A permit for the possibility of temporary residence in Russian cities for a foreigner is officially called a temporary residence permit. Based on this document, a person can legally reside in populated areas of the Russian Federation for three years. You can not only live at a specified address, but also move around the country quite freely. Having a visa and migration card in such a case is not a prerequisite. Everyone who has a temporary residence permit can officially find a job, engage in business, work under a patent, and receive certain social guarantees
. The article provides information on how to obtain an official temporary residence permit for citizens of the DPR.
Key points when obtaining the required permit
Important
! There are no special benefits for citizens of the DPR when obtaining the required temporary permit! In March 2021, passports of this category of citizens were officially equated to standard Ukrainian civil documents. They can be used to verify your identity.
Simultaneously with the introduction of changes in terms of documents, simplified conditions for citizens were not adopted. The general procedure for carrying out the required event is exactly the same for citizens of other states.
To become the owner of a temporary residence permit, it is important to ensure that the following conditions and requirements are met
:
No | Conditions and requirements for registration | Features of the action |
1 | Visiting an organization to issue a temporary residence permit | You need to visit a pre-selected territorial office of the Main Department of Migration Affairs of the Ministry of Internal Affairs |
2 | Carrying out actions required for permission | Entry is exclusively legal, having a migration card in hand, obtaining temporary registration, paying the required fee, undergoing fingerprinting |
3 | Waiting for documents to be reviewed for the required status | On average, it takes about 2 months to review submitted documents. The organization makes a positive decision or issues a strictly justified refusal |
4 | 4 You receive a document officially confirming the temporary residence permit | The stamp affixed to the applicant’s passport serves as confirmation |
Once a person receives the requested permit, he can apply for a more serious residence permit. The main condition here is to live in Russia for a year or more - Art. 8 Federal Law dated July 25, 2002 No. 115-FZ.
The main reasons for the resettlement of Donbass residents to the Russian Federation
The armed conflict that unfolded in the eastern part of Ukraine forced many residents of these territories to migrate to safe areas. Even in those cities of the Donetsk and Lugansk regions where it is now relatively calm, some infrastructure facilities have been destroyed, and some citizens find themselves without a “roof over their heads” and without work.
Periodically renewed hostilities, the lack of normal conditions and prospects - all this forces Ukrainians to look for or arrange a new place to live.
Most residents of Donbass chose Russia because in this country they can stay for permanent residence and soon obtain citizenship.
Using a quota when applying for an official temporary permit
In each individual region, special quotas are issued annually for the number of foreign citizens entitled to obtain an affordable permit. Due to the fact that the number of quotas is strictly limited, you can try to get a stamp without it. To do this, one of the following reasons must be present:
- Place of birth of a person: RSFSR or USSR.
- An officially registered relationship with a person who lives in Russia and has citizenship.
- The presence of a child who is a citizen of Russia or parents who are unable to work.
- Compliance with the conditions specific to participation in the compatriot program, which is popular among foreigners.
- Receipt of paper by legal representative. This could be a guardian, a parent. At the same time, they must have complete, permanent or partial temporary incapacity.
- If a temporary residence permit is required for minors, the document will be completed by the adoptive parent, guardian or direct parent. The main condition here is the presence of a child who has not reached 18 years of age.
- Other cases prescribed in Federal Law No. 115-FZ.
The listed reasons that allow a person to receive a paper without a quota are considered exclusively individually in each individual case. Citizens who apply for the required benefits are required to provide documents confirming this right
.
Example of a civil document
The man was born in the USSR in 1973. He had citizenship characteristic of that period. In 2021, he moved across the Russian border for a temporary residence permit. An incapacitated father lives in Russia. He is considered a citizen of the Russian Federation. Thanks to this, paper can be obtained without applying a quota. The citizen was able to achieve his goal only 28 days later, after providing such important papers as a personal birth certificate, father’s passport, as well as certificates from the clinic that confirm the father’s incapacity.
Confirmation of arrival in Russia for residents of the DPR
To obtain a temporary document, you must enter the country legally. This rule is included in the general established migration registration. And it, in turn, is registered in the Federal Law dated July 18, 2006 No. 109-FZ.
According to this legislation, the official proof of arrival in Russia is a migration card. This is a special document that is marked by customs officers. It is filled out during border crossing by any type of transport - railway, air and car.
Russia has one important rule - citizens who arrived from visa-free countries can legally stay in the Russian Federation for no more than 90 days. This minimum is relevant for a period of 180 days.
Special preferences have been established for citizens of the republic. There is absolutely no time limit. There is no need to travel abroad before the end of 90 days. People who were required to register for special migration registration are required to apply personally to the Main Migration Department of the Ministry of Internal Affairs. This will allow you to legally obtain political asylum, permission or other documents for legal residence. It is worth noting that the listed preferences may be lost after exchanging the passports of DPR citizens for Ukrainian documents.
Which regions should Donbass residents move to?
The Government of the Russian Federation has approved priority regions for resettlement; these are mainly remote regions of Russia, such as the Republic of Karelia, Smolensk and Sverdlovsk regions, etc. Resettlers from the eastern regions of Ukraine who decide to develop territories of priority settlement will receive additional funds, the so-called “lifting " In these regions of settlement, residents of Donbass and other displaced persons can count on maximum government support.
RVP for program participants
(TRP) allows you to legally live and work in the Russian Federation. Every year the Russian government determines. However, some categories of citizens can receive a temporary residence permit regardless of the established quota or under a simplified procedure, for example, minor children of refugees from the ATO zone. Ukrainians who are included in preferential categories, when registering a temporary residence permit, must, in addition to the mandatory ones, add documents confirming their special status. The temporary residence permit is issued for a period of 1 year.
To obtain a temporary residence permit, you must:
- prepare ;
- submit a petition to the appropriate authorities and;
- register at your place of residence;
- issue a TIN;
- interact with migration registration authorities.

Where to go to get official paper?
Temporary stay in Russia is available after receiving the paper not only at the migration center or department of the Ministry of Internal Affairs, but at one of the multifunctional centers of the country. MFC is a special organization for serving citizens. In such a unique institution you are allowed to receive the following services:
- all government service options;
- paperwork;
- submitting an application within a short period of time.
Thanks to these organizations, residents of Russia and other countries can quickly and easily prepare a variety of documents
.
To use the help of MFC staff, you should make an appointment online or visit the branch in person. Even if a person queues in the standard order, he will not have to wait long. The MFC option is worth choosing if you have personal time. If you need to get papers urgently, you need to go to the migration office directly.
Compatriots Resettlement Program
Another program that I will talk about in a nutshell. Please note that this is not available in all regions. The best way to find out whether there is a resettlement program in your region is to contact an inspector in person or look at the stands at the migration department of your city.
This is important to know: Russian citizenship for Belarusians in 2021: how to obtain it for a citizen of Belarus
The algorithm is like this:
- You submit documents for the resettlement program and undergo a medical examination.
- Submit documents for a temporary residence permit under the resettlement program.
- You receive a temporary residence permit + register.
- Submit a notice of residence under a temporary residence permit.
- Applying for citizenship under the resettlement program.
It's very short and very dry. First you need to find out the main thing - whether you can go through the resettlement program and whether this program is available in your region. I don’t know very much about this program, but I know that since the summer of 2021, the above scheme (VU - PP - TRP - citizenship) has been working worse and worse. The thing is that it is very difficult to obtain temporary asylum now (at the beginning of 2021), and it is very difficult to extend it. The selection criteria for the program itself are also quite strict. You have a good chance if you received your driving license before 2021, but even in this case, you need to find out everything additionally from the inspector.
The procedure for obtaining a permit by a citizen of the republic
Obtaining paper for legal residence in Russia is carried out as follows:
- An application for temporary residence permit is drawn up. The collected documents must be attached to the request.
- You must undergo a thorough medical examination. This is necessary to confirm the absence of diseases that may require special care or pose a threat to nearby people.
- Confirmation of knowledge of the Russian language. This can be done using a special certificate. It is issued strictly after passing the exam. A document confirming your education must be attached to this confirmation.
- The state duty required by law, which is charged for a temporary residence permit, is paid.
- It is important to provide the collected documents to the migration department.
- A decision is made to verify the documents provided.
- Fingerprinting is being done. This can be done at the Ministry of Internal Affairs, which is located on the territory of residence.
- Approach the Main Department of Migration Affairs of the Ministry of Internal Affairs to affix the RVP stamp. This permission looks like a regular stamp in a passport.
- Registration is simple.
Whether or not to issue the permit necessary for legal residence is decided by a specialist from the territorial organization. The basis for this is the package of documents and certificates provided.
Other programs
Now the best alternative is NRN. It is faster and simpler, because even if there are no relatives in the Russian Federation, you can go through the NRP on your own, having a residence permit in your hands. The main circumstance is that residents of the DPR and LPR speak Russian from birth, which means that passing the commission to be recognized as a native speaker will not be difficult for you.
However, if for some reason the NNC is not suitable for you, you can obtain citizenship in the general and simplified manner.
I strongly recommend reading the article Acceptance of citizenship in the general procedure of the Russian Federation. This is a kind of backbone of what laws and regulations apply to all stages of acquiring Russian citizenship. Once you understand this, you will understand everything else. In addition, if you do not have parents in the Russian Federation, spouses who are citizens of the Russian Federation, are not a highly qualified specialist and you are not following the NRN program, then the general procedure is the only way.
This is important to know: Where to send a renunciation of citizenship: address of the Ukrainian Embassy in Moscow, sample application
Also read the news about simplification in obtaining Russian citizenship. This is something that directly concerns the DPR and LPR.
If you have parents living in the Russian Federation, children with Russian citizenship or married to a Russian citizen, then you can obtain citizenship in a simplified manner. Again, this simplification applies to all foreign citizens and the simplification lies in the reduction of deadlines.
For example, if in general you must live for 5 years under a residence permit to further apply for citizenship, then on the basis of marriage - already 3 years after its conclusion (subject to the presence of a residence permit).
Taking into account the shortened terms, citizens of the DPR and LPR can still count on pleasant bonuses. For example, now when passing the Russian language exam for temporary residence permits and residence permits, the cost of the exam is halved compared to other countries, as I already mentioned above. Perhaps in the future exams will be canceled altogether, but for now this is just talk.
Documents required for registration of a temporary residence permit
It is impossible to obtain the required temporary permit without collecting and submitting certain documents. Here are the most basic of them:
No | Document | Description |
1 | Application for temporary residence permit | If a child is traveling with a person, you will have to make a separate application |
2 | Passport | A Republic Passport or standard foreign identification must be provided |
3 | Migration card | This is a document that confirms the legality of entry into Russia. The paper is filled out during the border crossing process |
4 | Special medical certificate | This is a regular certificate that shows the absence of diseases that can be dangerous to people |
5 | A certificate or other document that can confirm knowledge of the language | Such a document is provided by persons who have not studied the language at their educational institution. If you studied it, you need to provide a document about your education |
6 | Photos | Two photos must be provided. They can be produced in standard black and white or color format |
People who apply for the required permit outside the quota must attach to the listed documents forms confirming the right to simplified conditions for obtaining such a right.
After carefully studying the documents provided, a decision is made whether to issue the requested permit or not. In certain cases a refusal may be issued. The grounds for it are stated in Art. 7 Federal Law dated July 25, 2002 No. 115-FZ.
After reviewing the documents, the person receives a special notification that he will be stamped or denied. The decision made can be indicated orally or in writing. In the second case, the letter is forwarded to the address specified in the request.

Thanks to timely changes in Russian legislation, residents of the LPR and DPR have the opportunity not only to obtain a temporary residence permit in Russia, but also to obtain citizenship.
Particularly popular is the opportunity to live in Crimea, for which you need to obtain one of three certificates: temporary asylum, temporary residence permit, and residence permit. If desired, you can begin naturalization using citizenship registration.
If it is more convenient for you to live in a certain region of the Russian Federation, then you have the right to complete the documentation where it is convenient for you: for example, a resident of Donbass wants to obtain a temporary residence permit in Crimea or Kuban, where the Ukrainian language is easily understood by the local population. A citizen needs to visit the migration department in one of these regions and complete all documentation in the subject chosen for residence.
Temporary asylum, temporary residence permit, residence permit and status of a citizen of the Russian Federation can be obtained not only at the migration center of the Ministry of Internal Affairs, but also by contacting the multifunctional center for the provision of public services. The Multifunctional Civil Services Center, popularly known as the MFC, is a unique institution that allows you to receive a number of government services, draw up a certain document or submit an application in a short time. Thanks to the emergence of these organizations, it has also become easier for residents of other countries to complete various documentation.
In order to get help at the MFC, you need to make an appointment in advance or visit the department yourself, joining the queue in the general order. Pre-registration can be made online or by phone.
It should be understood that all certificates and documents are issued by the migration service and contacting it directly will speed up the process.

Two months after submitting the documents, a decision will be made on obtaining a state temporary residence permit.
Next, you will need to undergo a fingerprinting procedure and register, after which you will receive a temporary residence permit for a period of 3 years.
Amount of state duty for temporary residence permit
Important!
Registration and receipt of a temporary residence permit is a paid service. It is for this reason that it is accompanied by the payment of a state duty.
In the process of contributing the required amount to the budget, certain payment conditions should be taken into account:
- The payment amount is respected. It is regulated by Art. 333.28 Tax Code of the Russian Federation. In 2021, its size is 1,600 rubles;
- Details are provided by the Main Directorate for Migration Affairs of the Ministry of Internal Affairs;
- You need to pay according to a document with details that correspond to the purpose. Otherwise the payment will be invalid.
If the amount was deposited using erroneous details, if it was not used by the right people, it can be returned upon a correctly drawn up application.
