What does a residence permit in Russia give to Ukrainians?


A residence permit is a special status that a migrant acquires.
This is a separate document, similar in appearance to a Russian passport, which currently has no validity period. It can be presented as identification. A residence permit in Russia for Ukrainians provides many opportunities:

  • permanent residence in any region of the country;
  • the opportunity to subsequently apply for citizenship;
  • the right to engage in labor and entrepreneurial activities, without obtaining additional permits or a work patent;

  • obtaining a driver's license (Russian model);
  • register children in preschool and school educational institutions;

But it is worth remembering that at the same time as obtaining a residence permit in Russia, Ukrainians are responsible to the state. Important! A residence permit is issued untimely, but, as in a regular passport, you need to change your photograph upon reaching 14, 20 and 45 years of age.

General procedure for registration

For citizens of Ukraine, crossing the border with the Russian Federation is permitted without a visa. Entry into the territory of the Russian Federation for foreigners begins with the issuance of a migration card.

If migrants plan to stay in Russia for more than three months, they should obtain a temporary residence permit. This procedure is carried out at the actual location, for example, with relatives and friends.

A year after the migrant has completed the procedure for obtaining a temporary residence permit, it becomes possible to submit an application for a residence permit. Medical examination

To obtain a residence permit in the Russian Federation, a citizen of Ukraine must undergo a medical examination. This procedure can only be done in certified government health care facilities. To pass the medical examination you will need to provide the following documentation:

  • a copy of the passport certified by a notary, translated into Russian;
  • referral from the territorial department of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation;

The result of the examination will be a medical report and a certificate confirming the absence of infectious diseases.

Income confirmation

A necessary procedure in the process of obtaining a residence permit in Russia for citizens of Ukraine is confirmation of financial independence. The migrant will be required to indicate his monthly income. It must correspond to the cost of living in the region of residence.

To confirm solvency, the migrant will need to present a salary certificate from his place of work. You will need to indicate your position.

If the migrant is self-employed, a tax return may be required.

Required Exams

  • medical report;
  • certificate of fluency of the Russian language by a foreigner.

Consideration of the submitted application and package of all documents from citizens of Ukraine takes place within the time limits determined for each social group. Persons who took advantage of the special resettlement program will receive a response within two months. Refugee applications are reviewed within fourteen days. Requests from highly qualified specialists will be considered no later than three months.

How to obtain a residence permit for a citizen of Ukraine?

The application and accompanying documents for a residence permit must be submitted to the migration department where the migrant was registered, at the place of temporary residence.

The basis for granting a residence permit to Ukrainians is an application. It is issued in two copies. You can fill it out electronically or manually. In the latter case, a ballpoint pen with black or blue ink is used. All fields must be filled out in clear, legible handwriting. Corrections and blots are not allowed. All data must be reliable and truthful.

The following documents are attached to the application:

  • four black and white or color photos (35x45 mm);
  • a document confirming the presence of a stable income. This may be a TIN, a certificate from the accounting department of the place of work, a bank statement confirming the presence of a deposit (at least three subsistence minimums), confirmation of social payments, alimony, scholarships, etc.;
  • if a person has been living in Russia for more than three years, documentary evidence of the availability of housing is required;
  • certificates from medical institutions.

Simplified procedure for obtaining a residence permit for refugees from Ukraine

On May 1 of this year, the President of the Russian Federation signed the law “On the Legal Status of ISIS...” in a new edition. According to this document, citizens of foreign countries who left their country on a massive emergency basis and received refugee or forced migrant status in Russia are allowed to obtain a residence permit in a simplified manner.

In Russia, the program for the resettlement of compatriots has been running for 10 years. Mass entry into the country, according to the FMS service, began after the events in Ukraine.

Ukrainians who are highly qualified specialists and have close relatives in Russia can also obtain a residence permit under a simplified scheme. Acquiring ownership of housing or registering a migrant as an individual entrepreneur on the territory of Russia are not grounds for obtaining a residence permit.

What categories of Ukrainians can obtain a residence permit under a simplified scheme?

If a migrant wants to obtain a residence permit in the Russian Federation as quickly as possible, it is worth knowing who has the right to obtain a residence permit without the intermediate stage of obtaining a temporary residence permit. This list is quite impressive, it includes Ukrainians:

  • who were born on the territory of Russia, former citizens of the Soviet Union;
  • minors whose parents (one of them) or guardians are citizens of Russia or have residence permit status;
  • that they have a father, mother, daughter or son who is a citizen of Russia;
  • meeting the requirements of Article No. 33.1. Federal Law “On Citizenship”, who are native speakers of the Russian language;
  • children who receive a residence permit at the same time as their parents;
  • HQS (specialists of the highest categories, representatives of rare professions), as well as their family members;
  • received higher education in Russia (full-time study), diploma with honors;
  • recognized as refugees.

The above sample application is the same for all categories of citizens.

Before applying for a residence permit in Russia, Ukrainians should have full information about the features of this status.
After five years, the migrant has the right to extend the residence permit. To do this, he should contact the territorial Main Directorate of the Ministry of Internal Affairs of the Russian Federation, where the initial residence permit was issued.

Is it necessary to renew a residence permit for Ukrainians in Russia?


Once a year you need to submit a notification of residence in the Russian Federation.
On November 1, 2019, Federal Law “257” came into force (08/02/2019), according to which the residence permit certificate does not have an expiration date. If previously your residence permit had to be renewed regularly, which took quite a lot of time, now you don’t need to do this.
