Registration procedure

The application for a quota, along with the attached papers, is reviewed within a month.
Based on the results, lists of migrants who were allocated a quota are published. After receiving approval, the applicant undertakes to submit a package of papers for the issuance of a temporary residence permit to the Department of Internal Affairs of the Ministry of Internal Affairs within two months. Several categories of migrants can count on receiving a temporary residence permit without first obtaining a quota. Migrants on this list:

  • born on the territory of the Russian Federation or the former USSR;
  • having disabilities;
  • having disabled close relatives;
  • having children and other close relatives with Russian citizenship living in the territory of the Russian Federation;
  • married to citizens of the Russian Federation;
  • engaged in investor activities on the territory of the Russian Federation or serving in the Armed Forces of the Russian Federation;
  • participating in voluntary resettlement programs.

Before you start filling out the paper, download the application form for a temporary residence permit and attach 2 photographs to it. The questionnaire is printed on one sheet of paper on both sides. The result will be four pages. For visa-free entry, certificates are required: medical and that the migrant has no criminal record.

Procedure for obtaining a temporary residence permit for a minor

In accordance with current legislation, the following condition applies to citizens under 18 years of age: an application for a temporary residence permit is filled out on their behalf by parents or legal representatives or guardians.

The document for obtaining a temporary residence permit for minors has the following name: “Application for issuing a temporary residence permit to a foreign citizen under 18 years of age, or to a foreign citizen recognized as incapacitated or with limited abilities.”

The application contains the following information, grouped into sections:

  1. Full name of the government agency responsible for issuing the temporary residence permit.
  2. Place for pasting a photograph of a minor citizen; The column on the left regarding the issuance of a temporary residence permit remains blank.
  3. A column for the applicant to indicate whether a person who has not reached the age of majority has the right to receive a temporary residence permit within the established quota or not.
  4. The next section contains the personal data of a minor citizen.
  5. Full name (entered in large font, in Russian and Latin alphabet).
  6. Date of Birth.
  7. Gender of the child.
  8. Place of birth information.
  9. Citizenship information.
  10. Full details of the citizen's identity card.
  11. Nationality.
  12. Religion.
  13. Presence/absence of criminal record information.
  14. Address of the planned place of residence in the Russian Federation.

In addition, this application also has a reverse side that must be completed. It contains information about the child’s legal representative who is submitting an application on his behalf:

  • Full name of the representative.
  • His date of birth.
  • Floor.
  • Exact place of birth.
  • Place of residence.
  • Details of a valid ID.
  • Information about the representative’s temporary residence permit.
  • Information about the availability of a legally obtained residence permit.
  • List of documents attached to the application.
  • Signature of the legal representative confirming his consent to the processing of personal data and acceptance of responsibility for the information provided.

When can a temporary residence permit be cancelled?

The Migration Service may decide to revoke the document in certain cases.

  • The state duty was not paid.
  • When a migrant lives and works in another region of the country.
  • The application contained erroneous information.
  • The foreigner left the state for more than 6 months.
  • The rules for confirming annual residence and income were violated.
  • The migration documents were fake.

If the Main Directorate for Migration of the Ministry of Internal Affairs identified violations and canceled the temporary residence permit, then these actions can be appealed in court.

The law does not establish strict limits for persons who wish to find employment and reside in the territory of the Russian Federation. The opportunity to obtain the legal quota for a temporary residence permit is open to all citizens of foreign countries, provided that they have reached the age of 18.

The law does not put forward any specific requirements for applicants. A temporary residence permit is issued in 2021 according to quotas.

TRP for marriage

To obtain a temporary residence permit due to marriage to a Russian citizen, in addition to standard documents, you must have a certificate from the registry office. Registration will follow a simplified procedure. You will also have to prove the availability of living space and means of subsistence. Where to contact

The completed form can be taken to the migration authority at your place of residence or sent via the Internet, through a special online form, using the official portal of the Main Directorate for Migration of the Ministry of Internal Affairs. The applicant can also send it by mail. The foreigner is required to submit copies of documents along with the paper and confirm the fact that he lives in the area indicated by him.

If a foreigner arrived in the Russian Federation on a visa-free basis, then he will have to wait only 2 months for a decision. For migrants who come to Russia on a visa, the waiting time is six months.

Appointment of a temporary residence permit


The document is required for foreigners and stateless persons to reside in Russia. The registration mechanism is not complicated, and any foreign citizens who have reached the age of majority can obtain such a permit.

One of the main conditions for this is the reason why the person entered the territory of the Russian Federation: in this case there should be no contradictions with the law, that is, the temporarily staying person must have legal grounds for being in the Russian Federation.

The sample form for filling out an application for a temporary residence permit has a strict standard form, in which a person must enter all the necessary data in the appropriate fields. If a foreigner cannot complete the registration on his own due to health reasons or because he is a minor, his parents or guardians, as well as trustees, can do this for him.

Without such permission, foreigners can stay in Russia for no longer than 90 days, after which such stay will be considered unfounded and therefore illegal. If permanent resettlement to Russia is planned, citizens of other states need to obtain citizenship and residence permits, and in this case, a temporary residence permit is only the first step on this path.

The permit gives the right to stay in the Russian Federation for three years, but most importantly, only with such a document can a foreign citizen legally find employment in Russia, while a person can work only in the region where he received a temporary residence permit.

List of documentation

How quickly the interested party reacts from the moment of opening limited quotas and sends documentation will depend on his chances of successfully obtaining a quota for temporary residence permits for the current 2019.

First you need to figure out what documentation is needed for the quota:

  1. Application in the form of a questionnaire (established sample in 2 copies);
  2. Photo (size 3.5 by 4.5 cm). You need 3 such photos. It doesn’t matter whether they are color or black and white;
  3. A document that confirms the identity of the applicant and the fact that he has citizenship of another state (in case of lack of citizenship, other methods are used to determine the identity);
  4. Officially certified medical certificate. The medical institution must be accredited. A certificate is needed to confirm that a person has no illnesses (including mental illnesses), alcohol or drug addiction;
  5. A certificate certifying that the person has no criminal record and is wanted;
  6. A document indicating a person’s proficiency in Russian colloquial speech and the basics of writing (established minimum) - a certificate of passing the exam;
  7. A document (check or receipt) confirming payment of the state duty.

If any documents from the list must be translated into Russian, such translation is subject to notarization. This list is not complete and is subject to addition according to the situation.

For example, it is possible to include in the documentation package an application from one of the relatives (or an employer interested in the employee) to allocate a quota to a foreigner for a temporary residence permit. This petition is drawn up arbitrarily; the law does not establish a clear form.

How to fill out an application for quota allocation

It contains information about:

  • the reason for his referral and receipt of a quota. For example, one of the reasons is obtaining citizenship in the future;
  • applicant, his full name, date of birth;
  • presence (absence) of citizenship of another country;
  • belonging to one gender or another;
  • passport data (indicate the series, number, when and who issued the document);
  • contact number, address of actual place of residence;
  • level of education (place of study is indicated);
  • specialization, profession, profile;
  • marital status;
  • the presence of relatives with Russian citizenship living in the Russian Federation;
  • length of service;
  • tax payer identification number;
  • the reasons for the visit (for example, an invitation from an interested employer);
  • facts of prosecution (administrative or criminal);
  • presence of chronic diseases (including confirmation/absence of HIV-infected status). This requires a separate certificate - obtaining a quota for a temporary residence permit without a commission of medical experts is impossible;
  • a column warning the applicant about responsibility for providing knowingly false data is filled in separately.

As soon as the application is completed, an authorized FMS employee puts a mark confirming acceptance of the document.

A correctly completed application for a temporary residence permit will allow you to avoid resubmitting it and, in most cases, guarantee the success of obtaining registration. The sequence of filling out the application items is discussed below.

· Fill in the name of the authority issuing the permit.

· A photo of the citizen is pasted into the application form. The column on the left remains empty.

· It is written whether the citizen wishes to receive a temporary residence permit within the prescribed quota.

· Fill in the reasons why the person wishes to obtain this permit.

· In the column dedicated to information about the applicant, all his personal reliable data is entered.

· Fill in the fields regarding date of birth and citizenship.

· Indicate the details of your passport or other identification document.

· Information about the nationality and religion of the applicant is entered.

· Indicate the current address of residence and contact information of the applicant (work addresses, telephone numbers, etc.)

· If the applicant has the advantages of obtaining a residence permit without the need to obtain a temporary residence permit (for example, living in the post-Soviet space), then they should be indicated.

· Fill in information about education and academic degree (if any).

· Marital status is noted.

· Fill in information about work activity.

· Indicate TIN if available.

· Writes about planned activities and expected sources of income in the Russian Federation.

· If any, the fact of problems with the law is indicated.

· Fill in the address of future residence.

· A list of documents submitted along with this application is provided.

· When arriving in the Russian Federation without a visa, the availability of the necessary medical certificates is indicated.

· Confirmation of the accuracy of all completed information is noted.

· All subsequent fields are filled in by employees of the Federal Migration Service.

How to fill it out correctly and its sample

Before contacting the Main Department of Migration Affairs of the Ministry of Internal Affairs at the place of residence, a foreign citizen is required to prepare a long list of documents.

According to Article 6.1 of the Federal Law on the Legal Status of Foreigners in Russia of 2002, the main document is an application for a temporary residence permit. Without it, it is impossible to begin the process of obtaining a residence permit.

The form consists of many points that a citizen must fill out:

  • full name of the authority to which the documents are submitted;
  • a column with a photo, it is pasted by an employee of the Main Department of Migration of the Ministry of Internal Affairs;
  • a field in which the citizen writes whether he is counting on temporary residence permits as part of the quota;
  • reasons for obtaining a temporary residence permit (documented);
  • Full name, if the data has changed before, this must be indicated and the corresponding document attached;
  • Date of Birth;
  • floor;
  • citizenship;
  • passport details;
  • belonging to a certain nationality;
  • belonging to a particular religion;
  • phone number;
  • residential address;
  • education;
  • data on marital status;
  • information about close relatives;
  • taxpayer identification number;
  • criminal record information;
  • source of profit;
  • future employment opportunities;
  • the address where the citizen will reside after receiving the temporary residence permit;
  • applications;
  • data on the presence of diseases;
  • data on any documents confirming the right to a quota;
  • agreement to accept responsibility for providing false information;
  • date and signature.

If the application is completed by a stateless person who cannot provide identification, he will receive a form allowing temporary residence in the country.

On the double page of this form you must indicate your full name in Cyrillic and Latin letters, as well as age, gender and date of application. A stateless applicant will receive a certificate with the date on which temporary residence is valid. The validity of the document cannot be extended.

For pensioners

Pensioners fill out the same application as other adult citizens, but with differences in filling out the columns:

  • in the field about possible work activity you must write “not expected”;
  • In the field about the source of income, you must write “pension” and indicate its amount.

For minors

The laws of the Russian Federation establish that for foreign citizens under 18 years of age, the application must be filled out by legal representatives.

The application for children is different from the others; it contains the following sections:

  • name of the department where documents are submitted;
  • a place for a photograph, which is pasted in by service employees;
  • parents indicate whether their child will qualify for a temporary residence permit within the quota;
  • basic information about the child, including full name in Cyrillic and Latin, gender, date of birth, place of birth;
  • citizenship;
  • passport details;
  • belonging to a particular religion;
  • nationality;
  • criminal record or problems with the law, if any;
  • the address where the minor will reside after receiving a temporary residence permit.

On the back of the application there are fields about parents, which must also be filled out:

  • FULL NAME;
  • floor;
  • Date of Birth;
  • Place of Birth;
  • place of residence according to passport;
  • passport details;
  • data on past temporary residence permits, if available;
  • information about your residence permit, if any;
  • a list of all documents submitted along with the application.

The paper is signed by the parent, he consents to the processing of the child’s data and accepts responsibility for providing false information.

Checking permission readiness

You should definitely make sure that the RVP has been made. Checking the readiness of a temporary residence permit is done online on the Internet resource of the Main Department of Migration Affairs of the Ministry of Internal Affairs. To do this, a search form is opened, personal data from the passport and the region in which the migrant lives are indicated. After this, information about the current status of the document will be displayed.

A foreign citizen can obtain a temporary residence permit:

  1. within the quota for obtaining temporary residence permits, which is approved by the government of the Russian Federation for each year for a given region of the Russian Federation;
  2. without taking into account the quota, if a foreign citizen has grounds for a simplified receipt of a temporary residence permit.
  1. For a foreign citizen - a child and a foreign citizen recognized as incompetent or partially capable, who arrived in the Russian Federation in a manner requiring a visa, the period for consideration of an application for a temporary residence permit is six months.
  2. For a foreign citizen - a child and a foreign citizen recognized as incompetent or partially capable, who arrived in the Russian Federation in a manner that does not require a visa, the period for consideration of an application for a temporary residence permit is two months.

The validity period of a temporary residence permit in Russia is three years.

Both the procedure for obtaining and the validity period of a quota for temporary residence permits are enshrined in one federal law - No. 115-FZ (July 25, 2002).

According to this legal act, the period is 36 months (i.e. 3 years).

As soon as this period expires, a citizen who does not have Russian citizenship is obliged to either leave the state or legalize his subsequent stay in the state.

For example, a person can obtain citizenship, or, as an option, a residence permit, or simply leave the Russian Federation and return to obtain a temporary residence permit again.

Innings

Obtaining a temporary residence permit is a lengthy process involving contacting various authorities and filling out many documents.

The registration procedure consists of 12 steps:

  1. Filling out an application for a temporary residence permit in 2 copies by hand or on a computer.

  9. Registration at place of residence.
  10. If a foreign citizen needs a visa, obtain a multiple-entry visa to enter and exit the country.
  11. Registration of TIN.
  12. Notification of the home country about receipt of a temporary residence permit in Russia.

Is it necessary to confirm the temporary residence permit?

A foreign citizen whose permit can be issued without taking into account the quota, in addition to the documents specified above, submits:

  1. Born on the territory of the RSFSR and previously a citizen of the USSR or born on the territory of the Russian Federation:
  2. a birth certificate issued on the territory of the RSFSR or the Russian Federation by the civil registry office. In the absence of a certificate, a document that confirms birth on the territory of the RSFSR and citizenship (in the past) of the USSR - a passport of a citizen of the USSR, model 1974, with the relevant entries made.
  • Recognized as disabled, who has a capable son/daughter, citizens of the Russian Federation:
    1. birth certificate;
    2. passport of a citizen of the Russian Federation, which certifies the identity of a citizen of the Russian Federation on the territory of the Russian Federation, son/daughter;
    3. documents that confirm the applicant’s incapacity for work (certificate of disability, which was issued by an institution of the state service of medical and social examination or an authorized body of a foreign state, pension certificate, certificate of the Pension Fund of the Russian Federation about the fact of establishing a pension).
  • Having a disabled parent, a citizen of the Russian Federation:
    1. the applicant's birth certificate;
    2. passport of a Russian citizen of a disabled parent
    3. documents that confirm the parent’s incapacity for work (certificate of disability issued by the institution of the state medical and social examination service, pension certificate, certificate of the Pension Fund of the Russian Federation about the fact of establishing a pension).
  • Married to a citizen of the Russian Federation living in the territory of the Russian Federation:
    1. marriage certificate;
    2. passport of the spouse – a citizen of the Russian Federation.
  • Invested in the Russian Federation:
    1. a letter from the head of the organization that attracted investments to the territorial body of the Department of Internal Affairs of the Main Directorate of the Ministry of Internal Affairs about the investment by a foreign citizen in the amount established by the Government of the Russian Federation.
  • Enlistee:
    1. contract for military service in the Russian Armed Forces.
  • Having a child, a citizen of the Russian Federation:
    1. child's birth certificate;
    2. passport of a citizen of the Russian Federation of a son or daughter from 14 to 18 years old
    3. paternity certificate
  • Having a son or daughter who has reached the age of eighteen years, a citizen of the Russian Federation and a court decision that has entered into legal force, recognized as incompetent or limited in legal capacity:
    1. birth certificate;
    2. passport of a Russian citizen of a son or daughter;
    3. a copy of the court decision declaring a person incompetent or limiting a person’s legal capacity.
  • For a participant in the State Program to Assist the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation and members of his family moving with him to the Russian Federation:
    1. certificate of a participant in the resettlement program.

    The originals of the documents specified in paragraphs 1 - 9 must be returned to the applicant, and copies with a translation into Russian or the signature of the translator, which are provided by the applicant, are attached to the application. The accuracy of the translation or the authenticity of the translator's signature must be notarized.

    After a foreigner has received a temporary residence permit, there is no need to confirm it for 12 months. Further, this must be done in person at the Main Department of the Ministry of Internal Affairs of the Ministry of Internal Affairs, after a maximum of 2 months, a year has passed since the date of receipt of the permit. Otherwise, you will have to bear administrative responsibility and the migrant’s chances of becoming a citizen of the Russian Federation will decrease. What documents are needed to submit a notification under a temporary residence permit? The following papers are required:

    • application of the established form;
    • passport;
    • information about income received.

    What documents are needed

    To obtain a temporary residence permit, an adult citizen must provide the following documents:

    • 2 completed applications for registration of a temporary residence permit;
    • 2 passport-size photographs (no glasses or headgear);
    • native and foreign passports (if any);
    • if a foreign citizen entered with a visa, then a certificate of no problems with the law, translated into Russian, certified by a notary;
    • certificate of successful completion of a medical examination and absence of diseases;

    • certificate of successful passing of exams on knowledge of the Russian language, legislation and history of the country (the interview is conducted only in Russian);

    • a migration card with a stamp indicating entry into the country;

    • a certificate of timely registration of a foreigner for migration registration;
    • receipt of payment of state duty.

    If a minor receives a temporary residence permit, the list of documents is slightly different:

    • passport photos;
    • 2 special applications for registration of a temporary residence permit;
    • birth certificate, translation into Russian, certified by a notary;
    • if so, a passport;
    • certificate of successful completion of a medical examination;
    • a migration card with a stamp indicating that the child will enter the country everywhere.

    If a minor is over 14 years old, then he must write a consent to reside in the Russian Federation. The paper is certified by a notary. You will also need to prove that there are no problems with the law in the country from which he came.

    You can submit an application for a temporary residence permit only to the territorial bodies of the Federal Migration Service, which are located in the region of the foreign citizen’s future residence. If the applicant has an electronic signature, he can submit the application online using the State Services portal.

    The result of reviewing the documents is a stamp in the passport confirming permission for temporary residence in Russia. If all documents are filled out correctly, FMS employees will approve the application.
