General photo requirements


Receiving a documentAccording to Federal Law No. 115 of July 25, 2002 “On the legal status of foreign citizens in the Russian Federation,” a standard package of documents with photographs is provided to obtain a permit.
One of the main conditions is compliance with the size 3.5×4.5 cm. It is allowed to provide it in color and black and white versions. There are standard requirements for photos on RVPs that the card must meet. In addition to general conditions, there are specific ones. Size

The image can be black and white or in color. It is important to consider the standard parameters. The head is 1.8-2.5 in width and 3.2-3.6 cm in height. The size of the photo on the RVP in 2019 is 3.5 × 4.5.

Number of shots

It all depends on the state from which the migrant or stateless person comes.

  1. Those who arrive from countries with a visa regime need the most photographs. 4 photos required.
  2. Stateless persons submit 3 photographs.
  3. An applicant with whom Russia has a visa-free regime must provide 2 photographs.

Despite the latter, at least 3 photographs are required, since one of them is pasted into a personal file. This is a separate requirement of the local migration service, without which they may refuse to accept documents.

Why do you need to observe the dimensions for photos on the RVP?

The application form has a frame allocated for a photo card. The image should fit in this window like a glove. According to the requirements of migration officers, the dimensions of the photograph that will be accepted are 35 mm in width and 45 mm in length.

The rules even specify how much space the head should take up on the card.

“The photograph must show a close-up view of the head and upper shoulders of the applicant (the person in respect of whom the application is being made), and the distance from the top of the head to the chin should not be more than eighty percent of the size of the entire image (vertical frame),”

The requirement is quite understandable: if the size of the photo complies with the rules, but the person in it is far away, then it will be difficult for employees to distinguish his facial features.

Rules for making photographs

Before taking a photo to obtain a temporary residence permit, you must remove excess items. We are talking about what can block the face and interfere with identification. But there are some exceptions. This applies to those who do not remove their glasses. Deeply religious people are also taken into account. They can take photos wearing hats that do not hide their faces.

On paper

You must contact the territorial office of the Main Department of Migration Affairs of the Ministry of Internal Affairs located at the place of official registration. Submit a completed application form and documents, which should include photographs. They are printed in accordance with established requirements in quantities of 3-4 pieces depending on the location of arrival and the basis.

Electronic application submission

If it is not possible to attend in person, it is possible to send information through the official portal of State Services. The website has a function for submitting an application in electronic format. Scanned copies of documents are attached and a special form is filled out on the website.

  2. The main parameters are 34x45 mm.
  3. Retouching is not allowed. If defects appear during printing, the job will be re-run.
  4. 60% of the photo is taken up by the face.
  5. Head size - 3.2-3.6 in height, 1.8-2.5 in width.
  6. Color or monochrome photos are allowed.
  7. There should be no red-eye effect.

What other requirements are there for photos on the RVP?

The conditions for photographs on a temporary residence permit are no less than for photographs on a passport:

  1. When shooting, look straight into the camera - your face should be photographed from the front. Keep your head straight—tilts and turns are not allowed.
  2. Photos can be either black and white or color, but they must be taken on matte paper.
  3. The photo must correspond to the age of the applicant; photos from five years ago will not be suitable.
  4. The person in the photo should be calm. Even if you have the most charming smile, the photograph on the RVP should be taken with a neutral facial expression.
  5. Scarves, caps, hats, and bandanas will have to be removed during filming. Cards with a headdress will only be accepted from people whose religion does not allow showing up with their heads uncovered.
  6. The background is only white, without stripes, spots, shadows or foreign objects.
  7. An image with a red-eye effect will also not be suitable for a temporary residence permit form.
  8. The card should not have frames, rounded edges or other additional effects - everything is strict and official.

In addition, the face should be placed frontally, open with clear features. The expression is calm, without smiling or partly open mouth. Daylight coming from a window is considered ideal. But it is permissible to use a high-quality lamp if it gives a uniform glow. If this requirement is not met, photographs will not be allowed.

Background

It should be light with a gray or blue tint. Shading of any kind will not be accepted. When contacting a specialist, pay attention to this factor.

Availability of headgear and glasses

The presence of additional elements will be superfluous. The oval of the face remains open. But it is possible to wear a headdress according to religious beliefs. As for glasses, they can be optical if a person wears them for medical reasons all the time. They can only use clear lenses. The use of sunglasses of any shade is not permitted.

Technical requirements for photography

For photo studio specialists, the request to take a photo for a temporary residence permit is not the most common, so it is advisable not only to know the requirements for the photo in advance, but also to voice them to the photographer.

  1. The photo must be current, preferably taken no more than six months before the application, but if you have not changed in appearance (your hairstyle remains the same, no scars have appeared, etc.), then no one will check the actual date of the photograph.

  3. The photo is not retouched, corrections and printing defects are unacceptable.
  4. The face takes up approximately 60% of the photo.

The image itself in the photo must meet the following standards:

  • The background is light: light gray, light blue.
  • The face is strictly frontal, without turning or tilting the head.
  • Large accessories that block facial features are inappropriate.
  • The face is open and facial features are clear.
  • The facial expression is calm, mouth closed, no smiles.
  • Headdresses are permissible only for religious purposes, worn according to beliefs, but they should not cover the oval of the face.
  • Optical glasses or a medical eye patch are required for those who wear them regularly for medical reasons, but the lenses must be clear. Sunglasses are prohibited.

What it should look like

There are a number of requirements that can be used to immediately determine whether a photograph is suitable for submitting an application. The following conditions apply.

  1. The photograph is prepared on matte paper. A glossy image is practically not scanned and is blurred.
  2. A full-face position is allowed, and the face should occupy about 60% of the total area. Turning or tilting the head or using jewelry that covers the face is not allowed.

It is advisable to use a photo taken right before applying. This condition is not very significant for adults, but if the child is small, it can be critical.

If they prove the importance of wearing a headdress, then they are allowed to be photographed in it, provided that the oval of the face is clearly visible.

What should the photo look like?

A sample photo for a residence permit or temporary residence permit must meet the following general requirements:

  • Facial image parameters: 30-32 mm in length, 18-25 in width. In total, it should occupy no less, but no more than 70% of the picture, the location should be strictly in the center;
  • the person depicted must be without a headdress, unless wearing one is prescribed by religious beliefs. In any case, the oval of the face should be clearly visible, no part of it should be hidden by a shadow or by the headdress itself;
  • Photography with glasses is not allowed. If they are necessary for health reasons and are constantly used, photos should be taken with glasses with thin frames and transparent lenses;
  • background – light;
  • eyes should be open, eye color should be well defined;
  • You are not allowed to smile in the photo; your facial expression must be calm.

Do not forget that the photograph should not be more than 120 days old at the time of submission of documents. In addition, today most migration service branches are equipped with special equipment that allows you to take a photo right at the place of application in just a few minutes.

Rules for taking a photo

In order to legally live and work in the vast expanses of the Russian state, it is necessary not only to comply with many formalities, but also to provide a list of papers strictly regulated by law, on the basis of which a temporary residence permit or permanent residence permit will be issued.

The most important among them, already at the initial stage (in the process of registering a temporary residence permit), can confidently be called a certificate of income, proof of residence, a certificate of passing an exam and a medical report on the state of health.

Alternatively, you can bring the photo with you on electronic media, for example, on a flash drive. In this case, adhere to the following rules:

  • photo format – jpeg;
  • file size – no more than 300 KB.

The requirements for the image itself remain unchanged. The size of the photo on the residence permit and on the temporary residence permit for the photo that will be printed from a portable device must correspond to the same parameters - 35 by 45 mm.
