2. I issued a foreign passport three years ago. It is ordinary, old style. Do I need to change it to “biometric” now?

There is no such need. Firstly, the validity period of an old-style passport (as well as a new one) is five years (Article 10 of the Federal Law of August 15, 1996 No. 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation”). Therefore, your passport is still valid. Secondly, the old form of passport itself has not been abolished; such passports are still issued (clause 4 of Decree of the President of the Russian Federation dated October 19, 2005 No. 1222). However, it must be borne in mind that in order to obtain a visa, some states previously required and now require that the child included in the passport of one of the parents must have his own photograph in this passport. 4. I issued a passport last year and haven’t even had time to travel anywhere with it yet. This year I got married and changed my last name. Is it necessary to change a passport due to a change of surname or is it valid with a marriage certificate?

If your surname changes, your passport must be exchanged, even if its validity has not yet expired. This applies to both old and new passports (clause 4.6 of the instructions dated 05/26/97, clause 29 of the instructions dated 10/06/06). The procedure is the same as for obtaining a new passport. You must re-submit the same package of documents as when you first received your passport, pay the state fee and fill out an application for a passport. Moreover, in the “Full Name” section you need to indicate your new last name, when exactly you changed it and where.

5. We are going to send our son on vacation with his grandmother. Can she include her grandson in her passport?

No, the current procedure provides for the possibility of including a child under 14 years of age only in the passports of his parents (clause 1.6 of the instructions dated May 26, 1997). And then only in an old-style passport. Minors who have reached the age of 14 are issued separate old-style passports. A new generation passport can be obtained at any age. Therefore, to travel abroad accompanied by your grandmother, your son needs to obtain a separate passport.

6. I lost my passport. What should I do: get a new one again in the usual manner, collecting all the documents again, or is there some simplified and expedited procedure for restoring a lost passport?

A lost passport cannot be restored. In this case, it is necessary to issue a new passport in the usual manner (clause 4.6 of the instructions dated 05.26.97, clause 29 of the instructions dated 06.10.06). Since, as a general rule, issuing a new passport is not allowed without withdrawing the previous valid passport (clause 4.2 of the instructions dated 05/26/97, clause 23 of the instructions dated 10/06/06), you need to confirm the fact of its loss. To do this, you first need to report the loss of your passport to the police, if we are talking about an old-style passport, and if a new-style passport is lost, to the territorial office of the Federal Migration Service, and receive the appropriate certificate there (clause 4.8 of the instructions dated 05.26.97, p. 30 instructions from 06.10.06). Then, with this certificate, you need to apply for a new passport.

7. What to do if your passport is lost abroad or stolen? How to return back to Russia?

In this case, you need to contact the nearest Russian diplomatic mission or consulate, where you will be issued a temporary identification document - a certificate of entry (return) to the Russian Federation (Article 11 of the Law “On the procedure for leaving the Russian Federation and entering the Russian Federation”) . But before that, you need to report the loss or theft of your passport to the police station of your host country and receive a certificate stating that you contacted them about the loss of the document. You will be issued a certificate of return only upon presentation of such a certificate (clause 5 of the Regulations on the issuance of a certificate of entry (return) to the Russian Federation, approved by Decree of the Government of the Russian Federation dated October 1, 1998 No. 1142).
