Important points that you should know before filling out

Before filling out the application, please read the main details:

  • It is allowed to submit an application only in Russian. The exception is the first paragraph of the form, where you must write your full name in both Russian and Latin.
  • It will not be possible to submit an application online - you need to personally visit the agency of the Ministry of Internal Affairs of the Russian Federation (remember, the powers of the FMS, which was liquidated in 2016, have been transferred to the Ministry of Internal Affairs).
  • The form has a single form for those applying under a quota and without a quota.
  • Fill out the application in the most convenient way: by hand (make sure that the handwritten text is easy to read, in this case write in block letters in blue, black or purple ink) or compose it on the computer and print it out. Both methods are valid.
  • You need to print the form on both sides of one sheet. A4, A3 format is suitable.
  • You cannot use abbreviations - write in full house, apartment, Russian Federation, etc.
  • Dates are entered in the format “DD.MM.YYYY”, for example, 07/24/1986.
  • There is no need to cut and paste photographs into the application. This is done after the inspector checks the application and documents.
  • Even if you are sure that you filled out the paper correctly, do not sign until a specialist checks everything.

Compliance with the above rules will give you a greater chance that obtaining a permit will take place without unnecessary delays.

Unfortunately, there is no uniform and clearly defined procedure for filling out an application for a temporary residence permit. Because of this, different inspectors may have different requirements for filling out the same item. One may require you to specify the date in the format July 24, 1986, while another will consider this an error and tell you to correct it to 07/24/1986. Below we give generally accepted recommendations for filling out the questionnaire, but this does not guarantee that an employee of the Ministry of Internal Affairs will not have questions.

What you need to know before preparing the questionnaire

This material is entirely devoted to filling out the application. In another article, we have already talked about what a quota is, to whom it is issued, why it is needed and how it is obtained.

When preparing an application for a quota, you need to take into account the following nuances:

  1. Application forms for quotas for obtaining temporary residence permits may differ slightly in different regions. Download the form used for Moscow at the end of the article. In other constituent entities of the Russian Federation, it is better to take the application form directly from the migration department, where the application will be submitted.
  2. The application must be drawn up correctly, in Russian. When filling out, do not make mistakes, do not cross out, do not use an eraser or a “stroke” to make corrections. If there is a blot, you need to fill out the application again.
  3. There should be no blank lines in the application for a quota to apply for a temporary residence permit. There is also no need to put dashes. For example, if the form asks if you have relatives with Russian citizenship, but you don’t have such relatives, then write: “I don’t.”
  4. Filling out can be done by hand or on a computer.
  5. Some migrants, for whom filing an application for a quota for a temporary residence permit has already passed the stage, are advised not to use abbreviations when filling out the application. That is, write not the city of Moscow, but the city of Moscow; not building 86, but building 86, etc.
  6. Many migrants who want to obtain a temporary residence permit for a child are wondering: if a quota is needed for a minor, do they need to fill out some kind of special form? The answer to this question is negative. If a quota is required for both the parent and the child at the same time one application and include the child in it (in paragraph 15). If a temporary residence permit is issued for a child separately from a parent, when the mother/father already has a temporary residence permit, then in this case the child does not need a quota at all.
  7. Filing an application for a quota place requires the applicant to submit only three documents: passport, migration card, migration registration. At this stage, translation of a passport and other documents, as well as notarization of them, is not required everywhere.

Applications for quotas for temporary residence permits are submitted on certain days (check the dates with the migration department of the Ministry of Internal Affairs in your region).

Typically, applications are accepted at the beginning of the month and last several days. Then the reception is suspended and resumed, as a rule, the next month.

The decision to allocate a quota place is made within a month. If your application was not accepted or your place was refused, you can submit your application again when application submission resumes.

Basis for filing on RVP

At the very beginning of the application, where it is written “I ask you to issue me a temporary residence permit...” you need to indicate the reason for which you are receiving a temporary residence permit. If you make status through a quota , then simply cross out the phrase “without taking into account the quota”. There is no need to do or write anything else in this section.


Filling out the section for quota applicants

If you apply without a quota, then cross out “within the quota established for the year 20__” and write the reason for filing. The basis is indicated as it is stated in the corresponding paragraph of Part 3 of Article 6 of Federal Law No. 115 “On the legal status of foreign citizens in the Russian Federation.” But applications are often accepted in which the basis is stated in their own words, for example: “The desire to permanently reside in the Russian Federation, the husband is a citizen of the Russian Federation.”

Examples:

  • I am a citizen of a state that was part of the USSR, and received professional education in a state educational organization of higher education located on the territory of the Russian Federation, according to educational programs that have state accreditation;
  • I am a participant in the State program to assist the voluntary resettlement of compatriots living abroad to the Russian Federation;
  • I am a citizen of Ukraine and permanently reside on the territory of Ukraine; I have been granted temporary asylum in the Russian Federation.


Filling out the section with the basis for obtaining a temporary residence permit

Paragraph 1 of the application for a temporary residence permit: full name information

In the first paragraph you are asked to indicate your last name, first name, patronymic. The data must be written in Russian, then the last name and first name must be indicated in Latin letters (as in a notarized translation of a foreign passport), then we write “born” and add the last name, first name and patronymic in accordance with the birth certificate.

Example: Ivanov Ivan Ivanovich, Ivanov Ivan, last name, born Ivanov Ivan Ivanovich, did not change his last name, first name and patronymic.

Here you must provide information about whether you have ever changed your full name or not. If you changed (for example, got married), then provide your previous full name and reason for the change. All changes in name that have occurred are indicated.

Example: Ivanova Svetlana, Ivanova Svetlana, nee Petrova Svetlana Maksimovna, Petrova’s surname was changed by marriage on November 27, 1992 to the surname Ivanova, did not change her first name and patronymic.

When it comes to obtaining a temporary residence permit within a quota, the first thing you need to do is submit an application for a quota. Such applications are accepted at the territorial offices of the Department of Internal Affairs of the Ministry of Internal Affairs on strictly designated days. It is best to familiarize yourself with the schedule and reception hours for such applications on site, as the information on websites is often not up to date. You will need to take your passport, migration card and notice of temporary registration with you.

If your application is approved and there are enough quotas for you, your name will appear on the lists that are posted on the regional websites of the Department of Internal Affairs of the Ministry of Internal Affairs, or you will be notified by email, telephone, etc. But don’t rely too much on “quality service” - it’s better to call and check yourself.

After you have been allocated a quota or if you have found a reason to apply for a temporary residence permit without one, you will have to submit documents for the permit itself. The list of mandatory papers for pensioners will include:

  1. Two correctly completed copies of the application with 2 3x4 photographs.
  2. Passport or other identification document.
  3. Migration card/visa and detachable part of the notice of temporary registration.
  4. Medical certificates indicating the absence of diseases that pose a danger to others, drug addiction and HIV.
  5. For pensioners from visa countries - a certificate of good conduct.
  6. For men under 65 and women under 60 - a document confirming knowledge of the Russian language, history and basic legislation of the Russian Federation.

Documents in which entries are not made in Russian must have notarized translations. Most likely, the inspector will also ask for a receipt for payment of the state duty, the amount of which in 2021 is 1,600 rubles, as well as a couple of copies of all originals in general.

If you apply for a temporary residence permit outside the quota, then those that confirm your basis will be added to the list of required documents. This could be a birth certificate (indicating the place of birth in the RSFSR), your child’s birth certificate (if you are applying for children), etc.

Under number two, indicate the date and place of your birth. Errors related to place of birth often occur here. The name of the country, region, city must be written as it was at the time of your birth. For example, if you were born in the Azerbaijan SSR, then write in your application - Azerbaijan SSR, and not the Republic of Azerbaijan, as it is called now. Fill out this item according to your birth certificate.

At the very top it asks about motives. In general, allocating a quota place for obtaining temporary residence permits is a kind of lottery. But there are categories of migrants whose chances are higher. These are people who have real estate in Russia, as well as foreigners who have close relatives (mother, father, husband, wife, child) with Russian citizenship or temporary residence permit/residence permit status. It is believed that it is easier for them to get a positive decision. Therefore, if you have such relatives, then in this section you can write: “Reunion with family. Mother is a Russian citizen.” If there are no relatives with a temporary residence permit, residence permit, or citizenship, then write: “Desire to live and work on the territory of the Russian Federation.”

In the first paragraph, write down your Last Name, First Name, and Patronymic in block letters.

In the second we indicate citizenship. Just enter the country of which you are a resident, for example, “Ukraine”. Filling out other data in this paragraph is not required.

We write the date of birth in any form. Typically the format used is day, month and full year of birth.

Fill in your place of birth as it appears on your birth certificate. Please note that if the name of a country or city has changed, then write the name that was current at the time of your birth and which is written on the certificate. For example, if the Azerbaijan SSR is indicated on the certificate, then this should be indicated in this paragraph. We indicate the city (town), district, region, country.

In the “National Passport” section, you usually enter the document number (with letters, if any), when it was issued, the issuing authority, and the validity period.

It is better to indicate the address of your intended place of stay as the one you have in your migration records. But you can enter another one. You won't break anything by doing this. Typically, filling out this item begins with an index, then comes the country (Russia), city, house, apartment. Sample in the photo.

Fill out your phone number in free form. If there is no telephone, then indicate the number of a relative or friend who will not mind being called from the migration department.

In the eighth paragraph you need to indicate whether you have previously applied for a quota place in order to obtain a temporary residence permit. If the answer is negative, then write: “Did not apply.” If you have previously submitted a petition, be sure to indicate. The format can be anything, for example: “Appealed once in 2020.” You can also indicate the dates of requests: “Contacted 2 times: 08.2018, 09.2018.”

In the ninth section, simply enter your marital status (married; single). You do not need to enter your spouse's details, if any.

The tenth paragraph provides a table where you need to enter close relatives with Russian citizenship. We are talking specifically about close relatives who are listed in the questionnaire. Aunts, uncles, sisters, brothers are not included here. If there are no such relatives, then in the “Degree of relationship” column write “I don’t have.”

In the eleventh section, by analogy with the previous paragraph, relatives who have a temporary residence permit or residence permit in Russia are entered.

In the education section, be sure to highlight what education you have received. Enter the name of the educational institution, graduation date, country where you received the graduation document, number of the diploma or certificate, when it was issued, and the specialty received.

Next, we enter information about official places of work. If you have not worked, then in the column with the date of admission, indicate the date of entry into the Russian Federation, in the column with the date of dismissal, write: “to date,” in the column “Position” write: “Temporarily not working.”

What to do if you have been refused a temporary residence permit or quota

In the income section there should be an amount of at least 12 subsistence minimums of the region in which you plan to receive a quota place and apply for a temporary residence permit. Usually the wording is written here: “Personal savings: 000,000 rubles” or “Personal savings in the amount of 000,000 rubles.” Certificates confirming income are required in some regions, but not in others. It is better to clarify this point with your department of the Ministry of Internal Affairs. For 2021 in Moscow, information about available income is not checked.

In the fifteenth paragraph you need to enter children if you are asking for a place for both yourself and a child. If there are no children, then write: “I’m not asking.”

At the end of the application, do not forget to put the date (the date on which you submit the application) and signature.

Point 5: passport information

At number five you need to provide information about your identity document. First write the name, for example, “foreign passport of a citizen of Ukraine.” Indicate the series, number (along with all letters and numbers), who issued it, and the date on which it was issued.

Note! Be sure to write down until what date the document is valid. Many foreign citizens forget about this. Because of such an error, the migration inspector will refuse to accept the application for a temporary residence permit.

Point 9: data on education in the Russian Federation

If you do not have a Russian education, or if you only graduated from school in the Russian Federation, then in paragraph 9 of the application for a temporary residence permit, write “I do not have.”

If you graduated from a university, college, or technical school in Russia, then indicate the year of graduation, the full name of the educational institution, the city in which you graduated from the university/technical school, specialty, type of education (higher, secondary specialized), number, and date of issue of the diploma. In some regions they also ask to indicate the city where the diploma was issued.

Filling out the form for a temporary residence permit requires detailed information about relatives. A separate sheet is provided for this - Appendix No. 1. It contains all the information about both living and deceased relatives.

It is important to follow the sequence: spouses are listed first, then parents, then children, and lastly sisters and brothers.

Note! In the column “Date and place of birth” we write the country as it was called at the time of the person’s birth, for example, the Ukrainian SSR.

In the column “Place of work, study” the following wording is used:

  • does not work;
  • pensioner, does not work;
  • retired, working (in this case, indicate the place of work, city, country, some departments also require you to register your position);
  • not organized - this is what they write if a child of kindergarten age sits at home and does not go to kindergarten;
  • pupil/pupil - this wording is used for kindergarteners; the name of the kindergarten where the child goes, the city, the country is also indicated. In some regions they don’t require you to write in such detail and it’s enough just to write the address of the kindergarten;
  • student/student - for schoolchildren, add the full official name of the institution, city, country. In some regions, it is enough to indicate only the address of the institution;
  • I don’t have information - unless you have information about a relative.

With or without a quota?

As you know, not everyone can obtain a temporary residence permit outside the quota. If we talk about older people, the end of work in itself is not a basis for applying for a temporary temporary residence permit “out of turn . In 2021, the list of grounds has been significantly edited and now includes the following items:

  1. Under 18 years of age or incapacity, when receiving a temporary residence permit together with parents or guardians.
  2. Graduation from a Russian university.
  3. Service in the Russian Army under contract.
  4. Marriage with a person with Russian citizenship.
  5. Investments in the Russian economy.
  6. Participation in resettlement programs.
  7. For citizens of Ukraine - refugee status or temporary asylum.

The first three reasons are clearly not suitable for people of retirement age. Participation in the resettlement program for pensioners is possible, but it must be taken into account that the regions are aimed at an influx of able-bodied citizens, so applications from pensioners may be rejected . Unless they serve them with working children.

At the same time, 2021 also brought positive news for foreigners who have reached retirement age. So, now those pensioners who:

  • were born in the RSFSR during its existence and had a Soviet passport;
  • have adult children with Russian citizenship and permanent registration;
  • they themselves, or their close relatives, were illegally deported from the Crimean Autonomous Soviet Socialist Republic;
  • have the status of an RN ;
  • have HQS status and continue to work;
  • want to continue working in the Russian Federation and are representatives of one of the professions from the “list” .

Please note: previously only disabled parents of Russian citizens could obtain a temporary residence permit outside the quota, but now even working parents can immediately apply for a temporary residence permit!

If you did not find a description of your situation in the lists above, then there is only one thing left to do - apply for a temporary residence permit under a quota.

Item 13: Criminal record information

Filling out the petition requires providing information about the presence of a criminal record, if it has not been expunged. This must be reported in paragraph 13. If there is no criminal record, then it is enough to write: “I have no.”

In the final part of the application, you need to list all the papers that you submit along with the application form. Photos do not need to be included in this list.

If you do not write Russian very well and are not sure that you can understand the form, then it is better to ask a friend to fill it out or contact specialists who help migrants.
