Entry into Ukraine requires compulsory insurance. Medical insurance can be obtained from companies that provide similar services. The list of documents for a trip to Ukraine must include insurance against COVID-19. This requirement is presented to all foreigners and stateless persons without exception who have gathered in Ukraine. At the same time, travel insurance to the country must cover the costs of observation and treatment of coronavirus.
Regional features
In 2021, two types of regional features can be distinguished:
- Differences in the amount of the fine for not having a policy.
- Refusal to accept a document due to the fact that it was issued in another region.
As for the second point, this is an obvious violation of the law. If a person, regardless of his citizenship, has a compulsory medical insurance policy in his hands, then he must be provided with medical services anywhere in Russia.
Every person in Russia must have a medical insurance policy. In most cases, foreigners apply for voluntary health insurance, but in fact, many of them have the right to have compulsory health insurance. The second is issued free of charge and involves service throughout the country in government agencies.
According to the law, foreigners living in Russia with temporary residence permits and residence permits, as well as those who arrived at the invitation of their employer, have the right to receive a compulsory health insurance policy.
Insurance for a trip to Ukraine: what does the legislation say?
Already on June 20, 2021, the Resolution of the Cabinet of Ministers of Ukraine came into force, which introduced a ban on entry into Ukraine:
- persons who do not have citizenship (those who live in Ukraine may be there without insurance);
- citizens of other countries who are planning a tourist trip to Ukraine.
Also, the country’s legislation stipulates that all foreigners must be insured during the visit.
Let's move on to specific legislative norms.
- Art. 16 of the Law of Ukraine “On Tourism”. According to the provisions of the article, a policy for a tourist is a mandatory requirement, and it can be obtained by concluding an agreement with an insurance company. The document must include the provision of urgent assistance if an insured event occurs during your stay in Ukraine. The policy period covers the entire duration of the trip.
- Art. 11 of the Law of Ukraine “On the legal status of foreigners and stateless persons.” The article provides that a foreigner cannot count on obtaining a visa if he does not have a medical policy, which must be obtained before submitting documents to the insurance company and planning a trip.
Requirements for registration of VHI upon entry into the Russian Federation
The law has approved a list of minimum requirements for a foreign citizen who wishes to receive voluntary health insurance for legal stay in the country.
These include:
- Only a foreigner whose age has crossed the age limit of 18 years to the maximum threshold of 75 years can obtain a VHI policy on their own.
- When a person with a minor enters the Russian Federation, a separate policy must be issued for the child. The legal representative or parent must submit the papers for him.
- After crossing the Russian border, a foreign citizen undertakes to purchase a VHI policy within 3 days.
- The full list of services received is no different from what citizens of the Russian Federation purchase.
- In cases where the policy is issued by an employer providing a foreign citizen with contract work, the validity period of the policy will be equal to the period of work in the Russian Federation.
- The VHI policy has a number of restrictions on diseases. Free medical services will not be provided for the treatment of HIV infection and AIDS.
- Any woman during the policy period can receive free observation and diagnostics during pregnancy, as well as assistance during childbirth.
What insurance is needed for a trip to Ukraine?
Important! From June 20, 2021, insurance must be taken out according to new rules, taking into account the coronavirus pandemic. Insurance must include coverage for COVID-19 treatment. The document will need to be presented to border guards for review when crossing the border into Ukraine. If previously insurance was rarely required at the border, due to the pandemic the situation has changed dramatically. Now insurance has become mandatory to present along with your passport.
Accordingly, your policy must contain a list of insured events and coverage in case of coronavirus infection.
The requirements for the insurance policy are as follows:
- insurance must cover 30,000+ EUR;
- the policy should not contain a deductible;
- insurance must cover the entire period of travel to Ukraine.
Additional Information! Insurance can be purchased online; insurance companies provide this opportunity. A policy purchased online has the same powers as a document issued in the organization’s office.
The minimum amount of insurance coverage is EUR 30,000.
On the BeruPolis.ru website you will find 2 types of insurance programs for trips to Ukraine:
- VZR. On the website you can calculate the cost of insurance online by indicating in the form the dates of entry and exit, country, number of insured and other parameters. A standard policy from Absolut Insurance includes payment for emergency dental care, repatriation of remains, payment for communications in the event of an insured event, transportation and medical care. The program does not include a deductible.
Additionally, you can create situational conditions:
- leisure;
- sport;
- COVID-19.
- Green map. It is required for drivers who plan to travel to Ukraine by car. More detailed conditions can be found on the website.
Insurance for a trip to Ukraine must be issued exactly for the duration of the planned trip. Coverage for COVID-19 treatment must be included on the contract form. It is necessary that it be written in a normal font, and you do not have to search for it throughout the policy. In this case, there is a risk that border guards will refuse entry.
If a tourist enters without a return ticket, he has 2 options:
- Insurance for a period of 14 days. At border control you will need to explain that you intend to extend your insurance while you are in another country.
- Taking out annual insurance. If you are going to travel to Ukraine for a long period of time, this type of insurance will be most preferable.

Do I need to undergo a 14-day quarantine?
Due to the pandemic, countries are divided into red and green zones. They are determined by a single indicator: the number of patients per 100,000 people. Requirements for the green zone: up to 40,000 citizens suffering from coronavirus. In Ukraine, the Ministry of Health is responsible for the formation of lists.
Accordingly, when a person travels from a red list country, he receives the necessary information about self-isolation. This period lasts exactly 14 days after entry. You can undergo quarantine measures:
- Houses;
- in specialized institutions.
When crossing the border, the citizen receives instructions on how to install the “Diy at Home” application. This allows local law enforcement agencies to monitor a person's whereabouts online, request photos of them, and check them out.
What happens if a citizen does not comply with quarantine after entering Ukraine?
If a person exits Ukraine within 14 days of entry and does not comply with legal quarantine, the authorities may bring the citizen to administrative responsibility.
Failure to comply with quarantine rules during a trip results in fines in the amount of 44,000-88,000 rubles. In local currency this is 17,000-34,000 UAH. You can pay the fine online.
Responsibility for absence
If a foreigner does not have voluntary health insurance, what can happen? If he entered Russia without insurance and did not purchase it within 60 hours, the foreigner cannot register with the Main Directorate for Migration and Migration. He is given three days to complete the necessary registration. After this, in the process of submitting documents for migration registration, in the absence of a policy, the foreign citizen’s refusal of insurance is formalized.
This is an administrative violation that entails the following penalties:
- Fine from 2,000 to 7,000 rubles;
- Expulsion from the country.
Important! If there is medical insurance, but in the amount of less than 100,000 rubles, this is considered a lack of insurance and entails the above administrative measures.
After deportation from the territory of Russia due to an insurance contract not concluded in a timely manner or concluded with violations, a foreigner may be prohibited from entering the country. The entry ban period is from 3 to 6 months.
Insurance for foreign citizens in Russia is mandatory. It can be issued both in your country and on the territory of the Russian Federation. The main thing is that order is not disturbed during registration and that the norms established by law are observed.
Penalties for lack of medical insurance
In 2021, the amount of the fine for the lack of compulsory medical insurance was established. The sanction is applied in two cases. Firstly, the person does not have a policy. Secondly, the amount of minimum coverage for VHI is less than the amount established by law.

If an insured event occurs, the policyholder can follow the instructions provided in the insurance policy. First of all, you need to contact the support center. The victim and his relatives can call.
