What to do after receiving Russian citizenship in 2021

When to take the oath

Oath when obtaining citizenship
According to Order of the Ministry of Internal Affairs No. 711 , which defines the procedure, the oath must be taken no later than 10 days after the territorial department of the Ministry of Internal Affairs receives a decision on acquiring citizenship. On what exact date a citizen should appear to take the oath is decided by the leadership of the migration department.

Therefore, after making a decision to acquire citizenship of the Russian Federation, a person can only wait for a call from the Ministry of Internal Affairs with an invitation to the solemn recitation of the oath.

The procedure itself is quick. Usually citizens are simply given the text of an oath on a piece of paper, which they read out loud. Actually, this procedure for taking the oath is provided for by the Presidential Decree. Although in some regions they ask you to learn the text by heart.

Decree of the President of the Russian Federation of November 14, 2021 N 549 “On the procedure for taking the Oath of a citizen of the Russian Federation”

Recently, there have been reports that after receiving Russian citizenship, people are asked questions about the Russian constitution before taking the oath. If a citizen does not answer them, then he is sent to study the constitution, and the taking of the oath is postponed to another day.

The regulations regarding the procedure for taking the oath say nothing about the constitution. Therefore, this is exclusively an initiative of local branches of the Ministry of Internal Affairs, which can be combated by filing complaints to senior management and the prosecutor’s office.

If the new passport is without a middle name

Registration of a Russian passport

In addition to the already mentioned difficulties when obtaining a general Russian passport, new citizens of the country also face other problems. Based on the analysis of complaints, we can conclude that the difficulties that often arise are related to the incompetence of officials on migration issues and are artificially created. Let's look at one of the common problems that foreigners face when applying for a passport as a citizen of the Russian Federation.

It is often not customary to indicate a middle name in passport documents of other world powers. At the same time, upon receiving a Russian passport document, many new citizens express a desire to enter such information. In such cases, problems arise. Officials suggest issuing a document without a middle name, and only after that re-issuing a passport, adding a middle name to it.

This requirement contradicts Russian legislation, in which the “Patronymic” column is filled out on the basis of submitted documents where the father’s name is mentioned. Such information is recorded in the birth certificate of the newly born Russian. And if such a document is attached, then officials have no reason to refuse to fill out the “Patronymic” column.

Where to pick up a passport after receiving Russian citizenship

The main Russian document is not issued automatically. To obtain a passport, you again need to visit the territorial division of the Ministry of Internal Affairs or contact the MFC to write an application for a passport. A package of documents is submitted along with the application.

If the passport is obtained on the territory of the Russian Federation, and not through the consulate, then it must be ready within 10 days after submitting the application. More information about submitting a Russian citizen’s main document is written here .

Procedure for obtaining a passport

Obtaining a passport of a citizen of the Russian Federation

A person who comes to Russia and has national affiliation with a foreign power goes through a number of rather lengthy stages to obtain civil status, after which he receives a paper confirming his acceptance of Russian citizenship. Completion of the process of legalization of a foreigner in Russia is the receipt of a passport after obtaining Russian citizenship. A foreigner can obtain a Russian passport document under the following conditions:

  • his age is over 14 years;
  • he has never received a similar document before;
  • he went through the procedure of obtaining Russian statehood.

If a foreigner went through the procedure for obtaining citizenship of the Russian Federation in the general manner, the decision to assign him status can be made by the President of the Russian Federation. In this case, you will have to wait at least one year for notification. When registering state affiliation with Russia under a preferential scheme, a foreign applicant is assigned civil status by the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation, which replaced the FMS. In this case, the decision will await the applicant in a shorter period of time - from 3 months to six months.

The applicant will receive a corresponding notification that the decision to assign a new status has been made. It is this paper that is the basis for a foreigner to receive a passport document as a Russian citizen.

Foreign citizens who have received Russian citizenship are issued a passport in a ceremonial ceremony. The new citizen must read out the text of the oath, which is recorded in Article 11.1 of the Law on Citizenship of the Russian Federation. You can download the text on this page of the site. Adolescents under 18 years of age and persons who are unable to read or sign the text (there are medical contraindications) are exempt from taking the oath.

Where to contact

Having received a paper confirming the fact that the civil status of the Russian Federation has been assigned, the newly minted Russian must collect the required documents and write an application asking for a passport. The period for obtaining Russian citizenship after a residence permit depends on how the documents were submitted to the authorized body of the Ministry of Internal Affairs. It is not possible to fill out an application using the form and attach documents to it through the State Services website.

Possible difficulties during registration

The procedure for obtaining a Russian passport when obtaining citizenship does not always go smoothly. Sometimes problems like this can occur:

  • the identity document of the newly minted citizen of the Russian Federation was lost, turned out to be expired, or became unusable;
  • when accepting an application for a passport, discrepancies were discovered in some papers;
  • any required data is missing.

This list of possible difficulties is not complete. Each specific problematic issue will be considered separately. All foreigners who have become citizens of the Russian Federation are concerned about the question of what to do with their previous passport (from another state). Many people try to submit this document to the department in charge of migration issues at their place of residence, which is a violation of the rules. The Law on Citizenship of the Russian Federation does not require the confiscation of the national passport document from a foreigner after he has been assigned Russian citizenship.

List of documents

Let us consider in detail what papers need to be prepared.

  1. Direct application requesting a passport. Fill out the approved form manually, in legible handwriting or on a computer. A sample of filling out Form 1P when obtaining Russian citizenship should be downloaded from this page.

2. Previous passport of a foreign power, stateless person's certificate, other documents recognized as identification.

3. Document confirming birth

4. Two photographic cards of a new Russian citizen, made in passport format.

5. Confirmation of payment of the state fee in the amount of 300 rubles.

In addition to the above, what documents for a passport after obtaining citizenship can be requested from the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation? These may be the following.

  1. Military ID.
  2. Documents on marital status: marriage, divorce.
  3. Metrics for children (up to 14 years old).

All documents of foreign origin must have a notarized translation into Russian.

Making a statement

Information on how to correctly fill out an application for a Russian passport when acquiring citizenship will also be important. There shouldn’t be any special difficulties, you just need to be collected when filling out the form, not make mistakes and follow the rules given below.

  1. The text is written legibly, you can fill out the form using a computer.
  2. If you make a mistake, you must start filling out a new form; using a corrector (special liquid) is prohibited.
  3. You must not provide false information.
  4. The reason for issuing the passport must be o.
  5. The basis for obtaining the document is the decision to grant Russian citizenship.

If a newly minted Russian citizen provides false information, he will be refused a passport.

How long will it take for the passport to be issued?

The time frame for obtaining a Russian passport after obtaining citizenship depends on which territorial department of the Ministry of Internal Affairs dealing with migration issues the newly minted Russian applies to. He can submit an application with a set of papers in two ways:

  • at place of residence;
  • to any other department of the Ministry of Internal Affairs.

With the first option of presenting documents, 10 days after going to the Ministry of Internal Affairs, the applicant will have a ready-made passport in his hands. A new Russian citizen can apply for a passport at a structural unit of the Ministry of Internal Affairs not at the registration address. Then the legislation determines the time frame for obtaining a Russian passport after obtaining citizenship in 1 month.

If the applicant expresses a desire, he can request a temporary certificate for the period of registration of a passport of a Russian citizen. In order for him to receive such a document, he must write an application and attach an additional photograph to it. A temporary certificate is issued by the Ministry of Internal Affairs.

Registration

Another mandatory action after acquiring Russian citizenship is the registration procedure. You can go through it through the MFC or the department of the Ministry of Internal Affairs at your place of residence. There are two types of registration in the Russian Federation.

Permanent - a stamp is placed in the passport. Suitable if you have your own home or, for example, a close relative is ready to register you in his apartment or house. After obtaining Russian citizenship and issuing a passport, seven days .

Temporary - issued as a separate document. Acquiring Russian citizenship does not require that you obtain permanent registration. The law allows temporary registration for a period of six months to five years. Usually, when first obtaining a Russian passport after acquiring citizenship, temporary registration is required to be completed within 7 days , although the law states that it can be done within 90 days.

What actions should you take after receiving your passport?

Many, having already become full-fledged Russians, still ask themselves the following questions: what to do next after receiving Russian citizenship and have all formal obligations to the state been fulfilled after acquiring a passport?

It should be remembered that at this stage you still have to complete a number of formalities, in particular, registering at your place of residence or stay. A Russian passport requires mandatory registration. Although now such an institution as registration of a citizen of the Russian Federation has been abolished, the new registration system is not much different from it. There are still two registration systems: at the place of residence (permanent registration) and at the place of stay (temporary registration).

The registration period after receiving a Russian passport is stipulated by Russian legislation and is 7 days for permanent registration and 90 days for temporary registration.

Late registration is subject to a fine. The fine for lack of registration in the regions of Russia is 2000-3000 rubles, in Moscow and St. Petersburg 3000-5000 rubles.

After receiving Russian citizenship, all men who have not reached the age limit, which, depending on the military rank received, ranges between 50 and 65 years, as well as women liable for military service, are required to visit the military registration and enlistment office within the prescribed period.

This procedure is necessary to register and fulfill all duties as required. Depending on when the military ID was received and whether it was received at all, it may be necessary to issue a new document according to the Russian model.

In addition to the military ID, there are also documents that need to be changed after obtaining citizenship.

Military registration documents

The responsibility to protect the fatherland is assigned to all citizens of the country, regardless of the timing of acquisition of Russian citizenship. Persons who have not reached 27 years of age and have not served in the Armed Forces of countries that have a corresponding agreement with the Russian Federation must undergo military service. The rest are required to register for military service.

The process of military registration is strictly controlled by the state. Obtaining a military ID after obtaining Russian citizenship is mandatory. Without this document, you will not be able to officially get a job, obtain a foreign passport, obtain a visa, or change your registration. If your military ID was received in the USSR and was not subsequently changed in the state of which you were a citizen, then you will most likely simply be given a corresponding stamp. But documents issued by another state, including some post-Soviet state, usually have to be exchanged for Russian ones.

Military registration is carried out at the military registration and enlistment offices at the place of residence and includes the following stages:

  1. Appear at the military commissariat with an identification document, a military ID issued in the country of previous citizenship, and if there are restrictions for health reasons, it is necessary to submit a medical report. You will also need a notarized Russian translation if the documents are in a foreign language.
  2. Pass a medical examination before registering with the military.
  3. Wait for the decision on military registration, which is made based on the results of consideration of the provided documents and medical examination data.

Thus, persons who have reached 27 years of age or have already served their required term will receive a military ID, and the rest will receive a registration certificate. The last category of citizens can be called up for compulsory military service.

Replacing SNILS and TIN after obtaining citizenship

For those who are interested in whether it is necessary to change SNILS when changing citizenship, we can confidently answer that this is necessary. The insurance number of an individual personal account coincides with the number of the state pension insurance certificate and is linked to passport data, which in such a situation necessarily changes. As a result, you need to contact the Pension Fund and replace the pension insurance certificate. You should not delay your visit, since without this document many government services will be unavailable.

Five working days are allotted for replacing SNILS, including when obtaining Russian citizenship. Take your passport and old SNILS with you to the Pension Fund office, and fill out the appropriate application on the spot.

Not only the insurance certificate of pension insurance must be replaced, a document such as the TIN must be changed when acquiring Russian citizenship. In this case, you need to contact the tax office with your passport and old TIN certificate and fill out an application for the issuance of a new document. The registration procedure takes 2 weeks.

Driver's license exchange

Those who are thinking about how to change their driver's license in connection with obtaining citizenship most likely know that most people who have recently changed their citizenship should have already replaced their driver's license. In Russia, the validity of a driver's license issued in another state is limited to the period of legal stay of its owner in the country. For the majority of former citizens of the CIS, in accordance with the visa-free regime, it is 90 days out of 180. When obtaining a long-term residence permit - temporary residence permit or residence permit - it is necessary to exchange a driver's license for a Russian one.

It is also important to clarify that from the summer of 2021, the use of foreign driver’s licenses when driving for hire or for commercial purposes is prohibited. That is, according to foreign documents, it is now impossible to work in the field of transport management either as an entrepreneur or as a hired driver. Therefore, most should have thought about how to exchange rights before introducing these changes.

For those who for some reason missed the exchange earlier or accepted citizenship through a simplified procedure, we will inform you that you should contact the traffic police regarding this issue. Depending on the circumstances, the driver’s license will either simply be exchanged, or the unlucky driver will have to take the exam again.

Expert opinion

After receiving a Russian Federation passport, a person is given seven days to register. You have the right to register permanently or temporarily. Temporary registration is done for the period for which you agree with the property owners. In Moscow, temporary registration is issued through the MFC (“My Documents”). The personal presence of the citizen who makes the registration and the owner of the property is required.

The owner must have the title documents for the property with him. The registration procedure after receiving the application takes 3 – 7 working days. The owner no longer needs to come to receive registration.

It is worth noting that lack of registration is not a reason for revocation of citizenship. But without registration it is impossible to obtain most social services: enroll a child in school or kindergarten, apply for benefits, medical insurance, get a job, get a loan, etc. Therefore, it is very important to obtain temporary registration after accepting Russian citizenship. It is clear that not everyone owns a home and not every property owner is ready to register a tenant, even temporarily. What to do if you already have your passport in your hands, but there is nowhere to register? The solution is to turn to the services of an intermediary company. But here it is important not to fall for the scammers who ply their trade in the capital at every turn. Be sure to check the company you are planning to use. For example, our Migration Center has been helping foreign citizens and citizens of the Russian Federation obtain permanent and temporary registration in Moscow and the Moscow region for more than 7 years. We have an extensive database of owners who are ready to register citizens in different areas of the capital and region. We do everything officially - through the MFC, with the presence of the applicant and the owner. As a result, our clients receive official registration and can live peacefully in Moscow without fear of fines and other troubles.” Payment for obtaining a registration stamp in the passport is made after the passport officer accepts the application.

What else needs to be done

After you become a citizen, there are a few more steps you need to take:

  1. Go to the Pension Fund or MFC to enter new data into the insurance certificate. The staff will simply update the information on your application form. The number itself will remain the same.
  2. Visit the tax office . If you have a TIN, you will also need to update the data without changing the number. If you don’t have a TIN, you will need to obtain one.
  3. Contact the banks where you have accounts. Again, this is needed to provide updated information.
  4. Get a medical insurance policy . If you took out a policy before acquiring citizenship, you need to replace it with a new one. This is done through the insurance company. There is no need to pay money for the service.
  5. Register with the military registration and enlistment office . The requirement applies to all men and those women who are liable for military service. A visit to the military registration and enlistment office at your place of residence is required within two weeks from the date of acquisition of citizenship.

These are the main tasks that a person must solve immediately after acquiring Russian citizenship.

What to do next

After the new Russian citizen takes the oath and receives a general passport, the following actions must be taken:

  • apply for registration, or rather, register at your residence address, since registration in Russia has been abolished. This action must be carried out within a week after receiving the passport;
  • make changes to the TIN and SNILS. The code itself does not change, but personal data is subject to change. 24 days are allotted for this;
  • within a month, replace the medical insurance policy (compulsory medical insurance);
  • if a newly minted Russian citizen is a bank client, you need to submit new information and replace cards;
  • If a new citizen of the Russian Federation is liable for military service, he must register with the military registration and enlistment office at the place of “registration”. This step is allotted two months from the date of receipt of the passport of a citizen of the Russian Federation.

Another important question that concerns many newly-minted citizens of the Russian Federation concerns why they can be deprived of citizenship. An already positive decision on the assignment of Russian citizenship to a foreigner may be cancelled. This can happen in the case when a newly minted citizen of Russia poses a threat to the foundations of the state and carries out terrorist actions. In addition, the law allows for the deprivation of citizenship of a new member of Russian society if it is discovered that the person has submitted false documents or reported false information about himself.
