Employment process in Israel
Russians do not need to apply for a preliminary visa if they intend to stay in the Holy Land for no more than a day. But a tourist visa does not give the right to work, so you need to apply for a work visa. It cannot be obtained without the assistance of the employer. Therefore, moving to Israel for the purpose of work should begin with finding an employer and concluding an employment contract with him.
The applicant will have to go through the following stages:
- Search for a suitable vacancy.
- Sending a request to the employer, undergoing an interview, and approval of the candidacy by the employer.
- Submitting a petition to the Israeli Ministry of Internal Affairs on behalf of the interested company to approve the candidacy of a foreigner as an employee.
- Receiving a positive response from the Ministry.
- Sending permission from the Israeli Ministry of Internal Affairs to the applicant’s email address.
- Concluding a contract with an Israeli employer.
- Sign up at the Israeli Embassy in Russia for an interview.
- Collecting the necessary documents, filling out an application for a work visa.

Employer's actions
Israel has a low unemployment rate - 5.5% among women and 5% among men. However, preference in employment is given to Jews and those who came here for permanent residence. The employer must be very interested in the foreign worker, since most of the actions will have to be performed by him:

Stages of registration

4 Visiting the Ministry of Internal Affairs in Israel You fly to Israel and receive an internal identity card and a repatriation certificate. After which, you contact the Israeli Ministry of Internal Affairs with a request to issue a biometric passport.

Obtaining a work visa to Israel
Receiving permission from the Israeli Ministry of Internal Affairs can be considered an “invitation” to Israeli soil. A work visa request is made through the Israeli Consulate in Russia. The applicant must come to the interview with the consul with the following documents:
- International passport.
- SNILS.
- Certificate confirming completion of a medical examination (form 082).
- Blood test for HIV, hepatitis A, B, C.
- Information on fluorography confirming the absence of signs of tuberculosis.
- Receipt of payment of the consular fee for issuing a visa.
- Photos.
- Certificate on form K-1
All documents are translated into Hebrew, notarized and apostilled.
At the consulate, with the consent of the applicant, his fingerprints will be taken. If the consul is satisfied with everything, the visa will be issued on the same day. Typically, the form is issued for a period of 1 year. Subject to renewal of the contract, the period of legal stay in the country can be increased to 5 years.
Nuances of obtaining a work visa
Besides this, there are other nuances:
- Not all Israeli companies have the right to hire foreigners. Therefore, it is not possible to obtain permission through every employer.
- Often a permit is issued to work in a specific region and to engage in a specific activity. Replacing one region with another is prohibited.

– Was it difficult to get used to the new place?
– Based on my experience with immigrants, Israel is either love or complete rejection. Firstly, you need to be prepared that this is an eastern country with all that it entails: it’s loud, noisy, sometimes a little dirty.
The mentality of the local population is radically different from ours. There is even a separate concept “khutzpA”. Literally this translates as “impudence,” but in Israel this word has a positive connotation. It is, rather, the ability to defend one’s interests and get what one wants, slightly bypassing the rules, like our “I just ask” in line at the clinic. Therefore, standing quietly on the sidelines and waiting for your turn is ineffective. This is quite difficult for us, the “memorable” Belarusians, to accept.
Another important aspect of adaptation is language. All immigrants are entitled to a free state ulpan - a language learning course that can be completed within 10 years from the date of arrival in the country. I graduated from the day program because I didn’t work: classes are held five days a week from 8:00 to 13:00. There are also evening groups, as far as I remember, three times a week from 18:00 to 21:00 for those who work.
Ulpan, as a rule, allows you to gain a basic level of language. That is, I can ask something in a store, on a bus, or even work at a simple job, such as a cashier in a store.
In order to find a job in my specialty, my level of Hebrew, I think, is not enough. At the same time, we must remember that the country has a very high percentage of Russian-speaking population: every third, if I’m not mistaken.
Therefore, often you don’t even have to struggle with Hebrew. For example, during pregnancy I was cared for by a Russian-speaking doctor, and during the birth there was a Russian-speaking midwife. There are cities where the population is predominantly Russian-speaking, and you can live your whole life in Israel without speaking Hebrew, just like in Brighton Beach in America. My husband works in English and has no plans to learn Hebrew yet.
– Have you ever regretted moving?
“We didn’t regret it, because from the very beginning we set ourselves that everything was in our hands and we could always come back.”
– Have you ever thought about going back?
– There is an opinion that all immigrants are bored and want to return to their homeland only in the first year after moving. We just recently passed a year, and we still want to go home, so we do not exclude this possibility.
– What do you miss most?
- According to the usual food. In Israel you can find almost everything: despite the rules of kashrut, even pork is sold in non-kosher stores, but the taste of the products (dairy, meat) is different. That’s why our relatives bring us candy, sausage, they even brought me a cinnamon bun, a Soviet one.
I also miss the contrast of the seasons. It turned out that I am not at all the person who is ready to live in eternal summer. I really want winter and to leave the house when it’s not yet dawn and dig my car out of the snowdrift (smiles).
Our holidays are missing. There are a lot of holidays and traditions here. But, despite the fact that I am interested in learning, reading, studying something about the local New Year or Easter, these are not the holidays that carry associations from childhood, and therefore for now they mean nothing to us except an additional day off.
Employment through a social program

-Have you been preparing for the move for a long time?
– In fact, in our case everything went very quickly. We moved with two suitcases, although, as a rule, repatriates send containers (!) with TVs and furniture, because everything is quite expensive in Israel. We rented out our Minsk apartment, underwent a medical examination just in case, and flew away.
– What about housing?
– Israel has a very specific rental real estate market. Demand is high, so apartment owners often dictate very strict conditions. For example, it is almost impossible to conclude an agreement for a period of less than a year. If suddenly you move out earlier, and we had such a situation at our first place of residence, then you must either find a replacement or pay a fine. Sometimes it is equal to the full rental amount until the end of the agreed period.
Payments are made by checks. Yes, in Israel they still use checks and faxes. They often require an additional guarantee check or, even worse, a guarantee deposit for a tidy sum (if you suddenly break something in the apartment and run away), guarantors, and printouts of pay slips from your place of work.
In general, the landlord is trying to protect himself in every possible way. This can be a serious obstacle for a new person in the country who has no credit history, no guarantors, and no money to freeze as a security deposit.
– So the apartments there are expensive?
– The cost of housing depends on where you live. There is Tel Aviv and adjacent cities - this is when there is still Tel Aviv before the fence, and there is another city behind the fence. It’s difficult for me to name a price range, but you can start, perhaps, with $1000 for a very nondescript apartment in an old building without an elevator, with poor air conditioning, cockroaches and other joys of a southern country. The ceiling is even more difficult to name, because penthouses in new high-rises with luxurious views are also available here.
In second place is the center of the country. This concept is quite broad, but understandable to every local. These are cities such as Herzliya - the city of millionaires and IT companies, Raanana, etc. Initially, we lived right in the center, because when choosing a place to live, we were looking for something closer to my husband’s work.
In the end, he rode his bike to work for about 15 minutes, and it cost us $1,300, not including utility bills. We were lucky and it turned out that the owners of the apartment worked in the same company as my husband. This is the only reason we were able to rent an apartment without guarantors.
The further from the center of the country, the cheaper. Proximity to the Palestinian territories and Arab cities, the availability of jobs nearby, and the environmental friendliness of the area also play a role.
Now we have moved to a completely new city, built literally from scratch in an open field. Prices here are lower, the apartments are new and large, there are no problems with parking. But the spouse has to travel 50 kilometers each way to work.
By the way, for Israel this is the norm: live in Jerusalem, work in Tel Aviv, for example, and get to work in an hour and a half.

Employment for repatriates
Russians eligible for repatriation must worry about finding employment before arriving on Israeli soil. Of course, they can count on financial assistance from the state (absorption basket), but it will not be canceled if the repatriate has a stable income.

Employment in Israel through a work visa allows you to move to the country legally for a long time. But the fact of work itself is not the basis for acquiring citizenship and obtaining a passport. — The most popular question from all my friends and acquaintances is why we decided to move. I always find it difficult to answer this clearly. According to most of them, everything was fine with us in Minsk: an apartment, a car, a good job for me and my husband. Therefore, there was no need to leave, and this is true.
