A resident of the republic who wishes to obtain a Russian internal passport must submit to the migration department of the Ministry of Internal Affairs of the republic:

1) Application form for citizenship . Its form is significantly different from the form for other foreign applicants. If the latter need to fill out a form of 33 points, then for residents of the DPR/LPR there are much fewer such points: full name, gender, date of birth, current citizenship, place of birth and some other key information are indicated.

However, the application must be completed taking into account all the requirements: in Russian, in legible handwriting, without erasures, corrections, foreign words and symbols, abbreviations and abbreviations. Instead of “RF” you should write “Russian Federation”, instead of “DPR” - “Donetsk People’s Republic”, instead of “street.” - “street” and so on.

You can download the form, fill it out electronically, and then print the form - this option is acceptable, and the inspector will not be able to refuse to accept the application if he does not find errors or inconsistencies in it.

2) Application for a passport. The granting of citizenship does not automatically entail the receipt of an identity document in cases where applicants submit documents at their place of residence in another state. You will have to fill out a separate form. The requirements for its design are similar to those described in the previous paragraph.

3) Application for a foreign passport. This item is optional. If you apply for a Russian passport to the LPR or DPR, you can receive two identity cards at once - an internal one and one used when crossing borders with other states. Or you can limit yourself to only one passport, and issue a foreign one later, if the need arises. Or don’t apply at all if you don’t need it.

An important clarification: in 2021, by presidential decree, residents of certain regions of Donbass were exempted from paying state fees for obtaining a Russian internal passport (previously, such a fee was 3,500 rubles).

At the moment this document is issued free of charge. But for a foreign passport you will have to pay the state 2,000 rubles. This fact is a significant motivation to rationally assess the need to obtain a foreign identity card.

4) 8 photographs measuring 35x45 mm. There are clear requirements for photographs: the applicant must be photographed against a white background, without a headdress (except for citizens whose religion does not allow them to be photographed with their heads uncovered), and wearing glasses - if he wears them all the time. The image must occupy at least 70% of the photo area. The photograph can be either black and white or color, printed on matte paper. The photo must correspond to the age of the applicant: photographs several years ago in which you look completely different than you do today will not be suitable;

5) a copy of the passport of a citizen of the republic. You need to copy all pages of the document – ​​both filled and empty. Take the original with you - based on it, the migration service employee will certify the copies and you will not need to do this with a notary for money;

6) various certificates – about marriage, divorce, change of personal data, birth of children. You need to make copies of the documents and present the originals along with them for certification by the inspector;

Important: documents completed in any language other than Russian must be translated.

And here there is a nuance: translation from Ukrainian (and most of the certificates received by applicants in Ukrainian organizations at one time were issued in this language) does not require notarization. But translations from any other foreign languages ​​will have to be officially certified.

7) a certificate of employment - for working applicants and a copy of the pension certificate - for persons of retirement age or disabled people;

8)if available, a passport of another state (except Ukrainian) with a translation certified by a notary, and its copy.

It’s not at all simple: what awaits the LDPR when applying for a Russian passport?

Russian citizenship for residents of Donbass is one of the long-awaited events of the year. What difficulties can you expect when preparing documents? Can all residents of Donbass really apply for a Russian document? What should you prepare for when contacting the Migration Service of the Ministry of Internal Affairs of the DPR? Having gone through all the stages of the “quest” in a week, I would like to share my acquired experience

It’s not at all simple: what awaits the LDPR when applying for a Russian passport?

First, you need to think in advance what documents are needed to obtain Russian citizenship. Are they all in good condition? Do I need to take extra care to obtain duplicates and how quickly can this be done? The document package for obtaining a Russian passport includes the following items:

— General civil passport of Ukraine, — Passport of a citizen of the DPR, — Documents confirming family status, — Documents confirming a change of surname, name or patronymic, — Receipts for payment of the state fee for obtaining citizenship/issuing a Russian passport/issuing a foreign passport, — Certificate from the place of work/ service/study, - Questionnaire, - Copies of the above-mentioned documents, - Photos measuring 35x45mm, - Plastic folder where you can put everything you need.

In all copy centers in Donetsk, employees already know by heart how to properly make photocopies and the entire list of necessary documents for obtaining a Russian citizen’s passport. However, we remind you that it is necessary to make copies of all pages of passports, two spreads per sheet, with an indent of approximately 3 cm from the margins on the left side. The accuracy of the copies is certified by an employee of the Migration Service. Translation of a Ukrainian identification document of a citizen is not required.

The situation is more complicated with a birth certificate and other documents issued by civil registry offices: Ukrainian documents must be translated into Russian - a translation agency will help with this. Certificates issued in Soviet times on the territory of the Ukrainian RSFSR were often filled out in two languages ​​- just in case, it is better to do a translation right away, so as not to be nervous later.

If the documents were issued by civil registry offices in the territory of the former Donetsk region, then you can contact the civil registry department at the place of registration of the act or the Unified Registration Center. Archives from the entire former Donetsk region have been preserved dating back to the 1920s. A repeated birth certificate, death certificate, marriage certificate, divorce certificate, name change certificate will cost 168 rubles. The process itself will take a couple of days. It is not known for certain what to do for those who prepared documents on the territory controlled by Kyiv (especially in cases where travel to Ukraine is impossible due to the danger to life).

After preparing the documents, the most interesting “quest” begins: standing in line at the Migration Service department. Expect to spend at least a week on this activity. Despite the abundance of people wishing to receive Russian documents, you can sign up for the list both on weekends and during non-responsible hours - responsible people are on duty at the passport office almost around the clock.

There are two queues - the first for those who are submitting documents, the second for those who have already paid the state fee. It will not be possible to show military cunning and immediately take a place in the second line. From the moment of “registration” on the list, you will have to check in the queue twice a day to check the prepared package of documents and receive a receipt for payment. Otherwise you will be sent to the end of the queue. It is best to exchange phone numbers with a volunteer, and also take a photo of the list with your name, just in case. People come even at night, despite the curfew; listings may be "updated" so it's best to be on the lookout. Moreover, each region may have its own nuances. The second stage, fortunately, takes much less time.

The author of the article managed to receive a receipt for payment of the state duty only on the fifth day. This is an important document, since it is issued for a specific passport, it contains the last name, first name, patronymic of the applicant, his date of birth, this notification is certified by an authorized person of the Migration Service. To obtain an internal Russian passport you will have to pay 300 rubles. Obtaining a passport for traveling abroad – 2000 rubles. The state fee for obtaining citizenship will cost 3,500 rubles.

In general, the check goes very quickly, they check copies, photographs and look at the data in the internal database of the Ministry of Internal Affairs. In addition to the package of documents, you must have a sheet of matte paper with a density of 230, 20 sheets of office paper in A4 format, a black helium pen, a white envelope for photographs and a certificate from the place of study (for students).

The atmosphere in the offices of the Migration Service is very tense - the employees are exhausted. Initially, it was clear that a serious influx of people was expected (more and more people wanted it every day), but the staff was not increased. The employees are extremely reluctant to answer questions - it feels like they are already at their limit.

Dramas related to inconsistencies in documents occur periodically. For example, I happened to watch a woman sob who was denied documents because her 16-year-old daughter had not yet received a DPR passport, and the application form contained information about the presence of minor children. Now, until the girl receives a republican passport, her mother cannot apply for Russian documents. At the same time, the queue for obtaining a republican passport today reaches 400 and even 600 people, depending on the region - most likely, it will not be easy to obtain one in the near future. The queues for obtaining a Russian passport are also growing - they have tripled in just a week.

Applying for Russian citizenship in Donbass under a simplified procedure does not imply a procedure for renouncing Ukrainian citizenship. Moreover, the decree states that the application may require a document proving citizenship of a foreign state (that is, a Ukrainian passport); an identity document provided for by Decree of the President of the Russian Federation of February 18, 2017 No. 74 (the same decree thanks to which passports, civil records and transport signs of the LDPR were recognized on the territory of Russia), with a mark of registration at the place of residence in the territory of the relevant region of Donetsk or Lugansk region of Ukraine.

Unfortunately, the procedure for obtaining Russian citizenship for residents of the LDPR still has many shortcomings. The decree of the Russian President does not specify whether it is necessary to provide two passports - Ukraine and LDPR. There have been no official clarifications on this yet either. As a result of the fighting in Donbass, many civilians and militias lost their documents. It is not possible to travel to the territory of Ukraine to restore them due to the risk to life. Many people, due to the loss or wear and tear of Ukrainian documents, cannot obtain a LDPR passport. It turns out that “on the ground” they literally decide the destinies of people and deprive the legal rights of all those who need support more than others - victims of shelling by the Ukrainian Armed Forces, militias, etc.

In addition, the situation with young people is not entirely clear: the war has been going on for six years and, accordingly, the last ones who received Ukrainian citizenship are now at least 21 years old. That is, in the republics there are a huge number of adult youth who do not have Ukrainian passports - it turns out that they do not have the right to Russian passports?

Russian citizenship for residents of the Lao PDR is an indisputable victory for Russian diplomacy and for the entire Donbass. However, it is worth recognizing that the procedure itself still looks quite difficult. To some extent, due to the significant number of people wishing to receive the long-awaited Russian Federation passports, but no less due to the insufficient number of personnel in the Migration Service and strange, devoid of logic, requirements. I would like to believe that all the shortcomings will be eliminated, and the residents of the LDPR will receive what they fought for and endured the hardships of the war for more than five years - Russian citizenship.

According to the law, adulthood occurs after 18 years of age, but a Russian passport is issued upon reaching 14 years of age. Therefore, for children aged 14 to 18, you will have to prepare a package of documents almost similar to an “adult”, with the exception of a marriage certificate, pension certificate, certificate of an employed person and some others. Thus, documents for a Russian passport in the LPR or DPR for a child aged 14-18 years are:

  • applications – for citizenship and passport;
  • passport of the republic (if you have one);
  • birth certificate;
  • photos;
  • written consent to obtain Russian citizenship. There are no clear requirements for formalizing such consent. How to write it correctly will become clear after consultation with a migration service specialist;
  • optionally – certificate of change of name, certificate of a disabled person from childhood.

In both the Donetsk and Lugansk People's Republics there are a sufficient number of migration service subsections - several in large cities and at least one in small towns. Therefore, submitting documents for a Russian passport to the LPR or DPR at your place of residence will not be an overly burdensome process. The only caveat is that you should make an appointment in advance and wait for your turn. This can be done either directly at the institution or online:

  • cabinet.gosuslugi-dnr.rus - for the DPR;
  • ums.gosuslugilnr.su - for the LPR.
