When will Moldovan citizens be able to come to Russia?

Marrying a foreigner is a common practice that no longer surprises anyone. The formalization of a union with a citizen of Moldova deserves special attention.

How to properly legitimize relations with a resident of this state? Situations are different, so you need to familiarize yourself with the basic requirements regarding marriage with a foreign person.

It is important to note that the union between a citizen of the Republic of Moldova and a resident of Russia can only be registered at diplomatic missions and consular missions of the country.

To do this, you need to provide a list of the following documents no later than thirty days before the legal registration of the relationship: identity card, birth certificate, valid civil status certificate (if necessary).

Also, if there is a remarriage, you must provide a document certifying the legal separation of the relationship. This can be either a certificate of divorce or confirmation of the premature death of a former spouse. In this article you can find out how to marry a citizen of Moldova: the documents for this are presented below.

Visa-free entry

Citizens of the Russian Federation, Ukraine, Belarus and other CIS countries, as well as the countries of the European Union, the USA, Canada, Israel, Switzerland, Japan, Andorra, Monaco, Iceland, Liechtenstein, San Marino and Norway can enter the republic without a mandatory visa. Citizens of other countries are required to obtain a visa to Moldova.

To cross the Moldovan border, Russians only need to have a foreign passport; entry with an internal Russian document is not allowed. There is no need to confirm the availability of funds or prove the purpose of the trip. In total, you are allowed to stay in the country for no more than 90 days in a six-month period. The number of visits is not limited. Upon entry, foreigners' passports are stamped with the date of arrival.

Traveling with children

If you plan to travel with a child, you need to take not only his foreign passport, but also his birth certificate. You will also need consent to leave the Russian Federation with notarization if the child is accompanied by only one of the parents or third parties. Children under 14 years of age can travel using their parents’ international passports, but in this case, a photograph of the child must be pasted into the document.

Traveling by car

Drivers are required to have the following documents:

  • Vehicle registration certificate;
  • Driver's license;
  • Green Card insurance;
  • Power of attorney for a car if its owner is another person. The document must contain information about the possibility of exporting the car outside the Russian Federation.

Entry to Moldova for Ukrainians

Citizens of Ukraine enter the Republic of Moldova without a visa if they plan a trip not exceeding 90 days. At the border, Ukrainians present a foreign passport. Entry with Ukrainian passports is not allowed.

What documents must be presented at the border?

At the border, in addition to passports, the following documents may be required:

  • Round-trip air tickets (round trip) in case of transit or transfer;
  • Proof of financial resources (for example, cash, traveler's checks, personal credit cards, scholarships, and guarantees or letters of guarantee and written invitations);
  • Confirmation of housing availability;
  • Invitation letters in case of guest trips and participation in conferences;
  • Confirmation of the educational institution in case of study trips;
  • Contact information about the inviting party;
  • Medical insurance for the duration of the trip is also recommended.

Registration in Moldova

Foreigners are not required to register at their place of residence in the republic. The exception is the situation when entry into Moldova was carried out through Transnistria. When crossing the Moldovan-Transnistrian border, an entry stamp is not placed on the passports of foreigners. Legally, the border between Moldova and the PMR does not exist, although it is quite real: there are both Moldovan police and Transnistrian border guards. Both of them check the documents. The Transnistrian side enters information about foreigners into its database, while the Moldovan side does not enter or place any stamps on the passport. But the basis for the legal presence of a foreigner in Moldova is the presence of an entry stamp in the foreign passport.

When entering through Transnistria, a foreigner is required to register at his place of residence within 72 hours. This can be done at the nearest passport office or at any checkpoint controlled by the Moldovan authorities. Upon registration, a special passport supplement is issued, confirming the legal stay of a foreigner in the republic. The document will allow you to travel from Moldova to any country in the world without any difficulties. The lack of registration when leaving the republic through the official border will raise a number of questions from border guards, as there will be no information about how the foreigner entered the country. And according to amendments made in 2013 to the Code of Contraventions of Moldova, foreigners who have not informed the competent authorities about their entry into the country through the uncontrolled Transnistrian region are subject to a fine. Its size ranges from 200 to 400 lei (from 9 to 18 EUR).

Due to possible complications with border guards, it is better to enter Moldova through the official border, and, in principle, you can leave through Transnistria. On subsequent visits to the Republic of Moldova, the absence of an exit stamp usually does not cause problems.

Ceremony

To create a beautiful and memorable wedding, there is such a service as on-site registration. Most modern couples do not want to register their marriage within the walls of the capital's registry office.

They want to do this in nature, on the beach, in a restaurant, cafe, at a banquet and in other picturesque places. At the moment, many institutions involved in registering marriages make concessions in such cases.

But it is important to note that this is not a free procedure. Providing a festive and beautiful ceremony outside the registry office on the day established by law will cost from 2000 lei (this does not include transportation costs).

There are quite a lot of nuances in modern registry offices and you will also have to pay for most of them. As a rule, they do not charge money just for registering a marriage. But you will definitely have to pay for the ceremonial part.

It should be noted that the celebration hall, musical accompaniment, congratulations on the day specified by law will cost about 100 lei.

But registering a marriage in a beautiful hall with music, a special scenario on the day established by law, will cost about 400 lei. Solemn registration of the union outside the working hours of the relevant institution - 2100 lei.

But the festive ceremony on weekends on the day chosen by law costs 1100 lei.

Entry to Transnistria (PMR)

Transnistria is located on the route of trains from Russia and buses from Ukraine. Therefore, citizens of the Russian Federation and Ukraine are forced to cross the PMR to visit Moldova. At the same time, border control between the Republic of Moldova and the PMR is not carried out by the Moldovan side and entry marks are not placed. If the departure is carried out in the opposite direction, then no difficulties arise. But often foreigners leave Moldova through official checkpoints. Here it is important not to forget that in the absence of registration, the border service will insist on paying a fine.

Entry procedure

The Pridnestrovian Moldavian Republic (PMR) is a self-proclaimed state that declared its formation in 1990 and from that moment on has actually been a separate country with its own entry rules for foreigners. The PMR is not recognized by the international community and is considered part of Moldova. The country's independence was recognized only by Abkhazia, South Ossetia and Nagorno-Karabakh, but the legitimacy of the existence of these states for the world community is also in question.

One way or another, to visit the PMR you need a foreign passport. Russians and Ukrainians do not need a visa. Upon entry, a migration card is filled out and a symbolic fee of 0.5 USD is charged. The fee can be paid both in Russian rubles and in dollars, lei, hryvnia or Transnistrian rubles. The border service keeps part of the card for themselves, the second is returned to the traveler, and a round stamp is placed on the back of the document. When leaving the PMR, the foreigner gives his part of the card to the border guards. When leaving Transnistria and entering Moldova, marks are not made in foreign passports.

Registration in the PMR

Within 24 hours after entry, all foreigners are required to register with the local PMR police department, for which they are provided with a passport and migration card. Violation of this rule may become a reason for bringing foreign citizens to administrative liability.

⚓ Updating the migration card

Many foreigners confuse two concepts: the right to stay in Russia and the obligation to comply with the migration registration procedure. Registration of citizens of Moldova at the place of actual residence is mandatory, even if the person lives and works completely legally. Otherwise, he faces a fine - and for two administrative violations within a year he can earn “expulsion”. To avoid punishment, sometimes it is enough to get another migration card. Here are a few examples of when it is more practical to move out and move back in.

  1. Maria worked under a patent that was paid for for 6 months and did not apply to the FMS to renew her registration. She is in Russia legally, but she violated the accounting rules. With another m/card, she can register and avoid a fine.
  2. Alexander did not manage to receive it within 30 days. When submitting documents, he will be charged a fine. It’s cheaper to leave and apply for it with a new m/card.
  3. The patent has expired. To extend it for a second year, you need a petition from the employer, but there is none. You need to leave and move in to re-issue a patent.
  4. Upon entry, the purpose of the visit was indicated: “tourism,” since Ivan expected to receive a temporary residence permit. But the quota was not enough, and he wants to apply for a patent. To do this, you need a migration card with the purpose of “work”.

Many citizens of Moldova came to Russia a long time ago; they are afraid of receiving a “ban” on entry, and live illegally. Meanwhile, in the database of the Ministry of Internal Affairs, complete information about border crossings has been available since 2014. It is more correct to enter and exit and register with a new “migration card”.

Traveling outside of Russia and entering does not cancel the 90/180 rule! However, if a Moldovan citizen worked under a patent or studied, he does not need to wait 90 days to re-enter. There is no violation in this case.

Attention! From February 25, 2021, an “amnesty” was announced for illegal citizens from Moldova. They may receive a sentence or have their sentence reduced, provided that they stop their illegal stay in Russia. The amnesty includes citizens who have:

  1. more than 2 fines for various administrative violations;
  2. exceeding the period of stay by no more than 1 month;
  3. violation of the 90/180 rule in the absence of a patent;
  4. exceeding the period of stay by 180, 270 days.

Citizens of Moldova who voluntarily left Russia will not be punished with a fine, and there will be no obstacles when re-entering.

Residence in Moldova for more than 90 days

Russians can stay in Moldova for 90 days in every six months using visa-free entry. If it is necessary to obtain the opportunity for a longer stay in the country, a residence permit (immigration certificate) is issued.

The reasons on which this document can be obtained are:

  1. Employment in Moldova;
  2. Doing business in the country;
  3. Long-term treatment in one of the medical institutions in Moldova;
  4. Studying at universities in the country;
  5. Reunion with family.

An application for a residence permit is submitted to the Migration Department. Documents needed:

  • International passport;
  • Medical certificate;
  • Documents on the availability of housing;
  • A letter from an organization, medical or educational institution (depending on the purpose of residence);
  • Documents confirming family status (for family reunification).

The issue of issuing a residence permit is discussed in more detail on the official website of the Ministry of Foreign Affairs of Moldova: bma.gov.md/ru/content/6559
