All foreign citizens who plan to connect their lives with our country for a long time are thinking about obtaining a temporary residence permit. But there is a chance to apply for a temporary residence permit only if there is an allocated quota for a foreign citizen. Receiving it is a primary and mandatory action prior to submitting an application for a temporary residence permit within the quota for the coming year.

The last few years have been marked by a policy of tightening the migration regime in the Russian Federation, and accordingly, it is becoming increasingly difficult to obtain legal status in our country. The volume and distribution of seats is the jurisdiction of the Federal Government. At the end of each calendar year, a limit is announced for all constituent entities of the Russian Federation. The allocation of seats occurs as a result of an analysis of proposals from executive authorities of a particular region and takes into account their economic and migration situation. The Belgorod and Kaluga regions follow Moscow - 3,500 and 3,000 places, respectively. Here it will be easier for migrants to get legalized and get a job. The Central Federal District is followed in descending order by the Northwestern and Southern districts. The Far East received the least amount of quotas - less than 6.5 thousand.

How to get a quota for temporary residence permit in 2021.

In accordance with the law, a foreign citizen can be issued a temporary residence permit (TRP) only if there is an appropriate quota in a particular subject of the Russian Federation.

The quota size is approved by decree of the Government of the Russian Federation annually for each subject.

How to get a quota for temporary residence permits if the subject no longer has quotas?

No way. A new application can be submitted one year from the date of rejection of the previous application or cancellation of the permit. At this point, a new number of quotas will be approved for the entity.

Documents for obtaining a quota for a temporary residence permit can be submitted both to the territorial authority for migration issues (DMA) of the Ministry of Internal Affairs of Russia (successor to the abolished FMS) at the place of intended residence, and through the government services website. After submitting the appropriate application and the necessary package of documents to the UVM authorities, within 6 months from the date of filing the application, a decision is made to issue a quota for a temporary residence permit (or refusal to issue), of which the applicant is notified. For citizens who arrived in the Russian Federation on a visa-free basis, the period was reduced to 60 days.

If a decision is made to issue a quota for a temporary residence permit to a foreign citizen, then the authorities put a mark in the applicant’s identity document. Stateless persons are issued an appropriate temporary residence permit.

The permit is issued for a period of 3 years; extension of the validity period of the document is not provided.

For issuing a permit, in accordance with the Tax Code, it is necessary to pay a state fee in the amount of 1,600 rubles.

For five years in a row, the Russian Government has been reducing the quota for issuing temporary residence permits (TRP) to foreign citizens. In 2020, this quota was reduced to 60,270 units. At the same time, the number of migrants wishing to have a temporary residence permit is growing rapidly. Although, five years ago their influx to Russia decreased significantly. The reason was the devaluation of the ruble in 2015.

By exchanging rubles for rapidly rising dollars, migrants found that their earnings had dropped sharply. It became unprofitable to work here, and guests flocked to their own countries. At the same time, quotas for temporary residence permits began to be cut.

If in 2015 151,175 temporary residence permits were issued to foreign citizens, then in 2021 this figure decreased to 125,900, in 2021 - 110,880, in 2021 - 90,360, in 2021 - 83,480 temporary residence permits. As soon as the Russian ruble began to grow and strengthen, and wages began to rise with the outflow of foreign labor, migrants decided to return to Russia.
