What is an electronic passport?
An electronic passport is a new identity document that the Russian Government plans to introduce everywhere soon. It is a compact plastic card with a built-in chip. Like the previous document, the electronic passport will contain a photograph of the owner and personal information about him. In addition, it contains the following information:
- TIN;
- SNILS;
- driver's license information.
However, such data will not be contained on plastic, but on a chip.
In addition, unlike the paper version, the electronic version of the document will contain several photo options. One is placed on plastic, the rest are in the chip. Pictures are taken from different angles . Other information is recorded on the chip:
- fingerprints;
- photograph of the iris of the eye.
This information will make it possible to quickly identify a person and protect the electronic passport of a citizen of the Russian Federation from forgery.
A new passport will need to be changed every 10 years. In addition, unscheduled replacement is allowed in the event of loss of a document or change in personal data.
Advantages and disadvantages
An electronic passport has the following advantages:
- compact dimensions allow you to store plastic in a wallet;
- is moisture resistant;
- resistance to mechanical damage;
- a unified database of not only all information about the owner, but also the owner’s document - TIN, SNILS and others;
- the period of receipt at the place of stay, and not at registration, is reduced from 60 to 10 days;
- Possibility to submit an application remotely.
However, a plastic ID card also has disadvantages:
- Short operational period. This is due to the constant use of plastic. Due to rapid wear and tear, the ID card will have to be replaced frequently. However, as practice shows, if the document is used daily, the plastic will have to be changed every couple of years.
- Fragility. Despite the fact that the document is much stronger than a paper book, carelessness can lead to breakage of the plastic. This situation especially often arises due to carrying a passport in your pocket.
- Damage to the chip makes it impossible to use the ID cards for their intended purpose. In addition, data about the owner cannot be read if a special device is not working and in the event of a power outage.
- If an electronic passport of a Russian citizen falls into the hands of fraudsters, they will have access to all information about the owner. This will lead to unpredictable consequences.
- Not all localities will immediately have reading devices. This means that the plastic cannot be used for its intended purpose.
Despite the shortcomings, citizens will not be able to refuse to receive an electronic passport.
The Russian government, when the project comes into force, will oblige all persons over 14 years of age to receive a new type of identity card, and owners of paper documents will have to exchange them for a plastic version.
What problems can you encounter when preparing documents for State Services?
As a rule, if you follow the recommendations of the portal, the process of submitting an electronic application proceeds normally. It is necessary to fill out a special form in which you will need to indicate information about the applicant and attach scans or photographs of supporting documents.
This can be done both from computers and laptops, and from mobile devices (Android phones, iPhones, tablets). For the latter, the official State Services mobile application is available in the Play Market and AppStore .
As practice shows, it is at the stage of downloading files that various kinds of problems can arise. Mainly due to the inconsistency of the attached document with the requirements of the State Services. The agency puts forward standardized formats for all uploaded files.
If photographs of documents need to be processed urgently, and with a guarantee of approval by State Services, then you can order file editing from us. You can take photos of documents with your phone camera. To order, click on the button below.

If the file does not fit within these requirements, the portal will report an error. Sometimes this really gets on your nerves, but at the same time, you need to understand that the established standards exist for a reason, but are necessary to ensure stable, automated operation of the portal.
Rice. 5. Image height resolution is less than the minimum acceptable - 640 px |
Why can’t I upload scanned copies of documents on State Services? Most often, the problem lies in the file itself, although there may also be temporary technical difficulties on the part of the portal.
If a user tries to send a scan or photo that has not been brought to a single standard, this will cause difficulties both from the technical side (databases may not cope with uncompressed files) and from the department employees themselves, who will have to do additional work to bring the data to the established standards .
Before adding one or more documents to the State Services portal, it is necessary to bring all files to a certain standardized form. If this is not done, there will be an automatic refusal to accept the electronic application.
As a rule, the reasons for refusal can be formulated in both very specific and general phrases. For example, error messages might look like this:
- Something went wrong;
- Error verifying identity document data;
- Error sending an electronic application to the department;
- The maximum permissible file size (volume) of 5 MB (5120 KB) has been exceeded;
- Files of at least 10 KB and no more than 10 MB are allowed;
- The image height resolution is less than the minimum acceptable - 640 px ;
- The width of the image resolution is less than the minimum acceptable - 480 px.
Behind the wording of these errors there can be a variety of problems with the documents being downloaded. More detailed explanations can be obtained by contacting the portal support service, or you can find out from the response letter, in which department employees will indicate specific shortcomings that require correction.
If you do not have the time or desire to deal with this yourself, then you can delegate the solution to this issue to our specialists. We will quickly identify all errors in the uploaded files and eliminate them, with the subsequent guarantee of approval of the application on the State Services.

For example, a letter from the portal support service may contain the following content:
Your application has been rejected. Please note that the weight of the attached document should not exceed 240 KB (kilobytes). Scanned copies of documents must be legible. Technical support service of the portal of the Main Directorate for Internal Migration of the Ministry of Internal Affairs of Russia (Main Directorate for Internal Migration)
Thus, from the letter it is clear to us that the problem is that the volume (weight) of the file that needs to be attached is too large, but it does not fit into the required characteristics (in particular, the size exceeds the permissible limit).
The same errors may occur for other parameters, such as file resolution or format. How to be in this case?
Next, we will look at why, when uploading a scan of a document, the site gives an error - “ The file cannot be loaded because the size is too large ,” and how it can be compressed for further sending to the State Services.
If photographs of documents need to be processed urgently, and with a guarantee of approval by State Services, then you can order file editing from us. You can take photos of documents with your phone camera. To order, click on the button below.

Below are the most common reasons for refusal to consider an application due to non-compliance of the uploaded documents with the department's requirements:
- The file format does not correspond to the generally accepted ones in State Services (usually JPEG, PDF, TIFF, RAR, ZIP;
- Pages of uploaded document scans are difficult to read;
- The weight or size of the attached files is greater or less than the required values;
- Insufficient image resolution in dots per inch (dpi);
- Not all required pages of the document have been sent (for example, certain completed passport pages with up-to-date information are missing)
Rice. 6. Error when uploading a scanned copy of a document on the State Services portal - Maximum allowed file size - 5120 KB |
Based on one or another error, it is necessary to edit the scanned copy or photograph of the document so that it meets all the requirements of the State Services portal. And for this, first of all, you need to know the technical parameters in order to insert the file into the application without problems.

When is the widespread change of documents planned?
Until now, even at the government level, the issue of when they will start issuing an electronic passport for a citizen of the Russian Federation has not been resolved. It is unknown when exactly the widespread replacement of paper passports with electronic documents will take place. Preparations for the procedure began in 2013. At this time, a project to replace documents was adopted, but so far it has not been implemented, although it provided that in 2021 citizens of the Russian Federation will begin to receive new passports. According to plans, by 2030 electronic ID cards will have to completely replace paper versions. At the same time, regular passports will be valid until 2035.
However, the deadline for introducing electronic documents has been postponed. It was first postponed to 2021, and then to 2021. Now they say that the issuance of electronic passports will begin in 2023. However, the information has not been confirmed.
How much will it cost the Russian Federation to issue new identity cards?
For such a large-scale undertaking as the introduction of layer passports on the territory of the Russian Federation , with the beginning of the introduction of the initiative, a certain budget has already been provided. It is reported that at the moment the implementation of the project will cost the federal treasury 144 billion rubles. Such costs will be fully justified, the authorities assure.
As planned, every citizen will be able to use the new passport in a format - plastic or electronic. The latter will be a mandatory addition to the original document, but its receipt with further activation is possible only with the consent of the person.
Who needs to get a new passport?
When the new document is introduced, gradually all citizens of the Russian Federation will be required to switch to it. The Government will allow several years for this procedure. However, some people will be required to obtain an electronic passport immediately after its introduction . These include:
- citizens of the Russian Federation whose age has reached 14 years - in this case, instead of a paper booklet, they will immediately receive a plastic card;
- persons whose old document has expired;
- Citizens aged 20 and 45 will also be the first to receive an electronic passport in Russia (in accordance with current legislation, a change of identity card is required).
In addition, an electronic document must be received after its entry in the following cases:
- wear and tear of the old ID card;
- damage to the passport;
- loss of a paper book;
- upon official gender change of a citizen;
- changing the personal data that needs to be entered into the new passport;
- if incorrect information was entered into the previous document.
When will Russian citizens be able to receive a new passport?
The idea to create a new format for the main document for Russian residents appeared in the government back in 2021. According to government officials, this measure will be a huge breakthrough in the development of the country's infrastructure.
The Ministry of Telecom and Mass Communications was closely involved in the development of such an important document for every Russian. The draft version of the document has already been approved by Vice President of the Russian Federation Maxim Akimov. Unfortunately, government officials cannot yet decide on the specific format of the final document.
They are actively planning to issue new identity cards to Russians next year, 2021. Thus, just four years after the start of this process, the old-style documents will no longer be issued. The full transition to passports in the form of a plastic card will be completed by the end of 2028. Considering the fact that about 142 million people currently live in the Russian Federation, this period is as short as possible for all citizens to receive documents.
Main functions of the new document
Before making an electronic passport for a citizen of the Russian Federation, it would not hurt to understand all its properties. The new document retains all the functions of the paper version. The main purpose of plastic is to verify the identity of the owner. However, the functions of the new document have expanded significantly. With it you can:
- pay for a ticket on transport, but only if you have a reading device;
- pay for services in medical institutions;
- register at a new address remotely;
- receive information about the owner’s documents such as SNILS, TIN, driver’s license;
- register a legal entity without a personal visit to the relevant institution, but online;
- take part in elections;
- deposit money on payments;
- open a bank account remotely.
Necessary documents for obtaining a biometric passport in the Russian Federation
When applying for a new identity card, a Russian citizen is required to have a package of certain papers with him. These include an application for a replacement passport, an old document, a tax receipt, a birth certificate, a marriage/divorce certificate, if any. In addition to the required papers, you can also provide those that the applicant deems necessary. It is allowed to have a driver's license, an insurance certificate from the Pension Fund of the Russian Federation, a compulsory medical insurance policy, SNILS, and payment documents.
An important nuance when applying for a new passport is the need to take a photo of the applicant at the time of his application to the relevant authorized body. This means that, as before, providing two photographs of a certain format is no longer required. This procedure significantly saves time and simplifies obtaining documents.
Rules for obtaining and changing an identity card
Today, not a single citizen of the Russian Federation knows how to obtain an electronic passport of a citizen of the Russian Federation. The fact is that the project was accepted, but its implementation has not begun. The platform for changing documents is not properly prepared.
A paper ID can be obtained from the nearest passport office. In this case, an application for issuing a document can be submitted through an microfinance organization. As for the new identity card, the authorities have not yet been able to decide where exactly it will be issued. Now they are considering two options - at the passport office and also at the multifunctional center.
In addition, you can apply for an electronic passport through the State Services portal. This opportunity will be available to registered citizens. To create a personal account on the portal, you need to fill out a form indicating personal and contact information, as well as information about your identity card and SNILS. After checking the data, the system creates a personal account. It is through him that you can apply for a new document. However, it will only be possible to pick it up at the Ministry of Internal Affairs or a multifunctional center. No final decision was made on this issue. So for many it is still unclear what an electronic passport is.
According to the Decree of the Government of the Russian Federation, the following documents will be required to obtain an electronic passport:
- application – the form for this paper has not been accepted and is still under development;
- individual taxpayer number;
- green plastic card issued by the Pension Fund;
- birth certificate or previous identification document;
- several photographs – the number and requirements for photographs have not yet been approved;
- men will also need military ID.
An electronic passport is a new type of identity card with expanded functions. The project to replace paper media with plastic cards was approved a long time ago, but has not yet come into force. To date, there is also no information about when the issuance of new passports will begin. When the project starts, citizens will be informed in advance.
Opportunities provided to holders of the new type of identity cards
The future document will be a universal electronic map with many convenient functions and capabilities. The functions of each specific identity card will depend on what data its owner provides about himself.
Among the main advantages are the ability to pay for travel on public transport, make an appointment with a doctor, and register for registration. In addition, it will be possible to remotely file a lawsuit, make electronic payments, conclude electronic transactions, register an individual entrepreneur or LLC, vote in elections and open a bank account. In fact, the owner of a new document will receive many privileges if he provides complete information about his identity as correctly as possible.
