Is it possible to leave Russia for Ukraine without a migration card?

Many citizens of Ukraine come to the Russian Federation for permanent residence or simply for a long-term stay. Regardless of the purpose of arrival and planned stay on the territory of the state, all visitors are required to obtain the appropriate documents. One of the very first and most important is the migration card. It is needed by those who come to work and who want to change their lives. Below is information that describes in detail the features of this document. You can find out what the Russian Federation migration card is for Ukrainians. Is it possible to extend without leaving Russia? Is the migration card different for residents of the DPR?

What is the document?

A standard migration card is a coupon with two sides to fill out. There is a unique identification code.

It is this unique number that guarantees the authenticity of the paper. The card is filled out by all foreign citizens, without exception, who cross the border with the Russian Federation.

The paper not only opens up the possibility of legal stay in the Russian Federation, but contains such important information as:

  • personal information about the visitor;
  • timing of the visit.

The general procedure for using the card is regulated by special Decree of the Government of the Russian Federation N 413. The document contains a special form for filling out. It contains important information according to strictly established rules.

The information provided by the foreigner is entered into the official database of the Main Directorate for Migration of the Ministry of Internal Affairs. In order for a document to be recognized as valid, along with the identification number, the paper must contain a mark from the border service organization.

It confirms the legality and legality of entry. An expired permit is automatically considered an official reason for the deportation of the migrant, as well as for the collection of a fine.

What documents are needed to enter Ukraine?

Due to the pandemic, in addition to the standard package of documents for traveling to Ukraine, it is necessary to obtain a travel insurance policy and pass a test.

  • According to the Ukrainian government decree, all citizens are required to have travel insurance with COVID-19 coverage;
  • Certificate with a negative test result for COVID-19;
  • International passport;
  • Return ticket;
  • A bank account statement confirming the availability of money for the entire period of stay in the country.

Issued by whom and where?

You can get paper in different ways:

  1. When entering the Russian Federation, see an official border service officer. This rule applies if you enter with your own car, that is, under your own power.
  2. In public transport. This could be a standard plane, train or international bus that goes across the border. In these situations, you can contact the personnel of the selected transport company or the responsible employee for the form.
  3. Upon arrival at the airport or train station in the city, if the required border control has not previously been carried out.

Most often, on trains and other public vehicles, migration cards are issued to travelers by crew members. This is done in advance. It is important that passengers have time to fill out the required fields before going through standard control. This approach allows us to avoid creating queues and delays at border checkpoints located in Russia.

Rules and features of filling

The migration card is divided into two parts according to the type of information to be filled out. The person crossing the border must fill out both:

  1. A. Coupon for border control by specialists. After completion, this part of the document remains with these employees.
  2. B. Remains with the foreign citizen. It should be kept until the end of your stay in Russia.

There are several rules for filling out the document:

  • should be written in Cyrillic;
  • if a citizen does not know the language, he fills out the paper in Latin;
  • the information must completely coincide with the data specified in the passport;
  • information is entered legibly, without errors;
  • handle black or blue.

Important ! The paper is filled out by the foreigner himself.

But this rule has certain exceptions. You can entrust the filling to third parties in the following cases:

  1. Decent age.
  2. Disease.
  3. Disability.

If you plan to travel with children, you need to fill out a migration card for them as well. A child who can write fills it out independently. Otherwise, parents or guardians must complete the form.

Writing the purpose of the trip

There is an opinion that in the column that is responsible for the purpose of the trip, you need to write “work”. That, supposedly, in this way it is possible to avoid increased attention from the authorities.

There are also those visitors who label themselves as “tourism” or “private visit”. Then they get a job and face problems.

Important ! In the line with the goal, you should put down the information that corresponds to reality.

If a person violates this rule, he can receive a fine of 5 thousand. If a citizen who comes from another country violates such a rule, he may be officially expelled from the country.

Even when the bans are lifted, the foreigner may have difficulties finding employment. Those who travel to Russia to study or obtain citizenship may face similar problems. The goal should always be relevant, otherwise problems will arise later with achieving the goal.

Document registration

The entry document is valid for 90 days. If you plan to cross the border several times, it is important to ensure that the 90 days are summed up over six months.

Losing paper is strongly discouraged. It can be useful in the process of registering a foreigner and when obtaining a residence permit. The temporary registration procedure must be completed within 7 days. To achieve this goal, you need to contact the GUVM office located at your place of residence.

The applicant for registration at a specific address is the landlord or owner of the apartment where the foreigner plans to live. This process cannot be carried out without such official documents as:

  • lease agreement;
  • contract of employment;
  • certificate of admission to the university.

Important ! A citizen of Ukraine can officially find employment only in the area in which temporary registration was obtained.

Mandatory insurance for entry into Ukraine

From June 20, 2021, health insurance has become a mandatory condition for entry into Ukraine. This does not depend on whether the country is on the red or green list. The insurance policy must necessarily cover the treatment of COVID-19. In addition, it is important for inspectors that the policy specifically indicates the risk of coronavirus.

Note! This insurance is checked during passport control. Only the insurer provides insurance from AlfaStrakhovanie, which clearly states the risk of COVID-19. With such a policy, you can be sure that you will not be asked any unnecessary questions.

Buy insurance

Need for extension

The existing temporary restriction on the possibility of using paper obliges the foreigner to renew the document in a timely manner.

To achieve this goal, you can use different options:

  1. Crossing the border and returning.
  2. Conclusion of an employment contract.
  3. Registration of RVP.

Temporary residence permits deserve special attention. The following categories of citizens can receive it:

  • spouses of Russian citizens;
  • born during the existence of the RSFSR;
  • children of disabled persons;
  • parents of Russian citizens;
  • contract servicemen in the Russian army;
  • participation in the state program, which is designed for immigrants.

At the same time, citizens of Ukraine who live in the Donetsk and Lugansk regions have the right to extension on the spot.

The main condition is the inability to return home in due time. To obtain a preemptive right, a person must contact the Main Migration Department of the Ministry of Internal Affairs. You should have your passport and previously issued migration card with you.

It is worth noting that citizens of the DPR need to always be aware of events regarding obtaining such a right. The privilege is purely temporary.

Rules for entry into Ukraine in May 2021

  • If a citizen of Ukraine sends an invitation to a citizen of Russia, the second has the right to enter the country without any restrictions.
  • The rule also applies to those citizens who have registered employment.
  • Russian citizens can visit Ukraine in the event of death or illness of close relatives.
  • If a citizen has a residence permit, he also has the right to visit the country.

Please note that other categories of citizens can visit the country, but in this case a thorough check will be carried out at the checkpoint.

Thus, the rules for entering Ukraine in 2021 have not changed. Russians who need to enter the country can still do so if they have all the necessary documents.

Please also note that there is a special requirement for travel insurance with coronavirus coverage. It must be properly formatted and contain the statement “covers the risks of COVID-19.”

Lost card - what to do?

If something unexpected happens to a person who came from Ukraine to the Russian Federation with their card, it is necessary to urgently take certain actions. In particular, you need to go to the GUVM organization within three days with an identification document.

If the employee who is considering the appeal accepts the lost person’s explanations as truthful, he will issue a duplicate migration card.

The case will be considered if the following circumstances exist:

  • timely submission of an application for loss;
  • proof of paper damage.

This is the only way to avoid fines and other unpleasant consequences. If evidence is not presented, the citizen will have to pay a fairly large fine. In particularly difficult situations, a person is subject to deportation.

Expert advice ! It is important to remember that migration cards are issued only by authorized bodies. There are certain companies that offer similar services for money. Don't trust them, they are scammers. They hand out fake papers. This is not only a loss of money, but also the risk of being punished for falsifying official documents.

If you find yourself in a difficult situation, if you have been deceived and need to urgently receive the paper described, you should contact our specialists. Lawyers will resolve all issues as quickly as possible. It's free.
