Help and advice in obtaining a Russian passport

The main document of a citizen of the Russian Federation is a passport. A number of cases require urgent exchange. Each situation has its own exchange procedure and package of certificates. It is important to know how you can quickly change your Russian passport - the State Services portal or contacting the MFC will help you save time and nerves. Don't neglect or delay the change. In everyday life, without an identity card, it is impossible to resolve many issues. In addition, untimely replacement leads to administrative liability.

Reasons for replacement

Every person has life situations that require an urgent replacement of their Russian passport. The most common cases:

  • wedding, which leads to a change of surname;
  • establishing paternity;
  • changes in appearance during surgical interventions and much more.

A document of a citizen of the Russian Federation damaged for various reasons must be urgently replaced. If some pages are lost, burnt or frayed, the text of the entries is damaged making it difficult to read the information, or a small child with a felt-tip pen in his hands has found access to the document - all this is a reason for an urgent replacement.

Also, in cases where the information contained in the identity card changes, the passport is urgently changed. Knowing the procedure and the required package of documents will make life easier, minimize hassle, and save time and money.

When to replace

The Regulations on the Passport of the Russian Federation provide for the following situations:

  • reaching the age of 14, 20 or 45 years;
  • change of surname (wedding);
  • changing the first name or patronymic at the personal request of the citizen;
  • change in appearance;
  • damage, unsuitability;
  • document theft or loss due to negligence;
  • Errors were discovered when receiving the passport.

Passport age

In the Russian Federation, the procedure for obtaining and replacing a passport, according to the law, is carried out in the prescribed manner upon reaching the following age threshold:

  • 14 years old;
  • 20 years;
  • 45 years.

Other cases involving the replacement of a passport are described in Decree of the Government of the Russian Federation dated July 8, 1997 N 828 (as amended on November 18, 2016). A more detailed description of the procedure for obtaining a document and responsibility for failure to receive it at the age of 14 is described in the section “Obtaining a passport at 14 years of age.”

In emergency cases, change your passport as quickly as possible

Replacement by age

Exchange by age - every citizen is obliged to replace his identity card in a timely manner upon reaching the age stipulated by the law of the Russian Federation. At the moment this is an achievement of 20 and 45 years. The procedure for obtaining a new one takes 1 calendar month (if desired, you can issue a temporary passport during this time). Failure to comply with the deadline may result in a fine.

Replacement upon marriage

Urgent receipt of a Russian passport is necessary upon marriage, and is associated with a change of surname. The package of documents should be supplemented with a marriage certificate. You must apply no later than one month after the wedding. If you delay resolving this issue, you may receive a fine.

Exchange of a damaged passport

To exchange if some pages of a valid ID are lost or the entire document becomes unusable, you should collect a package of certificates and contact the police department at the place of registration. The issuance period ranges from 10 to 14 days. It won’t work faster, since you’ll have to wait until they make a new one.

You should not contact dubious companies that advertise the production of an urgent passport in 1 day. You may be left without money and papers. Since the received document will not be considered official, but it is definitely declared invalid.

Responsible for issuing “stamp books” are government agencies that have the right to issue and replace.

Exchange due to changes in information

When establishing paternity, with a change in the first name, patronymic or last name, the document must also be urgently replaced. The following is added to the package of securities presented for exchange:

  • a certificate from the Civil Registry Office indicating new information;
  • certificate of paternity establishment.

The passport production time remains the same - from 10 to 14 days. Changing your first name or patronymic is possible at any age. In this case, you must provide a certificate of paternity.

When is it needed and by what time should it be done?

Current legislation establishes a fairly strict time frame during which a citizen must contact government authorities to replace an existing passport. Thus, a person first receives his identity card at the age of 14, after which he changes it when he reaches the age of twenty.

The new document will be valid for 25 years until the next replacement, unless some other circumstances arise that require an urgent change of the document to a new sample.

Thus, there are many reasons why a citizen can apply to government authorities to replace his passport, in addition to directly reaching a certain age, and these are:

  • changing certain information specified during the initial registration of the passport;
  • detection of wear or damage to the document being used;
  • change of gender by a citizen;
  • a serious change in appearance due to any injury or plastic surgery;
  • making adjustments to information about the citizenship of the applicant;
  • the presence of any errors in the document, even if they are minor;
  • use of a passport obtained during the USSR;
  • loss of document.

If a person is going to change his passport, he needs to do this within 30 days from the moment the basis for this procedure arises. If during this period of time a citizen does not apply and does not change his document to a new one, he will be brought to administrative responsibility in the form of a certain amount of a fine.

After all the documents have been provided to the authorized employees of the registration authority, the inspector will have to report how long the procedure for re-issuing a new document will take.

In accordance with current legislation, the period during which a new passport will be issued directly depends on whether the applying citizen has registration, and if so, what type it has.

Thus, if a person applies to the migration service located at the place of his permanent registration, obtaining a new passport will take no more than ten days, but if the document is submitted at the place of temporary registration, this period of time increases to two months.

The time required for obtaining a passport can be reduced if you first call the multifunctional center or the territorial office of the Ministry of Internal Affairs, to which all documents are submitted.

You can also contact these organizations in the future to find out about the readiness of the passport being issued. In some situations, if civil service employees need to clarify some data, the period for issuing a passport may be extended, but not more than a month.
