to restrict the conscript’s travel, the FMS receives a message with the basis and duration of the restrictions, the date and number of the draft commission’s decision on conscription.

If no response is received from the military registration and enlistment office within 30 days, the FMS is obliged to issue a foreign passport within 3 working days. In this case, a notification is sent to the military registration and enlistment office.

After 27 years, a certificate from the military registration and enlistment office is no longer needed for a foreign passport.

They don’t want to issue a passport

Often they don’t want to issue a foreign passport, citing the response from the military registration and enlistment office that you are subject to conscription and are obliged to appear at the military registration and enlistment office, or you are a “draft dodger.” But do not confuse the concepts of “subject to conscription” and “called upon.” The travel restriction applies only to those who have received a decision on conscription from the draft commission. The response to the FMS request must contain the registration number of this decision. If it is not there, the actions of the FMS are illegal.

File a complaint with the FMS electronic reception desk at fms.gov. Refer to the restriction of the right to free exit from the Russian Federation, which is guaranteed by Art. 27.2 of the Constitution of the Russian Federation.

Please review the following laws carefully before filing a complaint:

  • Order of the Federal Migration Service of the Russian Federation No. 320 dated October 15, 2012 (clause 31.1, clause 32, clause 75.4, clause 75.5, clause 76).
  • Constitution of the Russian Federation (Article 59, Article 27.2).
  • Federal Law “On Military Duty and Service” dated March 28, 1998.
  • Federal Law “On the procedure for leaving the Russian Federation and entering the Russian Federation” (Article 15.2, Article 16).

The answer will most likely be positive, and you will receive a passport without a military ID. But after the first complaint, be prepared for increased attention from the military registration and enlistment office.

Examples of illegal decisions after which a foreign passport was obtained:

Obtaining a passport for a student

If you are a full-time student and have a deferment from the army, there will be no problems obtaining a foreign passport. Contact the military registration and enlistment office during training for certificate 32.

White ticket

White ticket is a popular military name for men who are unfit for the army “due to illness.” It contains entries only on the first and last pages.

If, after a medical examination, you are diagnosed with one of the non-conscription diseases, you cannot be drafted into the army. You will be given a military ID with o or “limitedly fit for military service.” With such a military ID, you can legally obtain a passport.

  • A - fit, absolutely healthy.
  • B - suitable with minor restrictions.
  • B - limited use. Deferment from conscription in peacetime.
  • G - temporarily unfit. Issued for a period of 6 to 12 months to correct health problems. Possible extension or transfer to category B.

What is a certificate from the military registration and enlistment office for a foreign passport and how to get it

Registration of a foreign identity card requires the citizen who submits the application to provide a number of documents provided for by current legislation.

The absence of even just one piece of paper can ultimately lead to the fact that the provision of a foreign passport is simply refused, and in practice, in addition to the standard list, authorized migration service employees may require a number of additional papers.

One of such documents is the F32 certificate from the military registration and enlistment office for a foreign passport, although many citizens do not even know what it is and why it is needed.

Peculiarities of obtaining international passports for men of military age

A military ID is not required to obtain a foreign passport. The peculiarities of document registration at conscription age are that the passport office employees make an official request to the military commissariat. If there is no deferment, the applicant may be rejected.

Sometimes men decide to carry out registration through a tourist form or another organization specializing in providing similar services. In this case, company employees will issue a passport according to the following algorithm:

  1. Fill out the required form or questionnaire. In this case, a photocopy of the main documents is provided.
  2. Payment is made for the services provided.

You can make a foreign passport without a military ID at minimal cost yourself, but it will take more time. At the time of application, you need to have a certain package of documents with you. In this case, the F32 certificate from the military registration and enlistment office is provided only upon request. As a rule, employees of the Federal Migration Service independently verify all information about the applicant in order to avoid deception or mistakes.

What is it and why is it needed

Providing this certificate is an obligation exclusively for those men who apply for a foreign passport under the age of 27 years.

This document is used as evidence that civil servants do not have any claims against the citizen, since he has fully fulfilled his civic duty to his homeland or his conscription period was postponed on certain legal grounds.

If you have a military ID, you can provide it if necessary, but the document must contain the following information:

  • the owner of the document has completed conscription service;
  • alternative service has been completed;
  • the applicant is unfit for military service;
  • the applicant is partially unfit for military service.

Thus, the provision of a certificate is mandatory exclusively for those young people of military age who, for one reason or another, do not have an issued military ID.

If they do not bring one of the specified documents, they cannot count on receiving a foreign certificate, and moreover, they may even be brought to administrative or criminal liability if appropriate circumstances exist.

Cases when a military ID is not required

Relatively recently, the procedure has been significantly simplified. Now you can get a foreign passport without a military ID, since according to the new rules it is not included in the standard set of documents.

The changes made determine that civil service employees must independently verify all information, for which an official request is made. The form does not contain the fields required to enter data regarding military service. If there are no problems, the submitted application is accepted and all required information is checked.

How to get a certificate from the military registration and enlistment office for a foreign passport

If a citizen is still of conscription age, but has not completed military service due to a deferment for health reasons or studies, he should choose the inter-conscription period, which runs from 01/1–31/03 or 1/09–30/09, to receive a certificate. During these periods of time, completing the necessary documents can be much easier.

It is worth noting right away the fact that “Form 32” is an outdated name for this certificate, since in accordance with established standards, authorized migration service employees call it “Appendix No. 2”.

To obtain the document, you should call the military registration and enlistment office located at the place of permanent registration and check the exact reception hours of the specialist who is involved in the preparation and issuance of such documentation. This document must be provided to the citizen if the draft commission has not made a decision to conscript the applicant for military or alternative service.

Even if a person applies to a government agency on the eve of the draft commission making the appropriate decision, he will be required to provide this certificate, and the text of this document will indicate the period during which the person will not be drafted into the army.

To obtain a certificate through the nearest military registration and enlistment office, you should contact this institution with a copy of your passport. It is worth noting the fact that in this case you will only need to provide the first pages of the identification card with a photo, as well as the page on which the stamp indicating the permanent registration address is affixed.

In addition, you will need a corresponding certificate obtained from the place of study or employment with a mandatory indication of the length of service.

If a person is unemployed, he will have to contact the migration service, having previously received the appropriate certificate from the Employment Center where he was registered. If you have a military ID, you will also need to present this document.

When submitting an application to the military commissariat, you should contact the secretary with a request to provide an application form in the established form, which will subsequently be submitted in order to issue a certificate to the OVIR.

Next, the form is filled out and handed over to an authorized civil service specialist. No later than ten days from the date of submission of the necessary documentation, the citizen will have to be provided with the desired document, and it will be valid for one month from the date of registration.

Structure and form

The main sections of the issued certificate in accordance with the established rules will look like this:

  • Full name of the citizen who applied to the government service to obtain this certificate;
  • year of birth of the person to whom the document is issued;
  • the name of the territorial unit in which the person is registered;
  • an indication of the person's military service;
  • an indication that a person has or does not have any restrictions on traveling outside of Russia.

Thus, the document itself contains text stating that a certain person is not subject to conscription for alternative or military service.

Without fail, the certificate must contain information about until what time the decision made by the commission will be valid, in the form of indicating a specific date or o. The main thing a citizen must do before traveling outside Russia is to find out whether he has any travel bans.

At the end, the position of the person who signed the certificate must be indicated, and in this case, the authorized specialist is the military commissar; the entry ends with his personal signature, initials and military rank. It is important to ensure that the form has a specialized round seal, since without it the document will be considered invalid.

If you don't have a military ID

In accordance with current legislation, the absence of a citizen’s military ID cannot be considered by government officials as a violation of the established procedure for obtaining a foreign passport.

Thus, the migration department does not have the right to refuse a person to provide a foreign identity card on the basis of this fact, but the applicant will be refused if he has any violations of the Criminal Code or the Code of Administrative Offences.

In particular, the applicant will be required to refuse to provide this certificate if he has a deferment from military service and does not comply with the established rules.

The reason why a citizen applies without a military ID must be indicated in a certificate from the military registration and enlistment office, but the provision of this document is optional. Thus, in accordance with current legislation, checking a citizen for compliance with established rules is carried out exclusively by migration service employees.

After reaching 27 years of age

After a person turns 27 years old, the need to provide a military ID in the process of obtaining a foreign passport in accordance with current legislation completely disappears, and in the same way it will not be necessary to provide civil servants with a certificate previously obtained from the military registration and enlistment office.

Adult males living on the territory of Russia and under the age of 27 years, in order to confirm the accuracy of the information provided that at the time of submitting the application to the territorial division of the migration service they were not called up for alternative or military service, must provide a military a ticket with a mark indicating the completion of military service under conscription or a corresponding certificate received from the military commissariat located at the place of permanent registration.

Thus, providing a certificate is desirable, but in some cases you can do without this document, since any information that can be obtained by authorized employees of the territorial division of the migration service through other government departments cannot be required from a citizen without fail.

About obtaining a certificate f32 (Appendix No. 2)

When considering the issue of a citizen’s departure from the Russian Federation by the military commissariat for presentation to the passport and visa service of the internal affairs body issuing documents for departure, the following are issued: to a citizen in respect of whom the draft commission has not made a decision on conscription for military service or on sending to an alternative civilian service - a certificate in accordance with Appendix No. 2 to this Procedure;

(clause 23 of Appendix No. 9 to the Instructions (clauses 9, 16) of the Order of the Ministry of Defense No. 400)

Thus, a certificate of form 32 is issued by the military commissariat if the draft commission does not make a decision to conscript a citizen for military service. In practice, military commissariats are in no hurry to issue this certificate upon request, and even more so if you apply orally. Therefore, if you decide to contact the military registration and enlistment office, do it immediately with a written application, which indicates that you are asking to issue a certificate of form 32. Otherwise, you will have to rely only on luck.

To obtain a foreign passport, you must submit the appropriate application to the Federal Migration Service. A certificate in Form 32 from the FMS or the Ministry of Internal Affairs will be requested from the military commissariat, without your direct participation. We recommend that you use the official government services portal and submit the required application electronically.

International passport after 27 years

When a citizen reaches 27 years of age, a certificate from the military registration and enlistment office is no longer needed to obtain a foreign passport.

According to the Instructions for registration and issuance of a passport of a citizen of the Russian Federation: Males living on the territory of the Russian Federation aged 18 to 27 years to confirm the accuracy of information that the citizen on the day of filing the application was not called up for military service or was not sent to an alternative civilian service, present a military ID with a mark on the completion of military service under conscription or a corresponding certificate from the military commissariat at the place of residence.

Who must present a certificate from the military registration and enlistment office to obtain a passport?

Only those young people who are of conscription age at the time of receiving a travel document for traveling abroad are required to bring a certificate from the military registration and enlistment office - from 18 to 27 years old. You need to prove that the military registration and enlistment office has no claims against you, and you have fulfilled your civic duty to your homeland, or your service has been legally postponed.

If you have a military ID, you can present it. The document must indicate one of the following:

  • conscription service was completed;
  • alternative service has been completed;
  • the applicant is unfit for military service;
  • the applicant is partially unfit for military service.

Mark on the military ID regarding conscript status

Thus, only those young people of military age who for some reason do not have a military ID must present a certificate from the military registration and enlistment office. If they don’t bring either the first or the second, they won’t see abroad

. Moreover, in this case we are talking about administrative or even criminal liability.

The status depends on the reasons why the young man has not yet served, whether he has a deferment from the army or not.

Is it possible not to present a certificate?

When you decide to apply for a foreign passport, be sure to go to the official website of the Main Directorate for Migration Issues of the Ministry of Internal Affairs and check what documents you need to present at the time you make such a decision. In 2021, a certificate from the military registration and enlistment office or a military ID must be presented.

If you submit falsified documents, you will face severe disappointment and subsequent criminal liability. Recently, the Main Directorate for Migration and Migration has the opportunity to online check information about applicants of military age. Whether you submit a certificate or not, your information will be verified

. If you evade service established by the law of the Russian Federation, you will be held accountable.

Documents for obtaining a passport

international passport
To obtain a foreign passport, a full package of documents is provided, including:

  • A fully completed application form. Printed on one sheet on both sides. The application must be submitted in person only. Fill out the form in capital letters only. The signature must not go beyond the boundaries (otherwise the application form will not be accepted).
  • Internal passport of the Russian Federation.
  • Receipt of payment of the state fee - in 2021 this is 3,500 rubles for a new type biometric passport for 10 years, or 2,000 for 5 years.
  • Military ID with a service mark or the category “unfit” or “limited fit”. Or certificate 32 (optional).
  • 3 photographs 35×45 mm.

The original or copy of the work book is no longer needed. The application form does not need to be certified by the employer. It is advisable to provide a receipt, but it is not necessary; the fact of payment can be verified without it.

Each certificate undergoes a thorough check. If the applicant provides incorrect information, he will be denied a foreign passport.

Criminal and administrative liability

Conscripts who “run away” from the military registration and enlistment office bear either criminal or administrative liability. The second applies to those who have a legal deferment from serving, but do not comply with established rules and do not respond to subpoenas.

Criminal liability threatens those who ignore the military registration and enlistment office without any deferments. In this case, the inability to obtain a passport and travel abroad is only part of the problem. No less problematic is the fact that in the Russian Federation, without a military ID, it is difficult to get a good job. State and municipal service is reserved for you even after you have outgrown conscription age.

How to solve the problem without breaking the law

At the dawn of the 21st century, many problems can be solved with the help of agencies offering all kinds of services. According to the law, people do not serve in the army for health reasons or if they study at a higher educational institution.

The best way to get a deferment from the army is to study.

Go to higher education and you won't be drafted. You will receive a deferment and can safely contact the military registration and enlistment office to obtain a certificate for the GUVM

. They will give it to you without any problems.

There are many medical reasons why a young man of military age may be declared unfit for service.

As a rule, out of ignorance and due to the fact that in public clinics there is not much emphasis on this, young men for whom service is contraindicated for health reasons are sent to serve.

Contact specialists who can help you undergo a more thorough medical examination and make a clear medical justification according to which you will be exempt from military service. Some law firms provide such services and help conscripts easily resolve this issue

.

Is it true that a certificate is not needed?

Many websites contain information that the Main Directorate for Migration and Migration no longer requires a military ID or a certificate from the military registration and enlistment office to obtain a foreign passport? Is it so?

In fact, if it is possible to check the applicant and easily determine whether he is “running away” from the military registration and enlistment office or acting in accordance with the law, a certificate is not required. But, if you look at the official websites of passport services, you will find that a military ID and certificate are included in the list of required documents

. Perhaps if you don't bring them, you won't be shown the door. But it’s better to take the document and present it, as required by the migration department.

Procedure for obtaining a foreign passport

The country's Constitution stipulates the obligation of men to serve in the army. Its implementation is monitored by the military commissariat. For many years, the issuance of a foreign passport was carried out upon presentation of a military ID.

A passport is a state document that is protected by:

  • holographic images and inscriptions;
  • watermarks;
  • seal;
  • fibers;
  • embossed.

You can get a new passport without a military ID by following the standard procedure:

  1. First you need to decide what kind of international passport is required (old or new type).
  2. If you have a valid document, you must submit it. Established norms at the legislative level exclude the possibility of a citizen using two passport samples at the same time.
  3. An online application form can be filled out on the official website. If desired, you can fill out the form on paper.
  4. The prepared documents are submitted to the Federal Migration Service.
  5. State duty is paid.

The public service is also available in electronic form; a multifunctional portal has been created for its use. To start using it, you will need to create a personal account.

Correctly filling out Form 32

The document you need, which should be requested from the military registration and enlistment office, is called “Form 32”. It is issued at the place of residence and contains the following data:

  • Full name of the citizen;
  • year of birth;
  • location of the military registration and enlistment office;
  • information about the service of a particular citizen;
  • information that the applicant is not limited in his right to travel outside the Russian Federation.

Sample certificate from the military registration and enlistment office for obtaining a foreign passport

The document must have the official seal and signature of the military commissar. The number and date of issue must be indicated in the header of the certificate.

Do I need to go to serve in the army after the military department?

Article 52 states that graduates of the military department can be enlisted in the reserves after completing training. In other words, you will no longer have to join the army. To do this, you need to fulfill two main conditions:

  • pass all standards, as well as exams after studying at the department;
  • graduate from university.

Do not forget that during the course of training a student may be expelled from the military department and at the same time continue to study at a university. If a student does not perform well in basic subjects, when he is expelled from the educational institution, he is simultaneously expelled from the military department.

Nowadays, you can get a foreign passport without a military ID. This document is no longer required during registration, since the Federal Migration Service requests all data independently. Sometimes additional paperwork is required when submitting an application, but this depends on the specific case.

Do I need a certificate after 27 years of age?

According to current laws, after 27 years of age, citizens of the Russian Federation are removed from military registration. This means that if you are already approaching your thirtieth birthday and decide to apply for a foreign passport, you can cross off the military ID and a certificate from the military registration and enlistment office from the list of documents required by the Main Directorate for Migration. No one will ask you for these documents anymore.

Your task is to focus all your attention on the rest of the list, as it must be in perfect order. Even minor deviations from the norm may be a reason for the submitted documents to be returned to you for re-registration. And if you urgently need to obtain a foreign passport, any delay will play against your plans.

There are many different rumors circulating among people. Some of them claim that the rules will become stricter, others, on the contrary, that soon only hired soldiers will serve

. Time will tell where the truth is.
