It is very easy to obtain a passport yourself without resorting to intermediaries. Below we will talk in detail about the differences between international passports, what documents are required to obtain a foreign passport 2021, how much a foreign passport costs and how to get a discount on it.
Today, there are two types of foreign passports for citizens of the Russian Federation: old and new.

State duty for children under 14 years old | RUB 2,500 | 1,000 rub. |

Do you need a passport?
In general, you can travel without having a passport. And not only within Russia. According to the article Visa-free countries for Russian citizens, you can travel with a Russian passport to Abkhazia, Armenia, Belarus, Kazakhstan and Kyrgyzstan. And in general, I advise you to first test yourself, understand what style of travel is right for you. I even recorded a separate video about this:
But if you understand that exploring the world is yours, then you can’t do it without a foreign passport. It’s very easy to get it; you don’t even need a certificate from the military registration and enlistment office . As an example, you can right now choose a tour from your city at a low price using the tour schedule below:
International passport through State Services
The procedure for obtaining a foreign passport when applying through State Services is very simple; for your convenience, we have outlined it as step-by-step as possible.
- Apply online . On the government services website you will need to select which passport you will order (new or old type). Then fill out a form indicating your personal data and information about your employment for the last 10 years (there should not be a single day of “downtime”; if you did not do anything for 2 days or were not officially employed, then write that you did not work). You will also need to attach your photo there; you can take a photo with a white background directly in the application, or upload it from the gallery. After uploading a photo, it will need to be calibrated by marks so that the face takes up 80% of the space. You will also need to select the branch closest to you to receive your passport.
- Payment of state duty . After checking the application (usually one or two business days), you receive an offer to pay the state fee, and they also set a date and time when you will need to come with documents for submission (and for the final photograph if you are applying for a new type of international passport). The same notice contains a complete list of documents that must be provided.
- Collect documents for a foreign passport : The main identification document of the applicant (passport) + photocopies of pages with a photo and registration address at the place of residence.
- Foreign passport, which has not expired + photocopy of the photo page. (This point is for those who receive a foreign passport not for the first time)
- Men of military age (from 18 to 27 years old) can bring a military ID + photocopies of pages 1, 3, 5, 7, 21.4. If you do not have a military ID, then you do not need to carry any registration or certificate. The FMS itself will make a request to the military registration and enlistment office.
- When changing your last name, first name, patronymic, confirming document + photocopy.
- Payment receipt. (By law, if you pay through State Services, then you do not need to provide a receipt for payment. But this is Russia, so just print out the receipt just in case.)
- Three photographs (3.5*4.5 cm) on matte paper (if you are applying for an old-style international passport)
How can you quickly change your civil passport?
In accordance with current legislation, every person must change their civil passport at least twice during their life in connection with reaching a certain age.
In this regard, many are trying to find out how to quickly change their Russian passport so as not to violate the established deadlines. First of all, this concerns:
- detecting all kinds of errors in the document;
- making significant adjustments to the appearance of the owner of the document;
- gender change;
- replacement of a passport issued according to the USSR model.
- change of surname;
If the papers are submitted at the place of residence, then in this case the procedure for issuing a passport will be carried out within no more than two weeks, even if the document is restored due to
MFC international passport
If you decide to apply for an international passport through the MFC, then first you need to select an MFC in your city where they issue international passports of a new type. Applications for old-style international passports are accepted at all MFCs.
Wherever you go, I recommend taking out insurance
so that if something happens, you don’t waste your money on treatment. Comparison of insurance prices in a convenient aggregator. Risks from coronavirus are also included in the insurance.
Obtaining a passport 2021 at the MFC:
- Sign up for submission (you can do it online, or through an electronic queue on site, but then you have to wait a little)
- Preparation of documents. Fill out the application form for a passport. The rest of the documents are exactly the same as when submitted through State Services. You just need to pay the state duty at any Sberbank.
- Submit documents either by appointment or in the electronic queue.
- Get a ready-made passport. As a rule, MFCs send SMS about readiness.
Is it possible to change a passport through the MFC?
An administrative fine based on Article 19.15 of the Code of Administrative Offenses of the Russian Federation for untimely replacement is from two to five thousand rubles.
In addition, with an expired document it is impossible, for example, to buy a plane ticket or take out a loan.
From February 1, in the “one window” format, you can receive a passport through the MFC, and not just give papers for its registration in the event of loss or change of surname.
After completing the documents received from the citizen, the employee of the public services center is obliged to send the package to the Ministry of Internal Affairs within three days.
The transfer of authority to issue the main identity card does not affect the time frame for its production, and since all information is transmitted via electronic channels, the time period will probably even be reduced.
If a girl wants to return her maiden name, she must provide a document confirming the dissolution of the marriage (divorce certificate).
International passport deadlines
The standard production time for a foreign passport is within 30 days when submitting documents at the place of registration, within 90 days (3 months) when submitting documents at the place of stay or actual residence. If you submit an application through State Services, then after sending the application form, you are invited to a personal submission of documents in 1-2 weeks, after which your passport will also be prepared in 1-2 weeks. In any case, you will need to visit the branch of either the MFC or the Federal Migration Service twice.

This is important to know: What documents are needed and how to change your passport at 20 years old
If all the papers are collected, and the responsible employee refuses to accept them due to lack of registration, then you need to complain to the head of the FMS department. As a last resort, unlawful actions of FMS or MFC employees can be sued.
Will my old passport be cancelled?
In what cases is a passport revoked:
- Your passport has expired
- When you change an old-style international passport with an unexpired validity period to a new old-style international passport.
- When you change your last name and receive a foreign passport.
Your current international passport will not be canceled only if you order the production of a new international passport in addition to your existing international passport. It doesn’t matter what type of passport you have. To receive a second international passport, you just need to check the box in the form that you are ordering an international passport in addition to the existing one.
How to get a second passport?
In 2021, any citizen of the Russian Federation can receive a second passport in addition to the existing one , without providing any additional certificates.
To obtain a second international passport, the procedure is the same as when obtaining a primary international passport, but only in the application form you need to check the box “international passport in addition to the existing one.” The cost will be exactly the same (3,500 rubles, when paying through government services). But the validity period of a foreign passport will not be tied to the validity period of the first one and will be calculated according to the standard scheme - 10 years from the date of receipt.
Why do you need a second passport?
You travel frequently and obtain visas. A situation can easily arise in which you need to leave, but your passport is at the consulate to receive a visa from another state. A second foreign passport solves this issue. Also, a second foreigner helps the traveler avoid problems when visiting countries at war with each other. If you have a long-term Schengen or American visa and you are worried that in the next two or three years you will simply run out of free pages. A second passport can be used for visa-free countries, and a passport with a visa can only be used for travel to Europe and the USA. In many countries (Montenegro, Serbia or Indonesia) they really like to put a stamp on a new spread, although it may be useful for the next visa. If your passport expires within the next two years, but there are still many valid visas. Now the second foreign passport is in no way connected with the first, these are two equivalent documents. The second document is issued for a period of ten years, so you can get a new passport now, start using it in visa-free countries, or even postpone it until you suddenly need it (and this is exactly what happens).
Change the passport of the Federal Migration Service to the Ministry of Internal Affairs
- Two personal photographs (identical and corresponding to the age of the applicant at the time of submitting the application for the issuance (replacement) of a passport) in black and white or color, 35 x 45 mm in size with a clear image of the face strictly from the front without a headdress.
The amount depends on the reason for which the person came to get a new passport.
A person may feel the need to replace a passport in the presence of a number of circumstances, but citizens often do not know how to act in certain situations.
Despite the constant introduction of more and more new options for submitting documents, the vast majority of modern citizens continue to contact migration service offices, since this is the most reliable and familiar solution.
But even in this case, you need to correctly understand how a passport is replaced at the Ministry of Internal Affairs and when it is even necessary.
Transliteration of names in a foreign passport
It is absolutely unpredictable how your name will be transliterated in your passport this time. According to some invisible rules, the style of names changes every few years. Were Dmitriy? Now you can accidentally become Dmitrii or just Dmitry.
Therefore, if you need your name to be written in a certain way, then when applying for a foreign passport (in the comments to the application, for example), you need to indicate the desired version of the transliteration of the name and indicate that you have foreign real estate registered in exactly this name (there is no need to prove this).
