Russia has changed its migration concept (recall that the President previously announced the goals of the changes: humanitarian focus and de-bureaucratization). Government workers working today programs, including the State Program for the Resettlement of Compatriots, which in 2021 remains the fastest way, in accordance with federal legislation, to actually obtain Russian citizenship on your own.

Participant in the compatriot resettlement program: who can participate
Based on the goals, the state imposes requirements on the applicant, including the applicant’s working age, the presence of work experience (increasingly, the region requires work experience in the required specialty) in a rare profession, or one that is in demand on the labor market in the subject participating in the resettlement program for compatriots.

Nuances. Former citizens of the Russian Federation who legally reside in a foreign state for permanent residence, upon arrival in Russia, are exempt from the need to issue a temporary residence permit. This is a special category of persons for whom there is a procedure for restoration of citizenship of the Russian Federation.
Obtaining a temporary residence permit in 2021 under the Compatriots Resettlement Program for an applicant assumes that he already has the education, skills and experience of specialists in the priority production sector for a particular region. The state provides PPP participants with benefits and compensates for the costs associated with moving and settling in upon arrival in the region.
Description of the resettlement program
The program is aimed primarily at those who fall under the definition of “compatriots”. These are former citizens of the USSR or their children. Such people maintain a mental connection with Russia, understand its culture well, and speak Russian fluently. They received similar or identical education and similar professional training. Many of them are connected to the Russian Federation by relatives who are Russian citizens.
The program aims to “bring together compatriots” in the country. It also helps solve the demographic crisis in the regions and fill in-demand vacancies for which it is not possible to find suitable specialists within the country.
List of documents for temporary residence permits outside the quota for the resettlement program in 2021
A participant in the resettlement program submits a set of documents to the territorial body of the Main Department of Migration of the Ministry of Internal Affairs of the region of resettlement without receiving a quota. Documents can also be accepted at the Russian consulate. The migrant will be required
- Application in 2 copies, approved. Administrative Regulations, Appendix 3 - 2021 forms, form for issuing a temporary residence permit form for an adult and for a minor. Applications must be completed separately for each family member. The application form for minor children differs from the sample for adults. Forms can be filled out by hand, or printed ones can be prepared. Nuances. If the forms are printed, we recommend having a flash drive and device with you so that you can make changes if necessary and print them immediately.
- 2 photos for each family member - size 3.5x4.5 - matte, b&w / color without corner.
- The fee paid for each family member is 1600 rubles. It is convenient to pay using SNILS through the terminal and immediately make photocopies of state fees for temporary residence permits of all payments that will be submitted to the set of documents. Originals are needed to receive compensation.
- A medical certificate for each member of the migrant’s family confirming the absence of HIV infection, with notes from a phthisiatrician, narcologist, and dermatovenerologist. By the way. It is possible to submit documents without a medical certificate, which you will be required to provide within the next 30 days. But! In this case, do not indicate the medical certificate in the paragraph of the application listing the list of attached documents.
- Certificate of no criminal record (for participants in the resettlement program from visa countries).
- Certificate of participation in the State Program: the original and a photocopy of all pages are included in the set of documents for each member of the displaced family.
- Birth certificate for each family member. The birth certificate of each child must be in the original, + have a notarized translation and + a photocopy.
- Original certificates of temporary asylum for all adults with a validity period of at least 6 months, and copies of certificates of temporary residence, or
- ISIS passport with a translation into Russian, certified by a notary in Russia or a consulate officer abroad
- Copies of everyone’s migration records (and, by the way, the validity period of the MU does not necessarily correspond to the period for granting temporary asylum)
- A copy of the marriage certificate (notarization is not required).
The period for consideration of an application for a temporary residence permit is up to 60 days.
On average, it is limited to 1.5 - 2 months. The whole family will have to go again to obtain a temporary residence permit, because... You will have to undergo a fingerprinting procedure.
After temporary residence permit – registration or migration registration? What to do next?
As soon as they left a stamp for you, the next step for a compatriot after a temporary residence permit is to register at your place of residence for any period within 7 working days. Registration is not needed; to apply for Russian citizenship, temporary registration is required..
How to count 7 days? From the date on which the stamp was placed in the passport or driver's license. You should hurry, if you don’t have time, the administrative penalty will be a fine in the amount of 2,000 rubles per week for one person. In addition, the fact is qualified as an administrative offense, which may have a negative impact on the decision to grant citizenship to the applicant.

- House book and certificate form 9 from the housing office - it is taken with the house book
If permission has already been received in Russia, seven days are given for this, and if at a consulate abroad - the same amount of time, but from the date of arrival in the region of residence.
Getting ready to serve
If you need a quota to obtain a temporary residence permit (and read about who has the right to do without it here), then the first thing you need to do is submit an application for a quota. It’s better to do this at the beginning of the year, as they “sell like hot cakes.”
Filling out the form will not be difficult. Waiting for an answer is the hardest thing.
If you don’t need a quota or you’ve already been given one, then the time has come to prepare the required certificates. Some of them are not difficult to collect - these are notarized translations of your passport and children’s records (if you have them), photographs, the above-mentioned migration document and the MU form. You can find a detailed list here. But there are two papers that are issued for a fee and in special places. This is a medical report and a certificate of passing a comprehensive exam.

Proof of knowledge of the Russian language, the fundamentals of law and the history of the Russian Federation is not necessary for everyone. Children, elderly women over 60 and men over 65, as well as those foreigners who have proof of completed Soviet or Russian education, are exempt from testing. Both school certificates and higher education diplomas are suitable. But this does not apply to students.
In the capital of Western Siberia there are enough establishments where you can pay 5,300 rubles, take tests and receive a certificate. We will list a few of them:

Please note: Some inspectors say that if you immediately pass the residence permit exam, it can be used for both a permit and a residence permit. Clarify this issue during your preliminary consultation - if this works in your OVM department, then you will save money.
The second important certificate is the result of a medical examination. The state must take care of the health of its citizens, and therefore cannot afford to allow foreigners who suffer from dangerous infectious diseases to settle in the country. You can confirm the absence of such diseases and issue a medical report for a temporary residence permit in a Siberian city of over a million people in the following institutions:

- Niso Clinic (at MMC);
- Central Clinical Hospital;
Medical examinations are paid; the price varies slightly among hospitals and medical centers, but ranges from 4,000 to 5,000 rubles. A conclusion must be obtained for both adults and children. This creates a certain difficulty, since children under 14 years of age must obtain certificates from their specialists: a pediatric phthisiatrician, a psychiatrist, etc. This service is not available in all centers. Therefore, parents may have to take their child to government dispensaries.

Lifting and compensation of state duties only for immigrants in 2021
State-guaranteed financial support includes compensation paid by the territorial migration service after family registration at a new place of residence.
Compensation for the cost of paying state fees for issuing a certificate of participation in the program of resettlement of compatriots, citizenship of the Russian Federation and the fee for paying for a passport.
Compensation of transportation expenses for payment for transportation of personal property to the place of residence in an amount not exceeding the cost of transportation. A family of up to three people is compensated for the costs of transporting personal property in a 5-ton container, a family of more than three people is compensated for the cost of transporting personal property in a 5-ton container. Originals of travel and transportation documents (tickets, luggage and cargo receipts) confirming expenses incurred, and copies of documents confirming payment of customs duties and taxes related to the movement of personal property are presented by the applicant at the place of request.
Payment of compensation for travel expenses is carried out in an amount determined on the basis of actual, documented expenses, but not more than the cost of travel:
An application for a one-time allowance for settling a family (the so-called “raising allowance”) is submitted by the applicant. Financial assistance is issued based on all arriving family members included in the resettlement certificate.
