The TRP exam is intended for foreign citizens who apply for the status of temporarily residing in the Russian Federation with or without a quota. The exam does not always need to be passed, but only in some cases, if a certificate confirming knowledge of the Russian language, history and fundamentals of law is required. Documents to confirm knowledge of Russian, history, law
The procedure for passing the exam is established by Article 15.1 of the Federal Law “On the Legal Status...” of July 25, 2002 No. 115. To confirm knowledge of the Russian language, knowledge of the history and fundamentals of the legislation of the Russian Federation, migrants provide one of the following documents:
- certificate of the same name;
- a certificate issued by an educational institution of the state that was part of the USSR until September 1, 1991. A higher education diploma is also suitable;
- a certificate issued on the territory of Russia since September 1, 1991 or a diploma of higher education.
Thus, if you have a certificate or diploma of the USSR or the Russian Federation, there is no need to take the exam; it is enough to present it to the migration inspector along with other documents for a temporary residence permit.
Comprehensive exam for obtaining a temporary residence permit
To obtain a temporary residence permit in the Russian Federation, a foreign citizen must pass a comprehensive exam in the Russian language, Russian history and the basics of Russian legislation.
To pass a comprehensive exam in the Russian language, the following documents are required:
- original identification document (passport and its translation (translation is not required for citizens of Kazakhstan and Ukraine) / refugee certificate);
- migration card if available.
The cost of a comprehensive exam to obtain a temporary residence permit is 5,300 rubles. Payment for testing is made in the university building during the exam. Before the exam begins, the tester will explain to you the rules for completing the test and tell you the time allotted for the exam.
You will be given a questionnaire, assignments and checklists (matrix) in which you will answer questions and complete tasks. During the exam, you are not allowed to use dictionaries and reference materials, mobile phones and other electronic devices, or talk to other examinees. The comprehensive exam consists of 7 subtests.
The Russian Language module includes 5 subtests:
- vocabulary. grammar;
- reading; listening;
- letter; speaking.
The module is considered completed if the test taker scores at least 70% correct answers for this module. In this case, for one of the subtests, a result of 60% is allowed, provided that all other four subtests are performed at a satisfactory level (70%).
To obtain a temporary residence permit in the Russian Federation, a foreign citizen must pass a comprehensive exam in the Russian language of the history of Russia and the basics of Russian legislation
The module “History of the Russian Federation” consists of 1 test - 20 test tasks. The module is considered completed if the test taker scores at least 50% correct answers for this module (10 correct answers to 20 questions).
The module “Fundamentals of Legislation of the Russian Federation” consists of 1 test - 20 test tasks. The module is considered completed if the test taker scores at least 50% correct answers for this module (10 correct answers to 20 questions).
The total time for a comprehensive examination for temporary residence permit applicants is 135 minutes (2 hours 15 minutes):
- module “Russian language” – 75 minutes;
- module “History of Russia” – 30 minutes;
- module “Fundamentals of Legislation” – 30 minutes.
For all categories of foreign citizens, the right to retake a partial payment is granted if 1 subtest in the Russian language and/or one of the modules – “History of Russia” or “Fundamentals of Legislation of the Russian Federation” – are not passed. The cost of retaking 1 subtest is 1800 rubles, 2 subtests 2400 rubles. If you successfully pass the test, you will be issued a standard certificate.
Requirements for passing the exam in Russian as a foreign language
A foreign citizen must be able to read texts of different lengths (of different thematic content, for example: newspaper advertisements, inscriptions, signs, advertising, etc.), must be able to determine the topic of what is read, must be able to analyze and interpret what is read.

A foreign citizen must understand and highlight by ear the main content and main idea (be able to highlight the intention) of a monologue and dialogue (understanding the main communicative intentions of his interlocutors); the situations outlined in the tasks occur in the professional, socio-cultural and social spheres of communication.
A foreign citizen must be able to speak coherently and logically, answer questions, and must be able to create monologues on a given topic; The topics of assignments (situations) are limited to official business, social, everyday and professional spheres of communication. A foreign citizen must have a lexical minimum of 85 units and be able to apply this minimum in speech activity.
Requirements for passing the exam in Russian History
A foreign citizen must know the basic facts and events from the history of the Russian Federation. A foreign citizen must know the main features of religion within a certain religious teaching, the religious traditions of Russian society.
A foreign citizen must know the names of famous and outstanding political and government figures, scientists and cultural figures of Russia, what their contribution to the development of Russian society and world culture is.
Requirements for passing the exam on the fundamentals of legislation of the Russian Federation
A foreign citizen must know the basics of the constitutional system of the Russian Federation. A foreign citizen must know the basic rights and obligations of foreign citizens located and living on the territory of the Russian Federation.

A foreign citizen must know what rules a migrant must follow when entering the territory of the Russian Federation, as well as the rules of stay and residence on the territory of the Russian Federation, and the rules for leaving the Russian Federation.
A foreign citizen must know the basics of civil, family and labor law of the Russian Federation. A foreign citizen must know which government authorities of the Russian Federation to interact with in various situations. A foreign citizen must be aware of the legal liability of foreign citizens in the Russian Federation.
A foreign citizen must have a minimum lexical knowledge of the history of Russia and the fundamentals of legislation of the Russian Federation in the amount of up to 500 units (you can use dictionaries of historical and legal terminology). Certificates are valid for 5 years and are equally valid throughout the territory.
Where can I take the Russian language exam?
The TRP exam in 2021 is taken in the same way as before. If the applicant does not have a certificate or diploma, he applies to a specialized educational institution at his place of residence to pass the exam and receive a certificate.
Original valid certificates are issued by institutions that are supervised by the Ministry of Education of Russia, have received a license to conduct exams in the Russian language for foreign citizens, history and law, and are included in the list approved in the Appendix to the Order of the Ministry of Education and Science of Russia dated August 29, 2017 No. 856. Due to the large number of visitors foreigners to Russia, special centers are created on the basis of these universities (you can call them branches), in which you can also take the exam for a temporary residence permit.
Currently, many institutions have been created that do not have the right to administer exams, issue certificates, or conduct trial testing. To obtain a genuine document, a migrant has the right to ask company employees to provide the appropriate license, and also to clarify which university from the list presented above operates from a particular organization.
Exam preparation
You can undergo training, as well as pass the exam, at accredited educational institutions. They are open in every city. The list can be found on the Internet or obtained from the Migration Service Department. For the convenience of clients, many testing centers post sample tests, questions and answers on their websites.
A candidate for a temporary residence permit can test his knowledge by taking an online test. In the final, he will be presented with the number of correct answers for each block. The final test can only be taken in person.
Certificate validity period
The applicant has the right to take exams in the Russian language to obtain a temporary residence permit in advance, perhaps even before he receives the quota that is needed to apply for a temporary residence permit. The certificate is valid for 5 years. If the applicant is denied a temporary residence permit, a copy of the same certificate is attached to the general package of papers for resubmission.
Despite the long validity period, the certificate is tied to one status. The document will indicate the level of Russian language proficiency - “RVP”. This means that the document is provided when applying for a temporary residence permit only. This certificate is not suitable for obtaining a residence permit. Accordingly, a document with the “residence permit” level of proficiency is not suitable for submission to a temporary residence permit.
TESTING OF FOREIGN CITIZENS AND STATELESS PERSONS

Characteristics of the test block
The purpose of the test is to confirm that the candidate has developed communicative competence to the necessary and sufficient extent that allows him to successfully solve current communicative tasks in typical situations of everyday life in a Russian-speaking environment using limited linguistic means and at the same time feel psychologically normal, which is sufficient to obtain citizenship Russia.
In terms of its content, this test exam is communicative, since the test objects are the ability of foreigners to communicate in typical situations that require the complex use of different types of speech activity (in various combinations), as well as specific communication skills, for example, the ability to make contact (in verbal or written form), choose the right communication tactics depending on the changing conditions of communication and adjust it adequately to changing circumstances.
Thus, the purpose of each test task is to test the candidate’s real communication skills. Each test task includes a description of the situation in which a communicative act occurs and a non-speech task (i.e., a life goal that must be achieved). Each task is preceded by instructions for it. The use of reference literature during the exam is not permitted.
STRUCTURE OF THE RUSSIAN LANGUAGE EXAM
TO OBTAIN CITIZENSHIP
The exam consists of five subtests: grammar and vocabulary test, reading, listening, writing, speaking.
Subtest 1. Grammar and vocabulary test. The test consists of 85 tasks, you need to choose the correct option from four proposed ones. The test contains both grammar tasks and vocabulary selection tasks. For example:

Subtest 2. Reading. You will be offered 4 texts, you will need to read these texts and complete 30 tasks for them. Understanding of the content of the text is checked.
Subtest 3. Listening. You need to listen to 8 situations and complete 12 tasks for them. Situations are represented by announcements in the subway, television news. The tasks consist of choosing an answer option related to the content of an advertisement or news.
Subtest 4. Writing. The test consists of 2 tasks. You will need to fill out a form and write a private letter on a given topic. The contents of the letter are specified. The letter must follow a specific format using the clichés of greeting, address, wishes, thanks and farewell.
Subtest 5. Speaking. You are invited to take part in free conversation and dialogues. You read 4 proposed situations (of a practical nature) and start a conversation. Example situation: You are sick and call the clinic to see a doctor at home. Tell the registrar your first name, last name, age, home address, what hurts you, etc. And the last thing is a conversation on a given topic. For example, about your family or the city where you live.

What does the document look like?
The certificate is made on stamped thick paper with a lilac border. The sheet is positioned horizontally. The text is printed in 2 columns, at the bottom of the page the city of taking the TRP exam, date of issue, validity period, surname and initials of the head of the center are indicated. In the lower right corner there is a blue seal with the coat of arms of Russia. The certificate indicates the name of the applicant, level of language proficiency, history and basic legislation, barcode, registration number, full name of the educational organization.
Who is exempt from confirmation?
Categories of persons who do not provide papers confirming their knowledge of the Russian language and do not pass the exam of the same name:
- incapacitated persons or migrants with limited legal capacity;
- applicants under 18 years of age;
- male applicants over 65 years of age;
- female applicants over 60 years of age;
- participants of the State Compatriots Program and members of their families who also take part in the program;
- highly qualified specialists and their families;
- native Russian speakers;
- citizens of the Republic of Belarus.

Documents for taking the exam
Those wishing to obtain a certificate to take the exam provide the following documents:
- copy of passport;
- a notarized translation of the passport, if it does not contain a translation of the applicant’s name into Russian;
- migration card;
- a tear-off coupon confirming the arrival of a foreign citizen or stateless persons at the place of stay (in other words, migration registration or registration);
Since the list of documents is not established at the legislative level, some testing centers may not require some of the above documents, and some may require additional ones. Therefore, this issue must be clarified in advance before visiting the testing center. The original documents are returned to the applicant, and the center staff takes the copies.
Tests for passing exams for temporary residence permits
The simplest test with a minimum number of questions is taken by migrants applying for employment in the Russian Federation. More difficult tests await foreigners planning to obtain a temporary residence permit and temporary residence permit. Those wishing to acquire citizenship only take a test in Russian, but according to a complicated program that requires serious preparation.

Procedure
Let's look at the step-by-step procedure for passing the RVP exam:
- The applicant applies to the selected educational organization in order to pass exams to obtain a temporary residence permit. He is informed of the next day of delivery.
- The migrant fills out an application, provides the originals of the required documents, and pays for the services of the institution. Sometimes migrants write an application and submit documents on the day of the exam.
- On the appointed day, the foreigner comes to the educational center and begins to take the exam.
- Traditionally, migrants first pass the written part of a comprehensive exam, after which they are invited to sit in front of a camera to pass the part that tests the applicant’s speech (listening). The duration of the exam is 115 minutes.
What is the structure of the exam task?
The total duration of the exam is 2 hours. The test includes tasks in 3 subjects:
- Russian language. The RVP exam for this discipline consists of 5 parts, which must be completed in 75 minutes. The minimum passing score required for a Russian language certificate to be issued for obtaining a temporary residence permit is 210. The examinee will be given a test of knowledge of vocabulary and grammar, a listening test, and a test of reading and writing skills.
- History of the Russian Federation. 20 minutes are allotted to complete. The minimum acceptable level is 50 points out of 100. You will need to demonstrate knowledge of the events that occurred from the formation of the Old Russian state to the present day. In addition to the ability to navigate the main important dates, knowledge of historical figures and understanding of the cultural component will be tested: the reasons for the holidays, etc.
- Fundamentals of the country's legislation. You are given 20 minutes to prepare your answers. In order for this part of the exam to be considered passed, you need to score 50 points. Questions will concern the territorial structure of the country and constitutional norms. First of all, you will need to demonstrate an understanding of your rights and obligations, knowledge of the legislative provisions on temporary residence permits, regulating the procedure for obtaining it and the reasons for loss.
Taking the RVP exam is preceded by an introductory briefing, which explains how to format the answers. It is mandatory to fill out test control matrices by hand. All information entered must be written in legible handwriting.
Exam structure
Testing knowledge of the Russian language for foreigners, the history of the Russian Federation and the fundamentals of legislation involves passing three subjects as part of a comprehensive exam for temporary residence permits in 2021. To receive a certificate, work on the Russian language contains 70% correct answers, on the history of Russia - 50% and on the basics of legislation of the Russian Federation - 50%.
For a residence permit, the exams are already more difficult, since you need to score more points. The simplest exams are when applying for a patent. The scoring scale for each subject can be found below.
The Russian language proficiency exam for foreigners consists of 5 parts:
- vocabulary-grammar;
- reading;
- listening;
- letter;
- speech.
The form of work is written (tests, open answers) and oral (involves oral answers to questions).
The vocabulary and grammar part consists of 20 tests. Each question has 1 correct answer. The exam questions and answers for the RVP of this block concern what prepositions are used with certain parts of speech, what ending should be chosen in the word, what adverb is appropriate to use. If the applicant is fluent and uses Russian in everyday life, the questions from this section will seem easy to him.
In the reading section, the applicant selects 1 correct answer to the question about where he could hear a certain statement. The section contains 10 questions. If the applicant speaks Russian or understands native speakers, he will cope with the task.
The listening part involves choosing 1 correct answer among the three proposed to a question played on a tape recorder. The number of questions is 5. The applicant is offered several oral situations in which he must respond to what is happening with a certain phrase. For example, what to answer if a person at a bus stop approaches an applicant with the question “Is this bus going to the market?” Answer options are attached.
In the letter section, the applicant completes 3 written tasks: fills out a questionnaire, an application and an autobiography. Genres vary. The task specifies a detailed plan for completing the work, so there is no need to first memorize templates for official business documents.
Oral answers in the fifth part of the Russian language are recorded by examiners on camera. The questions relate to the applicant’s profession, age, interests and any other everyday areas.
In the section on the history of Russia, the migrant chooses 1 correct answer to the question. The number of questions is 20. To successfully complete this section, you will need knowledge about Kievan Rus, the Middle Ages, the USSR, the period of the reign of Peter I, other kings and presidents.
For the basics of legislation, similarly, you need to complete tests with 20 questions. The topics of the questions concern the state structure of the Russian Federation, the Constitution, religion, state symbols and other things.
If a migrant does not achieve the required percentage of correct answers for a particular section, he is retaken separately.

Why is the exam necessary?
The exam is conducted to ensure that a person applying for a temporary residence permit has the required knowledge of the country’s language and has an understanding of its history and legislation. Such a minimum set of knowledge is necessary to ensure the integration of a migrant into society and his successful employment.
If the applicant for a temporary residence permit belongs to the group of persons for whom it is necessary to have a certificate in the Russian language to obtain a residence permit, representatives of the migration service will not consider his application without providing this document.
You need to know that the certificate received for submitting documents for a temporary residence permit cannot be used to apply for a document that provides more rights. The comprehensive exam for a residence permit is not much more difficult than the tasks that must be completed to obtain a temporary residence permit. It differs primarily in its assessment system. To successfully pass the exam, you must score 80% of the maximum score.
For Russian citizenship, testing by level, examples of which can also be found on the Internet, is much more complicated. The task, designed to test proficiency in vocabulary and grammar, contains 85 questions. They have a structure similar in meaning to that proposed in the exam for a temporary residence permit or residence permit. But to cope with them, deeper knowledge will be required. To obtain a certificate, it is enough to give only 66% of correct answers, and exams in history and fundamentals of law are no longer held.
