General characteristics of the resettlement program

The resettlement program was developed with the goal of returning compatriots to Russia. Its participants receive an advantage over foreign citizens who have not previously resided in the territory of the Russian Federation (USSR) in terms of obtaining Russian citizenship.

By returning compatriots, the program developers planned to improve the demographic situation in the country, as well as fill the lack of qualified specialists. In this regard, participants are entitled to additional privileges from the Russian Government.

Persons eligible to participate in the resettlement program

Compatriots eligible to take part in the program are:

  1. Citizens with Russian roots and living abroad. This means that if a foreigner has a Russian grandmother, grandfather, mother, father, or any other blood relative, then he has the right to take part in the resettlement program.
  2. Persons who were citizens of the Soviet Union and the RSFSR. Soviet people who refused to become citizens of the Russian Federation upon resettlement.
  3. Foreigners who have ever had Russian citizenship.

It is enough for one person from a family to have Russian roots. When relocating to the Russian Federation, a program participant has the right to take with him to Russia:

  • parents, grandparents:
  • wife or spouse, children and guardian minors;
  • brothers, sisters;
  • close relatives of the wife or husband;
  • blood relatives of the wife's or husband's close relatives.

The close relationship of the resettled family members of a compatriot must be documented.

To become a participant in the program and receive a temporary residence permit, a foreigner will need to prepare a package of documents, which includes the papers listed in the table:

The documents are sent to the GUVM of the Ministry of Internal Affairs of Russia (hereinafter referred to as the GUVM of the Ministry of Internal Affairs). If it is not possible to transfer the papers to the parent authority, a package of documents can be submitted to the consulate.

Features of filling out the questionnaire items

In order to pass the application the first time and receive a certificate of participation in the state program in a short time, it is necessary to clearly and truthfully write down the answers to each question on the application form.

  1. The full name is written as indicated in the passport; if it does not contain a patronymic, then it is also not necessary to write it in the application. If the applicant previously had a different name, this must be indicated and the reason and date must be specified for each change.
  2. Date and place of birth. This information must match what is written on the birth certificate. If the settlement has been renamed, then this does not need to be indicated.
  3. Information about marriage is taken from the relevant certificate.
  4. Gender: female, male.
  5. Passport data. Series, number, date of issue and authority that issued the document. Abbreviations should not be used; the name of the department should be written in full.
  6. Citizenship. This line indicates the country in which the applicant resides.
  7. Nationality. Unlike citizenship, it may not correspond to the country of residence. The one to which the applicant belongs is indicated.
  8. Religion (Islam, Christianity, Buddhism and other religions).
  9. Knowledge of Russian language. Examples: “I speak freely”, “I do not speak”.
  10. Knowledge of foreign languages. If this skill does not exist, then this should be written in the line.
  11. The name of the country of which the applicant is a citizen.
  12. Availability of education. If you graduated from a higher educational institution, then you do not need to provide information about secondary or specialized secondary education. If you only have a school education, you must provide your certificate details.
  13. Having an academic degree. If it is missing, write “No” in the line.
  14. Information about awards and insignia.
  15. Job information. This section indicates all stages of labor activity, even if the work was not official. It is necessary to register the position and length of service in each company.
  16. Information from the work book. It is necessary to provide a detailed report on work activity over the past 10 years. Time worked in the company, position, name of the organization and its address. All this data is written in the appropriate lines.
  17. Military duty. If the applicant is liable for military service, then the rank should be registered.
  18. Time and place of stay on the territory of the Russian Federation for all time. It is advisable to indicate the month and year of all visits to Russia.
  19. For those who currently live in Russia, you must indicate the exact address.
  20. Information about deportation from the Russian Federation for any reason.
  21. Indicate the region, city, village in whose territory the applicant plans to live (to which regions can one move under the program?).
  22. The activity that the resettlement program participant intends to engage in. If you have a profession in demand: doctor, teacher, pastry chef, you can write: work in your specialty. You can also write about your intention to engage in entrepreneurial activity. In this case, it would not be superfluous to indicate consent to self-employment.
  23. Data of family members who participate in the resettlement program for compatriots. Information about them is entered into the table. At the end, the number of all family members is indicated, with the exception of the applicant himself.
  24. Data on criminal prosecution.
  25. Criminal record information.
  26. Information about relatives who live in the Russian Federation. Full name, degree of relationship (sister, father, aunt), residential address, date of acquisition of Russian citizenship.
  27. How will entry into the territory of Russia be carried out, alone or with family members.
  28. Temporary accommodation options. Examples: “With relatives”, “In your own home”.
  29. Indicate how your own housing will be purchased, for example, using personal funds.
  30. Additional information about yourself and family members. These can be certain skills, diplomas, certificates, course completion certificates, certificates.
  31. Home address and contact phone number. It is better to indicate several personal numbers so that employees of authorized bodies can get through under any circumstances.

Important! When filling out the form, you must complete each column. Answers cannot be skipped; if there is no data, the word “no” must be entered.

Procedure for obtaining a temporary residence permit

After collecting a package of documents, the foreigner transfers it to the Main Migration Department of the Ministry of Internal Affairs. An employee of the department registers the request and issues a receipt for receipt of the papers. Using it, the migrant has the opportunity to track the status of the application.

Important!

The maximum period for consideration of an application for a temporary residence permit is 60 days.

The period for studying papers can be increased only for justified reasons:

  • an employee of the Main Department of Migration Affairs of the Ministry of Internal Affairs doubted the authenticity of the documents; it takes time to verify them;
  • an employee of the department needed to make a diplomatic request to clarify details;

Important!

The completed temporary residence permit is issued by the territorial division of the department that accepts the application. To obtain permission, you will need to present a civil passport and a receipt.

Application for obtaining temporary residence permit under the resettlement program in 2021

An application for a temporary residence permit is drawn up on a form approved at the legislative level, in writing or using printing technology. To ensure that an employee of the Main Department of Migration Affairs of the Ministry of Internal Affairs does not reject the application, the form is filled out taking into account the following rules:

  • Any corrections or blots are prohibited;
  • the form must be filled out in legible handwriting in Russian;
  • information from official documents is entered in its original form;
  • It is prohibited for a stranger, not the applicant, to fill out the form, with the exception of the use of printing equipment;
  • Only current data valid at the time of application is indicated.

Filling out an application for a temporary residence permit

  1. The first line, located below the name of the document, is filled in by an employee of the Main Department of Migration Affairs of the Ministry of Internal Affairs. It cannot be filled out.

When drawing up an application for a temporary residence permit under the resettlement program, the applicant can make 3 common mistakes that will cause a refusal to issue a permit.

Error 1.

The applicant did not provide a list of attached documents.

This is not a blunder. But, if questions arise regarding the absence of any papers, the applicant will not be able to prove the fact that he provided the missing document.

Error 2.

The applicant's Soviet passport contains his full name. After obtaining foreign citizenship, the patronymic name is not indicated in the document. However, when filling out the application, the applicant indicated his full name, as in the USSR passport.

The application must be completed using valid documents only. In this case, you will have to rewrite the application, otherwise an employee of the Main Department of Migration Affairs of the Ministry of Internal Affairs will refuse to issue a permit.

Error 3.

The applicant listed the positions he held over the past 5 years only according to official data, without taking into account work carried out without a contract.

It is impossible to verify information about unofficial places of work, so an employee of the Main Department of Migration Affairs of the Ministry of Internal Affairs will not be able to reject the application. However, listing all professional skills is necessary to increase the chances of a positive decision in issuing a permit.

Filling out an application

The application is an important component of the entire package of documents. Incorrect or careless filling may result in refusal. You will have to collect the papers and submit them again. You can find a sample application on the FMS website or pick it up at the branch. Since the program for resettling compatriots in 2021 is the same, the participation form and list of required documents are also the same.

The form requires you to answer a number of questions, indicating:

  1. All data: full name, date and place of birth, passport details, marital status, information about work and education, etc.
  2. Information about family members.
  3. Information about your last place of residence.
  4. Reasons for moving and purpose of stay in Russia.

  6. Information about military service.

All answers must be accurate, without errors or blots. The information must be provided completely, but briefly, without unnecessary information if not required. The Russian Federation has a State Program to assist the voluntary resettlement of compatriots living abroad to the Russian Federation (hereinafter referred to as the State Program), approved by Decree of the President of the Russian Federation of June 22, 2006 No. 637.

Also, the State Program Participant and his family members have the right to receive state guarantees and social support depending on the chosen territory of settlement, including:

for compensation from the federal budget for expenses for moving to a future place of residence, including payment for travel and transportation of personal belongings in accordance with Section VII of the State Program;

for compensation from the federal budget for the costs of paying the state duty for the preparation of documents determining the legal status of migrants on the territory of the Russian Federation;

to receive lifting allowances from the federal budget.
