What documents are needed for a passport?
Registration of a passport of a citizen of the Russian Federation is carried out after providing the following package of documents:
- An application in form 1P, which is filled out either by hand by the citizen himself or by typewriting.
Application for a passport - Applicant's birth certificate. If for some reason this document is missing, the citizen is advised to contact the civil registry office to obtain a duplicate. If you are not given this document there, then you must provide papers that contain all the information necessary to obtain a passport.
- 2 photos 3x4. If the applicant wears glasses, he must be wearing them in the photograph, but with untinted lenses. As a general rule, photography while wearing hats is prohibited. But if the applicant, due to his religious beliefs, cannot walk without a headdress, then an exception is allowed. The main requirement for a photograph is that it be clear. In some FMS departments, applicants are photographed on the spot.
- Documents, information from which you consider necessary to include in the new passport. This could be a military ID, marriage/divorce certificate, birth certificates of children, etc.
- Documents that confirm that you are a citizen of the Russian Federation.

An additional document for obtaining a Russian passport by a citizen permanently residing abroad and arriving in Russia to obtain a passport is a document proving his identity outside the Russian Federation.
List of documents for obtaining a Russian passport
To submit papers to obtain the main Russian document, you must contact the department of the Ministry of Internal Affairs. You can also carry out the procedure through the MFC. A petition prepared either by hand or on a computer is suitable for submission. - Photos. The list also contains photographs. Required size: 35 x 45 mm . Quantity - 2 pieces (migration authorities often require 4 photographs). The photo requirements are the same as when applying for a temporary residence permit or residence permit. Black and white photographs and color photographs are suitable . Take pictures without hats or other headgear. The paper is matte, the background is white. It is better to take photographs shortly before submitting your application, as the images must be consistent with your age and appearance.

- The procedure for obtaining a passport also requires the presentation of a number of documents in order to put marks on them in accordance with the new data. You will need: birth certificates of a child (children) under 14 years of age, marriage certificates (for married people), divorce certificates (if divorced), military registration documents .
If you are submitting papers containing inscriptions in a foreign language without duplication into Russian, then the list must include a notarized translation of such documents into Russian. Translation is not required everywhere, but according to the Regulations it is mandatory.

Previously, such citizens first received an identity document with only their first and last name. And then they wrote an application to replace the passport with the addition of a patronymic.
Since 2021, everything has become easier. It is enough to present your birth certificate, which indicates the name of the father. Based on this document, you will be issued a passport, which will contain your last name, first name and patronymic. You won't have to replace anything. The corresponding rule is enshrined in paragraph 150 of the Regulations.
Excerpt from the Regulations
Where to apply for a residence permit after receiving a passport
The newly minted Russian will not have to solve this issue. Employees of the Ministry of Internal Affairs themselves take away the residence permit.
You will only need to deregister with a residence permit. Although now in many regions this procedure occurs automatically.

How to get a Russian citizen passport
The legislation of the Russian Federation stipulates that a passport must be obtained no later than 30 days from the date of the following events:
- Reaching 14, 20, 45 years.
- Changing personal data.
- Change in appearance.
- Gender change.
- Detection of inaccuracies or errors in the information contained in a previously issued passport.
- The passport has become unsuitable for further use, for example due to wear and tear.
Where to get a passport of a citizen of the Russian Federation?
The issuance and replacement of passports of citizens of the Russian Federation is carried out in the territorial divisions of the Federal Migration Service.
Having collected the above package of documents, you go to the FMS office at your place of residence or temporary registration (having learned in advance the opening hours and acceptance of documents), hand them over and wait for the FMS officer to conduct an inspection. After this, you will be told when you can pick up your completed passport.
If desired, the applicant may be issued a temporary identity card of a citizen of the Russian Federation. It is valid for as long as the passport is issued (but not more than 2 months), and is equivalent to the main identity document. That is, with a temporary certificate you will be able to perform all the necessary actions that require a passport: receive a parcel at the post office, buy a train ticket, etc.
How to get your first passport
The rules for obtaining the first identity card regulate the time frame allotted for this procedure. You can go with documents and an application for registration to the department responsible for this on the very first working day after your fourteenth birthday. It is from this time that the child’s previous identity card loses its validity and ceases to be valid.
Thirty days are allowed from the date of birth of the child to submit an application. Perhaps someone will prefer not to rush to the passport office. But, it is clear that all this time the young man will formally live without an identity card.
The passport documents must be submitted at fourteen by the citizen who receives the certificate. It will not be possible to do this for the child even by proxy, as this is illegal. If a young person for some reason (say, due to an injury that prevents movement) cannot come to the migration office, representatives should be called to his home. And they have no right to refuse permission to visit the applicant.

- Deliberate destruction or damage to your passport, as well as its careless storage, which resulted in the loss of your passport, may result in a FMS officer imposing a fine on you in the amount of 100 to 300 rubles. But in some cases it may be limited to a verbal warning.
Obtaining a passport at the age of 14 is not a right, but an obligation of every citizen established by law. However, it is always difficult to do something for the first time. What do you need to get a passport at 14 years old? Where to contact? What documents should I provide? You will find answers to all these questions below.
Getting a passport at 14 years old
The law does not provide for a special procedure for obtaining a passport depending on the basis for a citizen’s application for a new main document. That is, regardless of the reason for which you receive a passport (after reaching a certain age, due to a change in personal data or an error discovered in the document), the procedure for obtaining the document will be the same. The only logical difference between obtaining a passport at the age of 14 and replacing an old document with a new one is that in this case you do not need to present an old passport - due to the absence of one: up to the age of 14, the main document of a citizen of the Russian Federation is a birth certificate.
Since there are no other special features, you can act in 2 ways: via the Internet or by contacting the Federal Migration Service in person. Let's look at these options in more detail.
How to apply without contacting the police department
Government services will help you obtain a passport at age 14. To do this, you need to register on the portal a little in advance, then, after confirming your account, fill out an application in the appropriate section. The applicant can come to one of the multifunctional centers and submit a package of documents there.
Processing and issuance times may vary depending on where the minor filed the application. If at the migration department, the registration will take about 10 days. When applying to the MFS, the period increases to 12-13 days; it will take approximately the same amount when submitting an application via the Internet.

Obtaining a passport at 14 years old through the Unified Portal
Many people already know and actively use the services of the website gosuslugi.ru or, as it is also called, the Unified Portal of State and Municipal Services. The capabilities of this portal allow you to apply for a passport online. After this, it is enough to appear at the migration service office at the time appointed by the FMS official and receive the document.
Let us say right away that such a service is not available for all regions. In order to quickly find information whether it is in your area, you can use the search on the website gosuslugi.ru by entering the appropriate phrase in the search bar, for example, “passport 14 years old” or even just “14 years old”. The system will process your request and provide a list of services, which may include a passport service in your region.
To submit an application through the Unified Portal you will need:
- register;
- select the appropriate service from the menu;
- fill out the electronic form with your personal data (last name, first name, patronymic, date and place of birth, place of residence, information about parents, reasons for applying for the document, etc.);
- upload a personal photo to the website that meets the established requirements for passport photographs;
- submit your application for consideration.
After checking the information you provided, the FMS employee will contact you using the contact information specified in the application and inform you about the acceptance (or refusal to accept) the documents, as well as the place and time of your appearance at the Migration Service to receive the document. Don't forget to bring the originals of your documents.
It should be said that, despite the simple procedure for processing the document, as well as the opportunity to avoid queues, since you arrive at the appointed time, the only drawback of the procedure is that on the day you receive your passport you will need to spend about an hour and a half at the FMS office while the official The migration service will check and process documents.
What comes first: oath or passport?
After receiving notification of admission to the ranks of Russians, the first thing you need to take an oath . The Ministry of Internal Affairs will inform you about the place and time.
Oath at the Ministry of Internal Affairs
When the oath of allegiance to the country is pronounced, the citizen will have the path to obtaining a Russian passport.
How long after taking the oath to apply for a passport is difficult to answer. Laws and regulations do not specify time frames. Therefore, papers are submitted at different times everywhere.
Some have to wait two weeks, others three days, and some apply for a passport already on the day of the oath. In any case, you will be notified how long it will take to apply for a Russian passport.
Obtaining a passport by contacting the FMS
The “classic” option for obtaining the main document is to personally contact the Federal Migration Service. The migration service department must be selected depending on your place of residence. Find out which branch serves your area of town and head there. In this case, you will have to fill out an application form, as well as provide original documents confirming personal data and photographs immediately. The advantage is that on the day you receive your passport, you will be given a passport quickly, since it will already be ready. You just need to sign a few documents and that’s it. However, you shouldn’t forget about the queues. On the day of issue, the queue can be impressive.
The passport production time ranges from 10 days to 2 months, depending on where the citizen applied to obtain a passport. If the application took place at the place of residence, the passport will be issued after 10 days. And if a citizen applies to the FMS in another region, he will have to be patient for 2 months.
Passport documents at 14 years old
Regardless of the passport option you choose, you will need the same documents. To obtain a passport at 14 years of age, the following documents must be submitted in original:
- Birth certificate.
- A document or stamp that certifies that the applicant is a Russian citizen.
- Passports of parents (one of the parents). If there are no parents, a citizenship document or a corresponding stamp issued (affixed) no earlier than 2003 is required.
- Photos of the established form (35x45 mm in color or black and white, made in accordance with the requirements for photographs for identification documents).
- Application for a passport.
- A document confirming the registration of a citizen on the territory of the Russian Federation.
- A receipt confirming payment of the state duty (300 rubles) or information about the details of the receipt. The document is required if the citizen does not belong to the category of citizens who are exempt from paying state duties in accordance with the legislation on taxes and fees.
Where to contact
- Migration Service. An application for a passport is submitted to the territorial division of the Federal Migration Service related to the place of registration (or temporary registration), stay or residence of the applicant. In fact, you can apply to any migration department - they should not refuse to accept your application.
- MFC. You can also submit an application along with the above documents to one of the multifunctional centers for the provision of public services in your city (or other locality). The employees who accepted it will themselves forward the application to the addressee - the migration service, and then issue a completed passport.
When you contact the migration service, you have a better chance of receiving a passport in a shorter time (up to 10 days). MFC employees also transfer the accepted application and documents to the migration department, which slightly increases the processing time for the document.
If, for health reasons, a child cannot independently contact the migration service about issuing a passport for the first time, then a specialist from this service, responsible for accepting documents, can be called to your home. To do this, the child himself or his legal representatives must first fill out an application.
Opening hours of the migration service
The work schedule of the migration service on the issue of issuing passports is quite convenient and allows you to apply to them in the evening (when in the majority of organizations the working or school day is already over). You can submit an application twice a month and on a day off - Saturday.
Business hours | |
MONDAY | from 9-00 to 15-00 (day off after working Saturday) |
TUESDAY | from 15-00 to 20-00 hours |
WEDNESDAY | from 9-00 to 13-00 hours |
THURSDAY | from 15-00 to 20-00 hours |
FRIDAY | from 9-00 to 15-00 hours |
SATURDAY | from 8-00 to 13-00 (every 1st and 3rd Saturday of the month, exception: holidays) |
SUNDAY | Day off |
For convenience and speed of application, you can sign up for the electronic queue in advance on the official website of the Federal Migration Service of the Russian Federation or on the Unified Portal of Public Services and arrive at the appointed time. Then you won’t have to wait in a live queue in the corridor.
Receipt times
The time frame for obtaining a passport is limited and depends on whether the applicant has permanent registration in the region to which the FMS department to which the documents were submitted belongs.
- No more than 10 days - this is the period for issuing a passport if its recipient has permanent registration at the place of residence in the corresponding region.
- No more than 2 months - the period for issuing a passport if the application and documents were submitted not at the place of address registration, but at the place of residence, stay, registration for a certain time, simply at the place of application. The same period is provided if the applicant does not have registration at the place of residence in the vastness of the Russian Federation at all.
After accepting the application and documents for obtaining a passport at the age of 14, the citizen is given a special receipt about this. At his request, migration service specialists can issue a temporary certificate of a citizen of the Russian Federation. This will require another (third) photo. When issuing a passport, this certificate will need to be returned to the FMS employee (see what to do to restore a Russian passport if it is lost and how to include a child under 14 years old in a Russian passport).
Passport with errors - what to do?
When preparing documents, it is impossible to exclude the human factor. That's why there are typos. What to do if there are errors in the passport received by a 14-year-old teenager? You need to check for any shortcomings as soon as the ID card is issued. If you find an error, you must inform the department specialist about it. After this, a statement is written listing the inaccuracies made, and the document is submitted again. The applicant will be asked to complete a new application, and possibly bring another set of photographs. The minor is given a receipt, with which he must then come to receive a new document.

Passport via the Internet
Not long ago, Russian citizens had the opportunity to obtain a passport using the Internet. This will not save the applicant from collecting and submitting the necessary package of documents, but will allow him not to go to the migration service department once again, but to resolve all issues while sitting at home at the computer. To understand how to get a passport for a child aged 14 via the Internet, you need to:
- Register on the Unified Government Services Portal at: www.gosuslugi.ru.
- After completing a simple procedure and receiving an access code, you will have your own “Personal Account”.
- Through it you need to go to the “Electronic Services” , then – “Federal Services”
- In this list, select “Issue or replacement of an internal passport of a citizen of the Russian Federation.”
First, confirmation of consent to the processing of personal data will be required, after which you can choose the basis for issuing a passport. In our case, this is reaching the age of fourteen (or issuing a passport for the first time).
The computer will ask you to fill in all the applicant’s personal data one by one (full name, date and place of birth, citizenship, registration or residence address, information about parents, spouse, children). It will be necessary to upload a personal photo, observing a number of requirements indicated above and additionally:
- it must be in JPEG or JPEG200 format
- resolution no less than 600 DPI
- color depth of a black-and-white image is no less than 8 bits, color depth is no less than 24 bits
- the background is only white.
The built-in editor simply will not accept an image that does not meet the specified requirements. When all personal information has been filled out and the photo has been uploaded, click the “Submit Application” box.
The processing time for an electronic application is the same as for a regular one: 10 days - if there is registration of residence, 2 months - in all other cases. Information about the stage of consideration of the application will be sent to your email. If insufficient information is provided or for any other reason, the application may be returned and will need to be corrected.
A positive result will be an e-mail with an invitation to the migration service unit at the appointed time to receive a passport. You must take the originals of the above documents with you.
Is it possible to reduce the duration of passport processing in emergency cases?
Sometimes there are situations when you need to get a passport urgently: a business trip, a wedding, or something else urgent that requires a passport. Those who find themselves in this situation should know that current legislation does not provide for either opportunities or procedures to speed up the process of acquiring a Russian passport
. At the same time, Resolution No. 828 stipulates only the maximum deadlines for processing documents. It is quite possible to reduce them.
To speed up obtaining a passport, you must:
- submit an application for its issuance or replacement only at the place of registration (this will automatically reduce the waiting period to 10 days);
- promptly collect the entire set of necessary papers and pay the state fee;
- submit documents to the territorial department of the Main Department of Migration Affairs of the Ministry of Internal Affairs and explain the situation that has arisen in a polite manner. In most such cases, it is possible to reduce the waiting time to 3-5 days.
Knowing how long it takes to change your passport, you should calculate the time correctly and submit documents on the first day when its validity expires, or get a temporary identity card.
State authorities officially notify the applicant about the readiness of a civil passport and the need to obtain it.
The preliminary deadlines for issuing a Russian passport are communicated to the applicant when submitting the application. If, after 15 days from the established date of receipt, the passport is not requested, a written notification (in any form) is sent to the applicant about the need to obtain it.
Procedure for changing a name in a Russian citizen’s passport
The message also comes via SMS to the phone number or email address that was specified when submitting the application. When submitting an application through the State Services portal, such an invitation comes to the applicant’s personal account.
The finished document will await its owner within three years from the date of registration. If during this time the applicant does not appear, the passport will be destroyed in accordance with the established procedure.

Become an expert
The timing of registration and receipt of a passport worries almost all citizens. Indeed, during the preparation, replacement or restoration of an identity card, confirming this or that official information about a person becomes problematic.
The procedures for contacting government agencies are also becoming difficult. After all, all organizations require the provision of official identification
. Also, private firms work with individuals only after presenting a passport.
It will not be possible to solve problems that require consideration in court. A person's application will not be accepted without identification.
Some may feel that the waiting period is clearly too high. But it doesn’t always take a long time to prepare a passport
. It is important to know what deadlines are legally provided for in 2021.
Detecting an error in a new passport
- When receiving your passport, you must carefully check all the details for errors and inaccuracies, and also check that the photo matches.
- If such facts are revealed, then the passport must be changed, since in the future there may be problems in various life situations.
- You must apply for a replacement passport within 30 days from the date of discovery.
- The replacement procedure is the same as upon receipt (even if errors are identified at the time the passport is issued by a FMS employee).
The specifics of the passport replacement procedure are as follows:
- the statement in clause 9 indicates the reason for the replacement. For example, “the last name is spelled incorrectly.” If there are many inaccuracies, they are also reflected in paragraph 18 of the statement.
- state duty is not paid;
- a passport with errors is submitted to the Federal Migration Service.
Advice: to be on the safe side when receiving a passport, you should take two photographs with you. And if the passport has defects, then, without wasting time, you can submit documents for its replacement there.
