  • For citizens arriving from countries with which the Russian Federation has visa-free entry, you need to apply for a stamp to the Ministry of Internal Affairs.
  • Persons arriving from countries with a visa regime, if their visa is about to expire, must expect a response from their country. If it is positive, then you can leave Russia, after which you can enter back without a visa; a stamp will be placed on your foreign passport at the border.

  • if married – marriage certificate (notarized translation) + photocopy of spouse’s passport
  • if there are children – children’s birth certificate (notarized translation)
  • if the last name or first name has been changed, documents are required that trace such changes from the birth certificate (for example, a marriage certificate; if the last name or first name has been changed several times, then a certificate from the state civil registration authority or the police about the name change is required). RVP - what is it and what does it look like?

The permit takes the form (based on the international status of the holder):

  • A stamp in a passport or a document similar from a legal point of view (for full citizens of other states);
  • An independent document of the established form (for stateless persons and citizens who do not have an identity card for objective reasons).

Possibility of refusal

Authorized government agencies will refuse to issue a temporary residence permit if a foreigner:

  • Does not have the right to enter the Russian Federation on the basis of a decision made in relation to him by government agencies of the Russian Federation;
  • Provided knowingly false or forged information or documents (or the submitted documents do not meet other established requirements);
  • Does not have a permanent place of residence after 3 years have passed since entry into the territory of the Russian Federation;
  • Submitted a repeated application earlier than 12 months from the date of receipt of the refusal to issue a temporary residence permit;
  • Has not paid the state duty, suffers from drug addiction and/or has a dangerous disease (or there is no evidence to the contrary);
  • By his actions, directly or indirectly threatens the security of the Russian state or people (including through terrorist or extremist activities);
  • Was deported from the Russian Federation within 5 (once) or 10 (repeatedly) years preceding the day the request was submitted;
  • Has an outstanding conviction for acts classified by the court as grave, especially grave, or related to the trafficking of prohibited substances;
  • At least 2 times in 1 year he was brought to justice under articles of the Code of Administrative Offenses of the Russian Federation for violations of public order, labor or migration legislation, or for acts related to the trafficking of prohibited substances.
