general information
A temporary residence permit is the first step to obtaining citizenship of the Russian Federation. It allows Ukrainians to legally live, work and receive medical care in Russia for three years. During this time, the foreign citizen must obtain a residence permit, since the temporary residence permit cannot be extended.
A temporary residence permit for citizens of Ukraine is an opportunity to carry out labor activities on the territory of the Russian Federation without the need to obtain a work patent. However, this possibility is limited to the region in which the temporary residence permit was issued.
The permission stamp is affixed by the migration division of the Ministry of Internal Affairs of the Russian Federation exclusively to the foreign passport. Extraneous marks in the internal passport make it invalid, according to the legislation of Ukraine.

Where to serve for RVP in St. Petersburg
Unlike some other constituent entities of the Russian Federation, in St. Petersburg there is only one place where applications for issuing temporary residence permits are accepted. This place is the Office of Migration Issues for the City of St. Petersburg and the Leningrad Region, located at Krasnogo Tekstilshchik Street 10/12. Only those foreigners who are registered directly in the city itself and in the Vsevolozhsk district of the Leningrad region . Residents of other areas of the Leningrad Region contact the local departments of the Ministry of Internal Affairs at their registration address.
Due to the fact that citizenship, residence permits and temporary residence permits in St. Petersburg are issued only there, there are huge queues . And although this UVM department is modern, with well-organized work and a large number of windows, some applicants have to wait in line more than once or twice.
If you need a quota to obtain a temporary residence permit, then an application for its provision is submitted by mail to a special Commission located at the address: Kirochnaya Street 4A. More information about the work of the commission can be found here.
If you do not need a quota or you have already received one, then check the appointment schedule in advance, collect all the necessary documents and come for a free consultation. The inspector consults citizens on a first-come, first-served basis at window N382 from 10:00 to 12:00 on all weekdays except Wednesday . You don't need to get a ticket. Preliminary consultation is not a necessity, but it prevents repeated visits. The inspector will check your documents in advance and tell you what needs to be corrected.

How to get a residence permit in St. Petersburg

- 25.11.2019
After you make sure that everything is in order with the documents, it is time to apply for a temporary residence permit. St. Petersburg is a big city, and, as we mentioned above, there are enough migrants in it. That's why people sometimes line up in the evening. As a last resort - early in the morning, at 5-6 o'clock. They start letting people into the building at 8 am. Electronic queue tickets are issued around 9 o'clock. The approximate time of your appointment is printed on them, but it is better not to focus too much on it.
Please note that coupons are issued early in the morning even on days when the windows themselves open at 14:00. If you arrive around 10 am, there will most likely be no more coupons.
They are issued only for the “real” date. If you received a coupon, but missed your number, you will need to get it again. There is only one good news - if you have already received a ticket, then you will definitely be accepted, even if the time indicated in the reception schedule has already expired.
What documents are issued after the examination?
After the medical examination, doctors issue a certificate of examination results and a certificate of absence of HIV, which is issued after a blood test by a state laboratory. According to the law, the medical center, where foreigners can undergo a medical examination, takes blood, sends it to the state laboratory, and issues a certificate and medical certificate for a temporary residence permit after 4 days. The medical center has received a license to conduct medical activities, thanks to which clients receive officially valid documents. To consult and find out about the procedure for medical examination, call the number.
What quotas are established for foreign citizens?
A temporary residence permit or temporary residence permit will confirm that a foreigner is in Russia on official grounds, has the right to a fairly long period of residence in the country and the right to work.
As a rule, a temporary residence permit is a stamp that is affixed to a Ukrainian’s national passport. Such a stamp contains the inscription “temporary residence allowed” and the following information is indicated: the citizen’s full name, his citizenship, gender, date of decision and number, validity period, as well as the organization that put this stamp. A separate document is issued only to stateless persons (stateless persons).
Based on the fact that the flow of Russian migrants has recently been very large, the Russian government has introduced a restriction on the number of citizens entitled to receive a temporary residence permit in a given year. Exactly how many places there will be in a year becomes known at the beginning of the year. When quotas run out, the acceptance of applications for temporary residence permits is temporarily suspended and foreigners have to wait until next year. Currently, only 1.5 people can count on receiving a temporary residence permit in St. Petersburg, and only 400 people in the Leningrad region.
