The Ministry of Internal Affairs began developing a new legal regime for migrants

President of the Federation of Migrants of Russia Vadim Kozhenov, in a conversation with RBC, noted that migrants often forget to renew their patent or renew their migration registration, which is why they become illegal immigrants against their will. He believes that an app with persistent notifications could solve this problem.

In addition, Kozhenov believes that this measure can help in reforming or abolishing the institution of migration registration. “The issue of abolishing migration registration in the form in which it currently exists is regularly discussed, because, in my opinion, it is a meaningless and very corrupt institution. Migrants still most often do not live at the place of registration, that is, its main function is not fulfilled,” he explained. A geolocation system, which would be built into an application required for migrants to install, could help solve this problem, according to Kozhenov.

The chairman of the trade union of migrant workers, Renat Karimov, pointed out twofold consequences: on the one hand, the application can simplify paperwork, improve the transparency of labor relations, simplify the search for jobs, and on the other hand, it can contribute to “tightening the screws.”

“For example, a list of government services provided to foreign citizens is a great idea, but next to it is a digital profile project. What will be in this profile? A week ago, experts from the Ministry of Internal Affairs suggested that when crossing the border, every foreign citizen should install a program on their smartphone <...> which would contain information about his health, information about his criminal record, and some other information. But this is hardly a good idea, because we could be invading their personal information,” Karimov said.

He noted that migrants are already receiving patents that contain information about their health status, as well as all the basic information necessary to carry out labor activities in Russia.

Proposals for the creation of a single information portal, application and reform of the migration regime were contained in the materials of the working group on the implementation of the concept. Vladimir Putin gave instructions to adjust the concept in accordance with the ideas developed by the working group back in March. The head of the presidential administration, Anton Vaino, was appointed responsible for implementing the plan.

Among the proposals that the president approved was the establishment of a single migration regime for long-term stay (more than 90 days a year) for foreign citizens who do not need to obtain a visa to enter Russia; cancellation of temporary residence permits; development of provisions that will allow citizens who have violated migration laws, but do not pose a serious danger to Russia, to obtain legal status without being held accountable.
