Obtaining a document upon birth

How to obtain a passport for citizens located outside the Kyrgyz Republic
STEP 1. If you are outside the Kyrgyz Republic, to obtain a general passport you need to contact the diplomatic mission (embassy) or consular office of the Kyrgyz Republic (hereinafter referred to as the foreign office) in the country in which you are staying.
STEP 2. To obtain a general passport at foreign institutions, you need the following list of documents:
- an application form filled out by the responsible employee of the foreign institution;
- 2 color photographs, with a clear image of the face, on a white background, on glossy paper, 4x6 cm in size for completing the application form on paper;
- receipts confirming payment for registration, production and issuance of a general passport, provided for by the legislation of the Kyrgyz Republic (persons exempt from paying state duty in accordance with the legislation in the field of state duty do not pay state duty).
In addition to the above documents, the following documents are submitted: 1) when applying from one of the parents or other legal representative of a person under 16 years of age:
- birth certificate of a person under 16 years of age;
— an application filled out and signed by one of the parents or other legal representative of a person under 16 years of age (the application states the reason for obtaining a general passport).
If one of the applicant’s parents is a citizen of a foreign state, it is necessary to submit his notarized consent, apostilled or legalized, if this procedure is provided for by international treaties that have entered into force in accordance with the procedure established by law, to which the Kyrgyz Republic is a party, for the issuance of a general passport for a citizen under 16 years of age; 2) when applying from a person who has reached the age of 16:
— passport of the 2021 sample or a passport of a citizen of the Kyrgyz Republic of the 2004 sample (if available) or birth certificate; 3) when applying to a citizen exchanging a general passport:
a) due to the end of the pages for visa marks, upon expiration of the validity period:
— a general passport subject to exchange;
b) in connection with a change in personal data or the discovery of erroneous entries in the civil passport:
— a general passport subject to exchange;
— birth certificate or certificate of change of surname, name, patronymic, certificate of registration or divorce, death certificate of a spouse;
c) in case of damage to a general passport:
- a damaged general passport, subject to exchange.
If it is impossible to establish the identity of the applicant and the details of the general civil passport, the responsible employee of the foreign institution sends a request to the subordinate unit to request a copy of Form No. 1 for the previously issued general passport; 4) upon receipt of a second general passport at the request of the applicant or in connection with the end of the visa pages and the presence of a valid visa of a foreign state in the general passport, the validity of which has expired or is about to expire:
- general passport;
5) in case of loss of a general passport:
— passport of the 2021 sample or a passport of a citizen of the Kyrgyz Republic of the 2004 sample (if available) or birth certificate.
If it is impossible to establish the identity of the applicant, the responsible employee of the foreign institution sends a request to the subordinate unit to request a copy of Form No. 1 for the previously issued general passport.
An application form drawn up by an employee of a foreign institution, and receipts confirming payment for the registration, production and issuance of a general passport, are sent to the authorized body in the field of foreign affairs.
The authorized body in the field of foreign affairs sends, via courier communication, the application form and receipts received from the foreign institution, confirming the payment for the registration, production and issuance of a civil passport, to the subordinate unit. The subordinate unit produces and sends the prepared general passport via courier to the authorized body in the field of foreign affairs within 5 working days.
The authorized body in the field of foreign affairs, through the diplomatic mail, sends to foreign institutions the prepared general passports from which the application forms were received.
STEP 3. Come to receive a general passport at a foreign institution on the specified day and time.
Important! The general passport is confiscated from you upon receipt of a new general passport, with the exception of cases of registration of a second general passport.
Damaged application forms on paper are sent by foreign institutions to the authorized body in the field of foreign affairs (with a receipt of payment for the form of the specified application form) to be sent according to the inventory to the subordinate unit for destruction.
If you have declared the loss of your general passport and then find it, then an employee of the foreign institution, at your request, either notifies the authorized body to cancel the production of the passport, or confiscates the found passport from you.
The responsible employee of the foreign institution who receives documents, in case of detection of corrections and signs of forgery in the submitted documents, informs the management of the foreign institution within one day, draws up an act in 3 copies, one of which is sent to the authorized body in the field of foreign affairs for transfer to law enforcement agencies of the Kyrgyz Republic, the second copy is stored for two years in a foreign institution, the third is issued to the owner of the document.
If you do not appear at the foreign institution to receive a general passport within the specified period, the responsible employee of the foreign institution finds out the reason for your failure to appear or sends you a written notification. These actions are subject to mandatory activation. If you do not appear after 6 months, the responsible employee of the foreign institution sends your general passport to the authorized body in the field of foreign affairs with the corresponding act attached. The authorized body in the field of foreign affairs sends this general civil passport to the subordinate unit for further storage for 3 years.
At the end of the specified period, unclaimed civil passports are destroyed.

Naturalization procedure

What the new biometric passport will look like in Kyrgyzstan
It is known that the main difference between the new passports will be the presence of a microchip built into the ID card. The following information will be stored in electronic format on it: biometric data (fingerprints), driver’s license, pension book, bank account, medical record, marital status, registration. Resident card
Residence permit (residence permit) is a mandatory document, the registration of which allows you to legally live and work in Kyrgyzstan. For unhindered receipt, you need to renounce Russian citizenship (therefore, you need to decide which is better: Kyrgyzstan or Russia).

Simplified scheme for becoming a citizen
Ethnic Kyrgyz have the right to use a simplified procedure. In this case, there is an obligation to prove your origin.

- the government allows the use of an urgent procedure for assigning citizenship to persons who have special merits to Kyrgyzstan;
- If a person decides to get married, then citizenship is issued according to an accelerated procedure. However, if the check reveals a fictitious marriage, refusal and other unpleasant consequences will follow;
- the issuance of citizenship has been simplified for people from the CIS.
The easiest way to obtain a Kyrgyz passport is for those who were already citizens of the country (it is enough to restore it). For these categories, the continuous period of residence has been reduced to 5 years.
The package of documents includes:
- confirmation of solvency;
- identification;
- certificates confirming connections with the indigenous population;
- residence permit;
- diploma of education;
- marriage registration certificate (if available).
Additionally, a certificate is provided that confirms the renunciation of current citizenship.
Please note: in order to obtain Russian citizenship, a citizen of Kyrgyzstan must additionally prepare a certificate of proficiency in the Russian language, history and law.
Simplified procedure
In general, it is worth understanding that the procedure for obtaining a civil passport is a long and very complicated process. But in certain cases, obtaining residency can be accelerated.
Such cases include the following:
- The presence of Kyrgyz nationality in a potential applicant. If, according to his origin, a citizen can call himself Kyrgyz, but in fact is a citizen of another country, then he has every reason to receive a Kyrgyz passport through a simplified procedure.
- The presence of certain merits of a special nature to the republic.
- Marriage with a citizen of a given country.
- Availability of a civil passport of Russia, Kazakhstan, or Ukraine. Moreover, the potential candidate must have lived in these countries either before the collapse of the USSR or at the time of filing the application.
- Restoration of citizenship.
All of the above reasons are sufficient grounds for acquiring citizenship through a simplified procedure.
At the same time, it is necessary to take into account that in most of the listed situations, residence in the territory of Kyrgyzstan can be reduced to a minimum period. In particular, the applicant will have to live for 5 years or less.

Possibility of dual citizenship
An agreement was signed between Russia and Kyrgyzstan that allows for dual citizenship. Residents of other countries must initially renounce their citizenship. If the established rule is ignored, an immediate refusal will follow from the local representative office of the migration service.
To obtain Kyrgyz citizenship, a person must continuously reside in the territory of the republic for five years, know the Kyrgyz language sufficient for communication, and have a source of livelihood. Citizens of the Russian Federation can have dual citizenship, that is, a Russian can be a full citizen of the Republic of Kyrgyzstan and vice versa.
