Kazakhstan is one of the main donor countries of immigrants for Russia. Due to various historical circumstances, a huge number of both ethnic Russians and people of other nationalities, brought up in Russian culture, fluent in the Russian language, and able to successfully adapt to Russian realities, lived and still live in the republic. It was for them that the Russian Federation established a program for the voluntary resettlement of compatriots. In this article we will deal with its nuances that are interesting for citizens of Kazakhstan.
Where is it and how to get there
The Russian Embassy in Kazakhstan is located in the capital of the country at the address: Barayev Street, 4 (enter from Zhumabek Tashenov Street).
If you need to visit the consular section, it is located in the same building. Citizens of Russia turn to this department to register with consular authorities, obtain pensions and passports, and resolve visa and notary issues. Department managers are also involved in the initial preparation of documentation.
To get to the specified address, you can use local public transport. The closest stops to the building are “Park Ataturik” and “St. Barayev" (you only need to walk to the embassy for 7 minutes). From the Samal stop it takes 14 minutes to walk.
Sequence of actions of a program participant

The receiving party is responsible for registering for migration at the place of stay. The applicant himself must register at his place of residence within 7 working days. There is a list of additional actions that a program participant needs to complete before leaving for Russia.
Documents presented by citizens of Kazakhstan
The list of documents for the resettlement program from Kazakhstan to Russia, which participants must prepare, consists of originals and copies:
- passports of a citizen of Kazakhstan (or another state) or residence permit (for foreign citizens and stateless persons);
- ;
- address certificate;
- documents on marital status (on marriage or divorce, adoption);
- educational documents (diploma with insert, certificate or certificate of education). Students provide a certificate and a certificate from the dean’s office of the university located in the region of residence;
- work book (or a copy certified by a notary);
- 4 photos of the applicant (35 x 45 mm).

When submitting documents under the resettlement program from Kazakhstan to Russia for family members, you must provide:

- birth certificate (for children under 16), (for foreigners and stateless persons);
- birth certificate (along with a copy);
- originals and copies of documents on marital status.
All copies and translations into Russian are certified by a notary. All stamps, seals and signatures are also subject to translation and certification.
Opening hours of the consular section
The time for Russian citizens to apply depends on what issue they want to resolve.
To become or be removed from consular registration, it is not necessary to register in advance. You can contact us on any weekday except Wednesday. The department works from 9.30 to 17.30. Please note that there is a break from 12.30 to 15.30, and on Friday the embassy manager is only accepted until the lunch break.
If you need to resolve citizenship issues, an appointment with the institution is required. To set a date and time, you can contact the operator at 44 07 92 or register on the official website. Calls for appointments are accepted only on the first two working days of the week from 15.30 and for 2 hours.
If there is an initial paperwork or oath to be taken, you must also register in advance. There is only one day per week to contact us about this – Wednesday. You can sign up either on Wednesday or Tuesday.
You also need to make an appointment to obtain a visa permit (tel: 44 07 86). If the visa needs to be affixed to an old-style document, the appointment will be scheduled for Monday or Tuesday. New passport – Tuesday-Thursday.
You can pick up an already issued passport with a visa only once a week - on Fridays - from 9.30 to 12.30. There is no registration for this procedure. You can pick up at any specified time.
How to obtain Russian citizenship without leaving Kazakhstan
We continue the topic started two weeks earlier. Today we will talk about how to obtain Russian citizenship without leaving Kazakhstan, through the Russian Embassy.
How to do it?
Becoming a citizen of the Russian Federation under this scheme is much easier and faster than in Russia itself. True, only three categories of Kazakhstanis can obtain Russian citizenship in our country:
firstly, people whose at least one parent is a citizen of Russia and permanently resides there;
secondly, citizens of the Republic of Kazakhstan who received secondary vocational or higher education on the territory of the Russian Federation after July 1, 2002;
thirdly, stateless persons who had citizenship of the former USSR and did not acquire citizenship of Kazakhstan.
All these people have every right to count on obtaining citizenship at the Embassy of the Russian Federation, which is located in Astana. You must come there in person and provide a certain package of documents.
For all three categories of applicants this is: - an application that is filled out at the embassy; - a document confirming the presence of a legal source of livelihood (certificate of income, certificate of employment, work record book, pension certificate, certificate of benefits, alimony, presence of a deposit in the specified account, and so on); — a document confirming knowledge of the Russian language; — the applicant’s birth certificate; - house register or certificate from the migration police at the place of residence; - certificate of marriage or divorce of the applicant (about all marriages and divorces that have occurred in life); — three 3x4 photos (matte).
Additionally for children of Russian parents: - an identification document of the applicant, indicating citizenship and place of residence; — a parent’s passport indicating his Russian citizenship or a clear copy certified by an official of the territorial body of the Federal Migration Service; — confirmation from the migration police of the Republic of Kazakhstan about the renunciation of Kazakhstani citizenship.
For those educated in Russia: - diploma from a Russian university with an appendix; — a certificate from the university confirming completion of a full course of study in Russia; — an identification document of the applicant, indicating citizenship and place of residence; — confirmation from the migration police of the Republic of Kazakhstan about the renunciation of Kazakhstani citizenship.
Specialists from the Russian embassy emphasize that only graduates of educational institutions located in Russia can count on this citizenship registration scheme. Diplomas received in branches of Russian universities operating in Kazakhstan are not the basis for obtaining citizenship.
For stateless persons: - certificate of a stateless person; - a certificate from the migration police of the Republic of Kazakhstan stating that the applicant did not acquire Kazakhstani citizenship and lives in the republic as a stateless person.
I mean literacy
Among the mandatory conditions for all three categories of applicants for Russian citizenship is the presence of a document confirming knowledge of the Russian language. It doesn’t matter that it is native to you and you have been speaking it since childhood. The main thing is to provide a document proving that you know which letter to write “zhi-shi”.
Such confirmation of possession of the great and mighty can be a certificate or diploma issued before September 1, 1991 in the USSR. Everyone else who graduated from school or university later will have to remember their years of study and take a special test in the Russian language. In our country, it is carried out only by the public foundation “Knowledge”, which is located in Almaty.
This test is not free, it costs five thousand tenge. A person is asked to answer 20 questions on the Russian language. They are compiled on the basis of the curriculum for grades 4-9 in Russian schools.
A certificate of passing the test is provided if the person made fewer than five errors. They will issue a document even if there are more incorrect answers, however, for this you will need to pay an additional 10 thousand tenge.
As the staff of the Knowledge Foundation note, you can get a document without leaving our city at all. If you have friends or relatives in Almaty who are willing to pay 15 thousand for you, pick up a certificate from a public fund and send it to Ust-Kamenogorsk. You will only be required to send a copy of your ID by email.
Important to consider
You need to be prepared that you will have to stand in a rather long line before the “reception” at the embassy. True, it is separate for applicants applying for citizenship. Therefore, it is usually possible to submit documents in one day.
Citizenship inquiries are accepted at the consular section of the embassy only on Mondays, Tuesdays and Thursdays from 9.30 to 17.30.
If all the papers are in order, then consideration of the issue of obtaining citizenship should not exceed six months. If the result is positive, a copy of the decision on admission to citizenship, signed by the Russian Ambassador to Kazakhstan, is issued.
Immediately after the issuance of this document, you can apply for a passport. The processing time varies from one to two months.
For registration of citizenship and issuance of a passport, you will need to pay state fees from 4,500 to 18,000 tenge. This will need to be done directly at the Russian Embassy.
"Children's" citizenship
On the territory of Kazakhstan, it is possible to obtain Russian citizenship for minor children whose parents are already Russian but live in Kazakhstan.
When only one of the child’s parents is a citizen of the Russian Federation, and the other is a Kazakh citizen, then their son or daughter has the same rights to acquire both Russian and Kazakh citizenship. If the parents decide that the child will be Russian, then they need to submit an application to the Russian Embassy to obtain this status.
In addition to the application, you will need the following documents: - child’s birth certificate; - passport of the parent - citizen of Russia; — ID card of the second Kazakhstani parent; — consent of this parent to grant Russian citizenship to the child; — marriage (divorce) certificate; — certificate from the child’s place of study; — citizen registration book or certificate from the migration police at the place of residence of the applicant and the child; — written consent of the child (from 14 to 18 years old) to acquire Russian citizenship; — three photos each of the child and the applicant (3x4, matte).
If both parents are citizens of the Russian Federation, then the child is also a Russian citizen, regardless of which country he was born in. At the same time, the child’s citizenship must also be confirmed at the Russian embassy. To do this, you need to provide: - an application in one copy; — child’s birth certificate; - passport of a Russian citizen - applicant; - passport of a Russian citizen - the second parent; — marriage (divorce) certificate; — certificate from the place of study; - citizen registration book.
These certificates and documents must be personally brought to the Russian embassy in Astana by the applicant-parent of the child, who is a Russian citizen. The presence of the child is not necessary. Clear copies of all documents must be made and certified by a notary in Russian. The application for citizenship, parental consent and a certificate from the place of study must be submitted in the original.
Subsequently, children are also given a copy of the decision on admission to citizenship. In addition, a special mark is also placed on the birth certificate. You can issue a foreign passport for your child or enter it into the parents’ foreign passport.
These documents will subsequently serve as the basis for the teenager to obtain an ordinary Russian passport, which can be issued at the age of 14 also through the Russian Embassy.

Who are considered compatriots?
Speaking about the resettlement program for compatriots, it would be logical to start with the basic concept and understand who, strictly speaking, is considered a “compatriot”. The official definition is given in Article 1 of Federal Law N-99 Federal Law. If we summarize the points given there, we can say that compatriots are people born in the Russian Federation, the Soviet Union or the Russian Empire, as well as their descendants who speak Russian, identify themselves with Russian culture and want to return to Russia for permanent residence.

Considering that Kazakhstan is the successor to the Kazakh SSR, which was part of the Soviet Union, the vast majority of modern Kazakhstanis have parents or grandparents who were former Soviet citizens, and therefore fall under the definition of compatriots. If, of course, they have a voluntary desire for this.

Emergency situations with Russian citizens in Kazakhstan do not happen so often, but for your own safety before visiting the country, find out and write down the numbers of the country’s emergency services.

Embassy officials warn law-abiding citizens that cases of fraudsters are not uncommon. They take up appointment slots at the embassy and try to sell them to citizens who need urgent access to the institution. Regions for resettlement of compatriots
When dreaming of moving, compatriots imagine economically prosperous megacities. However, they are not welcome everywhere.
Of the 47 regions participating in the program, only a few are ready to provide housing and work for displaced people.
For example, the resettlement program from Kazakhstan to Novosibirsk involves, and applicants must document their work experience and qualifications. But migrants can choose the locality in which they will settle, from 14 cities, 30 regional centers, 18 towns.
Unlike Siberia, a limited number of municipalities (10) is envisaged by the resettlement program to the Krasnodar Territory from Kazakhstan in 2021.
