The Cabinet of Ministers of the Russian Federation has established the number of quotas for temporary residence permits for 2020. You can apply for a quota from February 1, 2020. The number of foreign citizens wishing to receive a quota is growing every year, but their number, on the contrary, is decreasing. If you have set yourself the goal of obtaining a temporary residence permit in Russia, we recommend that you do not delay submitting an application for a quota and prepare all the documents in advance. It is also very important to submit your application promptly and within the required deadlines.

In total, for 2021, 60,270 quotas have been established for the issuance of temporary residence permits. This is 23,210 units less than in 2021. Total in 2021 83,480 quotas were issued for obtaining temporary residence permits in the Russian Federation. As you can see, the downward trend continues and every year it will be more and more difficult to obtain a temporary residence permit under the quota.

List of allocated quotas for temporary residence permits

If a foreign citizen can only obtain a temporary residence permit under a quota, we advise you to submit an application for a temporary residence permit as soon as possible after the New Year holidays. For 2021, the number of quotas was distributed as follows:

  • Central Federal District - 10990, including Moscow - 2000;
  • North-West – 3480, St. Petersburg – 1200;
  • Southern Federal District – 4150;
  • North Caucasus District - 3400;
  • Privolzhsky - 6005;
  • Ural - 2500;
  • Siberian – 5100;
  • Far Eastern Federal District - 3700.

Important! If a subject of the Russian Federation has exhausted the quotas allocated by the Government, a foreign citizen will no longer be able to obtain a temporary residence permit this year.

If a foreign citizen does not know whether he needs a quota to obtain a temporary residence permit, it is worth turning to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” (07/25/2002). The full list of categories of citizens who do not need a quota is determined by paragraph No. 3 of Article 6.

  • Central Federal District - 17,500 pcs.
  • Northwestern Federal District - 5,000 pcs.
  • in Moscow - 2,000 pcs.
  • in St. Petersburg - 1,500 pcs.
  • Southern Federal District - 6,950 pcs.
  • North Caucasus Federal District - 5,000 pcs.
  • Volga Federal District - 9,210 units
  • Ural Federal District - 3,650 pcs.
  • Siberian Federal District - 8,000 pcs.
  • Far Eastern Federal District - 4,960 pcs.

Since 2021, the Republic of Crimea and the city of Sevastopol have been included in the Southern Federal District. Previously, they were part of the Crimean Federal District. For the Republic of Crimea and the city of Sevastopol, 1,200 and 300 quotas were allocated for 2021, respectively.

Application for quota for temporary residence permit

The standard form looks like this:

Acceptance of applications for a quota for the year begins on January 1. For a significant category of citizens, in order to obtain a temporary residence permit, you must first obtain a stamp indicating the allocation of a quota for it. The decision is made by the commission. Documents must be submitted to the migration authority at the Central Internal Affairs Directorate at the place of registration.

The application for a quota for a temporary residence permit can be filled out on a computer or manually. In the latter case, black paste is used, everything is written in clearly understandable handwriting, preferably in block letters. You must provide the following information:

  • the motive that prompted the foreigner to apply for a quota;
  • information about the applicant’s identity, full name, citizenship, place and date of birth, contact details;
  • passport (series, number, place and date of issue);
  • Family status;
  • information about close relatives who are citizens of Russia;
  • relatives who have a temporary residence permit or residence permit;
  • level of education, specialty, academic degree, educational institution;
  • work experience and income level on average per year;
  • if necessary, you must indicate your desire to obtain a quota for minor children;
  • The signature certifies the authenticity of the information provided.

Important! Be careful when filling out the quota application and check that the data is entered correctly. Errors, cross-outs, and blots can lead to a negative decision.

Algorithm for registration of temporary residence permit

The procedure for obtaining a temporary residence permit takes place in several stages:

  • Fill out the application in two copies.
  • Passing a medical commission and obtaining a conclusion about the absence of certain diseases.
  • Obtaining a certificate of knowledge of the Russian language, history and laws of the Russian Federation.
  • Payment of state duty for the provision of services.
  • Providing a set of documents to the relevant authorities.
  • Receiving a response on the issuance of a temporary residence permit in the Russian Federation.
  • Submission of biometric data.
  • Registration of a stamp in the national passport of a foreign citizen.
  • Registration at the place of permanent residence.
  • Identification of TIN.
  • Registration of notification of residence in Russia with permission.

In order to apply for a quota for a temporary residence permit, you need to collect documents. Their list is quite short:

  • completed application form;
  • main identification document, civil or international passport;
  • migration card with a registration mark upon arrival;
  • documents on the presence of family ties (children’s birth certificates, marriage/divorce/death of a spouse certificate, etc.).

Important! Please note that application forms for quotas in Moscow, St. Petersburg and the regions differ from the generally accepted standard. Additionally, there is space for pasting photos.

What documents are needed for a temporary residence permit?

Not everyone can receive a temporary residence permit. If you do not have good reasons to apply for a permit without taking into account the quota (read about the grounds in force in 2021 here), you can only hope that there are enough quota places allocated for this year for the Chelyabinsk region for you (more information about obtaining a quota is here) . To apply for a temporary residence permit, you will need the following papers:

  • 2 completed applications + 2 photos 35x45 mm;
  • original and certified translation of the passport;
  • certificate of no criminal record no more than 3 months old (for citizens of visa countries);
  • documents confirming the legal presence of a citizen outside his home state (these mean visas, MU, residence permit, etc.);
  • medical certificates;
  • documents on knowledge of the Russian language, the basics of history and legislation of the Russian Federation;
  • certificates confirming the existence of grounds to apply for a temporary residence permit outside the quota (marriage certificate, parents’ passports, etc.);

Deadline for reviewing quotas for temporary residence permits

Legislative acts have approved the time given to the relevant government bodies to consider applications for a quota for temporary residence permits. The decision is made within 30 days from the date of submission of the application. If a refusal is received, a foreign citizen has the right to re-apply for a quota. If the number of quotas in a given region is exhausted, applications will not be accepted.

The applicant is notified of the decision by letter or email to the specified email address. You can find out earlier on the official website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs.

When to apply for a quota in 2021

For Moscow, application submission is available at the MMC in Sakharovo from January 13, 2021.

You can submit an application:

January - 13, 14, 15, 16, 17;

February - 3, 4, 5, 6, 7.

March - 2, 3, 4, 5, 6.

April - March 30 and 31 and April 1, 2, 3.

Applications are accepted from Tuesday to Thursday from 9:00 to 17:00 and on Friday from 9:00 to 16:00.

Documents are accepted at the address: Moscow, 64th km of Varshavskoe Highway, building 1, building 47, entrance No. 1.

Applications for a temporary residence permit quota can be submitted from February to October 2021 inclusive. Applications are accepted the first week of each month. We recommend that you prepare all the necessary documents in advance so that you can quickly submit your application in February.

Why is it important to apply as soon as possible? A situation may arise that already in the first month of the year the number of applicants who submitted applications will exceed the number of quotas established for this region. This, for example, happened in 2021 in the Sverdlovsk region. Already on February 2, 2021, the acceptance of applications from foreign citizens and stateless persons who applied for a quota for temporary residence permits was stopped.

The number of people wishing to receive a quota is, as a rule, much greater than the number of quotas themselves. To avoid missing application deadlines and increase your chances of receiving a positive decision, pay attention to the following:

  • Pay special attention to collecting documents. Even if the list contains a minimum of documents, you should not treat this formally. The more complete the package of papers, the greater the chance that the quota will be granted. When indicating the place of work, it is worth attaching an employment contract, or even more effectively, a petition from the employer. If you have housing, you can attach an extract from the unified register and a rental agreement. The more evidence of business and family ties with the country, the higher the chances;
  • documents must be collected in advance. Naturally, the prerogative is those citizens who were among the first to submit an application. So this year, for example, in St. Petersburg, documents were accepted only until the end of January; all quotas were selected in a month;
  • follow the news on the official website of the State Administration on Migration Issues. There they not only indicate the start of accepting applications, but also about changes that have occurred in filling out, as was the case last year.

Important! All documents and their copies that are submitted along with the application must have a notarized translation.

It’s certainly easier to get a temporary residence permit without a quota, but if you submit an application immediately after the “start” date is announced, it’s quite possible to get a quota.

How to apply

The completed package of documents must be submitted along with the application:

  • in person at the regional unit of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs at the place of permanent registration of the foreigner;
  • in any branch of the MFC in Tyumen;
  • via the Internet on the State Services service portal (the service does not work in every region).

The application must be filled out personally by the foreigner. The document contains only reliable information; otherwise, consideration of the application for a temporary residence permit in Russia will be refused.

List of documents:

  • two photographs 35x45 mm that meet established standards. Stateless persons must provide 3 photos;
  • ID card (passport). People without citizenship are identified without presenting the specified documents;
  • a medical certificate from a public or private clinic confirming that the subject does not have infectious diseases;
  • a certificate confirming no criminal record;
  • a tear-off spine of the VP form issued by the receiving party;
  • unexpired migration card;
  • a certificate confirming knowledge of the Russian language or a diploma of completion of a secondary or higher educational institution.

Requesting permission for temporary stay outside the quota requires the submission of documents that confirm this right.
