For reference
Temporary registration (at the place of stay) is issued if you do not live at your registration address (rented an apartment, room, hostel room) for more than 90 days.
The maximum period for temporary registration of citizens is no more than 5 years. A temporary registration mark is not placed in the passport - it is issued on a separate form.
Temporary registration involves registration in any temporary housing - a rented or service apartment, a hostel, a hotel.
Permanent registration (at place of residence) is registration at the address of your permanent residence.
A permanent registration mark is placed in the passport. Is indefinite.
Temporary registration will be required in order to register with the military registration and enlistment office, get a job, get a loan (for most banks, temporary registration is a prerequisite), register a child in a kindergarten or school, and obtain a visa.
Foreign citizens who arrived in the Russian Federation for a period of more than 3 months will also be required to obtain temporary registration.
Registration at the place of residence is carried out on the basis of personal presence at the FMS office, at the request of the citizen and the owner of the property.
ABOUT US
The Citizens Registration Center provides assistance in registering citizens of the Russian Federation and the CIS for migration purposes.
The center was founded by a foreign citizen in 2015, the purpose of which is to help citizens obtain official documents for legal stay in the Russian Federation.
A huge number of citizens from different regions and neighboring countries to St. Petersburg legal stay in Russia. 50% of visitors go home in the 1st year of their stay because... violate the migration rules provided for by the legislation of the Russian Federation, such as:
- We did not have time to submit documents to the Federal Migration on time ( for foreign citizens, the deadline for submitting documents to the migration service is 7 working days, for citizens of the Russian Federation - 90 days)
- Incorrect preparation of applications for further submission of documents
- Lack of real estate, which could facilitate legal stay, since registration is the main criterion for every citizen
The three most important points that the Center will help you solve: 1. We will submit documents for migration registration within the deadline established by law. 2. We will correctly and competently draw up applications for further paperwork. 3. We will find the owner of the property for temporary registration
For non-compliance with the law on migration registration of citizens on the territory of the Russian Federation, administrative liability is provided in the form of fines and deportation from the country, i.e. deportation of foreign citizens. To avoid unpleasant incidents, you can seek help from professionals in your field - the Citizens Registration - efficiency, honesty, legality.
We help people who turn to us, regardless of the complexity of the issue; for us there are no problems that cannot be solved. Get legal and be legal, welcome, our doors are open 7 days a week!
What fears do homeowners have and how to dispel them?
The fear of losing real estate is quite common. Ignorance of the legislation causes a panicky fear of being without housing, into which a tenant will be registered in an unknown way. And it’s not far from taking over the apartment.
In fact, this fear can be eliminated quite easily and simply - just invite the owner to contact the FMS office together, where they will clearly and clearly explain to him that registration at the place of residence is not the basis for the resident to acquire ownership rights, nor is it the basis for obtaining permanent registration .
The fear that a temporarily registered citizen will have to pay additional utility bills and that the owner will end up in debt is valid, because according to the law, registration (temporary or permanent) is the basis for charging utility bills.
You can resolve this issue amicably - ask the housing department to calculate the amount of utility bills for you and give the money to the owner, or prepay for utilities several months in advance, subsequently reporting to him with receipts.
“I won’t write him out later!” – upon expiration of the temporary registration period, it is canceled and the registered person is deregistered automatically (provided that the registration was not renewed in a timely manner).
Others - almost any of these fears can be dispelled by simply contacting the Federal Tax Service office together with the owner.
But in any case, it’s always better to play it safe and check with the owner in advance, before you sign a lease, whether he can provide you with temporary registration?
And, if he is categorically against it, it is better to look for another option.
Temporary registration can be provided to you at your place of stay and if you live in a hostel or hotel - usually this issue can be clarified at the check-in stage.
Provided that you will live in this place for a sufficiently long period of time, they will gladly meet you halfway and help you complete the necessary registration.
But there is one nuance that I would like to draw attention to.
This type of registration is not very welcomed by banks (if you want to take out a loan), but otherwise it is quite suitable.
Another question is that renting accommodation in a hostel is often more expensive than a room in an apartment with much greater amenities.
But it's up to you to decide.

- A copy of the document on the right of ownership of the living space, which is the place of residence of the registered person.

Belarusians do not need a migration card when crossing the border. The entry date can be set via the travel pass. If there is an agreement between the worker and the employer, the date of its conclusion is taken into account. - Filling out the notification of arrival
The document form is filled out and signed by the employer or the individual registering the employee by hand or typewritten without corrections. - Transfer of data to the Department of Internal Affairs of the Ministry of Internal Affairs.
The completed document is transferred to the territorial authorities for registration of migrants. Reception of notifications is possible via mail or multifunctional center. - Verification of the notification by government agencies
The Migration Service checks the data on the arrival of the registered person, records them in the database and issues a detachable fragment of the notification receipt form. - Receiving confirmation
A detached fragment of the notification is returned to the registered person. This paper is an official certificate of registration of a person at the place of residence. - Renewal of registration
After three months, a foreign resident must renew the document with justification for the extension or leave Russia for 90 days.
Temporary registration of citizens of Belarus means registration in the region of residence. Migrant origin does not provide any additional bonuses.
According to the legislation of the Russian Federation (Federal Law No. 163 of June 2021), the following can apply for registration:
- Citizens of the Russian Federation with permanent registration and personal living space;
- Citizens of other countries with living space in Russia;
- Foreigners who have a residence permit or the status of a qualified specialist;
- Legal entities and international organizations;
- Hotels, hostels and other similar establishments.
Important! The key point is that only the receiving party can register a foreigner (with rare exceptions).
Registration is required if a migrant plans to stay in the country for more than a month. You can carry out the procedure at the MFC, department of the Ministry of Internal Affairs, or send the application to a special window at the post office.
The first registration after crossing the border in the vast majority of cases becomes a simple formality. The Belarusian receives a special insert from the registration form, which confirms the sending of the documents. When arriving for a period of less than 30 days without work purposes, no registration is required at all.

How to obtain temporary registration for a child?
Temporary registration for a child is issued in two ways:
- by including the child in the certificate of temporary registration at the place of residence of one of the parents (you will need the passport of this parent and the child’s birth certificate);
- by issuing a separate certificate of temporary registration for the child (only a birth certificate is required);
Please note that the temporary registration of a child at the place of residence and registration of his parents is carried out regardless of the consent of the owner of the premises (but this does not negate the need to notify him about this, or better yet, to discuss all these nuances initially.)
Where and how can a foreign citizen register at his place of residence?
Temporary registration for foreign individuals is issued within 7 days (from the date of crossing the state border). Registration is provided to a foreign citizen at the place of stay through an application to the MFC.
