Before the creation of the State Services portal, where one can issue one or another permitting document, foreigners had no other option to obtain a residence permit than to do this through a personal application to the Ministry of Internal Affairs of the Russian Federation. This body is responsible for issuing permits for carrying out labor activities in our country.
So, previously, citizens had to come to specialized institutions, queue there early in the morning, wait in close queues and receive ready-made documents. In the best case, a residence permit could be obtained the first time, and in the worst case it was necessary to visit the Ministry of Internal Affairs of the Russian Federation several times, eliminating all existing shortcomings and errors.
The State Services portal allows you to save time on receiving various services
The State Services portal currently allows citizens to save their time and nerves by filling out a request for a residence permit calmly, sitting at the computer at any time convenient for the person. In addition, the service allows you to receive various services and order certificates, for example, about registration at your place of residence or about family composition.
Features of registering for a residence permit in Moscow
It is impossible to sign up for a residence permit in the capital through State Services. In 2020, an online registration service was launched on the website of the Multifunctional Migration Center. To get a ticket, you need to register on the website and upload documents. But verification of the application takes 10 days, after which it is not a fact that the coupon will be issued - they may be asked to upload additional papers and then again you will have to wait 10 days.
Therefore, most foreigners choose the old and proven method - they personally come to the Moscow Migration Center (Sakharovo) and receive a coupon.
There are several features of recording in Moscow that you should know about before traveling to Sakharovo:
- You need to take with you a complete set of documents for a residence permit. This requirement is on the official website of the migration center, so you should not neglect it, even if someone said that their papers were not looked at.
- You will not be able to choose any date and time yourself. Every day information is posted on the website about the dates for which registration for a residence permit is available. But the data is current as of 8 am; it may change during the day.
- Receipt of coupons is available every day, from 8 am to 8 pm. The exception is official holidays, on which recording is not carried out.
- Everything happens on a first-come, first-served basis. It’s hard to say how long it will take to sign up. It all depends on the number of people willing to take coupons.
- If you need to register for a parent who will submit documents for a residence permit together with a child (the child is included in the application), then coupons are taken for both an adult and a child. For example, a Ukrainian citizen will have to apply together with her daughter, which means she needs to take 2 coupons.
Step-by-step instructions on how to apply for a residence permit through State Services
The process of obtaining a residence permit through the State Services website requires little time and consists of several basic steps.
The first main step is to register on the site and receive a password to enter the portal. After this, you need to go to the “Authorities” section and select the “Ministry of Internal Affairs of the Russian Federation” field.
The second step is to select the “Service Category” section of the “Issuance of a residence permit in the Russian Federation to a foreign citizen or stateless person.”
The next step is to click the “Make an appointment” button at the Ministry of Internal Affairs of the Russian Federation.
Next, in the fourth step, you need to fill out your personal data electronically:
- Full name
- series and number of the Russian passport
- Date of Birth
- phone number
Next, in the fifth step, you need to select the department where the original documents will be provided.
In the sixth step, you need to select the time and date of visiting this place.
After completing six basic steps, you need to wait until you receive a notification confirming the need to visit the selected branch of the Ministry of Internal Affairs of the Russian Federation in order to provide documents of a citizen wishing to obtain a residence permit. You must have with you the originals of all certificates from which information was entered when filling out the form on the State Services website.

At one time, it was possible to sign up to apply for a residence permit using the website gosuslugi.ru. For 2021, this option is not available everywhere. In the capital, for example, you can register only in person - you need to go to the Migration Center with all the documents to get a coupon.
We cannot speak for all regions. Perhaps it is in your city that you can get a coupon through State Services, so we will provide instructions.
On the main page, enter the name in the search box and click the search icon.
A list with categories will open (residence permit, obtaining a residence permit for Belarusians, participants in the State program, etc.). Choose your option.
A page with a description of the service will appear. On the right you will see the coat of arms of the Ministry of Internal Affairs and the inscription that the service is provided by this department. If electronic registration for filing an application is possible in your region, then under this inscription there will be a blue “Make an appointment” button. She looks like this:
If there is no online recording, then, accordingly, in place of the button there will be just empty space.
Let’s assume that you still have the opportunity to get a coupon through State Services. Then click the “Make an appointment” button. A page with your personal data will open. Check them out. Here you need to choose which department you will apply for a residence permit to.
After you select the desired department, you will see a window with the opportunity to select a date and time from the available ones.
Click the button to confirm. On the new page you will see information about your entry.
Possible difficulties
In any process, even automated, technical failures can occur.

Is it possible to sign up for a residence permit through State Services?
Foreign citizens staying in Russia are required to comply with migration legislation and timely prepare documents confirming their stay in the country. Otherwise, the Migration Office will have a desire to communicate with the migrant about his goals and intentions.
As stated in Law No. 115-FZ “On the legal status of foreign citizens in the Russian Federation” (Article 8, paragraph 10), internal affairs bodies determine the procedure for submitting applications electronically via the Internet. The State Services portal offers a simplified registration procedure for foreign citizens: by phone number and email.
Currently, registering for a residence permit through State Services involves booking an appointment date and time to submit documents in person at the migration center. In fact, this function does not yet work in all regions. But let’s check to see if it’s already operating in your city:
- To sign up for a residence permit through State Services, you need to log in to the portal.
- Type “residence permit” in the search bar. A list of services provided by the Russian Ministry of Internal Affairs will appear.
- Select the appropriate option. A description will open.
If there is no blue “Make an appointment” button under the coat of arms, it means that registration for a residence permit through State Services is currently unavailable.
