How to correctly fill out applications for a new type of international passport in 2021?
There are two methods of writing a request for a foreign passport - manually or using a program on a PC.
It should be borne in mind that when entering information into an electronic questionnaire on a PC, you can interrupt, saving the data, to clarify a particular entry, and then continue answering the questions of the questionnaire. When entering data manually on a sheet of paper, you must follow basic filling rules:
- Data must be entered into the table in capital printed characters.
- When filling, use a blue or black pen with paste.
- Cross-throughs are not allowed on the form.

- When filling out the questionnaire table, you are not allowed to leave blank items.

How to fill out an application for a foreign passport: tips
The application form is a small A4 sheet on both sides. It would seem that there should be no problems filling it out, but for some reason Russian citizens make a lot of mistakes and corrections. Such questionnaires are then not suitable either for obtaining a biometric passport or for an old-style document.
The main recommendations for filling out come down to the following tips:
1. You only need to print out the latest type of application form on one sheet of paper on both sides. The Russian bureaucratic machine will not accept two sheets of paper from you and will have to be reprinted. 2. The form must be filled out only in block letters, handwritten in black. To make entries in the questionnaire, you need to use the basic rule for filling out the indicated items, namely: entries must be made in capital letters:
Column 1. Last name, first name, patronymic are clearly displayed. For example: SKVORTSOVA SVETLANA NIKOLAEVNA Column 2. Column 11. If, while living in the Russian Federation, the applicant dealt with state secrets, it is necessary to display the organization that issued the permit and the year.

- When entering information about military service, it is required to display the number of the military unit and its location (city).
- The names of all organizations must be displayed without abbreviations.
Instructions on how to fill out correctly
Order of the Ministry of Internal Affairs 864 of November 16, 2017 puts into effect the rules for filling out the document.
So, let’s use a specific example to look at how to fill out each item of the application form for issuing a foreign passport to a citizen of the Russian Federation for a period of 5 years.
In your questionnaire, all points are also numbered. So, pick up the application, look at the number, and look for the corresponding number in our instructions.
Before entering data, you must indicate the type of passport - old sample.

- Points 1,2. The surname, first name and patronymic are written in full without abbreviations in the nominative case. Gender - mark opposite the floor: M or F.

- Clause 6. Here the place of permanent registration (“in popular terms” registration) is prescribed in the form of region, city, street, house, building and apartment.
- Clause 7. This clause is for those people who submit an application at a location other than their registered address. They must indicate either the place of their temporary registration (following the example above) or the place of their current residence (also a sample of the previous paragraph to help). Don't forget to check the appropriate box.
- Clauses 8 and 9. Contact phone number and E-mail address are optional.
- Clause 10. Passport data is indicated exactly as it is indicated in the internal document: series, number, date of issue, place of issue. It is better not to use abbreviations.
- Clause 11. Type of receipt - primary, to replace lost, damaged, etc. Please check the appropriate box depending on your situation.
- Point 12. If at any time in your life you have been granted access (not a contract! The point about the contract is below) to state secrets, put o. Then write the organization, date and form.
Indicate whether an agreement was concluded that provides access to information constituting state secrets and the period for which travel is limited according to the contract. Remember that you cannot leave until the appointed time has expired. Moreover, this period may be extended by a special commission.
- Clause 13. If you are applying for a replacement for a current passport, you must indicate the series, number, date and place of issue. If at the time of filling out the application there are no other valid passports, please check the appropriate box.
- Point 14. This point deserves special attention. Information about labor activity also includes information about educational institutions.
If you are a pensioner, then this also needs to be indicated: “I don’t work, I’m a pensioner.” Dates are not indicated down to the day, only the month and year.
If there is not enough space, then take Appendix No. 2, approved by Order of the Ministry of Internal Affairs N864. If the break between jobs is more than a month, then you need to indicate the phrase: “03.2016-05.2016 temporarily did not work, place of registration.” If you worked in different positions in one company, then they should be listed separated by commas: “... Florist, cashier, accountant.”
- Point 15. If you have children (under 14 years of age) and you want to include information about them in your document, do so. Next, you need to use Appendix No. 3, approved by Order of the Ministry of Internal Affairs N864, and fill out information about the child there.

- Clause 16. The mark is made only if the application for a passport is submitted by a guardian on behalf of a person declared incompetent. At the same time, the guardian will need to additionally fill out Appendix No. 4, approved by Order of the Ministry of Internal Affairs N864.
