- for the city of St. Petersburg - 1,500 quotas have been allocated for 2021 (the same number of quotas for temporary residence permits were issued in 2016)
- Southern Federal District - for 2021 there are 11,600 quotas (in 2016 - 10,450)
- North Caucasus Federal District - for 2021 there are 6450 quotas (in 2021 - 7250)
- Volga Federal District - for 2021 there are 19,050 quotas (in 2021 - 19,500)
- Ural Federal District - for 2021 there are 7570 quotas (in 2021 - 8350)
- Siberian Federal District - for 2021 there are 17,020 quotas (in 2021 - 21,050)
- Far Eastern Federal District - for 2021 there are 6430 quotas (in 2021 - 8880)
Please note that in 2021 there was a Crimean Federal District which included the Republic of Crimea and the city of Sevastopol, in 2021 they were included in the Southern Federal District and 1,500 quotas were also issued for the Republic of Crimea, and for the city of Sevastopol 100 RVP quotas are less - 300 quotas (in 2021 - 400).

The Russian Government Approved the Quota for RVP for Foreigners for 2021
November 2, 2015. Moscow. RUSSKG.RU – The Russian government has approved a quota for temporary residence (TRP) of foreign citizens and stateless persons in Russia for the new year 2016.
Order of the Government of Russia dated October 29, 2015 No. 2197-r for 2021 establishes a quota for issuing 125 thousand 900 temporary residence permits in the Russian Federation to foreign citizens and stateless persons with distribution among the constituent entities of the Federation in accordance with their applications (in 2015 the quota was 151 thousand 175 permits, in 2014 - 146 thousand 627 permits). Compared to 2015, quotas were reduced by almost 25.3 thousand. It is worth noting that during the year a number of Russian regions ask to increase quotas and the Russian government, as a rule, approves the requests. So this year, the quota for issuing temporary residence permits in Russia to foreign citizens and stateless persons was increased from 128 thousand 55 permits to 151 thousand 175 permits. Quotas for Moscow, St. Petersburg, the Crimean Federal District, and the Kaliningrad Region did not change compared to 2015 and amounted to 2000, 1500, 1900 and 4000 permits, respectively. Traditionally, this government decision is prepared by the Federal Migration Service of Russia in order to implement paragraph 2 of Article 6 of the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” and part one of Article 258 of the Federal Law “On the procedure for leaving the Russian Federation and entering the Russian Federation”. The size of the quota for 2021 was established on the basis of proposals received by the executive authorities of the constituent entities of the Federation before October 1 of this year, prepared taking into account the migration situation and economic situation in each specific region. The order is aimed at increasing the efficiency of regulation of migration processes and ensuring uniform application of legislative norms on the formation and establishment of quotas for the issuance of temporary residence permits to foreign citizens and stateless persons in Russia as a whole and in each region. A temporary residence permit is a confirmation of the right of a foreign citizen to temporarily reside and work in Russia. Now, as a rule, it is issued by those foreigners who in the future expect to receive a residence permit in the country, and then citizenship. A temporary residence permit in Russia is issued for three years, extension is not provided. We also remind you that without taking into account the quota approved by the Government of the Russian Federation, a temporary residence permit can be issued to a foreign citizen: 1) born on the territory of the RSFSR and formerly held citizenship of the USSR or born on the territory of the Russian Federation; 2) recognized as disabled and having a capable son or daughter who is a citizen of the Russian Federation; 3) having at least one disabled parent who is a citizen of the Russian Federation; 4) married to a citizen of the Russian Federation with a place of residence in the Russian Federation; 5) who has made investments in the Russian Federation in the amount established by the Government of the Russian Federation.
