  • persons with Ukrainian citizenship;

  • students of Ukrainian educational institutions;
  • people crossing the border in transit to other countries (for 48 hours).

Russians wishing to enter Ukraine can use road transport or cross the border on foot. The following border points are open for crossing:

  • Checkpoint Chongar – Republic of Crimea;

For a child traveling with parents or another legal representative, you need to prepare a much wider package of documents. These include:

  • a foreign passport issued in the name of a minor;
  • birth certificate;
  • notarized permission issued by the second parent (if the child is accompanied only by the mother or father);
  • court order appointing guardianship (for legal representatives).

In 2014, in connection with the outbreak of hostilities in the Donetsk and Lugansk regions, crossing the Russian border by Ukrainian citizens (including children) was simplified. Now, passing the checkpoint when entering the Russian Federation is allowed even in the absence of some previously required documents.   • It is highly recommended to have insurance and a green card - without it problems may arise.

There are restrictions on the entry of men in this age range, but in practice, with all the papers and polite communication, no problems arise. However, you should be prepared that you will not be allowed into Ukraine, especially if the Russian arrived in the country by plane.

It is almost impossible for men from 16 to 60 years old registered (registered) in Crimea and Sevastopol to cross the border.

In the new rules for entry into Ukraine, approved in July 2021 by the decision of the National Security and Defense Council, a special place is given to control over the stay of Russian citizens in the country. It follows from this that successfully crossing a border checkpoint does not mean overcoming all obstacles. Russian citizens will have to register at their place of stay in Ukraine.

The entry of minors into Ukraine with one parent requires special attention. Firstly, a biometric passport must be issued for a child of any age.

There is only one way to get through customs at the border with Ukraine. To do this, you must adhere to the current provisions of the State Border Guard Service. In accordance with them, a citizen has the right to import duty-free goods into the territory of Ukraine in an amount not exceeding 500 euros and with a total weight of no more than 50 kg.

If a tourist arrives in the country by plane, the amount increases to 1000 euros per person. The cost of personal items (underwear, electronic devices without packaging, etc.) is not taken into account.

If a citizen has already crossed Ukrainian customs within the previous 72 hours, the amount of duty-free import of goods is reduced to 50 euros per person.

This rule applies not only to local residents, but also to foreigners, including Russians. It doesn’t matter which customs office is best to go through.

Customs regulations apply not only at airports and international trains, but also at road border crossing points.

In order not to expose themselves to the risk of deportation with an entry ban over the next three or five years, tourists from the Russian Federation are advised to remember how long a Russian can stay in Ukraine. This period should not exceed 90 days in total within six months. At the same time, you can cross the border an unlimited number of times.

The rules for the stay of Russians in Ukraine do not require mandatory exit through the checkpoint from which the person previously entered. Transit visits to EU countries are quite acceptable.

Crossing the border by car

Ukraine and Russia signed the Vienna Convention on International Treaties of 1969, which provides for the mutual recognition of documents. Therefore, if a citizen of Ukraine crosses the Russian border by car and has an international driver’s license, then there will be no problems when crossing the border and they will be valid on Russian territory.

Also, when entering the territory of Russia, you must have insurance for the vehicle. In this case, when crossing the Russian border, a citizen of Ukraine can do one of the following:

  • Present a green card - this is an insurance policy for a vehicle of international standard;
  • Purchase a Russian MTPL insurance policy at the border when entering the territory of the Russian Federation.
