If a foreigner wishes to become a full citizen of the Russian Federation, he must collect the necessary package of documents.

If you are not a political refugee or the spouse of a citizen of the Russian Federation and do not have the right to count on a simplified system for obtaining citizenship in the country, then you should apply for a residence permit.
Features for certain categories of applicants
For certain categories of applicants, the list of documents for obtaining a residence permit is changed and supplemented:
- if a parent of a Russian citizen applies for a residence permit, then in this case the list of documents for a residence permit for the child is supplemented by the child’s birth certificate and information about his registration at the place of residence;
- for minors, a birth certificate is additionally required (including a notarized translation);
- for incapacitated persons - relevant certificates and data of guardians/trustees;
- participants in the State Program for the Resettlement of Compatriots do not require a certificate of knowledge of the Russian language, history and legislation;
- For highly qualified specialists, it is necessary to prepare an employment contract.

A student visa is often called a student residence. However, it should not be confused with a real residence permit in Spain. However, those who study in the kingdom and would like to connect their future with this country, subject to certain conditions, have a good chance to stay and live here.
What is the difference between a student residence permit in Spain?
First of all, student residence has a strict time limit: it is issued for one year. If studies at the chosen educational institution have not yet completed, the student has the right to extend his residence permit for another year.
But it is worth keeping in mind that the time an immigrant spent in Spain as a student does not count as years of legal residence in the country. This should be taken into account by those who plan to obtain a permanent residence permit, apply for Spanish citizenship or social benefits in the future.
Another important point: student residence does not allow you to work. But if there is a desire, the student can apply for a work permit on a part-time basis.
The advantage of a student residence permit is that its holders, unlike other immigrants, will not have to change their domestic driver’s license to a Spanish one after six months. In addition, they have the right to bring members of their family to the kingdom.
The undoubted advantage of a student residence is that after three years of residence there, you can apply for a regular, “adult” residence permit.
How to get a regular residence permit?
Here, students who are thinking about their future in Spain in advance have two options. The first is to apply for full residence, which can be work or non-work, by applying for a new D visa.
Having a student resident card, you always have the opportunity to choose the time to go to your home country and apply for a resident visa. Anyone who has applied for a tarjeta de estudiante (student residence permit) has a similar right, and immediately after receiving it.
Practice shows that the percentage of positive outcomes in such a situation is ultimately quite large. True, sometimes the application has to be submitted again, since the first time it was refused.
The second option is to follow the procedure prescribed in the regulations. It consists of changing your student residence to a work one, but doing this without leaving Spain. To make this possible, you need to ensure that several basic conditions are met:

the applicant must study in Spain for at least three years;
·
he must prove that he did not receive a scholarship from any domestic organization;
·
he will be required to provide evidence of having a job in Spain, and this job must not necessarily be unclaimed by the Spaniards.
If, at the time of filing an application for an “adult” residence permit in Spain, family members live with the student, they also have the right to apply for residence. Family members mean direct relatives in the descending and ascending lines.
A residence permit obtained in this way will be considered a primary one.

The list of documents required for a migrant to obtain a residence permit in Russia in 2021 depends on the category of persons he belongs to. Let's consider the lists of documents within certain categories of foreign citizens.
The current list of documents for obtaining a residence permit is contained in the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for issuing residence permits in the Russian Federation to foreign citizens and stateless persons, approved by Order of the Ministry of Internal Affairs of Russia dated June 11, 2020 N 417.

Necessary conditions for physical persons when submitting documents for a residence permit
A foreigner must live in the Russian Federation for a year on the basis of a temporary residence permit (TRP).
Exceptions to this rule:
- citizens of Belarus and their minor children,
- citizens of the Republic of Turkmenistan who have the status of “voluntary migrant” and own residential premises,
- a foreigner who has the status of “highly qualified specialist” and close relatives,
- a foreigner residing in the Russian Federation whose citizenship has been revoked,
- A foreigner and members of his family who are granted political asylum by the Russian Federation.
In order to start obtaining a residence permit, you must contact the regional FMS office at the place of the temporary residence permit.
Please note that the validity period of the temporary residence permit must be at least 6 months.
From the experience of going through these procedures, we can advise you to start applying for a temporary residence permit immediately upon arrival in the Russian Federation, and then apply for a residence permit.

Documents that will need to be provided to the FMS employee to obtain a residence permit (residence permit):
- 4 photographs (in 35x45 format, black and white and color)
- Valid temporary residence permit
- Standard application form for obtaining a residence permit
- Certificate of income . Needed to confirm the possibility of living for a foreigner and his family members at a subsistence level. It should be noted that all documents issued outside the Russian Federation must be notarized (legalized for the laws of the Russian Federation). If a document is drawn up in the language of another state, it must be translated into Russian, properly executed by a notary.
The period for obtaining a residence permit is generally about six months.
For voluntary migrants this period is much shorter (2 months from the date of application).
How to submit a notice of renewal of a residence permit correctly and without errors?
The main thing when confirming a residence permit is the correct filling out of the notification form. This document is completed in Russian. The following must not be allowed in the bank:
- omissions;
- abbreviations;
- blots;
- shaded elements;
- crossing out;
- typos.
Fill out the form only on the merits of the specified questions. After filling out, you must attach a photocopy of your identification document to the notification.
According to current regulations, the finished notification must contain the following information:
- the amount of money earned, as well as its source;
- passport details and full name;
- information about residence permit;
- information about registration, registration and place of residence;
- a list of all documents attached to the notification;
- If the migrant has traveled outside the Russian Federation, then documents confirming this are provided.
A migrant can leave the territory of the Russian Federation for up to six months. A stay of more than 6 months outside the Russian Federation may be grounds for cancellation of a residence permit.

Validity of residence permit for the Russian Federation
A document such as a residence permit allows you to stay in Russia for 5 years.
If, after this period, citizenship is not obtained or an application for citizenship is submitted, then it is possible to again obtain a residence permit for a period of five years.

Rules for submitting notification of residence in the Russian Federation under a residence permit
The migrant is warned about the need to notify the FMS every year when applying for a residence permit, in confirmation of which he puts his signature on the documents.
The general algorithm of actions when submitting a notification is simple:
- Check the work schedule of the migration department at the place of registration, temporary registration or where you received a residence permit.
- Prepare the necessary documents, including a special form. You can print it out and fill it out in advance, or you can get it from the migration department and fill it out on the spot.
Last year there were favorable changes. Now the notification can be sent electronically, which significantly saves time. You can take advantage of this innovation using the Unified Portal of State Services, which sends documents to the migration authority.
If a migrant does not have a residence permit, but only a temporary residence permit, then it is impossible to send it by mail or electronically. Submission is carried out exclusively in person.
When must notification be submitted?
Currently, it is necessary to confirm a residence permit within a period of no more than 2 months from the end of the year from the date of registration of the residence permit.

For example, if a foreigner issued a residence permit on February 1, 2021, then the migration authority must be notified between February 1, 2021 and April 1, 2021. Failure to comply with deadlines by even a day, without a valid reason, may result in administrative sanctions.
Normative base
The scheme for obtaining a residence permit is set out in detail in the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation”

The list of required documents is set out in the Decree of the Government of Russia “On approval of the regulations on the issuance of residence permits to foreign citizens and stateless persons” No. 794 of November 1, 2002.
According to this law, a foreigner residing in the Russian Federation is obliged to notify the relevant authorities at the place of his registration once a year that he actually resides in the territory of the Russian Federation.
Filling out the form
The form can be obtained at the FMS office, but it is much easier to download it online. Filling samples are also sufficient.
All information must be reliable. The information is filled out in Russian, except for those places where Latin characters are used, for example, in passport data.
The use of abbreviations and abbreviations is not permitted. If an error has crept into a document, then it is better to rewrite it; a bar correction cannot be used. To confirm, a foreigner will need to enter very little data:
- last name, first name and patronymic (if any) of the notifier;
- passport details of the foreigner's identity;
- information about the date, place and details of the residence permit document;
- information about registration at the place of residence;

How can a foreigner prove his income?
When applying for a residence permit, an individual must confirm the availability of income that allows them to live in Russia for an amount regulated by the subsistence level.
This is necessary to confirm the possibility of stable receipt of funds for living at the initial stage.
Such documents are:
- Statement from work about the amount of salary
- certificate of other income of an individual
- employment history
- income declaration with tax stamp
- pensioner's ID
- a document from the social security authorities confirming receipt of alimony or other social benefits. help
- a certificate from a financial institution confirming the presence of a cash deposit (you must attach the account number)
- if a foreigner applying for a residence permit is dependent on another individual, then provide a certificate of income of this person.

What documents are needed to obtain a residence permit in 2021
Papers must be collected according to the list provided and all key requirements for them must be met.
General list of documents for residence permit
During the reception, the authorized migration officer must provide:
- An application for a residence permit, drawn up and signed in duplicate. You can familiarize yourself with the contents and statements by following the link;
- Passport of the native state;
- Official confirmation of the applicant’s financial guarantees in an amount exceeding the established subsistence level (certificate of employment, pension, income certificate, confirmation of receipt of alimony, financial guarantees of the citizen who supports the applicant if he is disabled, other official papers indicating the availability of funds for accommodation);
- Photos of standard size 35x45 mm – 4 pcs., for stateless persons – 2 photographs;
- Medical certificate confirming the absence of infectious diseases and drug addiction;
- Certificate of passing an HIV test (the result must be negative);
- Receipt of payment for obtaining a residence permit (3,500 rubles);
- A document that attests to the applicant’s knowledge of the Russian language, the history of Russia and the fundamentals of current Russian legislation.
Documents drawn up in a foreign language must be accompanied by a copy translated into Russian, certified by a notary.
The following are exempt from the procedure for confirming knowledge of the state language:
- children under 18 years of age;
- persons who apply for a residence permit in connection with participation in the State Program for the Resettlement of Compatriots;
- citizens of the Republic of Belarus;
- highly qualified workers, as well as members of their families;
- women over 60 years old, men over 65 years old;
- officially recognized native speakers of Russian;
- persons who have a diploma of education in Russia before the collapse of the USSR;
- incompetent migrating citizens.
Children
There is a separate application form for children. It is filled out and signed by one of the parents in 2 copies.
Also, an application for a residence permit for a child must include a birth certificate, medical certificates confirming the absence of infectious diseases, HIV infections, drug addiction in the child, documents confirming the parent’s income, and his identity card.
Citizens of Belarus
Since they do not need to obtain a temporary residence permit, this document is excluded from the list. Also, Belarusians do not need to prove knowledge of history, legislation and the Russian language. In general, the list of required papers does not differ from the standard list.
Citizens of Ukraine
There are also a number of advantages for Ukrainian citizens in the process of relocating to Russia. They can do this both as participants in the State program, and as native speakers of the Russian language, and as highly qualified workers. It all depends on belonging to one category or another.
Taking into account the ongoing unrest in Ukraine since 2014 (ATO zone in Donbass), some visiting Ukrainians can apply for refugee status. In this case, you do not need to obtain a temporary residence permit to obtain a residence permit.

Citizens of Kazakhstan
There are a lot of Russians living in Kazakhstan. They also have the right to obtain a residence permit under a simplified procedure, either by becoming participants in the state program for the return of compatriots, or by receiving the status of a native speaker of the Russian language, or as a highly qualified specialist, if they are one.
The selected most appropriate acceptable method involves taking into account certain features in each case, and the necessary documents must be added to the main package of papers.
Additional documents for different categories of applicants
Depending on the individual situation in which the visiting citizen finds himself, there are nuances regarding obtaining a residence permit.
For Russian speakers
At the time of submitting documents to obtain a residence permit, this category of citizens must do the following:
- become an officially recognized native speaker of the Russian language by submitting an application to the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation;
- renounce existing citizenship;
- submit documents for a residence permit to the territorial branch where confirmation of a native Russian speaker took place.
The received confirmation along with the basic package of papers, bypassing the procedure for obtaining a temporary residence permit, must be submitted to the department to obtain a residence permit.
Extension of the issued residence permit is not provided.
Therefore, in most cases, the applicant’s next step is to obtain Russian citizenship.
For highly qualified workers
Persons in this category and their family members must provide:
- a completed special form;
- an employment contract between a citizen and a Russian employer company;
- Marriage certificate;
- documents confirming relationship with a highly qualified employee (for other family members).
A residence permit is also issued without first obtaining a temporary residence permit, but for a period equal to the term of the employment contract.
For participants of the State program
Obtaining a residence permit is carried out on a general basis, including registration of a temporary residence permit. However, program participants can obtain Russian citizenship bypassing the stage of obtaining a residence permit. In addition, the state provides material payments and assistance in finding employment for visitors as part of the program for the voluntary resettlement of compatriots.
The route to obtaining a residence permit affects the waiting time for it to be issued.
Required addresses
To obtain a residence permit, you need to contact the FMS (Federal Migration Service) at the place of temporary registration.
This public service deals with all documents that are needed for the legal stay of foreign citizens in Russia. Official website of the FMS.
Nowadays, it is possible to submit an application via the Internet, using a single portal of government services.
A prerequisite for newly arrived foreigners is timely (within 7 working days) registration at the address of temporary stay.
Notification methods
In this part of the article, we will examine in more detail the methods of confirming residence under a residence permit. There are currently three of them:
- through the migration department of the territorial Department of Internal Affairs/Ministry of Internal Affairs (Internal Affairs Authority/Ministry of Internal Affairs);
- by sending by mail;
- through the Unified State Services portal.

A foreigner residing under a residence permit in the territory of the Russian Federation has the right to submit a completed residence notification form through the territorial department of the Department of Internal Affairs, at the place of registration or registration.

Submitting notification via mail
A migrant who resides under a residence permit, and not under temporary registration, has the right to provide documents by post. In this case, you must provide documents to your local post office. The employee is required to hand over the detachable part of the notification form, which will serve as confirmation of the residence permit.

- Post offices sometimes delay sending parcels and letters, so you may not meet deadlines (if you choose this method, try to submit documents in the first days);
- There may be some inaccuracies in the preparation of documents, which will require the personal presence of a foreign citizen.
Submitting a notification through a single portal of State Services
At the moment, in 2021, it is not possible to send a notification to the migration authorities by using the State Services website. Last year there was such a function on the service. Whether the service will return to the site in the future or not is unknown.
At this time, there is no way on the website to notify authorities about residence under a residence permit:
Currently, the website does not have the column “Annual confirmation of a migrant’s residence in Russia with a residence permit.” Some migrants confuse it with “Extension of residence permit in the Russian Federation,” but this is not the same thing. The second section is necessary for those who received a residence permit before the adoption of the law on its unlimited validity, when it was issued for a certain time.
