What it is
A citizenship quota or a quota for temporary residence permits is one of the main elements of the migration program for foreign citizens and stateless persons (stateless persons).
This term gives interested applicants an idea of the number of places allocated by government agencies for obtaining an internal civil Russian passport.
As for the exact values, it is quite problematic to establish them, since they are constantly changing.
This can be influenced by completely different factors - from the conclusion of international agreements to the current state of the economic sphere.
Features of obtaining a permit for children
According to the law, a minor himself does not submit documents. The entire procedure is carried out on his behalf by either one of the parents or a legal representative.
It is possible to grant temporary residence status to a child in two cases:
- The father or mother already has a temporary residence permit and now he/she wants the child to receive permission.
- A foreign citizen applies for a temporary residence permit for himself and at the same time for his son or daughter.
It is impossible to issue a temporary residence permit for a minor separately, without making the same status for the parent (or guardian).
Now let’s look at how to obtain a temporary residence permit for children in different situations.
The child was born in the Russian Federation
Let's look at an example. One or both parents have permission. In Russia they have a son or daughter. According to the law, a father or mother with a temporary residence permit has the right to give permission to their child. A newborn can also receive the status. The rule is stated in paragraph 159 of Order No. 891 of the Ministry of Internal Affairs of Russia dated November 27, 2017.

In this case, obtaining a quota for a minor is not required. The fact is that the fact of birth in the Russian Federation is a sufficient basis for applying for a permit under a simplified scheme.
In cases where a minor is not included in the parent’s passport, it is first necessary to obtain a foreign passport for the child. You do not need to travel to your homeland for this - you can obtain the document through the consulate of your country in Russia.
Citizens of Ukraine will definitely have to obtain a foreign passport for a minor. This is due to the fact that children are currently not included in the passports of their Ukrainian parents.
A minor will receive temporary resident status for the duration of the parent's permission.

Judging by the experience of migrants, applying for a temporary residence permit for a child will not be enough with this list. Complete set of papers that may be required:
- Statement. There is no established application form for such cases. The application is written by hand in free form. Some report that they wrote the text directly at the migration department under the dictation of the inspector. See the photo at the end of the list for a sample.
- Birth certificate of a minor. If received in Russia, then simply provide the original and a copy. Sometimes they require a notarized copy. If the certificate was issued in another country, then you must first translate the document and have it certified by a notary.
- Passport of the parent submitting the documents. You must also provide a notarized translation of your passport. The entire document needs to be translated - from cover to cover.
- Child's foreign passport. In addition to the original, you must prepare and bring a translation with notarization. The passport will be stamped with a permit.
- Migration card of son/daughter. We bring a copy and the original.
- Migration registration. Again, take the original document and a copy.
There is no need to pay a state fee or undergo a medical examination.
The processing time for the application is the same as for adults - 2 months.
Please note: if one of the parents has a residence permit, and the other has a temporary residence permit, then the parent with a residence permit can immediately give the child a residence permit.

In this case, registration is possible in two scenarios:
- Mom or dad first comes to Russia and gets permission for themselves. After this, he gives permission to his child.

Why is it necessary?
The need for citizenship quotas is due to significant numbers of migrants to Russia.

- significant job cuts;
- changes in cultural traditions, national color and other things inherent to one people.

The Russian government must take into account the possible consequences of an overpopulation of migrants and limit their flow - this is why citizenship quotas are being introduced.

When all the necessary papers are ready, you can make an appointment at one of the departments of the Ministry of Internal Affairs in Yekaterinburg. The operating hours of these departments are from Monday to Saturday, but reception hours vary.

Conditions
The legislation does not provide for strict limits in relation to persons wishing to obtain a temporary residence permit. Enough:
- be of legal age;
- have on hand all the requested papers;
- comply with medical indications;
- not to be judged.
There are no additional requirements for applicants.
However, in order to increase the likelihood of receiving priority in issuing a quota, it would not be superfluous to:
- availability of real estate in the country. If there is insufficient financial security to purchase housing or land, it is permissible to provide a letter from the landlord indicating the fact that the applicant has registered in his own space on a temporary basis after approval of the foreigner’s request for a residence permit;
- official employment in Russian companies. To do this, you will need written recommendations from the employer;
- agreement between an individual and an educational institution. There are also benefits for foreign students (confirmation from the organization hosting the foreigner will be required);
- presence of relatives who are citizens of Russia. First of all, this is relevant if there are close relatives, be it a spouse, parents or children.
Russian education can provide additional support. It is enough to provide a diploma from a domestic university to increase the likelihood of quota approval.
Distribution by region for 2021
Subjects of the Russian Federation receive quotas from the Government of the country depending on their capabilities.
Economic indicators are of paramount importance. Accordingly, if they change, the volume of places for foreign citizens will also be adjusted.
A shortage of quotas is observed in Moscow, the Republic of Crimea and St. Petersburg. And this is obvious, given their popularity and the decision of government agencies to limit the access of foreigners to these administrative centers.
How to obtain a quota for Russian citizenship
A foreign citizen can apply for a quota in three ways:
- when applying in person to the Federal Migration Service at your place of stay;
- through the State Services portal;
- with the help of a Russian consulate on the territory of a foreign state.
After submitting all the requested information to these structures, you should expect that the application will be reviewed within 6 months. If the decision is positive, a note indicating receipt of the temporary residence permit is placed in the passport.
For citizens of Tajikistan
Representatives of this country have some privileges when obtaining citizenship.
This is due to the status of a friendly state for Russia, which is supported by a corresponding agreement.
However, the existing conditions for issuance must in any case be met.
Ukraine
Despite the worsening relations between the two countries, Ukrainians also have the opportunity to obtain a quota in a simplified manner.
Important: representatives of the former Soviet republic have the exclusive right to registration at almost any time of the year.
However, to obtain priority it is considered necessary to have relatives in Russia.
Armenia
And in relation to the Armenians, the Government of the Russian Federation granted privileges. That is, they can receive a quota in an accelerated manner - it is enough to have all the requested documents in hand and meet the requirements.
The countries listed above are not final. Thus, preferences are also relevant for residents of Kyrgyzstan or Kazakhstanis.
Is it possible to get a temporary residence permit without a quota?
The quota for Russian citizenship in 2021 is not mandatory for obtaining a temporary residence permit under the following circumstances:
- the applicant was born in Russia;
- the foreigner is an incompetent person, and his children or parents have Russian citizenship;
- when marrying a Russian;
- in case of investing significant amounts in the domestic economy;
- during military service.
Also, children whose parents have issued a temporary residence permit under quotas can count on this privilege.
Differences between temporary registration and temporary registration
Temporary registration has a short period of validity - up to ninety days and allows you to live in the Russian Federation in Kaliningrad, then the foreign citizen is required to leave the country or obtain a temporary residence permit. It is not possible to extend the temporary residence permit, unlike the temporary residence permit.
While it is not difficult to obtain temporary registration by paying a fee and providing information about your place of residence, a temporary residence permit requires compliance with the quota rule and the submission of a large number of certificates and documents.

A correctly assembled package of documents is half of the registration procedure. Therefore, it is worth paying special attention to the relevance of the information requested by the competent authorities.
So, in general terms, you will need to have with you:
- statement. Drawed up in 2 copies;
- photo. There are 2 pieces with dimensions of 3.5x4.5 centimeters. For stateless persons – 3 photographs;
- internal passport;
- international passport;
- certificate of no criminal record. A translation into Russian is required and certified by a notary. Not necessary for applicants from countries that have an agreement with the Russian Federation on a visa-free regime;
- medical certificate confirming the absence of dangerous infectious diseases;
- a certificate of negative HIV test results (it also confirms that the applicant is not a drug addict);

- receipt of payment of state duty.
