Each reform has both positive and negative sides. The innovation is still just around the corner, but experts and ordinary citizens are already discussing the pros and cons of a state-of-the-art ID card.

Pros:

  1. Convenience. The plastic card will store in a special chip not only passport data, but also SNILS number, driver’s license, medical policy, and TIN. This is convenient and allows you to avoid carrying a bunch of papers with you.
  2. Durability. An electronic document will not fray like a paper counterpart, will not tear, will not get wet - it is virtually impossible to render it unusable.
  3. Compactness. The standard size of the plastic card will allow you to carry it in your wallet along with a bank card or driver’s license.
  4. Passport in the phone. Special mobile applications that allow you to add a bank card to your phone and pay with it are popular. Similar applications will be developed for the new type of passport. This way you don’t have to carry the document with you, but at the same time it will always be in your pocket.
  5. Enhanced protection. It is more difficult to counterfeit an electronic card than a paper form. In addition, if the owner discovers it is missing, he will block the document, as is done with bank cards.

The new document will be a standard-sized plastic card with a photograph of the owner. The remaining information will be stored on an electronic chip, these include:

  • passport information (full name, year and place of birth, marital status, registered address, etc. - the same as in the old-style passport);
  • driver's license information;
  • SNILS number;
  • TIN;
  • fingerprint (additional methods of personal identification are also considered: retinal scan, facial scan);
  • digital signature of a citizen;
  • access code to electronic government services.

The replacement of paper storage media with plastic will be carried out gradually and voluntarily. Old samples will not lose their relevance; they will be allowed to be used until their expiration date.

It is planned that when exchanging a passport until 2023, a citizen has the right to refuse the new item and ask to issue a familiar paper document. In subsequent years, there will be no choice; only electronic passports will be issued.

All residents who have crossed the 14-year mark are required to have an identification document as a citizen of Russia. By the way, this is the answer to how old a passport is issued in Russia. A passport change is required if:

  • Russian passport has expired
  • personal data, appearance or gender have changed;
  • erroneous information or inaccurate data was discovered;
  • The form is worn out or lost.

In 2021, the Russian passport is issued not by the Federal Migration Service, as was previously the case, but by the Main Directorate for Migration Issues of the Ministry of Internal Affairs.   • photo according to established requirements.

You also need to pay the state fee, not forgetting to take the receipt, and additional documents if necessary (for example, a certificate that the applicant’s name or patronymic has changed). Let us remind you that the ages of 20 and 45 years are exactly the time when a passport is changed in Russia.

Choose a convenient MFC location, making sure that they replace passports there. Come and print out a ticket with the electronic queue number. Wait for the call and submit the documents. All you have to do is wait for the finished passport to be issued.

Important: you should not contact the MFC if your passport has been lost, is obtained for the first time, or if you are an incapacitated citizen. In such cases, only the Ministry of Internal Affairs will help.

The time frame for obtaining a Russian citizen passport is standard – 10 and 30 days. To receive a document urgently, you need to apply for a shift on the same day when the need arises, or as quickly as possible. Registration with the Ministry of Internal Affairs at the place of registration will also speed up the approach of the cherished date. In case of emergency, the passport office employee can accommodate you halfway, and then the time it takes to get a passport will be reduced to 3–5.

The procedure for replacing a passport does not differ from that followed when receiving the document for the first time:

  • filling out the application and collecting the necessary papers,
  • sending to the State Services website or personal delivery to the MFC/GUVM of the Ministry of Internal Affairs,
  • payment of state duty,
  • receiving the ID in person.

Also, the period does not differ from how long it takes to obtain a Russian passport in 20 years.

When applying to State Services, the cost of replacement will be 30% less than when applying in another way:

  • replacement based on age, change of appearance or surname - 300 rubles. (210 rubles through State Services);

  • Subjects of regulation. These include time periods and sequence of actions of the migration service and its territorial branches. Also subject to the settlement is the procedure for interaction of the Federal Migration Service of Russia and its divisions with various government bodies exercising executive power, with local government bodies when issuing or replacing a Russian passport identifying a citizen in the Russian Federation.
  • Circle of applicants. The service can be used by Russian citizens who have lost their passport, who receive it for the first time at the age of fourteen, and foreigners applying for Russian citizenship. Russians aged twenty and forty-five, as well as those who have changed their appearance, gender, first name, patronymic, last name and other information about themselves or have discovered an error in them, have the right to contact the FMS office to replace the document with a new one.

Severe wear, damage or other reasons why the main document of a citizen of the Russian Federation, identifying his identity, has lost its presentable appearance and has become unsuitable for use, are also grounds for its exchange.
