A temporary residence permit (TRP) is issued by a migrant in accordance with the provisions of the Law On the Legal Status of Foreign Citizens in the Russian Federation of July 25, 2002 No. 115-FZ. This permit allows you to legally stay and officially work in the selected subject of the Russian Federation for three years.
However, there is often a need to transfer temporary residence permits from one region to another. The provision of such public services is practically not regulated by current federal legislation, but is carried out at the local level by migration departments.

List of documents for changing the area of residence
Clause 5 of Article 13 of Federal Law No. 115 establishes that a foreign citizen temporarily residing in the Russian Federation does not have the right to carry out labor activities outside the boundaries of the subject of the Russian Federation in whose territory he is permitted temporary residence.

Transferring the residence permit stamp to a new passport
A foreign citizen must apply for a stamp transfer within 30 days of receiving a new passport. Before applying, you must collect a package of required documents, without which the transfer process is impossible. The stamp transfer service is free of charge.

Transfer process
The transfer is made at the migration departments at the place of registration of the citizen. As a rule, before contacting the service, you must make a preliminary appointment by calling the branch, or transferring the stamp occurs on a first-come, first-served basis.
