What is a biometric passport
A biometric passport is a new generation passport, which is a document identifying the owner using special technologies. The passport uses an electronic chip on which information about the person is recorded: information about the citizen, photo, and fingerprint. In our country, only Ukrainians can obtain such a document.

To obtain a new type of international passport, you should follow the registration scheme:
- Contact one of the branches of the State Migration Service. You should have the necessary documents with you;
- Pay the cost of services;
- Take a photo, take fingerprints;
- Get your passport from the State Migration Service.
List of documents required to obtain a passport
To receive the document you will need the following package of documents:
- application for registration (must be submitted in person or with the help of a legal representative);
- passport citizen of Ukraine;
- birth certificate (a child under 12 years of age can participate in registration and receipt);
- identification code;
- invoice from the bank indicating payment of taxes.
By the way, Ukrainian legislation only allows for the replacement of a foreign passport after its expiration; it is impossible to extend the validity of the blue book. To replace a foreign passport, you must submit documents at the reception point (foreign passport, civil passport, TIN).
How much does it cost to get a biometric passport?
The cost of a passport will depend on the chosen period of issue:
The standard document production time is 20 working days. In this case, the cost will be 557 hryvnia 32 kopecks;
The period can be significantly reduced - 7 working days. In this case, you will have to pay more - 810 hryvnia 32 kopecks;
In addition, a biometric passport can be produced in 3 working days. But in this case, you must provide a document that confirms that you really urgently need to travel to another country. Cost – 810 hryvnia. 32 kopecks
You can pay the state fee for a passport at any bank or at the terminal of the State Administrative Service.
You can also apply for a passport and a GP Document. The cost of bimetrics is slightly higher here:
- 7 working days - 1210 hryvnia 32 kopecks;
- 20 working days - 957 hryvnia 32 kopecks.
After the expiration date of the passport, it should be picked up at the State Migration Service, TsNAP or GP Document. Receipt takes place at the branch where the documents were submitted for processing. Upon receipt, you must present your internal passport.

Why do you need a biometric passport in Ukraine?
Those who are curious know that to travel within the EU countries you need to have a biometric passport. But many people are not yet fully informed and competent in this matter.
Currently there is a small list of positive aspects:
- If you have this type of passport, you can quickly go through customs control (the person’s data will not be recorded manually);
- If you lose your passport, another person will not be able to use it (especially outside the state border).

The validity of the old foreign passport does not expire with the introduction of the new biometric one, so there is no urgency in the exchange.
A biometric passport, like a simple international passport, is valid for a 10-year period.
How to apply for a passport and how much it will cost
In Ukraine, services for obtaining a foreign passport and ID card are becoming more expensive. The new “price” will come into force on July 1, so citizens still have a chance to receive these documents at the old prices. Three ways to make an appointment
In Melitopol, foreign passports are issued at the migration service office on the street. Ivan Alekseev, 26 and in the Center for the provision of administrative services on the street. Chernyshevsky, 26. You can make an appointment at the Central Administrative Center by calling 42-42-77. You won’t have to wait long in line to take photographs—a week or a week and a half. But to get to the migration service, there are three ways.
The first is to take a coupon at the terminal. They are given out in the mornings five weeks in advance. To be guaranteed to receive a coupon, Elena Gents, head of the documents department of the Melitopol city department of the migration service, advises arriving at eight in the morning. The coupon will contain all the necessary information - the date and time of the appointment.
The second way is to sign up for the electronic queue on the website https://dmsu.gov.ua. The update takes place after midnight, so you need to visit the site at this time - then there will definitely be places available. The electronic queue takes place two weeks in advance. After the date and time are selected, an SMS message is sent to your phone indicating this information
- But there is a simpler option. In the last month there have been practically no people, so we are accepting those wishing to apply for a foreign passport in the order of the current queue. If people are ready, they have documents with them and the ability to make payment, we accept them on the same day. We issue such clients with a number for the date, but without the time. You won’t have to wait long—the person is guaranteed to be accepted within an hour,” said Elena Nikolaevna.
She adds that there is currently a lull in the migration service. There are two times fewer people wishing to obtain a foreign passport than last year. So, in 2021, approximately 90-100 people were received per day, but now 30-40 come. If we talk about the number of foreign passports issued, then in 2021 there were 23,046 of them, and in the first quarter of 2021 - only 4,281.
The price increase will hit your pocket
If you have not yet managed to obtain a passport, it is better to hurry up. On April 24, the Cabinet of Ministers approved new prices for administrative services when issuing an ID card and international passport. The changes will take effect on July 1. On average, prices increased by more than 100 UAH. So, you will have to pay 345 UAH for issuing an ID card. If a passport is needed urgently, this service will cost 471 UAH. Note that at old prices such documents cost 279 and 366 UAH. respectively.
As for the international passport, now with the condition that it will be issued within 20 working days, you will have to pay 682 UAH. (previously 557.32 UAH). A foreign passport issued within a short period of time - from seven to three working days - will cost 1,034 UAH. (previously 810.32 UAH).
— We create questionnaires, conduct a check, and then send the passport for printing: urgent on the third working day, and non-urgent on the eighth. Then everything depends on the factory. Let me note that you won’t have to wait long: a non-urgent passport is issued on average within a month,” says Elena Gents.
It should be noted that the procedure for obtaining a foreign passport is extremely simplified. When going to the appointment, you need to have a passport of a citizen of Ukraine, a foreign passport (if you have one issued earlier) and an identification code.
Who can get a passport?
Only citizens of our country can obtain biometric passports in Ukraine. Ukrainians who have dual citizenship and citizens of Crimea who have a Russian passport do not have the right to a biometric passport.
Until February 2, 2021, Embassy Consulates did not provide Schengen visas on a biometric passport, since they did not have a blank example of a Ukrainian biometric passport. Currently, this sample has been sent to embassies and Schengen visas are issued based on this document.
Documentation
To obtain a biometric passport in Ukraine, a person must have:
- Original and two photocopies of a passport of a citizen of Ukraine;
- Original and one photocopy of the identification number.
If a person has previously issued a foreign passport, then he hands it over (keeps it if it contains a visa, for example a national or Schengen visa).
When applying for a foreign passport, a certificate from the military commissariat is not required.
Instructions: obtaining a biometric passport
Citizens of Ukraine have the opportunity to obtain a foreign passport not only in the departments of the State Migration Service , but also in the territorial Centers for the provision of administrative services , as well as in commercial government departments.
You can apply for help in issuing a foreign passport to any of the above institutions, regardless of your place of permanent residence and registration.
Procedure for obtaining a foreign passport:
- registration in the electronic queue to visit the migration service;
- collecting a package of documents;
- visits to the territorial division of the State Migration Service;
- obtaining a passport to travel abroad.
Step #1. Registration in the electronic queue
You can make an appointment with the State Migration Service online, through a terminal or on a first-come, first-served basis at the migration service department. The most convenient way is to record via the Internet, since this can be done at any time and anywhere.
To register in the electronic queue online, you need to visit the government services portal iGov. Spots in line fill up quickly, so we recommend signing up shortly after midnight.
⇒ Action No. 1. Select the region in which you will apply for a passport.
⇒ Action No. 2. Log in to the iGov system using:
- BankID (PrivatBank, Monobank, A-Bank, Pivdenny Bank, Concord, Oschadbank);
- electronic signature certificate ;
- ID cards (passport in plastic card format).
⇒ Action No. 3. Select the migration service unit, date and time of visit to submit documents.
⇒ Action No. 4. As confirmation of the service order, a letter with details of the visit and recommendations should be sent to your email address.
Step #2. Collection of documents
Documents for a foreign passport:
- passport of a citizen of Ukraine along with copies of pages with special marks;
- a valid passport with photocopies of pages, if available;
- a receipt for payment of the fee with a wet stamp from the bank where the payment was made;
- original and copy of taxpayer identification code.
Step #3. Visit to the migration service
At the appointed time, you should visit the State Migration Service department with a package of documents. The migration service employee will enter the necessary information into the system. You, in turn, be sure to check that the personal data in the form is filled out correctly.
During your visit to the State Migration Service, you will be photographed for your international passport, and will also undergo a dactyloscopy (fingerprinting) procedure.
You can check the readiness status of your passport using the service on the official website of the State Migration Service. Then you must return to the migration service to pick up your issued passport.
How to make a biometric passport in Ukraine step by step?
Stages of obtaining a biometric passport:
- A person must contact the department of the State Migration Service;
- Have a list of documents with you (national passport, identification number);
- Pay for the services and forms provided;
- Write a special application to obtain a passport;
- Take photographs;
- Go through the fingerprinting procedure (scanning your index fingers);
- The scanned data is sent to the department of the Unified Demographic State Register;
- Formation of a data set by the main computing center of the Registry;
- Transfer of a data set to the State Document Personalization Department;
- Entering information on the form of the future biometric passport;
- Transfer of the finished document to the State Migration Service department.
Cost of obtaining a biometric passport
The price for issuing a biometric passport will depend on the selected period for its issuance:
- 20 working days - 557 hryvnia 32 kopecks.
- 7 working days - 810 hryvnia 32 kopecks;
- Can actually be produced in 3 working days. But in this case, you need to provide a document that confirms that you really urgently need to travel to another country. Price – 810 hryvnia. 32 kopecks

How to get a biometric passport for a child?
In the previous international passport, a photograph of the child was pasted and his personal data was entered; this is excluded in the biometric passport.
Now a biometric passport document for a child is issued separately. The validity period for minors is 4 years. Scanning of a child’s fingers is carried out from the age of 12 with a corresponding positive response from the parents.
To obtain a child’s biometric passport, the following documentation is required:
- Certificate and 1 photocopy of the child’s birth;
- Original passport and 2 photocopies of a citizen of Ukraine of the child’s mother and father.
As of April 1, 2015, children cannot travel abroad without a passport. The specifics of the changes and the procedure for obtaining a passport for a child are described in the article.
How to get a passport for a child in Ukraine in 2021
Since 2015, the State Migration Service of Ukraine has ceased to carry out the procedure for entering the child’s data into the parents’ foreign passport.
From 2021, marks made earlier will be invalidated. That is, to travel abroad, parents will have to issue a separate document for their child - biometric or regular, as desired.
Important ! When applying for a passport for a child under 16 years of age, the presence of one of the parents/guardians/adoptive parents will be required. If the child is already 16 years old, he can apply for a passport alone. Children under 12 years of age do not have to be present at the migration service; their parents submit applications for them; children over 12 years of age must submit documents in person in the presence of one of their parents/guardians/adoptive parents.
A child's foreign passport (up to 16 years of age) is issued for 4 years.
For children under 16 years of age, the following package of documents is provided:
- Passport of a citizen of Ukraine (over 14 years old) or birth certificate (if the child is under 14 years old).
- The child’s previously valid foreign passport (if any).
- Identification code, if any (no need to register specially).
- Receipt for payment of the administrative fee.
- Certificate of registration of the child’s Ukrainian citizenship, if one of the parents is a foreign citizen.
The parent who comes with the child must have a passport or other document confirming his identity and the degree of relationship with the minor. Photographing of the child takes place on the spot.
Terms and cost of obtaining a passport for a child
A passport for a child in Ukraine is issued according to the same rules as for an adult; there are no significant differences.
For example, a minor can receive a passport according to the standard scheme (20 working days plus waiting time in line), and the accelerated scheme - 7 or 3 days. The cost of a biometric and regular passport varies depending on the issuance time frame.
For a biometric passport you need to pay 563 hryvnia, and a regular one costs 497 hryvnia (including a state fee of 170 hryvnia, beneficiaries do not pay it). The cost of urgent registration is twice as expensive.
