One of these simple but important procedures is

Do I even need to include my child in my passport? Many parents ask themselves this question, and it is quite logical - nothing will happen to you if you don’t have a child’s record in your passport.

However, absolutely every employee of the government service that has at least some relation to children or their parents will recommend that you enter the child into your passport as soon as possible. And there are reasons for this:

  • A stamp and a note in the passport about the presence of children are required to be presented in case of applying for benefits for children
    or to confirm the fact of a large family;
  • To apply for a visa for a child or to travel with him, you will also need a note in the Russian passport
    - without it, documents for an adult will not be issued;
  • A stamp in the passport stating that the child is really yours may be asked for when enrolling in a school or kindergarten;
  • You will need to register your child in many other cases that require confirmation that you have children. For example, when taking out a mortgage or receiving certain workplace benefits.

Where is the child entered in the passport?

Most parents are accustomed to the fact that they can enter their child into their passport at the registry office that issued the birth certificate. However, this procedure was abolished quite a long time ago,

and it became possible to enter a child into a passport only at the Federal Migration Service, but even then not for long - from April 5, 2016, by decree of the President,
the FMS was completely abolished.
Now its tasks have been completely transferred to the Ministry of Internal Affairs of the Russian Federation (GUVM MVD, or just UVM).
Thus, you can enter a child into your passport only at the Department of Internal Affairs at the place of registration of one of the parents - in other places you will simply be denied this.

What documents are needed to include a child in a passport?

So, we have decided who has the right to include the child in the passport. Now let's look at the package of documents. It is very short - in order to enroll your children in your passport, you only need three documents:

  • Passport of the parent registering the child;
  • Passport of the second parent;

Please note that you are not required to have a marriage certificate or any other documents confirming the relationship between parents or paternity/maternity. In this case, original parents' passports and birth certificates are required - copies are not accepted.

Where is it possible to include children in passports?

Until 2007, parents had the right to appeal to the territorial departments of internal affairs at their place of residence and to submit documents for making marks. But at present, the Main Directorate for Migration Affairs of the Ministry of Internal Affairs does not have such powers, as do the civil registry offices. Parents who do not want to spend time visiting the MFC have the opportunity to personally visit the migration service and hand over their passports for stamping. This procedure is simple:

  • it is necessary to prepare documents;
  • hand them over to employees;
  • wait for the relevant information to be entered.

It is not necessary to complete separate applications, as only a minimum package of documentation is required. But if guardians apply, they must confirm their own authority using separate documents. This rule also applies to representatives - they require powers of attorney that are notarized.

The legislation does not allow the Federal Migration Service to confiscate civil passports for a long time to carry out this procedure. Typically, stamps are affixed within 1 business day or applicants are denied the procedure.

Information about whether citizens have young children will be received by all government agencies that have access to this service. But in practice, it is possible to enter information into documents only through personal visits to the relevant government bodies.

How is a child registered?

It's very easy to do. The procedure takes place in three steps:

  1. Contact the Department of Internal Affairs of the Ministry of Internal Affairs at the place of registration;
  2. Provide documents;
  3. Get stamps in your passports.

In addition, the procedure does not have to be carried out by parents personally - absolutely anyone can stamp their passport. However, for this he will need to have a power of attorney from one of the parents, certified by a notary.

First, let's consider a simple situation - the passport is lost by one of the parents.

The only thing that will help with this is without which there will simply be nowhere to put this signature, and it will be inappropriate to be circumcised at the Federal Migration Service twice.

A much more difficult situation would be the death of a spouse. In this case, you will have to provide a whole package of documents, which will depend on certain circumstances. So, if the spouse really died, then in order to add children to the passport , his death certificate will be required.

If the spouse is listed as missing, then in order to add children to the passport,
a written statement stating that the spouse has disappeared will be required.
It will need to be accompanied by a court decision recording the assignment of missing person status to the spouse.

You should take one or two parents' passports and the child's birth certificate. The number of passports depends on the individual family situation. Should children be included in passports?

Many citizens do not want to indicate such information in personal documentation in order to conceal it when applying for loans. For banks, the presence of minor children may be a decisive reason for refusal.

If parents have old-style foreign passports, then it is also possible to put stamps there indicating the presence of children. But in cases where new biometric documents have been issued, this should not be done. Such a procedure is not provided for in regulations. In addition, biometrics can be issued for minor children.

  • certificates of marriage between parents;
  • divorce certificates (if families have broken up);
  • extracts from house books that confirm the registration of minor children at specific addresses.

Additional certificates will be required from representatives and guardians.

Failure Cases

The specific place where the applicant is registered or lives cannot be considered a valid reason for refusing to include children in the Russian passport. Some, not entirely literate, FMS employees refuse the application on the grounds that the child does not have citizenship. It should be explained to such inexperienced representatives that citizenship is given to children automatically immediately after birth and no additional paperwork is needed.

There are only two good reasons for refusal: there is no birth certificate or the parents are foreigners.

If the refusal is based on the fact that only one parent has a passport, then such actions by employees are also illegal. It must be remembered that an entry can only be made to one parent. The second option is filing an application with the court. The optimal method of dealing with unqualified FMS employees is to find it on the Internet, print out FMS Order No. 64 and draw their attention to clause 21.3 of this regulatory act. And they are obliged to strictly comply with the decisions of higher organizations.

Rules for registering a child by one parent

Such cases are not uncommon. If the second one is missing or is in an unknown place, then the applicant will have to prepare additional documents.

Important. Remember that it is impossible to change a child’s middle name; this requires the consent of the other parent.
