The SBU updated the procedure for traveling to uncontrolled territory

Why do you need a pass?

Control over the movement of citizens across the demarcation line was introduced by the Ukrainian authorities at the end of 2014. First, a paper certificate was issued for travel. Such a document was easy to forge. In addition, during its issuance, manifestations of corrupt actions of Ukrainian officials were constantly recorded. Therefore, from the beginning of 2019, you must obtain an electronic pass to travel. It is issued on the Internet service of the SBU.

It should be noted that from April 30, 2021, the ATO was replaced by a joint forces operation. Therefore, today it is correct to talk about a pass to the Joint Forces Operation zone. Some Ukrainians, faced with the need to cross the contact line for the first time, believe that permission will also be needed to visit front-line settlements. Actually this is not true. If there is a need to get to these territories, travel is free.

Many citizens of Ukraine are interested in how to get to the ATO zone without a pass. This can be done through Russia. It is especially worth noting that you need to go back the same way. Citizens of the Russian Federation, in order to visit the self-proclaimed republics, only need to present their general passports.

Changes in 2021

The rules for passing the EECP (entry/exit checkpoint) were recently amended. Citizens of Ukraine whose relatives live beyond the demarcation line will be interested to know that there has been a change in passes to the ATO zone. First of all, permits now do not indicate the end date of the document's validity period. Old passes were issued for 1 year, which created difficulties for citizens. Permanent permits are much more convenient; their introduction will solve the problems of many people.

According to the new rules for crossing checkpoints on the border of the ATO zone in 2021, the entry of freight transport and special equipment into the territory of the Lugansk and Donetsk regions controlled by Ukraine is allowed. Movement in the opposite direction is impossible. Persons who decide to leave the LPR/DPR to live in Ukraine can export things not only by cars, but also by other modes of transport.

To receive new passes for exit and entry into the ATO zone in 2019, all points in the application must be completed. Otherwise, it will not be accepted for consideration. After the start of the Joint Forces Operation, citizens of Ukraine are concerned about whether electronic passes to the ATO zone are valid today. The leadership of the joint forces operation announced restrictions on the movement of citizens. However, a previously issued pass guarantees that its holder has passed the necessary checks and can cross the demarcation line.

Type of electronic pass to the ATO zone

After paper passes permitting entry into the ATO zone were declared invalid and withdrawn from circulation, electronic analogues came into effect. They represent an active entry in the general register of passes and contain all the necessary information about their owner.

By type, electronic passes can be divided into:

  • Disposable;
  • Reusable.

According to a statement by the Security Service of Ukraine, from 2021, passes to the conflict zone are planned to be made unlimited. According to experts, this innovation will help to significantly reduce the burden on employees of coordination centers for issuing passes, and will also ease tension among the population that arises due to frequent misunderstandings at checkpoints due to the expiration of permits or the impossibility of their timely renewal.

Those who apply for permission to enter the anti-terrorism zone through intermediaries should remember that paper passes have not been issued since 2015. Only scammers can offer such a document.

Possible problems

Before permits became unlimited, difficulties often arose for persons with multiple passes. Questions arose when the owner of the document had not used it for a long time. Once at the checkpoint, the citizen learned the following information: on the SBU website it is written that he needs to undergo a check. A big problem is the low throughput of checkpoints. This creates long queues of people traveling by vehicle and on foot.

The SBU website is unstable, the database constantly freezes, and the Internet is interrupted. In addition, during shelling, the points stop working. One of the common questions that arise when drawing up an application concerns how to issue an electronic pass if there is no registration at the place of residence in the passport. IDPs have an IDP (internally displaced person) certificate in their hands. This document records the temporary location address. It must be indicated in the application.

Availability of last name in the database

Since in 2021 permits are provided without specifying an expiration date, therefore today the question of how to find out the validity period of a pass to the ATO zone by last name is no longer relevant. But even if a permit is issued without indicating the end of the validity period, you should check the availability of the existing document before traveling. This must be done to eliminate the possibility of standing in a long line for many hours, after which you find out that it is impossible to cross the demarcation line. There are two ways to quickly find out if you are in the database.

Ordinary citizens do not have access to the SBU information storage. Therefore, it will be possible to check the surname only when filling out a repeated application. At the stage of entering personal information and passport details, everything will become clear. The pass is tied to the main ID and you cannot apply for one number and series. Therefore, the interested party will receive a message that the information has already been recorded in the database. The method is reliable and makes it possible to clarify the information with a high degree of probability.

There is another option, how to check the electronic pass to the ATO zone by last name and passport series. You need to call one of the coordination centers operating in the territories of the Donetsk and Lugansk regions controlled by Ukraine. The addresses and telephone numbers of these structures are available on the Internet service of the register of permits (https://urp.ssu.gov.ua). Citizens say the disadvantage of this method is that it is impossible to reach the indicated numbers; they are constantly busy.

PASS THROUGH THE CONDITION LINE: consultations on registration and extension of passes


To cross the demarcation line in the ATO area, you must have an electronic permit for the movement of persons in the ATO area. or independently by registering on the website https://urp.ssu.gov.ua/ (when registering on the site you must provide an email address (all except mail.ru and yandex.ua).

For persons whose permit contains an error in their personal data or who for some reason do not need a pass, the pass must be cancelled. You can cancel your pass in the coordination group exclusively in person by providing your passport and Taxpayer Identification Number.

Two months before the expiration date of the pass, it becomes possible to extend the validity period of the pass (a red “Resubmit” button appears in your personal account) and this opportunity ends the next day after the expiration date of the pass.

Persons whose permit has expired and have not submitted an application to extend their pass must delete their data from the database. Deleting data from the SBU database is possible only by contacting the coordination centers and groups of the SBU at the addresses and telephone numbers indicated on the website.

It is also possible to leave a written application for deletion with copies of your passport at the Mayorsk checkpoint with a representative of the SBU coordination group. Such applications will be forwarded to the city of Bakhmut for further processing.

Submitted applications for removal from the SBU database are processed within 1–3 business days. You can check by submitting an application on the website.

If, when entering personal data, a red button appears with the phrase “this series and passport number are in the database,” then the previous information has not yet been deleted.

After submitting an application for an electronic permit to move in the ATO area, you must wait for the “Registered” status to be established , which appears automatically within 10 working days. The pass is issued for a year.

To reduce the processing time for a pass, you must contact coordination groups and centers in person or through a representative, presenting documents confirming the valid reasons for urgent departure (death of close relatives, serious illness, disability, etc.), such applications are considered within 24 hours.

Also, checkpoints in the ATO zone are switching to a new operating mode. This was reported by the press service of the State Border Guard Service of Ukraine. “ Checkpoints of persons and vehicles will be carried out daily from 7:00 to 18:30 .

Algorithm of actions for submitting an application

Ukrainians can apply for an electronic pass to the ATO zone online on the official website of the SBU. You can go through the procedure through coordination groups, but this is not convenient for everyone. It should be noted that no more than 10 applications can be submitted from one account. It is also important to remember that if the personal account of the interested person was created on yandex.ua or mail.ru, it will not be possible to register on the SBU website. These resources are prohibited in Ukraine by presidential decree.

After several years, we can say that today the processing of permits has become streamlined and systematized. It’s becoming less and less common for an Internet resource to crash. An electronic pass to the ATO zone on the website of the SBU of Ukraine is issued through the “Register of permits for the movement of persons in the ATO area.” It is recommended to follow the following sequence:

  • Enter the request “Electronic pass of the SBU” or the service address https://urp.ssu.gov.ua in the search bar.

  • Select the “Registration” button.
  • Enter information into the form in Ukrainian.
  • Wait for a message with your login and password from this address: [email protected]

  • Return to the main page and enter the details and captcha. Click on the “Login” button.

If a welcome message appears on the screen, it means that the login was successful. Now you can submit your application. To do this, you need to sequentially perform the steps described below.

  1. It is advisable to start by choosing a sector to visit. If you need to visit several, select the required ones or all at once using the CTRL key.
  2. Indicate citizenship.
  3. Fill in the form. Pay special attention to fields with an asterisk - they should not be left empty. It is not necessary to attach scanned documents. The files take up a lot of space and overload the system.
  4. When filling out the “Purpose” column, it is important to indicate a good reason.
  5. After filling out all the items, the service will offer to check the entered information. If an error is found, it will be possible to correct it.
  6. Click on the “Submit” button.
  7. A message will appear on the screen: “The application is under consideration.”

After that, you just have to wait for the security service’s decision. This usually takes up to 10 days. You can check the status of your application by going to the “Application History” section. When the documents are reviewed and the pass is ready, the inscription “Issued” will appear here. This means that the person for whom the pass was ordered has received the right to cross the demarcation line. Submitting a re-application will not require a new registration on the site.

The procedure for obtaining a pass for entry and exit from the ATO zone has been updated

On February 19, the Security Service of Ukraine updated the procedure for obtaining a pass to cross the line with the ATO zone, as well as the procedure for entering and exiting the occupied territory.

In accordance with the Temporary Procedure for monitoring the movement of persons, vehicles and cargo along the contact line within the Donetsk and Luhansk regions, entry into and exit from the uncontrolled territory of citizens of Ukraine and foreigners (stateless persons) is subject to the presentation of a passport document and a pass issued by coordination groups or a coordination center.

To clarify issues related to entry/exit, the SBU published the addresses and telephone numbers of coordination centers that control entry and exit from the ATO zone.

The issuance of such passes is carried out free of charge by the coordination center at the ATO headquarters in Kramatorsk and coordination groups that were created at the departments (departments) of the Ministry of Internal Affairs in the cities of Starobelsk, Artemovsk, Velikaya Novoselka, Mariupol: Starobelsk (sector “A”)

Citizens of Ukraine, foreigners and stateless persons who are in uncontrolled territory can apply for a pass directly at the checkpoint closest to them, intended for the passage of citizens or cargo.

Registration of passes

Passes are issued for single and multiple entry or exit for the period specified in the citizen’s application.

Passes are issued within 10 days from the date of submission of the necessary documents. Information about children under 16 years of age is entered into the parents’ documents.

To obtain a pass, a person must provide the following documents:

For Ukrainian citizens over 16 years of age:

  • A statement that must indicate the route of movement (settled areas), the period of stay in the ATO area (controlled or uncontrolled territory).
  • Original passport document (returned upon presentation).
  • A copy of the pages of the passport document (personal data of the person, place and date of issue, place of registration);
  • Copy of Tax Identification Number (TIN)
  • A document confirming the purpose of entry into the uncontrolled territory: Copies of documents confirming the residence of the person wishing to enter the uncontrolled (controlled) territory of the ATO, or his close persons (relatives or family members) in the territory of the ATO;
  • A document confirming the burial place of relatives or family members in an uncontrolled (controlled) territory;
  • Telegrams about the death or illness of relatives or family members in uncontrolled (controlled) territory (must be certified by health care institutions);
  • Documents confirming ownership of real estate located in uncontrolled (controlled) territory;
  • Other documents that can confirm the purpose of entry into the uncontrolled (controlled) territory.

For Ukrzaliznytsia employees who regularly travel to uncontrolled (controlled) territory, the company submits lists of such persons and relevant documents to the coordination group.

For foreigners and stateless persons:

  • A statement that must indicate the route of movement (settled areas), the period of stay in the ATO zone (controlled or uncontrolled territory).
  • Original passport document (returned upon presentation).
  • A document confirming the legality of stay on the territory of Ukraine (for foreigners and stateless persons).
  • A copy of a page of a passport document or stateless identity document, with the personal data of the person, with a translation into Ukrainian, certified in the prescribed manner;
  • A document confirming the purpose of entry into the uncontrolled territory: Copies of documents confirming the residence of the person wishing to enter the uncontrolled (controlled) territory of the ATO, or his close persons (relatives or family members) in the territory of the ATO;
  • A document confirming the burial place of loved ones in an uncontrolled (controlled) territory;
  • Telegrams about the death or illness of loved ones in an uncontrolled (controlled) territory (must be certified by health care institutions);
  • Documents confirming ownership of real estate located in uncontrolled (controlled) territory;
  • Other documents that can confirm the purpose of entry into the uncontrolled (controlled) territory;
  • a document confirming the availability of sufficient financial security for the period of the planned stay on the territory of Ukraine or corresponding guarantees from the receiving party.
  • In the case of performing diplomatic and consular functions, including within the framework of the activities of international organizations of which Ukraine is a member, a petition approved by the Ministry of Foreign Affairs of Ukraine is added to the package of documents.

    Issuance of permits for the transportation of cargo (goods) to or from uncontrolled territory:

    A citizen (owner or person authorized by him) who intends to import or export cargo (goods) to/from temporarily uncontrolled territories must submit a corresponding application to the State Fiscal Service at the place of registration as a tax payer.

    An application of the appropriate sample is submitted in written or electronic form (in compliance with the requirements of the Law of Ukraine “On Electronic Digital Signature” and the Law of Ukraine “On Electronic Documents and Electronic Document Flow”).

    The list of business entities and goods, additions and changes to which are carried out by approval by the management of the ATC with the agreement of the head of the CC on the proposal of the SFSU (Appendices 5,6), the Ministry of Social Policy (Appendix 7), the Ministry of Energy and Coal Industry (Appendix 8), is approved by the head of the operational headquarters for the management of the ATO.

    Terms for consideration of an application for import/export of cargo (goods):

    • Humanitarian assistance - up to 3 working days;
    • Goods for production needs - up to 10 working days;
    • Other products - up to 3 business days.

    Humanitarian goods are transported to temporarily uncontrolled territories after they are recognized as humanitarian aid in the manner determined by the Ministry of Social Policy of Ukraine.

    The SFSU authorities, within the time limits established by paragraph 2.2 of this Procedure, consider the application and, in agreement with the CC, make a decision on granting permission to import/export cargo (goods) or on refusal.

    Cargo checks at the checkpoint are carried out within 24 hours from the moment the vehicle enters.

    To obtain a vehicle pass, you must submit the following documents:

    • A statement that must indicate the route of movement (settled areas), the period of stay in the ATO area (controlled or controlled territory).
    • Photocopy of the vehicle driver's passport.
    • A photocopy of the technical passport for the vehicle.
    • For legal entities - a photocopy of a document confirming the right to use a vehicle (lease agreement, rental agreement, etc.).
    • Originals: passport document,
    • technical passport for the vehicle,
    • a document confirming the right to use the vehicle.

    (The originals will be returned upon presentation).

    Set of documents for transportation of cargo and other property:

    • Consignment note.
    • Sales Invoice.
    • A certified copy of the certificate of registration of a business entity with the state registration authorities of Ukraine.
    • A certified copy of a taxpayer certificate registered with the fiscal authorities of Ukraine, or an extract from the VAT taxpayer register.
    • A certified copy of the purchase and sale agreement.
    • Certificates of conformity for products provided for by current legislation.

    Please note that the presentation of counterfeit, damaged documents or documents of an unknown type belonging to another person, as well as the provision of knowingly false information or failure to confirm the purpose of the visit are absolute grounds for refusal to provide a pass.

    The presence of a pass does not exclude the inspection by officials who serve at the checkpoint, at the entry/exit checkpoint, of documents confirming the purpose of entry/exit into the uncontrolled (controlled) territory.

    Results

    Citizens of Ukraine can enter the LPR and DPR if they have a permit issued by the SBU. You can apply for it remotely on the department’s website. To do this, you need to register and fill out the form provided. No more than 10 passes can be issued per account.

    You can check the availability of permission for your last name at the coordination center or on the SBU website. In the first case, you need to call the contact phone number. Confirmation of the presence of a pass on the portal of the law enforcement agency is possible by submitting a repeated application. If, after entering your passport data, the system reports that it is already in the database, it means that the document has been issued and has legal force.

    Features of obtaining an entry permit

    The process of obtaining a pass can be divided into several stages. Let's look at the procedure in more detail.

    Registration

    To perform registration actions, you need to go to the website of the Security Service of Ukraine using the link https://ssu.gov.ua/ua/. To register in the system, you must go to the appropriate section and provide the following information:

    1. Passport details.
    2. Email.
    3. Phone number, indicating the country code.
    4. Date of birth.
    5. Password for authorized login.

    After this, you need to confirm your consent to the processing of personal data and check the box next to I AM NOT A ROBOT. After processing the request, a letter with a code will be sent to the specified email address. This ID must be used to log into your Personal Account for the first time. At this stage, the registration procedure can be considered complete.

    Submitting an online application for a pass

    It is immediately necessary to clarify that the SBU is introducing certain restrictions for citizens who are going to visit the ATO zone. In particular, no more than 10 requests can be sent from one account. When the limit is exhausted, a restriction on filing applications is introduced for a period of 10 months.

    When filling out the application, the user indicates which sector of the ATO he plans to enter. Note that this condition is a formality: the pass has no restrictions in the process of moving around the region. Despite this, this point is mandatory. There are a total of 4 sectors available, where checkpoints and road corridors are located.


    Log in and fill out the application

    It is important to understand that the form is filled out only in Ukrainian, all items marked with an asterisk are mandatory, and if you skip them, the system will not allow the application.

    The following information is provided below:

    1. Status: citizen of Ukraine, stateless person, foreigner.
    2. FULL NAME.
    3. Applicant's passport details.

    If you wish, you can upload a photo of the specified format. This point is optional and remains at the discretion of the applicant.

    Second page

    Registration and place of actual residence are indicated here. In general, filling out comes down to indicating the following data:

    1. Locality.
    2. Street.
    3. House.

    Postal code, region and district can be skipped. If a citizen lives at his place of registration, the following points can be skipped. It is enough to check a box confirming that the citizen’s place of residence coincides with his registered address.


    Filling out the second page

    Next, you must indicate the purpose of visiting the military conflict zone. Let us note that at present the SBU does not find fault with the purposes of the visit, so any reasons can be specified. After filling out the PURPOSE OF VISIT column, you can upload documents confirming this information. At the end of the second page, the type of pass is indicated: one-time, which is valid for 2 weeks, or multiple, which gives the right to cross the border throughout the year.

    Entry with children

    If a citizen travels with minors, he must notify the security service about this. To do this, the questionnaire contains the item CHILDREN UNDER AGE FOLLOW WITH ME. Just check the box here.

    If a child is traveling accompanied by one of the parents, the permission of the second spouse for the trip, certified by a notary, will be required. If a child is being raised in a single-parent family, one of the following documents will be required:

    1. Decision to terminate parental rights.
    2. Death certificate.
    3. Other documents confirming the absence of a spouse.

    You can get here only if the previous blocks were filled out correctly, and there is no restriction on obtaining permits for the citizen. In fact, the third page is a correctional one. In particular, here you need to check that the fields are filled in correctly and, if necessary, you can make corrections.
