Citizens of the Russian Federation can obtain a passport for traveling abroad by contacting the FMS - Federal Migration Service of the Main Internal Affairs Directorate of the Ministry of Internal Affairs, registering on the electronic portal of State Services or in one of the multifunctional centers. More and more such service centers are opening in Russia - in 2021 their number has increased to almost three thousand.
Many Russians come here to submit documents to obtain an internal passport, paste in a new photograph upon reaching a certain age, change their last name, register or register for a new place of residence, and obtain a child’s birth certificate. Citizens may have a very obvious question: in which MFC can a foreign passport be obtained? Each region has its own MFC, where you should contact. It all depends on how busy the staff will be. If it is not possible to submit a passport at your place of registration, you can do this at another regional MFC. List of required documents
Once it has become clear which MFC to contact and where it is located, you can safely begin collecting documents. In almost every case, be it a biometric passport or an old-style passport, the list of documents will be approximately the same.
- Internal passport of a citizen of the Russian Federation.
- You must download the form and fill it out in two copies. You also need to provide a statement that the citizen wishes to obtain a foreign passport. Not everyone can download the form and print it, so you can also contact the MFC directly, where the form will be provided. If you are not confident in filling out the form, then you can safely ask for help from the MFC. They can answer all your questions. The questionnaire can be filled out electronically using a computer. But this is not necessary; you can fill it out by hand, but always in block letters. In this case, no corrections, crossing outs, or applying a corrector are allowed. All points of the form must be filled out, providing only reliable information. If any points are incorrect, this may be the main reason why the passport was refused.
- It is required to pay a state fee for the production of a passport. The duty is paid only at branches of Sberbank of Russia. MFCs themselves usually have terminals of this bank.
- If you have a foreign passport (valid or not), then you must also provide it.
- If you decide to make an old-style passport, you will need to take a photo and include 3 photographs in the package of documents. The photo size must be 3.5 by 4.5 cm. You must be photographed in ordinary clothes; uniform clothing is not suitable for a passport photo.
- Military personnel must present a military ID, and pensioners must present a pension certificate.
When parents decide to make a passport for a child, the list of documents must include:
- The child’s birth certificate, as well as a paper with a stamp on the child’s citizenship (if the child’s date of birth is earlier than July 7, 2002).
- If the child is over 14 years old, then he must already have an internal passport, which must be presented.
- The parent who will be the applicant must also present a passport.
The application to be submitted for the child must be completed by a parent or official who is a legal representative.
If a new passport (biometric) is issued for both an adult and a child, then photographs will not be required. At the MFC itself, you will be photographed in a photo booth, and the photo will be transferred to the plastic page of your passport. You can have your photographs, printed in advance, only to paste them into the application form. In addition, you will need to submit fingerprints. These fingerprints only go into the passport chip, which is built into the document. The fingerprinting process itself is very simple. Cost of obtaining a passport

The cost of a new passport for a child under 14 years of age will be 1,750 rubles, for an adult – 3,500 rubles. And this amount takes into account that the fee was paid through the government services portal. Otherwise, the amount for a child and an adult increases by 30% and will be 2,500 rubles and 5,000 rubles, respectively.
The fee for an old-style passport for a child will be 700 rubles, for an adult – 1,400 rubles. And again, this is in the case of payment through the government services portal. The usual cost will be 1000 rubles and 2000 rubles, respectively, for a child and an adult.
Document production time
The deadline for the production of the passport has already been agreed upon. If a citizen applies at his place of registration, the passport will be issued within 30 days. If the application to the MFC was not at the place of registration, then the period increases three times and is 120 days.
There are situations when a person cannot wait for such a long time, and he needs a passport urgently. In this case, it is necessary to draw up a petition indicating the reasons for the expedited issuance of the passport. But for this you need to have sufficiently compelling reasons, for example:
- urgent business trip;
- a relative died abroad or became seriously ill;
- the applicant requires urgent treatment outside the home country;
- even a last-minute ticket can cause expedited issuance of a passport, etc.
Where can I pick up my passport?
When a citizen applies to the MFC to obtain a foreign passport, it is worth knowing that the document can be obtained from the FMS. After the passport is ready, the MFC branch transfers the finished document to the FMS branch. Often the passport is ready earlier than agreed. What is the difference between new and old passports?
Currently, you can apply for a passport of both the old and new type - it all depends on your desire, since there is no forced exchange of documents of the previous generation for biometric ones.
Moreover, issuing an old-style international passport through the MFC is just as easy as a more modern version. More familiar to Russians who hold foreign passports is a regular paper document, valid for 5 years from the date of issue. However, currently, more and more citizens of the Russian Federation are receiving passports with an electronic chip on which information about the owner of the ID is stored. Data from this chip is read when crossing the border using special devices.
The fundamental difference between the new type of passport is that when issuing it, you must provide a digital photo and fingerprints, which is why this type of ID is called biometric.

Stages of obtaining a foreign passport at the MFC
To submit documents for a passport, you first need to select the MFC in your region on the website. And although it is still possible to include a child in an old-style passport, and it is also much faster and cheaper, many parents order separate documents for their children. How much does it cost to obtain a passport?
The price for issuing a passport depends on what kind of document you order. For a new type of biometric passport you will have to pay 5 thousand rubles, for a paper version of the old one – 2 thousand. For a passport of a child under 14 years of age, you must pay 1,000 rubles (for an old one) and 3.5 thousand rubles for a biometric document.
