Medical examination for foreign citizens

Every foreigner applying for a work patent, temporary residence permit, residence permit or Russian citizenship is required to undergo a medical examination for foreign citizens and obtain a conclusion on the results of a medical examination of foreign citizens intending to live or work in Russia for submission to the Federal Migration Service.
Thus, medical examinations of foreign citizens make it possible to identify diseases dangerous to others and to protect the health of citizens of the Russian Federation and other persons with whom a foreigner could potentially come into contact during his stay in Russia.

Important!

The FMS accepts a medical report based on the results of an examination of a citizen only from state-authorized medical institutions. Accordingly, foreign citizens must undergo a medical examination exclusively in healthcare institutions that have the right to issue medical certificates for the FMS.

When will a temporary residence permit be denied?

The doctor's report is an important part of the medical examination. On its basis, certificates are issued, and the migrant receives a permit document. However, in a number of cases, foreigners are refused a temporary residence permit. Among them:

  • lack of a certificate of completion of a medical examination;
  • detection of tuberculosis;
  • positive test for HIV;
  • the presence of diseases transmitted through sexual contact;
  • drug addiction.

If a foreigner has any socially dangerous disease, a referral is issued to a specialized medical institution where it is necessary to undergo a course of treatment.

To obtain a temporary residence permit, you must provide the relevant certificates to the migration service on time. Failure to comply with these conditions leads to refusal to issue a temporary residence permit in Russia.

The procedure for medical examination of foreign citizens and medical examination for the Federal Migration Service

Let's start with the fact that a foreigner comes to a medical examination in person and takes with him a referral for a medical examination of foreign citizens from the Federal Migration Service and several of his documents, which were mentioned above.
If a foreign citizen does not speak Russian well, an interpreter must be invited to the medical examination. During the medical examination, migrants are required to provide reliable information about their state of health and about existing and past diseases.

If, during a medical examination, a foreigner is diagnosed with diseases related to the list of infectious diseases in accordance with Government Decree No. 188 of April 2, 2003, the foreigner will be required to contact a specialized medical institution for further examination and treatment.

Also, before taking a urine test, it is prohibited to use drugs that contain psychotropic, narcotic, hypnotic, analgesic, tranquilizing, bronchodilator, or antitussive substances.

If a foreign citizen takes such substances regularly, he must notify doctors about this and provide them with a prescription from the attending physician stating the purposes for prescribing these medications.

Is it possible to obtain a temporary residence permit without a medical certificate?

You cannot hope to receive a temporary residence permit without a preliminary examination of a foreign citizen in specialized medical institutions. The law in this regard is strict and does not allow exceptions, since a foreigner who has not passed a medical examination poses a hidden threat to the health and life of Russian citizens.

Is it possible to reject the results?

A foreigner may be denied a temporary residence permit if the following is revealed during the medical examination:
