The legislative framework

The rules for organizing military registration are regulated by Federal Law No. 53 and Government Decree No. 719. According to Art. 10 of the Federal Law, citizens of military age and those liable for military service must report a change of location within two weeks. When receiving temporary registration and moving, the military registration and enlistment office must be informed. Re-registration is carried out at a new address if the period of residence there is more than 90 days. According to Art. 53 PP, an individual is obliged to appear in person at the territorial military administration body to make amendments.

Do I need to notify the military registration and enlistment office when changing registration?

Registration of another registration, short-term departure, taking three months or more, requires notification of the commissariat. Military registration under temporary registration is mandatory when the time spent in another locality exceeds 90 days. Employees of the body involved in mobilization, registration and conscription work must be notified of short-term departures. Individuals are required to notify the military registration and enlistment office of a change of registration. Actions of registered citizens when registering a new permanent registration:

  • inform the district military registration and enlistment office about the change of registration;
  • pick up documents from the commissariat;
  • register personal information with the mobilization work authority at the new address.

If a citizen changes his permanent registration in one locality, he has the right not to be deregistered. When moving, an individual must know where to apply to change their registration. If there is no structural unit of the military registration and enlistment office in another city, the citizen must notify the local government body of receipt of a new permanent registration (Clause 2 of Article 8 of Federal Law No. 53).

After 27 years

Reaching military age is not a reason for failure to notify of another place of permanent residence. A citizen is obliged to notify the military registration and enlistment office when changing his registration after reaching 27 years of age. An individual must deregister at the previous address and provide information at the place of another registration within 14 days. Mandatory notification of the location of citizens of non-conscription age is necessary during a possible general mobilization.

If you have a military ID

Notifying the military registration and enlistment office of a change of location is the responsibility of persons who have a military ID. According to Art. 10 Federal Law No. 53, the male population over 18 years of age must notify even about a short-term departure. According to the law, a citizen has the right to receive a military ID through temporary registration when he is registered in the commissariat. The registration stages are as follows.

  1. Register for military service.
  2. Present a passport, certificate of short-term registration.
  3. Pass a medical examination.
  4. Apply.

When applying for permanent registration, a citizen must know whether it is possible to register without a military ID. A document issued by the body of mobilization, registration and conscription work is not required when changing place of residence. The list of necessary legal papers is regulated by Art. 16 Government Decree No. 713.

Responsibilities of a registered citizen

Violation of the provision on registering a citizen at a changed place of residence is regarded as similar to evasion from service. We can talk about a certain duty of a citizen, which is revealed in the following requirements.

  • At a new place of residence, during temporary registration, a citizen is obliged to independently notify representatives of the military commissariat located at the previous registration about this.
  • Registration for military service means arriving at the military commissariat on a summons.
  • Any changes that have occurred to a person liable for military service must be communicated to representatives of the department, this applies to marital status, work, and place of residence.
  • A citizen is obliged to independently take steps to deregister when moving to another region with subsequent registration in a new place, or only to deregister if he crosses the country’s borders.
  • Maintain all documents related to military service in proper form.

Who should be registered?

The following are required to provide personal information to the commissariat:

  • men who have reached the age of majority;
  • citizens sent to the reserve, discharged from military service;
  • persons who have received diplomas from a military university;
  • women who graduated from educational institutions with a military specialty;
  • citizens with deferment from service;
  • men who were not drafted into the army for good reasons.

These categories of citizens are required to register for military service under temporary registration. Women with a civilian profession, as well as persons serving a sentence in a correctional institution, unfit for health reasons, or performing alternative service, do not need to notify the body involved in mobilization work. The category of the population that has Russian citizenship but lives abroad should not register with the commissariat.

The procedure for registering with the military registration and enlistment office

To register data with the mobilization, registration and conscription agency, permanent or temporary registration is required. When moving, it is important to know how to change the territorial military registration and enlistment office when changing your registration. The organization of military registration requires compliance with the following actions.

  1. Obtain temporary or permanent registration at your future location address.
  2. Unlink from the military registration and enlistment office at your previous address.

  • internal passport/birth certificate;
  • extract from place of work/study;
  • certificate, diploma;
  • certificate from a medical institution;
  • official marriage certificate (if available);
  • registration certificate;
  • photo size 3x4 cm (4 pcs.).

It is necessary to submit originals and photocopies of the collected documents to the local military administration. Employees of the body involved in mobilization work have the right to request additional certificates, certificates from the place of educational activity, official employment (Article 8 of Federal Law No. 53). After reviewing the documents, a medical commission may be re-appointed.

Interaction with the military registration and enlistment office

During the study or work of a person liable for military service, the military registration and enlistment office, represented by its representative, and the administration of the educational institution, the employer, conduct direct direct cooperation. Within the framework of such an agreement, the above persons in every possible way facilitate the fulfillment of the main obligations by the employee and provide all necessary up-to-date information about him upon request.

The employer informs the employee about the receipt of correspondence through the military registration and enlistment office, and if there is a summons, he provides the employee with time off. In large companies, a special staff unit is introduced for the above work.

The attitude towards cooperation must be very serious, since any violation of agreements entails considerable fines. The organization is simply obliged to respond to any requirements related to military registration. In principle, this approach is quite appropriate and in most cases is perceived by employers with the proper level of understanding. Newly arrived employees must register, and the employer is responsible for monitoring this. If he did not report the replenishment, then he will be subject to a penalty of 1,000 rubles.

No work can prevent you from appearing at the military registration and enlistment office on a summons. Various kinds of obstacles that are established by administration representatives entail a fine of 1,000 rubles. The employer is also responsible for maintaining a file cabinet in which personnel records are kept. Almost the same responsibilities are assigned to the educational institution. In practice, sometimes you have to deal with unscrupulous organizations that do not want to cooperate in any way; it is easier for them to pay a fine than to organize such work.

Deregistration when moving to another city

According to Art. 10 Federal Law No. 53, a citizen is obliged to notify the military registration and enlistment office of a change of residence address. To deregister, an individual writes a statement indicating the reason for deregistration and new location. In the absence of permanent or temporary registration, the military registration and enlistment office must provide a future address of residence. You can stay in Russia without registration for more than 90 days, according to Art. 9 Government Decree No. 713.

How long can you avoid registering for military service?

Primary registration of the male population is assigned when its representatives reach the age of majority. The duration of the visit to the organization responsible for mobilizing the population is fixed in the agenda. Registration at the military registration and enlistment office when changing registration for citizens of military age and persons liable for military service must be carried out no later than two weeks after departure.

Amount of fines

Administrative penalties are provided for late registration with the commissariat. The amount of the fine for failure to visit the military registration and enlistment office when changing registration is regulated by the Code of Administrative Offenses of the Russian Federation. According to Art. 21.5 of the regulatory document, for failure to fulfill military registration obligations, a payment of up to 500 rubles is imposed.

How to register for military service when changing your actual address of residence?

However, it is possible to be removed from military registration when there is already a document confirming registration at the new place of service. This procedure can be inconvenient.   1. Passport (birth certificate);
  2. Certificate of departure from previous place of residence;
